2 BRENTWOOD TOWN CENTRE VISION ARTIST S SKETCH View into Town Centre Plaza from Willingdon & Lougheed corner THE VISION The Brentwood Site presents a unique opportunity to realize the vision established by the Brentwood Town Centre Development Plan. Inspired by the Creative City Initiative, the site s redevelopment will transform the existing suburban-style shopping mall into a world class, mixed-use, transit oriented community, reasserting itself as the nucleus of the Brentwood Town Centre area. The site will expand its role as a shopping destination into an integrated, sustainable, urban community offering a rich variety of indoor and outdoor shopping experiences, a variety of residential types, cafes & restaurants, entertainment venues and offi ces, designed around new pedestrian oriented public plazas, open spaces and tree-lined streetscapes. In its new role, the Brentwood Site will enrich the social, economic and physical environment of Burnaby s western-most town centre through high quality urban design and architecture, integrated into the urban fabric of the surrounding neighbourhood. With its direct connection to the Brentwood Town Centre SkyTrain Station, it will offer a unique destination for all of Burnaby and the greater Vancouver area. 2

3 OPEN HOUSE #1 We had a large turn-out at the Open House last January and want to thank everyone who took time out of their busy day to meet with us and consider the proposed Master Plan for Brentwood! Our Team and the City Planners appreciated the neighbourhood and public interest in the vision for Brentwood and read the many comment sheets handed in at the end of the Open House. We heard enthusiasm for the Conceptual Plan, including the introduction of street oriented shopping, the new Town Centre Plaza, improvements for pedestrians and cyclists and new housing opportunities. We also heard requests for more information along with concerns about how this plan may affect the existing neighbourhood. Our Team has spent the last fi ve months working with the City Planners to advance the Master Plan in response to the City s Brentwood Town Centre Development Plan goals and neighbourhood comments. 5 TRANSIT ORIENTED DEVELOPMENT TRANSIT ORIENTED DEVELOPMENT VISION A major planning goal for the Brentwood Site is to achieve a transit oriented development that takes full advantage of the existing SkyTrain and bus system. Our vision is to encourage transit use through good urban design that seamlessly integrates and enhances access to transit for the current and future neighbourhood. Access is enhanced with the improvements to the public streets and by the many pedestrian and cycling routes introduced throughout the site. The existing off-street bus exchange will become an on-street layout, designed to address the passenger needs of the broader neighbourhood. PROPOSED BUS ROUTING 5 MIN. 6 COMMERCIAL STRATEGY COMMERCIAL STRATEGY The Brentwood Site master plan will transform the existing exclusively internallyoriented shopping mall site into a mixed-use urban town centre environment with a focus on pedestrian oriented street retail and commercial uses. The site will have a full scale range and mix of retail and commercial spaces from small boutiques to major retailers and office uses. Larger retailers will be located discreetly in order to maintain an urban style street environment. Retail and commercial uses will front onto the new high street, all the street entrances to the site, the public street frontages, as well as the more intimate pedestrian mews. The intent is to create different urban retail experiences in a pedestrian oriented town centre within an exciting public realm. Strong, dynamic retail/commercial uses make an important contribution to the animation of the public realm in creative cities, encouraging public interaction and innovation. Great retail environments mixed with offi ces, interesting cafés, pubs and restaurants activate great public spaces and maintain a constant vibrancy. This is especially important for large public spaces where events are not occurring on a daily basis. 6

7 RESIDENTIAL STRATEGY RESIDENTIAL STRATEGY CONTEXT: The Brentwood Site will accommodate approx. 2,000-4,000 residential units benefi ting from and mutually supporting the variety of retail/commercial services and public amenities on the site. The direct access to the Brentwood Town Centre SkyTrain Station is an important convenience for the residents on the site. This type of complete community development with immediate transit access and the full range of services to meet resident s daily needs will appeal to a broad demographic mix in terms of age, ethnicity, and income. The range of unit types will suit individuals, couples and families seeking an urban lifestyle. An inclusive demographic range will, in turn, enliven the social environment of the site and neighbourhood. STRATEGY: 1. Design the majority of residential density in tall, narrow buildings to optimize view corridors, minimize the massing, visual impact & shadowing 2. Locate the tallest building at the Southwest corner of the site (Lougheed - Willingdon Intersection) and decrease/step down in all directions 3. Provide a Low-rise transition zone adjacent to the single-family neighbourhood 7

TRAFFIC, TRANSIT & PARKING Bunt & Associates, Traffic Planners and Engineers, have been working closely with the City s Transportation Planners to address the neighbourhood concerns about traffic in Brentwood and come up with the best solution for the integration of the Brentwood Site Town Centre Plan into this busy neighbourhood. Some Commuters & Local Residents are currently short cutting through Residential Neighbourhoods from Beta Ave to Willingdon Ave. Response: Improve access through the Mall site - New East-West traffic connections (Brentwood Blvd. & Ridgelawn Extension) between Beta and Willingdon to relieve the northern neighbourhoods Major on-site link between Halifax St. & Alpha Ave. the new High Street Access & egress for the new parking focused on Willingdon & Lougheed No vehicular connections to the lane along the north property line What happens to the existing bus loop & access to SkyTrain? Response: The buses will be relocated from the existing bus loop to streetside locations in close proximity to the Skytrain station One bus route will stop on site, along the new High Street Improved access to the SkyTrain Station from street level and from within the new development Encouraging Transit use is one of the goals of the project New escalators & elevators throughout the town centre to improve ease of access Traffic congestion on Halifax between Lougheed & Gilmore Response: from City of Burnaby Transportation Planning Dept. The City has plans to improve this existing condition by: developing new & improved east/west connection from the Halifax entry to the Brentwood Mall Site to 1st Street Aligning Douglas Road at Gilmore Improving the intersection at Douglas Rd. & Halifax St. to facilitate traffic movement Existing surface parking should go underground Response: Except for some convenience street parking along the new internal roads, all Commercial and Residential parking will be discreetly located behind buildings/storefronts & below grade. 9

