1 LIAISON REPORTS ACCTA Annual Report San Diego, CA Annual Conference September 13 September 16, AMERICAN PSYCHOLOGICAL ASSOCIATION ANNUAL CONVENTION (APA) Submitted by: Matt Zimmerman, Psy.D., ACCTA President-Elect August 7-10, 2014 Washington D.C. ACCTA representation at APA is active and this year we connected to many organizations with whom we have excellent relationships. Liaison reports about ACCTA were given by this attendee at several meetings. Most prominent was attending meetings of APPIC (Association of Psychology Postdoctoral and Internship Centers), APAGS (APA Graduate Students), SCP (Society of Counseling Psychology) & APA Division 17 (Counseling Psychology), CCPTP (Council of Counseling Psychology Training Programs), and APTC (Association of Psychology Training Clinics). We were also present and active at the Counseling Psychology Specialty Council/Synarchy annual meeting that includes representatives from the ACHA (American College Health Association), SCP, CCPTP, SAS (Student Affiliates of Div 17), CCAPS (Commission for Counseling & Psychological Services), AUCCCD (Association for University and College Counseling Center Directors). Informally, discussions were also held with fellow CCTC (Council of Chairs of Training Councils) and NCSPP (National Council of Schools in Professional Psychology) members. The following report is divided by meeting, and relays the information deemed most relevant to membership. APPIC (Association of Psychology Postdoctoral and Internship Centers) Business Meeting 1. Standard Reference Form the first agenda item discussed was the Standard Reference Form, with Chair-person Dr. Jason Williams providing additional information about the decision to postpone usage of it until the 2015 application year. Dr. Williams reportedly discussed the issue in detail with Dr. Greg Keilin, and as a result of consequent APPIC Board discussions recognized that students were not yet clear on which sites would require or not 1

2 require the form. APPIC leadership agreed that preparing students in the coming year will allow for a smoother transition. The postponement was not due to technical issues, and the system is ready once students are better prepared for the change. The AAPI, in this regard, will be the same as last year. 2. In regard to the Match, Drs. Keilin and Jenny Cornish presented data showing a significant increase of approximately 500 internship positions in the past five years. It was noted, however, that there remains a shortage of nearly 1,700 APA accredited positions for applicants. Dr. Keilin also estimates that approximately 300 applicants secure non-accredited, internship like positions each year after not matching, reducing the pressure from the system but not supporting high standards in our field. Dr. Cornish provided student feedback regarding the AAPI, noting that most is positive and reflects that the system is user friendly. Most complaints regard formatting changes when information is uploaded, and that issue is resolved for the upcoming cycle. 3. APPIC will begin considering how to best use the massive Match database of information gathered over the past several years. Drs. Eugene D Angelo and Liz Klonoff will chair the newly formed research committee, guided by students and the APPIC Board. 4. APPIC currently has 743 internship programs, 501 of which are accredited by CoA. APPIC has a working budget of approximately $1M, 34% of which is utilized for payroll, and 14% for travel as a national organization with several key liaison relationships. The organization has dedicated $50,000 for their Accreditation Readiness Project to support programs nearing accreditation, and another $50,000 in upcoming grants to explore competency based measurement tools by programs. 5. TEPP (Training & Education in Professional Psychology) Journal Dr. Klonoff reported that submissions have increased from approximately 91 to 170 between 2012 and She expressed a wish for more internship data and research, since the journal has more doctoral research represented despite a more global research mission. She further supported the movement of submitting Innovations in Training material in which new methods of gathering information can be submitted for publication prior to results being available, and described this as a two-fer for potential authors. 6. Two awards were given during the APPIC Business Meeting. The first was on behalf of CCTC (Council of Chairs of Training Councils), due to not having formal meetings at APA. The award, named the Paul Nelson Award, is given to professionals in our field who embody the values of bringing people and organizations together for the betterment of training in psychology. The honoree for that award is Dr. Liz Klonoff. The second award given was the Connie Hersey Award, and is a lifetime achievement award given by APPIC. 2

