2 2 Principal s Message consists of two sites that work closely with Monterey County Probation Department. is located within the walls of Monterey County Juenile Hall, which is a short-term detention facility for jueniles awaiting adjudication of their cases. Juenile Hall is a 114-bed facility that houses minors who are charged with new criminal acts and/or probation iolations. While in custody, jueniles are under constant superision of the facility s juenile institutions officers. Salinas Valley Education Center works within the Monterey County Youth Center. The Probation Department s Youth Center is a medium-security residential treatment facility located in East Salinas. It is one of only a few secured juenile treatment centers in the state. The Youth Center consists of three dormitories with a total capacity of 85 male-only residents. Both school sites work cooperatiely and collaboratiely with probation staff in a team approach. School Mission Statement The mission of the Alternatie Education Program of the Monterey County Office of Education is to prepare our students for future success by proiding a supportie school enironment that focuses on increasing academic and pro-social behaiors and skills, while proiding functional life-skills instruction. We respect and alue the unique contributions of each of our students and our role in assisting them in becoming responsible, stable and contributing members of society. The goal of the Court and Community Schools and Home and Independent Studies Program of the Monterey County Office of Education is to enable all students to progress toward becoming: 1. Engaged learners who read, write, and speak effectiely, think critically and use technology efficiently for lifelong pursuits; 2. Pro-social indiiduals who demonstrate respect, compassion, cooperation, integrity and responsibility; 3. Independently functioning adults who recognize and use their talents and demonstrate daily liing skills in pursuit of ocational and interpersonal deelopment; 4. Healthy human beings who understand the elements of a healthy lifestyle, engage in positie recreational actiities, and practice habits that strengthen body, mind and soul; 5. Global citizens who appreciate cultural diersity, work to strengthen community through serice to others and participate constructiely in the political process. Mission Statement The Monterey County Office of Education proides the leadership, support and serice excellence needed to prepare the dierse students of Monterey County for success in each step of their educational journey. Vision Statement Eery student will be proided an enriched educational experience through the leadership, support and serice of the Monterey County Office of Education that prepares them for success as productie and contributing members of a global society. Parental Inolement Parents are inoled from the first day s intake procedures to the student s return to the home district, transfer to another court or community school, or graduation. Parents are encouraged to attend school isitation days and family days. Most contact with the parents of students on probation is conducted through the probation staff. Monthly newsletters are proided in both Spanish and English. They include information on classroom actiities, schoolwide programs, student recognition, upcoming eents and day-to-day information. Parents receie regular progress reports and announcements of special eents such as open houses, isitation days, etc. Parents, staff members, students and community partners are encouraged to participate in the Court School Site Council. links families to necessary serices. We encourage parents to support school success, although opportunities for parental inolement are more limited because the students are incarcerated. For more information on how to become inoled at the school, please contact Principal Mary Magana at (831) Professional Deelopment offers professional-deelopment workshops, trainings and coaching sessions; Beginning Teacher Support and Assessment (BTSA); and professional learning communities for administrators, teachers, paraprofessionals and office staff. Teachers are encouraged to participate in Verification Process for Special Settings (VPSS) training to become highly qualified in all core academic areas. Topics include technology skills, classroom-management skills, assessment skills and behaior interention. For the 2015 school year, the CAASSP included a mix of online and paper-pencil assessments. The online component contained the Smarter Balanced English language arts/literacy and mathematics tests. The paper-pencil science assessments of CAASPP included the California Standards Test (CST), California Modified Assessment (CMA) and California Alternate Performance Assessment (CAPA). There was also the optional Standards-based Tests in Spanish for reading/language arts. The CST is a multiple-choice test in science for arying grade leels. The CMA is a modified assessment for students with disabilities who hae an Indiidualized Education Plan (IEP). The CAPA is an alternate assessment for students with significant cognitie disabilities who are unable to take the CST with accommodations or modifications or the CMA with accommodations. Students are first tested in grade 10 and hae multiple chances to retake the test if the student does not pass the first time. The grade 10 results of this exam are also used to determine AYP for high schools as required by the federal No Child Left Behind (NCLB) law. The CAHSEE has two sections: English language arts and mathematics. For the purposes of calculating AYP, three performance leels are set: Adanced, Proficient and Not Proficient. 