2 ROSEL SCHOOL OF COSMETOLOGY INTRODUCTION Welcome to Rosel School of Cosmetology, where you can receive quality training in the exciting field of Cosmetology. You can learn to perform all beauty services, including hair styling, cutting, perming, relaxing, and coloring, make-up artistry, nail technology, and skin care. Our well-trained instructors are eager to train you for a successful career that lets your creativity flourish!! We will help you attain the theoretical, technical and interpersonal skills you require to become a successful beautician! Rosel School of Cosmetology is owned by Mrs. Rosel Baek, a licensed cosmetology instructor with over 30 years of salon and teaching experience. The school has been open since 1989 and has enjoyed 20 years of growth and success. It is located on the North side of Chicago in the pleasant Rogers Park community. It is conveniently located near bus and train lines, and offers ample parking on Devon Avenue and the surrounding side streets. We offer two classrooms with the most up-to-date equipment and teaching aids, including videos, slides, and illustrations which demonstrate current beauty techniques in step-by-step procedures. We also have administrative offices, supply rooms, a facial room and the student clinic, where you can gain valuable practical experience working on manikins and with the general public. Classes are taught in English and Korean. MISSION STATEMENT Our mission is to exceed student s expectations by providing educational tools and knowledge for them to excel in their chosen field (cosmetology, cosmetology teacher, nail technology, esthetics, or brush-up course) so they will possess the confidence and skills to service clients/students and obtain their licenses to be employed in salons, spas, or other avenues of the beauty industry. We strive to offer a balanced academic and personal environment that fosters growth and constant pursuit of knowledge.

3 COURSE OUTLINE COURSE NAME Cosmetology COURSE LENGTH 1500 hours SCHOOL HOURS Tuesday through Thursday, 9 a.m. until 9 p.m. Mondays and Fridays, 9 a.m. until 3:30 p.m. Saturdays and Sundays, the school is closed. Students may enroll either part-time (15 to 23 hours a week), or full-time (24 to 40 hours a week). There is not set date to enroll. You may start classes any time during the year, and you are responsible for adhering to the class schedule that you have chosen. The school will be closed the following holidays. New Year s Eve, New Year s Day, Memorial Day, July 4 th, Labor Day, Thanksgiving Day, Christmas Eve, and Christmas Day. ADMISSION REQUIREMENTS To enroll in the Basic Cosmetology course, you must have one of the following: 1. A high school diploma 2. A high school graduation equivalency certificate (GED) 3. Students who self-certify their education degree/certification must identify the name and address where they received their education, and the date they graduated. COURSE DESCRIPTION The main purpose of this course is to train students in both theory and practical experience, which will prepare them for employment in the cosmetology profession. The student will be trained to perform all beauty services allowed by the Illinois State Board of Cosmetology within the scope of practice of a licensed cosmetologist. These services include hair dressing, hair cutting, scalp treatments, permanent waving, hair coloring, facials, make0up and facial and scalp massage. In addition, you will learn about shop management and salon operation. The course also attempts to instill in the student the necessary knowledge pertaining to methods of proper sanitation, emphasize principles of self-reliance and ethics which are essential when working in the profession of cosmetology.

4 COURSE GOALS 1. To train students in both the theory of beauty culture and the practical or hands-on methods of providing client services. 2. To prepare students to work as licensed hair stylists in salons. 3. To prepare students to pass the Illinois State Board of Cosmetology Licensure Examination. 4. To prepare students to work in other fields of cosmetology such as skin care specialist, make-up artist, colorist, salon owner, and others. 5. Final Examinations (theory and practical) REQUIRED LEVEL OF ACHIEVEMENT All students are required to maintain a minimum of a 70% grade point average in theory and practical areas throughout the entire cosmetology course. In addition, a minimum score of 85% must be achieved on the comprehensive practical final exam, and a minimum score of 85% must also be achieved on the comprehensive theory final exam. (Please refer to the Satisfactory Academic Progress Policy for additional requirements.) Theory and Practical work will be graded according to the following: A Excellent progress 93% - 100% B Good progress 85% - 92% C Average progress 77% - 84% D Poor progress 70% - 76% E Failing below 70% A minimum of 70% is allowed on all theory and practical work. Grades below 70% are considered unsatisfactory. Students must also maintain satisfactory attendance, which means they must satisfy at least 67% of the hours per week agreed upon and stated on the attendance agreement at the time of enrollment. Student evaluations of academics and attendance will be given after the first 250