3 The honoree for that award is Dr. Susan Zlotlow. A large cake with vanilla frosting and chocolate cake was also provided. Commission on Accreditation information (provided by liaisons at various meetings) CoA hopes to approve the revised Standards in the next six months. The training community can expect details about the embedded Competencies, including definitions of areas such as Direct Observation through the upcoming Implementing Regulations (IR s). Counseling Psychology Speciality Synarchy Dinner & Business Meeting The Counseling Psychology Specialty Synarchy is one of 14 Synarchy s under the Counsel of Specialties in Professional Psychology, a non- profit joint venture, initially sponsored by the American Psychological Association (APA) and the American Board of Professional Psychology (ABPP), to represent and support the development and functioning of recognized specialties in Professional Psychology. The mission of the Council of Specialities is to raise broad awareness of each specialty, provide structure for support of various organizations within the speciality, and support education, training, credentialing and practice through communication of coherent and consistent policies. Present at this meeting: Barry Chung (Synarchy Chair), Helen Nicholas (British Psychology Association), Michael Mobley (President Elect), Laura Palmer, Mary Leary O Wiley (ABBP), Rachel Navarro (Council for Counseling Psychology Training Programs), Matt Zimmerman (Association of Counseling Center Training Agencies), Skylar Siminovsky (Society of Counseling Psychology - SCP), Sharon Bowman (SCP President), SAS Co-chairs Sneha Pitre, Brittan Davis, Ashley Oliver, Chanda Corbett (CCAPS), Dan Jones (Association of University College Counseling Center Directors), Jamie Davidson (American College Health Association), Robert Smith, American Counseling Association, Debra Nolan (Society of Counseling Psychology); Andy Horne (SCP Past President), Jim Lichtenberg (SCP President Elect Elect) 1. Barry Chung, Counseling Psychology Synarchy chair, discussed the importance of relationship building within the synarchy. He thanked the Society of Counseling Psychology for sponsoring the dinner. 2. Robert Smith, President of the American Counseling Association, shared that his organization has 56,000 members and is growing at a rapid rate in the U.S. and other countries. He would like for ACA to build relationships with the organizations present. He is interested in intentional collaboration and communication. The end goal is empowerment for all and high standards. He 3

4 would like there to be a combined stronger voice across the counseling constituents. 3. Helen Nicholas of the British Psychological Society has approximately 50,000 members. Helen would like to do more mentoring especially with Early Career Psychologists (ECP s). Her second priority is international collaboration. She noted that employment a big issue in the U.K. 4. Sharon Bowman, outgoing President of The Society for Counseling Psychology, noted that SCP as approximately 2,400 members. She noted that only half counseling psychologists who are members of APA are members of SCP. Dr. Bowman also discussed the importance of engaging ECP s and students. Sharon noted the 2014 Counseling Psychology conference as a marked success, with the support of ACCTA and CCPTP, and added that her Presidential theme, Collaboration, Conversations, and Commitment to Change was effective. Sharon discussed the themes of diversity and international diversity within the conference. She noted that this conference was the 6 th counseling psychology in its field and had 900 attendees, half of which were students. SAS (Student Affiliates of Div 17) expressed their main concerns as student loan debt and inequity between amount permitted to borrow between Counseling and Clinical students, and market challenges from CACREP accredited masters programs. 5. Dan Jones noted that AUCCCD is the only organization that represents collegiate administration and leadership. AUCCCD has a major focus on diversity and inclusion. Eighty percent of AUCCCD members are psychologists, 17% counselors, 3% of the rest include social workers, health care managers, and others. Memberships are institutional. He noted AUCCCD s relationship with NASPA. Their next annual conference is in 2014 in Chicago. 6. Mary Leary O Wiley represented ABPP, and shared that there are 23 specialties within professional psychology. ABPP has lined up their Counseling competencies with Division 17. SCP has approved and will now offer scholarships for those going through the process if someone has been approved to sit through the oral exam. 7. Rachel Navarro reported on CCTPT, which their focus has been on counseling psychology competencies, and recently support of the 2014 Atlanta Conference. The internship imbalance is also of concern. She also noted the viability of counseling psychology with regard to the master s level training issue. 8. Jamie Davidson of the American Collegiate Health Association shared that the organization has a focus on multi-collaborative efforts in healthcare. 4

