1 Commission on Accreditation (CoA) 2013 Annual Report Staff Liaison: Susan Zlotlow, PhD (Director, Office of Program Consultation and Accreditation and Associate Executive Director, Education Directorate) Membership Composition and Diversity Appendix A to this report presents a brief profile of the 32 members of the 2013 Commission on Accreditation (CoA). In terms of individual diversity, 44% were women; 16% were of racial or ethnic minority background; and 19% represented other forms of individual diversity. In terms of discipline diversity, psychologists serving on CoA represented 17 (31%) of the 54 APA divisions, and 59% of those 17 divisions represented included one or more APA Fellows. Among the psychologists on the Commission, 23% were board-certified by ABPP. Twenty-two states from various regions of the country were geographically represented. The Chair of the 2013 CoA was Elizabeth A. Klonoff, PhD. The Associate Chair for Quality Assurance was Linda K. Knauss, PhD, and the Associate Chair for Program Review was Carl E. Paternite, PhD. CoA Meeting Structure During calendar year 2013, CoA met on the following dates: February 1 (new member orientation); February 2-5 (policy only); April 4-7 (program review and policy); July (program review and policy); and October (program review and policy). In addition to conducting program reviews, each CoA member participated in both a policy panel and a work group. These groups serve as task forces for particular types of issues throughout the year. In 2013, the three policy panels were: doctoral, internship, and postdoctoral; the four work groups were: communication, complaints, research, and training. Program Review Summary At each of its program review meetings, CoA completed the full reviews and made final decisions on 194 programs: 69 doctoral programs; 102 internship programs; and 23 postdoctoral residency programs. Of this total, 193 (99%) were granted initial or continued accreditation, while one accredited doctoral programs was placed on accredited, on probation status. One internship applicant for initial accreditation was denied a site visit.
2 CoA 2013 Annual Report Page 2 In addition to these full reviews, CoA completed numerous preliminary reviews of applicant and accredited programs, granted new requests for accredited, inactive status from 6 programs, and accepted the voluntary withdrawal of accreditation from 7 accredited programs. The Commission also reviewed 15 complaints filed against accredited programs as well as numerous interim reports submitted by accredited programs. Appendix B to this report presents the growth in the number of accredited programs by decade. As of the conclusion of 2013, there were a total of 952 accredited programs. A detailed breakdown of the numbers and types of accredited programs is provided below. Throughout the year, the Office of Program Consultation and Accreditation staff provided consultative guidance to programs and constituent groups. 3 CoA 2013 Annual Report Page 3 Policy Changes and Public Comment During 2013, the CoA dedicated time at each of its meetings (including an extra day at the July meeting) to work on revisions to the Guidelines and Principles for Accreditation (G&P). The CoA also adopted changes to several of its current policies; including changes to the Accreditation Operating Procedures (AOP) revised Implementing Regulations (IRs). The Implementing Regulations are policy statements that clarify portions of the G&P and the AOP; the most up-to-date version of the IRs may be viewed at the following URL: In accordance with its policies, public comment is always sought on changes to the G&P or AOP; it is sometimes sought on IRs that may be controversial or where input from the public may be helpful. Listed below are the major policy changes that were approved by the CoA. At its March policy meeting, the CoA made revisions to the following IRs: o C-22 and C-23: Revisions to IRs C-22 and C-23 related to diversity recruitment/retention and education/training, respectively, were approved following 90 days of public comment. At its April meeting, the CoA made revisions to the following IRs: o C-20: Minor changes were made to IR C-20 to clarify the data required of doctoral programs to provide to the public, including: time to degree completion; program costs, fellowships and other funding; internship acceptance rates; student attrition rates; and licensure outcomes. Also, the title of the weblink to C-20 data from programs homepage must be Student Admissions, Outcomes and Other Data so the public can easily find and compare information across accredited doctoral programs. o C-11(b): Consistent with the CoA s provisions for accreditation of postdoctoral residency training programs as described by IR C-11(b): Postdoctoral Residency Substantive Specialty Practice Areas, the Commission endorsed Geropsychology as a specialty area. Geropsychology now joins the existing endorsed postdoctoral specialty practice areas of Behavioral and Cognitive Psychology; Clinical Child Psychology; Clinical Health Psychology; Family Psychology; Forensic Psychology; and Rehabilitation Psychology. As a reminder, substantive specialty practice areas are only relevant to postdoctoral residency training programs and are not applicable to the doctoral or internship levels of training.
4 CoA 2013 Annual Report Page 4 At its July meeting, the CoA approved changes to its policies for disclosure of accreditation decisions and drafted outlines for the proposed Standards of Accreditation in Health Service Psychology (SoA): o Prompted by direction from the Council for Higher Education Accreditation (CHEA), the CoA considered options for enhancing the content of information provided to the public regarding decisions on accreditation status. Previously, the CoA reported accredited status and year of next site visit on its website and described the guidelines for 3, 5, and 7 year decisions in its Notice of Actions published 30 days following each program review meeting. Although the CoA was granted continued recognition in January 2013, CHEA reiterated an interpretation of its standards that insists on specific information regarding the basis for accreditation decisions. As a result, the CoA developed possible options that were offered for 60 days of public comment during April and May of Based on comments from its constituencies, the CoA approved a template summary for each accredited program that will state the date of the next site visit as well as the number of years of accreditation granted and the general guideline serving as the basis for that decision. A separate period of public comment to align Section 8 of the AOP to the enhanced disclosure of decisions was offered during September The AOP changes became effective on January 1, 2014 following approval by the APA Board of Directors and implementation of the enhanced decision disclosures is scheduled to appear on the CoA website during the spring of o In 2012, the CoA commenced the process for revising its Guidelines and Principles for Accreditation (G&P) and continued this work through At the July meeting, the CoA approved draft outlines of proposed accreditation standards that were released to the public during the CoA Open Forum at the 2013 APA Convention in Honolulu, HI on August 2, At its October meeting, the CoA built on its draft outlines of its revised standards (described above) and finalized the proposed SoA document. The proposed SoA is a culmination of the two prior phases of public comment occurring during 2012 and 2013, conversations with training councils, and other discussions with stakeholders on the future of the discipline and profession. The proposed SoA represents the next step forward and continued opportunity to further build upon the dialogue between the CoA and its constituents. USDE Recognition As an accrediting body recognized by the U.S. Department of Education, CoA was originally scheduled for its 5-year review in However, given the reauthorization of the Higher
5 CoA 2013 Annual Report Page 5 Education Act into the Higher Education Opportunity Act of 2008 (HEOA), reviews of accrediting bodies were put on hold until the formation of the new National Advisory Committee for Institutional Quality and Integrity (NACIQI) in The CoA appeared before NACIQI for review in June 2011 and was asked to submit a compliance report on seven issues raised by NACIQI. Staff submitted this compliance report in August 2012 and received a draft analysis from the Department of Education Office of Postsecondary Education, Accreditation Division in early The CoA appeared before NACIQI for a final review in June 2013 and received continued recognition through CHEA Recognition The CoA is an accrediting body also recognized by the Council for Higher Education Accreditation (CHEA). As part of its periodic review process review process, staff submitted a recognition petition in May 2012 and the CoA was visited by an observer from CHEA at its July, 2012 meeting. The CoA appeared before the CHEA Committee on Recognition (CoR) in November The recommendation of the CoR to continue the CoA s recognition was accepted by the CHEA Board of Directors at its January, 2013 meeting. Two compliance issues identified by CHEA were satisfactorily addressed by CoA prior to the close of 2013.