5 hours of coursework is completed, and at 200-hour intervals thereafter. Students whose grades fall below 70% or whose attendance falls below 67% will be placed on probation for the next 30 days. Termination from the program and withdrawal of financial assistance may result if the student has not met the necessary requirements of satisfactory progress after 30 days. TEXTS 1. Any student remaining at school more than 5 hours in a single day will have a half-hour deducted from their daily hours for lunch or breaks. RULES AND REGULATIONS During your attendance at Rosel School of Cosmetology, you are in training. It is imperative that you always do your best and project a spirit of cooperation and personal enthusiasm. The following rules must be followed to facilitate your potential to learn and grown. 1. Upon arriving at school, students must punch in their personal code on the Time Clock Plus System. Students are required to punch again out their personal code upon living school. 2. To receive credit, students are required to attend school at least THREE hours a day. 3. Prior permission must be obtained to leave the school at any time except during lunch breaks. Any student remaining in school more than FIVE hours in a single day is required to take a lunch break and will have half an hour subtracted from their total daily hours for lunch break. 4. Students are required to wear a white smock at all times while in school. The student is responsible for purchasing this smock. White smocks may be purchased at the following uniform shops for $20.00 to $ Allas Uniform Company 5943 Lawrence Chicago (773) North Shore Uniform Service 1818 Dempster Evanston (773) or (847) All students must supply their own blow dryers, end papers, hair sprays, gels, mousses, and any other supplies needed for client services. The school does not provide students with these supplies and equipment. Students are always responsible for securing their own equipment, supplies and books. If any of these items are lost or stolen, the student is fully responsible for their replacement at his or her own expense.

7 6. Maintaining sanitation is necessary throughout the day. This includes your assigned sanitation duties, as well as keeping your own materials, station and chair sanitized. 7. No smoking, eating or drinking are allowed on the clinic floor or in the classroom. Smoking is permitted OUTSIDE of the school only, and all cigarette butts must be placed in trash receptacles. 8. Students may receive personal calls only in cases of emergencies or urgent matters. Personal calls may be received only on the student phone line. The phone number for this line is (773) Students may call out only on the pay phone. 9. The school is not responsible for your equipment, books or personal property. Keep your material cases and lockers secured at all times. Lockers must be kept clean, as they are subject to inspection at any time. Any unlabeled lockers will be opened, cleaned out, and given to other students, so make sure your name is on your locker. THE SCHOOL WILL NOT REPLACE LOST OR STOLEN BOOKS AND/OR EQUIPMENT! 10. There will be unannounced box inspections for all equipment and supplies. Students missing any equipment will be given one week to replace the missing item(s). Failure to do so will prevent the student from serving any clients until the item(s) is replaced. 11. Students may service fellow students. However, if a perm, color, or any other chemical service is to be given, the student must pay $4.00 for perms, color, bleach, or chemical relaxer, and $3.00 for scalp treatment cream. 12. Tuition payments must be made in a timely manner as agreed upon at the time of your enrollment. All tuition and personal charges must be paid BEFORE 1500 hours are completed or your graduation diploma and license application will 13. All students must pass the final exams (theory and practical), with a score of 85% or higher before they are allowed to file for the State Board Exam. 14. Students performing services for clients or fellow students are always responsible for proper cleaning and sanitation of the table/area for the next client. 15. All used towels must be placed in the large, blue, closed container near the back of the school, or into the smaller container near the front of the school. NEVER leave towels on tope of your work stations or on top of the containers. 16. Any water, liquid or chemical that spills onto the floor during a shampoo or other service must be mopped up immediately. 17. Talking or cheating will not be tolerated during examinations.

8 18. All financial aid issues and questions must be directed toward Rosel or the financial aid officer. 19. Students are required to participate in fire drills. A fire drill will take place two times a year. 20.Students arriving more than 15 minutes after theory class has begun are considered tardy. Excused tardiness will be granted with a doctor s note or other valid written documents. Unexcused tardiness that occurs more than three times in a month will result in placement on probation, if the student does not correct his or her tardiness within the next 14 schooldays, the student may be withdrawn from the program. TUITION PAYMENTS $ Enrollment Fee $ Books & Equipment $ Tuition $ 11, Total Students are required to deposit at least $ prior to beginning class. There is a financial aid available for those who qualify. The financial aid officer will assist you in applying for financial aid if you are an eligible candidate. In cases where a student qualifies for the maximum amount in Pell grant money, the grant will cover approximately 80% of the tuition costs. In addition, the school may grant partial scholarships to individual students. Scholarships may be granted in specific situations where overwhelming financial need. The school director authorizes scholarships on the basis of need or merit. Outstanding tuition balances may be paid in installments on a monthly basis. This will be agreed upon at the time of enrollment. No diploma or transcript will be granted, nor will state board examination applications be released to the student until the tuition balance is paid in full. GRADUATION REQUIREMENTS 1. Completion of 1500 hours of coursework within 150% of the timeframe of the course 2. Passing score on both theory and practical final exams with a score of 85% or higher 3. Tuition balance paid in full, with no outstanding balance A diploma and transcript will be given to the student upon graduation. In addition, you will receive assistance in completing your State Board Exam application.