5 9. Barry Chung referred to the Revised Taxonomy for counseling psychology education and training. A decision was made to discuss and revise over . APA would like all 14 specialties to complete their taxonomy. Reception for Susan Zlotlow Dr. Zlotlow was indeed surprised for the reception honoring her robust career with the Commission on Accreditation. President of APA, Dr. Nadine Kaslow, broke the rule of not giving Presidential Citations to APA staff, and noted Dr. Zlotlow s exceptional effort, ethical barometer, and collaborative style. Dr. Norman Anderson, CEO of APA, read aloud the letter that Dr. Zlotlow had received marking 15 years as Associate Executive Director of CoA, which spoke of her political sensitivity, ability to tolerate strong cross-currents within our field, and support of her staff throughout the years. Dr. Zlotlow was thankful to her own prior supervisors, commenting that her exceptional training experiences remained as a primary influence in her commitment to maintaining high standards and supporting all levels of training in psychology. CCPTP (Council of Counseling Psychology Training Programs) Business Meeting 1. CCPTP engaged in a Summit in May of this year to discuss CACREP challenges regarding Master s training and licensure issues related to it (see above in Div 17 section for additional information). Dr. Nadya Fouad, in her role as liaison from Masters in Counseling Accredited Councils (MCAC) reported that Ohio and New Jersey passed a law, as a result of CACREP lobbying, to only license Master s students from CACREP accredited programs. The associated concern, according to Dr. Fouad, is that Master s programs tend to financially support Doctoral programs in Counseling Psychology, and University administrators would be likely to choose Master s of Doctoral programs in difficult financial times. 2. Regarding CoA, CCPTP has five nominees to join and will forward two names for appointment by the Board of Educational Affairs (BEA). It was noted that the Supervision Guidelines for Counseling Psychology, created by the Society of Counseling Psychology, have been approved as APA policy. 3. Concern was expressed related to Counseling Psychology intern applicants experiencing a decreased percentage of internship placement from 90% to mid-80 s, and increased placement of students to non-accredited programs. APAGS (APA Graduate Students) Meet and Greet Over 40 training programs were represented, and despite the large room in which this meeting was held, enough students attended for it to be rather crowded. Training Directors were given seats at various tables, and students joined to ask 5

6 questions. There was ample enthusiasm and positive energy in the room, and attendees only left when the organizers turned the lights off. Society of Counseling Psychology and Div 17 (Counseling Psychology) Business Meeting 1. Dr. Sharon Bowman, outgoing President of Div 17 discussed training issues as part of her Presidential address. Similar to SAS, she expressed a concern that Counseling doctoral students have a lower limit on Federal Loans (138K) than Clinical doctoral students (250K). She simultaneously shared SAS s concern about overall debt for Counseling students who enter the marketplace. Dr. Bowman also discussed CACREP s strong advocacy to only have students who complete CACREP accredited programs be eligible for licensure, and the problems that would cause for doctoral students coming from APA accredited schools. 2. It was reported that regarding APA Council representation, APA is recommending reducing representatives from all divisions from three to one, due to the Council being so large as to make decision making unwieldy. This has not yet been decided. 2. ASSOCIATION FOR THE COORDINATION OF COUNSELING CENTER CLINICAL SERVICES (ACCCCS) Submitted by: Cynthia Cook, Ph.D., ACCTA Member May 20-23, 2014 Bastrop, TX Description and Mission The Association for the Coordination of Counseling Center Clinical Services (ACCCCS) was formed in November, 1996 when a group of clinical services coordinators and clinical services directors representing colleges and universities from around the country met at The Ohio State University to discuss common interests and concerns. Membership in the association is open to any staff member in a college or university counseling center who is directly responsible for coordinating the clinical service aspect of the agency s services, including the day-to-day coordination and implementation of those clinical services. Currently, directors, associate directors, assistant directors, coordinators, and staff members hold membership in the association. The aim of the association is to be inclusive and welcoming of all persons in counseling centers with responsibility for coordination of clinical services. Statement of Purpose 6

7 To promote the exchange of ideas to enhance the provision and management of clinical services at counseling centers To create opportunities for professional development and continuing education for individuals responsible for the coordination of clinical services at counseling centers To provide support, as well as role and function clarification, for individuals coordinating clinical services at counseling centers To promote collaboration and cooperation with other counseling center personnel, administrators, and organizations in the provision of clinical services Conference Content The three-hour preconference workshop this year was presented by Lynne Milburn and Gail Goodman, and was titled Legal and Ethical Issues: Self Care: A Foundation to Ethical Practice. This presentation was fun and spirited, focused on increasing awareness and identify areas of vulnerability regarding therapeutic boundaries, learning an ethical decision-making process to apply to dual/multiple relationship dilemmas, and helping participants identify behavioral changes to improve your self-care and reduce stress. The topic of the keynote address was Clinical Services and Academic Outcomes and was presented by several University of Texas at Austin administrators: Chris Brownson, Ph.D. Director, Counseling & Mental Health Center & Associate Vice President for Student Affairs, Gage Paine, Ph.D. Vice President for Student Affairs, David Laude, Ph.D. Senior Vice Provost for Enrollment and Graduation Management Professor. This presentation was a very thought-provoking acknowledgement that our job in counseling centers is to help students graduate and succeed academically, and Dr. Laude believes that is the job of the faculty as well that we all have to work together to identify the factors getting in the way of a student s success. Dr. Paine made the provocative point in support of spending more time in outreach and consultation that counseling centers will never meet the needs of students coming in if we try to do it one by one, that we need to get out of the office meet the people where they are on campus. Dr. Marla Craig from UT-Austin provided a presentation on UT s experience of completely rebuilding a clinical system from the ground up, and the processes and challenges they discovered. There was also a panel of former clinical directors who are now directors speaking about and answering questions about what it was 7

