3 Mr. James F. Powers, Jr. Director of Homeland Security Mr. Powers was appointed as Pennsylvania s Director of Homeland Security on June 5, As Director, Powers serves as the Commonwealth s primary point-of-contact on homeland security issues and the Governor s senior advisor on homeland security issues for the nation s 6th most populous state comprising 67 counties and over 2500 municipalities. From 2001 through mid 2006, Director Powers served as a special operations consultant with KWG Consulting of Waterford, Virginia; an adjunct Faculty Instructor with the U.S. Army War College, Carlisle Barracks, PA; and a Senior Fellow with the Joint Special Operations University, United States Special Operations Command. Before serving as a consultant and Senior Fellow, Mr. Powers served 30 years as a career U.S. Army Special Forces officer attaining the rank of Colonel. Prior to retiring Mr. Powers served as the Director of Special Operations, U.S. Army War College, Carlisle Barracks, PA. The Director is a graduate of the University of Alabama (B.A., 1969) and Shippensburg University (Masters, Public Administration, 1996). He was born on January 4, 1947 in Birmingham, AL. The Director and his wife, Katherin K. Powers, have two children, Lauren and James. They celebrated their 24th wedding anniversary on January 28, 2008.

4 Mr. Brian R. Feser Mr. Feser was Vice President of CSS USA Protection Group, an international security company. While serving as Vice President Mr. Feser was is in charge of the day to day operations of Protection Group-a total threat management company specializing in executive protection, vulnerability assessments, technical surveillance countermeasures, red team operations, training, business continuity operations, armed and unarmed guard service, K-9 support, logistics and transportation security, and high threat PSD operations in Iraq. Mr. Feser served over 28 years in the U.S. Army. During his tenure he was Commander of the Department of Defenses one of a kind, elite Protective Services Unit. He and his unit members provided worldwide executive protection to senior DOD military and civilian leaders as well as their foreign counterparts while visiting the United States. Mr. Feser was the senior Joint Task Force Commander for Security for the NATO 50 th Anniversary Summit in Washington DC. He and his unit worked closely with the United States Secret Service, the FBI and the intelligence community, while providing executive protection to 85 senior foreign officials and commanding over 300 personnel. Mr. Feser holds an M.A. in national security and strategic studies from the Naval War College, an M.S. in human resources and business management from Central Michigan University, a B.S. from Towson University in Psychology and Sociology and is a graduate of the FBI's National Academy and the DEA s Drug Unit Commanders Course. Mr. Feser is a senior lecture for R.L. Oatman and Associates seven day executive protection training course. Along with Mr. Oatman, Brian serves as a lecturer for the American Society of Industrial Security International (ASIS) on Executive Protection and is a recognized expert in security related operations. Mr. Feser recently joined the Wounded Warrior Project (WWP) as Director of Operations in Washington DC.

5 Mr. Anthony Ricci Mr. Ricci holds a Masters degree in International Business as well as a Bachelor's Degree in Marketing and a Minor in Communications. He is currently the President of Advanced Driving & Security Inc a worldrenowned security driving school. Formerly he was associated with The Scotti School of Defensive Driving holding position of Lead Instructor, Marketing Director and Northeast Facility Coordinator. Anthony has successfully trained many law enforcement agencies, government and military organizations, numerous corporations and private executive protection specialists. Anthony has been interviewed and quoted in USA Today, The Providence Journal, Combat Annual Magazine, The Robb Report, Boston Providence Phoenix, Bottom Line Personal, many TV News Stations on Tactical Driving and Personal Protection. He is published in Counter Terrorism Magazine, Protection News, and Law Enforcement Executive Forum as well as the current EVOC Editor for American Cop Magazine. His specialized areas of instruction include Protective Driving, VIP, and Dignitary Protection, Police Instructor's Certification and Anti-Terrorist Driving. He also holds instructor certification in AAA Defensive Driving Instructor Program, National Safety Council and The Motorcycle Safety Foundation. Anthony is currently the President and Owner of Advanced Driving & Security Inc ( ) as well as the Chief Instructor for the Rhode Island Motorcycle Safety Program.

6 Lieutenant Colonel John R. Brown Lt. Col. John R. Brown of Lower Paxton Township, Dauphin County, was named by Gov. Edward Rendell on March 12, 2004, to the position of Deputy Commissioner of Professional Responsibility in the Pennsylvania State Police. On December 2, 2006, Brown assumed additional duties formerly assigned to the Deputy Commissioner of Administration. The reorganization was approved on August 27, 2007 and his position was renamed the Deputy Commissioner of Administration and Professional Responsibility. Brown has executive oversight of the operations of the Department s Bureau of Integrity and Professional Standards, Department Discipline Office, Equal Employment Opportunity Office, Heritage Affairs Office, Early Intervention Program Office, Bureau of Training and Education, Bureau of Human Resources, Member Assistance Program and Recruitment and Special Services Office. Prior to his appointment as Deputy Commissioner, Brown was Director of the Bureau of Integrity and Professional Standards. Brown, 50, a native of Middletown, Dauphin County, enlisted in the State Police in Following his training at the State Police Academy in Hershey, he was assigned to Troop K, Philadelphia. As he progressed through the ranks, he also served in various assignments at stations in York and Harrisburg. He was promoted to corporal in 1993, sergeant in 1994, lieutenant in 1997 captain in 2000, and major in He has a bachelor s degree in Criminal Justice from Elizabethtown College and is currently pursuing a master s degree in Business Administration from Eastern University. He is a graduate of the FBI National Academy in Quantico, Va., and holds a certificate of achievement in law enforcement education from the University of Virginia. Brown has successfully completed the basic and advanced Police Executive Management Training program administered by Penn State University. Brown, who is known as Rick, served four years in the U.S. Navy.