9 STATE EXAMINATION Upon completion of 1500 hours of satisfactory coursework, passing of both practical and theory final exams, and full payment of tuition, you are eligible to take the Illinois State Board Exam in Cosmetology. If you pass this exam, you will receive your Illinois Cosmetology License. JOB PLACEMENT ASSISTANCE Rosel School of Cosmetology will assist students in securing employment in the cosmetology field. We will supply information about available positions and will provide letters of recommendation for students. We do not, however, guarantee employment. NONDISCRIMINATION CLAUSE Rosel School of Cosmetology does not discriminate on the basis of sex, age, race, color, religion, or ethnic origin in admitting students. STUDENT PRIVACY ACT Federal law states that students may examine their files, and Rosel School of Cosmetology allows students to inspect their files upon request. If the student is under 18 years of age, the student s parent or guardian also has the right to inspect the file. We require the student s and a parents (on any student under 18 years of age) written permission before releasing information from the file to outside parties, except in special circumstances where authorities may have legal access to student file. Rosel School of Cosmetology will also provide access to student and other school records to its accrediting agency. TRANSFER STUDENTS Students who transfer from another cosmetology school will receive credit for all hours earned as listed on their transcript of hours. Students who have completed a cosmetology course in another country must bring their diploma when enrolling. They must complete at least 900 hours of the course at this school prior to graduating. Diplomas from other countries MUST specify the number of hours completed for the course. A diploma without specification of hours completed will not enable the student to receive credit for those hours, and the student will be required to complete the ENTIRE 1500-hour course at this school. Individuals who are licensed cosmetologists in other countries or states may be eligible for a brush-up course of 250 hours. The tuition for transfer students will be adjusted based on the number of hours required for completion of the course. The school does not recruit students already attending or admitted to another school offering a similar program of study. INTERNAL COMPLAINT PROCEDURE Students with complaints regarding any aspect of school may complete the school s internal complaint process to attempt to resolve the problem. The student should fill out an Internal Complaint Report Form, describing in detail the nature of the complaint and suggested solution to the problem. This form must

10 be submitted to Rosel Baek, the school s president. She will review the complaint, and within 10 working days of its receipt, will meet with the complainant to attempt to resolve the problem. The complainant will be given a copy of the original Internal Complaint Report with documentation of the meeting discussion. If the problem cannot be resolved through discussion, the complaint will be addressed within 21 days of its original filing, at the next staff meeting, comprised of instructors, financial aid personnel, and the school president. If additional information is needed from the complainant, a written document outlining the information need will be given to him or her. If no additional information is needed, the complainant will be notified in writing within 15 days of the staff meeting of measures taken to resolve the problem or will be given written documentation of evidence that the complaint was not warranted or based on fact. If a student feels that a problem has not been adequately dealt with through the internal complaint process within the school itself, he or she may file a formal grievance with the Illinois Department of Professional Regulations or with NACCAS (the National Accrediting Commission of Cosmetology Arts and Sciences). However, prior to filing a complaint with these agencies, the student is required to try to resolve the problem through the school s internal complaint process as described above. An applicant not accepted by the school shall receive a refund of all moneys paid. 2. A student who has not yet attended classes will receive a full refund of all monies paid, including registration fees, tuition, and all other charges, as