8 like to be a director and the process by which they got there and learned the position. Other topics covered in presentations were developing a unified model of mental health, emotional intelligence, membership survey results, elucidating trends in college student mental health (making sense of data collection and research), threat assessment, the electronic record keeping process, incorporating emerging technologies in service delivery, and roundtable discussions on the interaction between staff dynamics and personal effectiveness. A liaison report from ACCTA was presented during the business meeting. Next year s conference will be May 18-22, 2015 in Chicago, IL. 3. ASSOCIATION OF PSYCHOLOGY TRAINING CLINICS (APTC) Submitted by: Mary Ann Covey, Ph.D., ACCTA President February 27 March 2, 2014 San Juan, Puerto Rico Leadership in a World of Constant Change Description and Mission The Association of Psychology Training Clinics (APTC) is the national organization for directors of psychology training clinics. Its members are directors of clinics that are typically associated with pre-doctoral graduate training programs in professional psychology clinical, community, counseling, clinical child, and school psychology at regionally accredited universities. The organization s mission is to support and represent the interests of member directors and their clinics. If you would like more information about their organization please look at: Conference Information & Content The keynote speaker was APA President Nadine Kaslow, PhD. During our conference in New Orleans, Nadine met with many of us regarding her Pipeline Summit Presidential Initiative. She has been meeting with different training groups throughout the year and I attended the meeting she had with members of APTC. The focus of her questions were on facilitating transitions from doctoral education to first job. Some of the highlights were: The need for a centralized place to post docs, ABPP information, jobs, and information regarding licensing. The need for there to be clearer information disseminated regarding different pathways of professional opportunities. 8

9 The need for more structures in place for students to complete dissertations. The need for a push for board certification/post docs/possible residency models (to mirror the health field). Dr. Kaslow s keynote address was entitled Transformational Leadership for the Future of Professional Education and Training. In this address, she outlined the different types of leadership and emphasized the impact of being a transformational leader vs a transactional leader. She also challenged the audience to be strong advocates for their training programs, for the provision of mental health services, for their department, and other ways to advocate regarding the importance of education and training in psychology. Many programs and discussions centered on the technological advances that clinics have taken advantage of and how to best share this information with their members. Issues related to webcams, servers, scheduling programs, isupe, and the role of social media. It was very interesting to watch what little has been published regarding social media policies and the attempt to write one. Collectively, they as a group, are attempting to write a policy that reflects good ethical practice. Erica Wise, PhD presented on the BEA Virtual Working Group: Conscience Clause Legislation. She briefly described the Conscience Clause legislation, addressing both students First Amendment rights and training students to become competent psychologists able to serve a diverse population. Please see Bob Hatcher, PhD and Erica Wise, PhD both received Presidential Citations from Nadine Kaslow, PhD. For the first time APTC offered poster sessions during breakfast. They were well received and will continue in the future. Lastly, there were interesting and informative programming regarding the models or training offered at clinics. Creative and innovative ways of integrating new aspects to training that incorporate the new Health Care Reform. Clinical Training with a Combined-Integrative Model that focused on training for Health Service Psychologists was discussed. 4. ASSOCIATION OF UNIVERSITY AND COLLEGE COUNSELING CENTER DIRECTORS (AUCCCD) Submitted by Tricia Besett-Alesch, Ph.D., ACCTA Treasurer October 26-30, 2013 San Diego, CA 9