8 8 Admission Requirements for California s Public Uniersities Uniersity of California: Admission requirements for the Uniersity of California (UC) follow guidelines set forth in the Master Plan, which requires that the top one-eighth of the state s high school graduates, as well as those transfer students who hae successfully completed specified college course work, be eligible for admission to the UC. These requirements are designed to ensure that all eligible students are adequately prepared for uniersity-leel work. For general admissions requirements, please isit the UC Admissions Information Web page at California State Uniersity: Eligibility for admission to California State Uniersity (CSU) is determined by three factors: 1. specific high school courses, 2. grades in specified courses and test scores, and 3. graduation from high school. Some campuses hae higher standards for particular majors or students who lie outside the local campus area. Because of the number of students who apply, a few campuses hae higher standards (supplementary admission criteria) for all applicants. Most CSU campuses hae local admission-guarantee policies for students who graduate or transfer from high schools and colleges that are historically sered by a CSU campus in that region. Each of these facilities data lines were upgraded from T1 lines to Customized Switch Metropolitan Ethernet (fiber optic), which increased our computer Internet capabilities by 1,000 percent (Internet speed and traffic). Each site receied new data switches, routers and wireless access points. The Salinas Valley Education Center receied 40 new PC laptops, specifically used by students to enhance instruction. The Salinas Valley Education Center offers two career technical education (CTE) courses in construction and health serices; both are aligned with California s CTE standards. Also, these courses are sequenced and aligned with Mission Trails Regional Occupation Program and Hartnell College s degree certificate programs in health science and construction. Career Technical Education Participation This table displays information about participation in the school s Career Technical Education (CTE) programs. Types of Serices Funded Wellington Smith Jr. School makes eery effort to meet the academic, emotional and physical needs of its students. SPRINT teams address issues that affect the ability of a student to perform at his or her best in school and recommend arious interention strategies and serices to meet the unique needs of referred students. Title I NorD funds are allocated to technology equipment and digital coursework enhancement to establish better access to college and career curriculum and instruction in the court schools. Parents are encouraged to attend school isitation days and family days. 10 10 Textbooks and Instructional Materials Curriculum Materials Adoption Committee The Curriculum Materials Adoption Committee (CMAC) is responsible for ensuring that the selection of appropriate instructional materials for Alternatie Education Program sites students is conducted in a professional manner by a deliberatie body of teachers, administrators, and parents and community members. The committee consists of the school site principal, classroom teachers (including lead teachers), instructional paraprofessionals, and office support staff. CMAC members are committed to alignment with Common Core State Standards and other applicable state and federal laws and regulations. Members attend monthly committee meetings. Members will reiew materials submitted for consideration, completing reiewer forms within established timelines. The next public hearing of curriculum and materials will take place in February 2016, before the Monterey County Office of Education Board of Education. The site proides a clean, safe and functional enironment for learning through proper maintenance and campus superision. Students receie instruction within four classrooms, a gymnasium, and athletic fields. There is ongoing maintenance to ensure for facilities to remain up-to-date and proide adequate space for students and staff. School custodial staff, probation staff and the county maintenance department work together to ensure classrooms and campus grounds are well-maintained and kept safe and functioning for students, staff and isitors. A new school building at the Youth Center opened in the school year. Salinas Valley Education Center is located within the Salinas Youth Center. It offers students instruction with three classrooms. Students also hae access to outdoor physical-education facilities and athletic fields. The facility offers appropriate space for teachers and support staff. School Safety The mission of Alternatie Education Programs at Monterey County Office of Education as it relates to the Comprehensie School Safety Plan is to proide a safe, secure and positie learning enironment for all students and staff through the implementation of a framework of policies, regulations and procedures in accordance with Senate Bill 187, State Department of Education directies and the mandate of the Monterey County Board of Education. The intent of this plan is to be both preentatie and proactie as we seek to ensure that the alued assets of our students and staff are recognized and respected, and that our goals of learning will be more fully realized and respected in a safe and supportie enironment. Throughout the school year, beginning in August, each indiidual school site in the Alternatie Education Programs Department, as a matter of standard procedure, periodically reiews the Comprehensie School Safety Plan. At each interal, this reiew is conducted with the specific objectie of coordinating effectie site-based operational procedures with the requirements of state legislation, Department of Education Code, MCOE Board policy and MCOE Administratie Regulations. Emergency procedures designed to be employed at the site leel were deeloped through the collaboration of the Safety Plan Committee and the faculty at large. Each school in the department was allowed to adapt the general template of emergency procedures (Emergency Procedure Bulletin) to preailing circumstances unique to the site while retaining essential command and control links with the department Emergency Incident Response Team. Safety-related documents that are reiewed and updated annually at the Alternatie Education site include: Alternatie Education Program Faculty Handbook, which contains policies and procedures for nonemergency safety issues; Emergency Procedure Bulletin, focusing on disaster and other potential life- and health-threatening issues of an immediate nature; Emergency Incident Response Team Bulletin, which seres as the primary phone-tree reference for the department command and control center; and Safe Schools Data for , reflecting the accumulated incident and crime reports for the year. The school safety plan was last reiewed, updated and discussed with the school faculty in February It will be reiewed again in February 2016.