11 long as he or she gives a written notice of cancellation to the school within 5 business days of the initial date of enrollment. 3. When written notice of cancellation is given after the fifth business day following enrollment, but before completion of the student s first day of class, the school may retain no more than the $100 application fee plus the cost of any books or materials which have been provided by the school and retained by the student. (Standard textbooks and supplies are valued at $400.) 4. When notice of cancellation is given after the student s completion of the first day of class but prior to the student s completion of 5% of the course, the school will retain the $100 application fee, the cost of any books and supplies used and/or retained by the student, plus $300 of instructional charges. 5. When the student has completed more than 5% of the course, the school will retain the $100 application fee, the cost of books and supplies provided to the student, and a percentage of the instructional (tuition) charges according to the following table Amount of Course Completed Amount of Tuition Retained by School 0.01%-4.9% 20% 5.0%-9.9% 30% 10%-14.9% 40% 15%-24.9% 45% 25%-49.9% 70% 50% or more 100% 6. If the student is receiving financial aid (Pell Grants), is a first-time student at this school, and has completed less than 60% of the course at the time of withdrawal, the following pro-rata refund policy will be used to calculate tuition owed to the school. In a pro-rate refund, the student is charged the $100 application fee, the cost of any books and materials purchased from the school, and a portion of the tuition equal to the amount of hours completed. The school shall mail a written acknowledgement of a student s cancellation or written withdrawal to the student within 15 calendar days of the date the student notified the school of his or her withdrawal.

12 8. Any refund owed to the student upon his or her cancellation will be made within 30 calendar days from the date of the student s written notice of cancellation. 9. The unexplained absence of a student from school for more than 14 consecutive days shall be considered withdrawal from the school. The cancellation date shall be the last day of attendance. Students who do not return from a leave of absence will be terminated from the program using the documented date of return as the termination date. 10. Any student withdrawing from the program is entitled to an official transcript of all hours completed. 11. If a course is cancelled after a student has enrolled, but prior to initiation of instruction, the student shall receive a full refund of all moneys paid to the school. 12. If the course is cancelled after the student has begun instruction or if the school closes permanently and ceases to offer instruction after a student has enrolled, it will allow each student 30 days from the date of notification of closure to enroll in similar program at another beauty school of the student s choice, ensuring that tuition for the new program is equal to or lower than the tuition the student was contracted for originally. Pro-rata refunds will be applied for all students who do not enroll in a similar program at another beauty school. In this case the pro rata refund will charge for the portion of the tuition equal to the amount of course completed with no rounding. ROSEL SCHOOL OF COSMETOLOGY LICENSING REQUIREMENTS, PHYSICAL DEMANDS, SAFETY REQUIREMENTS, EMPLOYMENT FIGURES AND OUTLOOK, AND COMPENSATION IN THE COSMETOLOGY INDUSTRY AS OF 2005 LICENSING REQUIREMENTS (ILLINOIS) To become a licensed cosmetologist in the state of Illinois, you must: 1. Successfully complete 1500 hours of cosmetology training from a licensed cosmetology school. 2. Successfully pass the written State Board examination for cosmetology licensure with a score of 75% or higher. PHYSICAL DEMANDS IN THE COSMETOLOGY INDUSTRY Cosmetology is a rewarding and exciting career. However, it is a career that requires much stamina, motivation and physical energy. A cosmetologist s working day will involve many hours of standing on his or her feet.

13 Cosmetologists also face the risk of exposure of numerous different chemicals that are necessary to perform certain services. The chemicals and fumes can be hazardous and can irritate the lungs, eyes and skin. Communicable diseases are also a risk factor, since the cosmetologist must work in direct physical contact with the client. SAFETY REQUIREMENTS No matter where the setting for a cosmetologist s job may be, adequate lighting and ventilation are essential. The proper sanitary handling of each client is of the utmost importance to prevent disease transmission, and because of the nature of cosmetology services. Proper sanitation requirements taught in cosmetology school must always be practiced. Only clean and sanitized capes and towels are to be used on clients. All disposable materials used on clients must be replaced with new materials for each client. Implements must all be properly disinfected prior to use on each client. Latex gloves must be worn at all times when handling chemicals to protect the skin. Cosmetologists must clean and disinfect their hands and arms and all implements after servicing each client to prevent communicable diseases. EMPLOYMENT FIGURES & OUTLOOK FOR THE COSMETOLOGY INDUSTRY According to a survey conducted by LMP Associates for NACCAS (National Accrediting Commission of Cosmetology Arts & Sciences), in 1996, 1,345,000 professionals worked in the salon industry. About half or 672,500 were full-time, experienced to open their own salons or to rent booths and become independent contractors. In 1996, there were 285,000 salon establishments in the U.S., serving an average of 172 clients per week. The typical salon is now a unisex salon with three or fewer stations. According to this survey, the salon industry continues to offer good job opportunities approximately 390,000 positions were available. One reason for the good employment prospects is due to the high employee turnover rate in salons. Inexperienced people filled one-fourth of the cosmetology job openings in EMPLOYMENT COMPENSATION IN THE COSMETOLOGY INDUSTRY The NACCAS survey report favorable trends in compensation for cosmetologists. The average salary for a full-time employee in 1996 was $32,000 including tips.