10 The Association of College Counseling Center Directors (AUCCCD) was established in 1950 by a group of mid-western college and university counseling directors. Dr. Ralph Birdie, director of the Student Counseling Bureau at the University of Minnesota, Twin Cities hosted the first conference on the UM campus. Annual meetings were hosted throughout the 1950 s by several universities including the University of Illinois, Michigan State, The Ohio State University, State University of Iowa, University of Missouri, and the University of Minnesota. In the early days, the organization was referred to as the Annual Conference of College and University Counseling Directors. Initially membership was primarily drawn from mid-western institutions, but eventually the annual conference became a national affiliation of directors. AUCCCD has a membership of 677 universities and colleges throughout the United States, Canada, Europe, and Asia. (Source: Conference Program). Mission Statement The mission of the Association for University and College Counseling Center Directors (AUCCCD) is to assist college/university directors in providing effective leadership and management of their centers, in accord with the professional principles and standards with special attention to issues of diversity and multiculturalism. AUCCCD promotes the awareness of student mental health and development issues in higher education through research, advocacy, education, and training provided to members, professional organizations, and the public. (Source: Conference Program). Conference Theme The theme of the AUCCCD conference was Opening Pathways: Unfolding Potential in the 21 st Century. The conference theme reflected the ways in which counseling centers are forging forward in the 21 st Century as the meet the challenges and demands that come with each new generation of students. Two keynote speakers were invited. Claude Steele, Ph.D. provided one keynote address titled Whistling Vivaldi: How Stereotypes Affect Us and What We Can Do. Daniel Siegel, M.D., provided the other keynote address titled, Brainstorm: Discovering the Hidden Power and Purpose of the Adolescent Mind. Both presentations were quite informative. I have pages of notes from both of these presentations. If you are interested, let me know and I can them to you. I was grateful to have the privilege of attending these two amazing keynote addresses. AUCCCD Board Members Dr. Dan Jones, President (Appalachian State University); Dr. Elizabeth Gong- Guy, President-Elect, (University of California - Los Angeles);; Dr. Charles 10

11 Davidshofer, Treasurer (Emeritus); Dr. Jesus Aros (Weber University - Thailand); Dr. Victor Barr (University of Tennessee-Knoxville); Dr. Sharon Mitchell (University at Buffalo); Dr. Robert Rando (Wright State University); Dr. Micky Sharma (The Ohio State University); Dr. David Spano (University of North Carolina at Charlotte); Dr. Mark Thompson (Colgate University); and Dr. Linda Wolszon (Texas Christian University). Highlights from the AUCCCD Conference Keynote Speakers: Dr. Steele discussed the impact of stereotypes on grades. Adolescents who had higher SAT scores typically received higher grades. However, African American students received lower grades regardless of their SAT score. Research shows that when stereotypes were removed, there were no differences between African American and Caucasian Students. He stated, Unless universities value the importance of how our society s identities were developed and organized, students (heck all of us) will continue to feel marginalized! Never lose the conviction to change in organizations. Dr. Siegel s presentation focused on the teenage brain. He reported that the period of adolescence is years of age. Emotions do become more intense in adolescence. However, he believes the messages in many teenage books are that they are crazy, have raging hormones, are immature, and push away parents to get independence. The stated, These are myths. They are wrong and destructive. Dr. Siegel presented on the enormous disparity between science and modern thoughts on adolescence. A key component to help decrease psychological issues is being interconnected. Science has shown this to be true. Therefore, if we become responsible to each other, we can prevent tragedies. Integration made visible is kindness and compassion. Both Dr. Steele s and Dr. Siegel s presentations were amazing! Diversity Leadership Scholars: Three diversity leadership scholars were selected for the AUCCCD Conference. This year, Diane Aguero-Trotter, Ph.D. (Seton Hall); Adriana DiPasquale, Psy.D. (Holy Cross); and Xuhua Qin, Ph.D. (Tufts University) were selected. Their program was titled, One Destination, Multiple Pathways: Breaking Down Barriers with Students, Trainees, and Staff. Preconference Programs: 11