Open areas at street level will provide spaces for café seating and Grab-n-Go retailers. The street-level plaza connection to the main upper plaza level is fully accessible. Pedestrians can choose the meandering steps through an urban garden, escalators or elevators. The urban garden will provide a natural buffer to the this busy intersection and offer opportunities for public seating in a sunny southwest exposure. 13 TOWN CENTRE PLAZA - MAIN LEVEL ARTIST S SKETCH Aerial view of Town Centre Plaza The Town Centre Plaza is the public heart of the Brentwood Town Centre. The main upper level of the plaza has a direct, level connection to the SkyTrain station and a terraced urban garden connection to the street level at the Willingdon and Lougheed corner. This large, fl exible public space, framed by retail, restaurants and cafes to provide the high-vitality activity envisioned in the BTC Development Plan, will accommodate a wide diversity of audiences ranging from small gatherings to large scale events, such as music, art shows, theatre presentations, markets, festivals and neighbourhood gatherings. 15 WILLINGDON & LOUGHEED: NEW STREET EDGES The site edges establish a unifying urban character for their neighbourhood and address a variety of modes of movement; cars, transit, bicycles and pedestrians. Both Willingdon Avenue and Lougheed Highway are identified in the Brentwood Town Centre Development Plan for upgrading into more urban pedestrian streetscapes with separated urban trails (incl. bike paths). They will become Great Streets with a sense of place, bounded and animated by the mixed-uses proposed on the Brentwood Site. The street design will include a double row of street trees defining the separated urban trail, a widened pedestrian path, and a commercial setback next to the new commercial and residential frontages, for a variety of outdoor activities. Response: The Brentwood Master Plan is intended to be a pedestrian-oriented, walkable community Willingdon and Lougheed existing sidewalks will be widened and upgraded to Great Streets with the new Burnaby Separated Urban Trail for bikes and pedestrian paths Retail frontages will be set back to allow space for outdoor seating and other pedestrian amenities Active pedestrian streetscapes are planned to encourage social interaction in public settings Brentwood Site Master Plan provides multiple pedestrian connections to Willingdon, Lougheed and Beta, while respecting the residential neighbourhood to the north Pedestrian-only streets will also be featured on the Brentwood Site Are measures to improve safety being considered? 20 NORTHERN TRANSITION ZONE & GOOD NEIGHBOUR INITIATIVES ARTIST S SKETCH Continuous Green Buffer separating Low Rise Residential from Single-Family Neighbourhood to the north NORTHERN TRANSITION ZONE - PLAN This area provides a broad landscaped buffer zone between the new town centre development and the surrounding residential neighbourhood, that wraps around the north, northeast and upper east borders of the Brentwood site. INTERFACE WITH NORTHERN RESIDENTIAL PROPERTIES Views from the northern single family Response: Low-rise residential is planned for the northern transition zone to the existing single family properties and buildings in the transition zone have been oriented perpendicular to the lane and are separated by green open spaces to allow views from the north Views through the low-rise residential open spaces are aligned with the open spaces between the towers that are located above the existing Mall, to extend the views from the north Tower shadowing impact on the surrounding neighbourhood Response: Minimized impact by placing majority of density in tall, narrow towers (vs. shorter and wider) Stepped Building height - shortest to tallest at Southwest corner Low-rise forms are proposed on the Northern Edge Maintain existing north lane without additional vehicle access Response: Northern lane will remain as is with no vehicular access introduced from the Brentwood Site Will the greenery along the lane be improved? 24 OPEN HOUSE #1 COMMENTS & RESPONSES 4. TOWER DENSITY & HEIGHTS Number of High Rise Towers being introduced Response: The proposed density is consistent with City policy / BTCDP. No additional density is requested. The Brentwood Master Plan follows the City s approved Brentwood Town Centre Development Plan (BTCDP) where increased residential density is encouraged around Skytrain Stations to reduce dependency on cars and promote transit use The goal is creating a Live, Work, Shop and Play mixed-use sustainable community as part of the city s goal of creating self-sufficient Complete Communities where new residents and the existing neighbourhood have access to their daily needs within their Town Centre Heights of the High Rise Towers Response: Locating the bulk of the density in tall, skinny towers minimizes the massing, view impact, and shadowing The tallest towers on the Brentwood Site are strategically located at the Willingdon & Lougheed corner and step down in height towards the existing residential neighbourhoods 24

25 SUSTAINABILITY SUSTAINABILITY Preliminary sustainability review shows that the proposed design for the Brentwood Site will result in a strong LEED-ND Gold rating. A sustainability roadmap is outlined in the Masterplan to assist in achieving that goal. It provides a framework to track the development of the environmental, economic and social design strategies into detailed quantitative targets, as the project progresses through the various site-specific and detailed design stages of this comprehensive master plan. 25

26 PUBLIC ART IN THE PUBLIC REALM Public art will be integrated throughout the site into both public open spaces and interior spaces.