7 Mr. Sy Alli Sy Alli is an Executive Protection Team Leader for Columbus Ohio based Limited Brands Inc. Sy has over 28 years of professional experience in the Security Protection industry. His experience includes eleven years as a United States Air Force Security Specialist and seventeen years in the Private Security and Investigative fields. In the private sector, Mr. Alli has served as a Security Consultant and Security Manager for several International Companies. Mr. Alli has provided Personal Protection to over Twenty Fortune 500 CEO s. He has provided Diplomatic Protection Services for former U.S. Vice President Al Gore, Former U.S. Attorney General William Barr, Former British Prime Minister John Major and Former Russian President Mikhail Gorbachev and South Africa s Arch Bishop Desmond Tutu and several Saudi Royal Family members. Mr. Alli served as a Court Appointed Criminal Investigator from , in the District of Columbia's Superior and Federal Court System. In 1999 Mr. Alli's undercover experience helped a Fortune 100 company by heading off a potential labor dispute. This protected the company from a probable strike, security problems, and a loss of revenue. Mr. Alli is a frequent Lecturer on Dignitary and Executive Protection. He is an expert On Advance Planning and he performs Threat, Vulnerability/Risk Assessments for the Private sector. While stationed in West Germany, Mr. Alli participated in numerous VIP Protection details for visiting dignitaries. In 1981, he was selected to participate in the protection detail for Former President Ronald Reagan s visit to Bitburg, Germany. Mr. Alli was also a member of the USAF Tactical Mobility Unit and Anti-Terrorism teams. He was one of few Air Force members selected to train with the elite Counter-Terrorism Unit, Germany's GSG-9. Mr. Alli also maintained a Top Secret Security Clearance. Upon leaving the Air Force active duty status, he was decorated with the USAF Achievement Medal and the Meritorious Service Award. Mr. Alli was a proud member of the D.C Air National Guard Security Forces Squadron. The Terrorist Attack on America, 9-11, prompted the military activation of Mr. Alli. He served as a proud member of Operation Noble Eagle. As a result of this recent service, he was awarded the National Defense Medal and Air Force Commendation Medals for outstanding service. Mr. Alli has an Associates Degree in Criminal Justice from The Air Force Community College. He is an Honors graduate of 17 th Air Force Noncommissioned Officer Leadership School. He has served as a Board member of Pittsburgh, ASIS International (ASIS). He is also a member of The State Department s Overseas Security Advisory Council (OSAC).

8 Mr. Robert L. Oatman Robert Oatman retired as a Major and Chief of Detectives from Maryland s Baltimore County Police Department. During his long and varied career, he acquired a broad range of training and experience in crisis management leadership, executive protection and criminal investigation. He developed and commanded the first Hostage Negotiation Team formed in the State of Maryland, successfully concluding over 100 hostage taking incidents. United States Secret Service training provided the foundation of his executive protection skills, which he used to administer protective operations for a variety of local, national and international officials and dignitaries. His command of the Criminal Investigative Division gave Major Oatman the opportunity to utilize the investigative and management skills acquired during a distinguished 20 year career. Since entering the private sector, Bob Oatman has provided consulting advice, management services, expert protective and investigative support and training to multi-national corporations both in the United States and abroad. Frequently called upon to analyze standing executive protection operations, he has been responsible for restructuring major corporate security programs. He managed executive protection operations for NBC during the Olympic Games in Seoul, Korea in 1988, Barcelona, Spain in 1992, Atlanta, Georgia in 1996 and Sydney, Australia in An expert on protective operations, Mr. Oatman is the author of The Art of Executive Protection (Noble House, 1997), a comprehensive study of executive protection in the private sector and personal safety. He is co-author of You re the Target, (New World Publishing, 1989), an in-depth look at terrorism and personal security. He was also a contributing author to Volumes I and II of Providing Protective Services, (Winchester Printers, ), a compendium of protective skills articles, and has contributed works to a number of industry publications. Mr. Oatman holds a Bachelor of Science Degree in Criminal Justice from the University of Baltimore and is a graduate of the FBI National Academy and the Federal Executive Institute. He is a Certified Protection Professional and long standing member of the American Society for Industrial Security, FBI National Academy Associates, American Society of Law Enforcement Trainers and the Maryland Chief s of Police Association.

Analysis of the complex intersections of individual and cultural factors, such as gender, sex, race, ethnicity, class, sexual orientation, age religion, and ability, and how they relate to power and social justice are integrated throughout the program.