12 The conference included one day of pre-conference programs. Five programs were a half-day in length and focused on: (1) facilitating the transition from military life to college life, (2) building communities/transforming lives: learning new ways to address student disruptions, (3) mindful multiculturalism, (4) ethical considerations for civilian providers working with military members and veterans, and (5) the trauma resiliency model. Additionally, five other programs were a full day in length. These programs were on: (1) surviving and thriving as a new director, (2) engineering campus caring, (3) effective postvention strategies for responding to student suicide deaths, (4) mindfulness tools, and (5) improv(ement): unleash clinical and administration potential through the art of improvisation. Conference programs: Elements of Excellence: E of E s mission is to provide AUCCCD membership with programs, discussion sessions, and presentations on building leadership and management skills for counseling center directors. AUCCCD has a committee that sponsors a number of E of E programs at the pre-conference and throughout the conference. The E of E program topics this year were: (a) surviving and thriving as a new director, (b) the many faces of microaggressions, (c), two presentations on leadership development, (d) two presentations on management skills, and (e) two presentations on creative visioning. In addition to the Elements of Excellence programs, there were several conference programs addressing a wide range of issues and current concerns that impact counseling centers. Business Meetings: The first business meeting included a welcome from the President, Dr. Dan Jones. Each Board Member Candidate was introduced by Dr. Jones. AUCCCD membership was encouraged to vote while at the conference. Dr. Maggie Gartner (Texas A&M University) presented data on the New Directors/First Time Attendees to the conference. The Elements of Excellence group provided a report describing their charge and how programming was included in the general conference program. Drs. Micky Sharma and David Spano presented information on the Diversity Scholarship Awards. Dr. Jones presented the presidential awards. The second business meeting began with a call to order by Dr. Jones. He announced that the governing board elections would be announced at the banquet, as they did not have a quorum of votes. Dr. Chuck Davidshofer presented the Treasurer s Report. AUCCCD Liaison reports were given during this meeting. It was during this time that I also presented the ACCTA liaison report. As always, it was great to be welcomed back by the AUCCCD membership and so many former ACCTA training directors! Conference sites for the near future include the 2014 Conference in Chicago and the 2015 Conference in Salt Lake City, UT. Florida will most likely be the host for the 2016 AUCCCD Conference. 12

13 Overall, the AUCCCD directors were quite welcoming and supportive of internship training program at their center. ACCTA is encouraged to continue to provide supportive mentorship to programs wishing to start internship programs. Future Conference: The 2014 AUCCCD conference will be held in Chicago, IL on November 8 th -12 th. 5. ASSOCIATION OF PSYCHOLOGY POSTDOCTORAL AND INTERNSHIP CENTERS (APPIC) Submitted by Mary Ann Covey, Ph.D., President May 1 st -3rd Austin, Texas My highlights focused on ACCTA members getting awards (Karen Lese-Fowler), our board midyear meeting (Ellie did a great job capturing our work and previously posted), seeing old and new ACCTA members! Additional highlights: The attendance of the conference was over 300 and they had actually sold out!!! From the liaison meeting the highlights from APPIC leadership: New Directory online adding alerts to changes in directory and regional stipends E-membership Overhaul to MyPsychTrack system with the focus on toward competency rather than numbers and the hope that this system will help with mobilization APPIC Public Share Point a system where self studies and correspondence with APA can be stored The creation of APPA CAS APPIC Psychology Postdoctoral Application Centralized Application System which begins in August/early September Changes in the APPI online were discussed most changes focused on formatting. The optional use of the Canadian Reference Letter was discussed. Our own Pam Epps will be creating a committee that focuses on helping doctoral programs to be accredited Discussion of the Accreditation Readiness Program (ARP) Discussion of the Science Review Committee and how to get data out to inform students 13

COUNCIL OF CHAIRS OF TRAINING COUNCILS (CCTC) Submitted by: Mary Ann Covey, ACCTA President October 31, 2013 The mission of the Council of Chairs of Training Councils (CCTC) is to provide a forum for communication among the doctoral, internship, and postdoctoral training associations in psychology. The CCTC meetings, typically held twice a year in conjunction with the APA Consolidated Meetings, provide an opportunity for members to debate and discuss issues of common interest to our councils and organizations. Additionally, CCTC develops recommendations, encourages feedback on these recommendations and provides comments to key organizations and groups throughout the national education and training community. There are no currently bylaws or other guidelines governing CCTC, and it is a voluntary organization (e.g., it doesn t impose policies on its members). Discussion and working committees typically revolve around themes that are relevant to a majority of the members; CCTC allows training councils to speak with a common voice, while respecting differences. BEA Statement on accreditation stated the resolution that BEA passed at APA in August 2013 regarding programs needing to be APA accredited to be Health Service Psychologists. The complete resolution can be found: HSP Competencies the advancement of the Health Service Psycholgy Competencies continues to be discussed with concerns about what this would mean for the various training councils. Update on 2014 Presidential Initiatives Discussed the initiative of the pipeline of psychology training. ACCTA s meeting with Nadine Kaslow during the past ACCTA conference was brought up as a great source of information that will be shaping the initiative! Internship Toolkit As an action item from the 2008 Imbalance meeting, CCTC created a workgroup to develop an Internship Toolkit. This is available at The workgroup requests a continued charge from CCTC to revise and update the Toolkit, as well as the addition of new members. Canadian Reference Letter Workgroup update (Mark Leach) A rather lengthy conversation focused on using the Canadian Reference Letter as a template for letter writers for the internship match process. The pros, cons, roadblocks, etc. were addressed. It was clear from the internship training directors that current reference letters didn t offer much information regarding students. The benefits of using such a template would be that each DCT would be evaluating these areas for their students. Each academic training council agreed to introduce the Canadian Reference Form to their councils and see what they like/dislike or would like to add or change. Please see for more information. CCTC Attendance and CCTC Policy and Procedures Discussion of council representation. Some councils bring two people (one voting member and one observer), while other councils bring one. Discussion focused on the value of bringing a member in the transition in leadership. It was suggested that two people are welcomed for the spring meeting and have the fall meeting be limited to one member. It was also suggested that only one member from each council can vote and that the guest is in the observer role. BEA Virtual Working Group: Conscience Clause Legislation Linda Forrest 16

17 This work group has been charged with developing a position and recommendations regarding the Conscience Clause legislation, addressing both students First Amendment rights and training students to become competent psychologists able to serve a diverse population. Please see Update on Courageous Conversation II and the Imbalance Grid CCII Members In 2008, APA and APPIC partnered to convene a small meeting of the five doctoral Councils and APAGS, with the goal to identify action steps that would mitigate the internship imbalance (AKA The Imbalance Meeting ). The tradition of CCTC has been to devote some portion of each subsequent meeting to reviewing the progress that each Council has taken on relevant action items as a means of holding ourselves accountable. In 2012, CCTC agreed that the time was favorable to hold a follow-up meeting, which was dubbed Courageous Conversation II (CC2). CCTC s guiding vision throughout this process has been to identify mechanisms that would mitigate the imbalance, in a manner that promotes quality in education and is responsive to workforce needs. The discussion focused on how can CCTC address the more difficult and complicated issues related to the imbalance. The representation from APAGS requested that CCTC change the language to reflect the imbalance as a crisis. G&P Roadmap/CoA update (Liz Klonoff) Liz Klonoff and Susan Zlotlow have met with various training councils during annual meetings to foster discussion about the G&P Roadmap and the revision process. They recently attended ACCTA and discussed the latest in the revision process. Health Service Psychology Education Collaborative (HSPEC) (Grus and Cimbora) At the 2008 Imbalance Meeting, a national conference on the sequence of training was identified as one potential long-term action related to the Imbalance (Action Item #7). At a subsequent time, an inter-organizational workgroup was established to consider elements of importance in the education of HSPs, including initial plans for a national conference. The mission of Council of Chairs of Training Councils (CCTC) is to provide a forum for communication among doctoral, internship, and postdoctoral training associations in psychology. CCTC promotes discussion of professional education of psychologists, develops recommendations to be reviewed and possibly implemented by member organizations, encourages communication between CCTC members and associated organizations and provides comment to the Board of Education Affairs (BEA), the Committee on Accreditation (CoA), and other APA Boards and Committees on relevant issues. CCTC as an organization is not part of the APA. Consequently, unless otherwise indicated, information on websites of the education and training organizations that comprise CCTC membership should not be interpreted as necessarily reflecting APA policy or official endorsement. ACCTA holds a voting member seat at CCTC. Agenda (with related ACCTA member comments) Education Directorate updates (Cathi Grus, Tammy Hughes, Garth Fowler) 1) Supervision guidelines workgroup ASPPB and BEA are each working on separate sets of guidelines re: regulatory guidelines for supervision. 2) APA Grants for internship programs Have completed two grant cycles thus far; 143 apps, 73 funded, 3 accredited programs developed as a result thus far. Ten additional programs about to be accredited. Discussion occurred re: how to create internships for underrepresented groups, and not just those that are shovel ready. APPIC is also looking at barriers to accreditation for programs, and considering grants as well. APPIC is unsure as to where students who drop out or do not match go, since that data is not traceable by them. 3) HSP Competencies BEA Council recently passed these competencies, so they are technically supported by APA at this time. Those competencies are also reflected in the most recent version of SoA, which is unrelated to HSP being passed by BEA. ASPPB noted that in a recent meeting of health counterparts including medicine, nursing, 18

19 OT, PT etc., that is was unclear what professional psychologists do. It is hoped that HSP allows for clearer communication about the functions of health service psychologists. 4) Update on 2014 Presidential Initiatives President Kaslow will lead to a summit, and noted that she is highly committed to education and training, due to coming out of the training world. 5) Update on Internship Toolkit Update is complete and on the APA website. Reflects newer funding streams to support consortial internships. 6) Graduate Education Online Academy Online resources are in development to fill gaps in graduate education. [Could the ACCTA website link to this from ACCTA website]. BEA looking for partners re: what could APA do to fill in gaps re: educational programs? Ideas floated in the meeting resources for human sexuality, HPI security, social media, Hx & Systems trainings. 7) BEA Task Force on Guidelines for Master s Programs in Psychology (Garth Fowler, Associate Executive Director for Graduate Education) 8) New uniform application system for graduate psychology application (Garth Fowler) Format is based on other health profession graduate applications, like medicine (AAMC). 9) Guidelines for minimal qualifications to enter doctoral programs that prepare Health Service Psychologists (Deb Beidel) Deb Beidel of Council of University Directors of Clinical Psychology Programs (CUDCP) pointed out that this would support more time in doctoral training for advanced training and education. May also reduce some level of redundancy between undergrad and doctoral studies. May make the distinction between Master s and Doctoral training more clear. Canadian Reference Letter Workgroup update (Mark Leach) CCTC voted to unanimously support the current form for use by in the AAPI system, and APPIC will endorse but not require, with the caveat that it is a first step. Comments were related to have the form conform with HSPEC or SoA 19

20 competencies. Several noted, with ACCTA support, that DCT s could move toward addressing holistic competencies, and allow supervisors to use the approved form that pulls for clinical and professional skills. APAGS Request of CCTC Regarding Internship with consequent follow up work group discussion on April 9 th 1. Idea generation for goals/work products of CCTC a. ACCTA shared the idea of relocation support b. ACCTA shared idea re: stakeholders aligning with financial support 2. Development of some type of mentorship system, with particular focus on new startup internships. a. ACCTA and NCSPP have such programs. b. Summit could help connect associations and agencies who might consider developing internships. 3. Establishment of a technical assistance center, likely web based a. Webinar for internship development b. Reservoir for internship development materials c. Permanent Q&A location, and cross pollination opportunities 4. Intercouncil conference on internship creation Future Directions of Education and Training (Cynthia Belar, Executive Director of APA s Board of Educational Affairs) There will be more emphasis on interdisciplinary training. Psychology will continue to be increasingly seen as a general health profession. HSP competencies are the most widely vetted in existence. Increasing role in primary care. Psychology needs to think more broadly than specialty care. Feds are funding community health centers and psychology should play a vital role in that. Need to get more psychologists and trainees into CMHC s. Legislative Issues 20

21 State Actor legislative intrusions some states asserting that an academic institution cannot have an intern in another state count toward education. Need to watch this. Conscious Clauses Nadine Kaslow Presidential Initiative There will be a 2 hour conversation with 6 students and 6 CCTC-like representatives to discuss specific solutions to the match crisis. That information will then be disseminated to CCTC and other organizations. Standards of Accreditation/CoA update (Carl Paternite, Co-Chair of CoA; Susan Zlotlow) Center for Health Information & Analysis (CHIA) and US Dept. of Ed have assumed that CoA s G&P were standards, as is true for other health fields. So change to Standards conform with those requirements. CoA has not endorsed HSPEC competencies. CoA reviewed 9 sets of competencies, including those from Canada and Australia, and including HSPEC and settled on the 10 competency areas based on convergence of those sets. There was much overlap for those 9 sets. Programs can add own competencies in addition to those in the SoA Implementing Regulations, not the competencies in the SoA, will specify content requirements of the general competencies. Council of Graduate Departments of Psychology (COGDOP) is consulting with CoA on IR s, and definitions of those competencies and IR s will be out for public comment this summer. Meeting with the Education Government Relations Office Seek to inform policy. FY 14 $6.9 mil for graduate psych education (up from 2.7 last year). Looks like the same for FY 15. Will have information in the coming weeks about how funds will be structured.
