1 Critical Incident Training: Officer Involved Shootings WHEN: April 12, AM-4PM WHERE: The Columbus Police Training Academy 1000 North Hague Avenue Columbus, Ohio COST: $25, Free if attending: Criminal Investigations of Officer Involved Shootings *This seminar is designed for all Law Enforcement personnel as well as other professionals within the Legal System Course Overview: The purpose of this Critical Incident Response course is to provide attendees with a basic investigative model that is applicable to all officers involved shooting incidents, regardless of the size of their agencies. Police officer involved shootings are quite unique and vastly different from any other type of criminal investigation. Arguably there is no single event that can impact a police agency more than a police officer involved shooting incident. The criticism and intense scrutiny generated by the media, community activists, the general public, and the criminal justice system itself, can be enormous. With some foresight, Columbus Division of Police homicide detectives formed a Critical Incident Response Team (CIRT) in the mid-90 to offset a growing criminal justice dilemma. Violent criminal conduct escalated and the need for police officers to use deadly force became inevitable. Columbus Division of Police provided investigators and agency administrators with a model policy and investigative protocol that enable CPD to conduct an effective investigation after a high-profile incident that attracts great public attention. The CPD CIRT team mission statement reads to ensure a standardized and consistent investigation of all police-involved shootings, incustody deaths as ordered by the Crimes against Persons Bureau Commander and to complete these investigations in an efficient and timely manner. The clarity of the Columbus Division of Police policies ensures the conduct of a thorough, unbiased, and totally documented investigation and shows an established policy that guarantees uniform treatment of all parties involved in use-of-deadly force incidents and in-custody death cases. The purpose of this one day seminar is to provide officers, supervisors, prosecutors and investigators in the proper response of a critical incident in their agencies and communities. The focus of the CIRT team is to provide a structured model in which their agency can employ. With
2 the use of case studies from Columbus CIRT investigations, CIRT operating procedures, legal trends in Use of Force Cases, criminal, civil and exposure case law, reaction-time and perceptual distortion; attendees will be able to lead a police officer involved investigation and become as equally prepared. Instructors: Sergeant Jeff Sacksteder has been employed by the Columbus Division of Police for thirty-six years. Prior to employment with the City of Columbus, Sgt Sacksteder was employed with the City of Dayton, Ohio and the City of St. Mary s Ohio Divisions of Police. He has worked as a patrol officer, Internal Affairs Investigator, in the Communications Bureau, as a Police Trainer in the Training Bureau, Marine Park unit, Sexual Abuse Detective, Burglary Detective, and as a Homicide Detective. He has been assigned to the Homicide Section for the last twelve years. His current duties are: unsolved case review Team, Critical Incident Response Team, and the Underwater Search and Recovery Unit. He also administers the Threat Assessment Witness Program. He holds degrees from: Columbus State College, Ohio Dominican College and The Ohio State University. Sgt Sacksteder teaches at the Ohio University and Columbus State College. Sgt Sacksteder has been decorated many times for his outstanding work performance throughout his career. Detective James McCoskey is a thirty-seven year veteran of the Columbus Division of Police. He has held positions in the Patrol Bureau, Traffic Bureau, and Detective Bureau. As a detective he has worked in the Crime Scene Search Unit, Burglary Squad, Robbery Squad, and Homicide Squad. Detective McCoskey has been assigned to the Homicide Squad since 1984 and specializes in suspicious child deaths and child abuse homicides. Detective McCoskey holds a Bachelor of Science in Business Administration and is also a police trainer. He has developed and instructs the Columbus Division of Police s 80 Hour Basic Detective Training Course, is co-founder of the Division s Critical Incident Response Team, and is a twenty year member of the Franklin County Child Death Review Team. Detective Dana R. Farbacher is a twenty (20) year veteran of the City of Columbus, Division of Police. He has worked in the homicide squad for the past sixteen (16) years and has been the lead detective in approximately fifty (50) homicide investigations. He was one of the original members of the Critical Incident Response Team which investigates all officer involved shootings for the City of Columbus.
3 Detective Farbacher became a hostage negotiator in 1999 and he became the team leader for the City s hostage negotiation team in As a negotiator, he has been involved in approximately one hundred twenty (120) situations involving hostage takers, barricaded individuals, and persons threatening to commit suicide. While these critical incidents are negotiated as a team, Detective Farbacher has been the primary negotiator in approximately twenty-four (24) of these situations. Detective Farbacher has taught within his department, including instructing new recruits at the academy, providing in-service training to all city police officers, and organizing and training new detectives in the police department s detective bureau. He has also taught hostage negotiation classes at the Ohio Peace Officer Training Academy, and instructs new employees at Netcare Corpration. As part of his duties with the hostage negotiation team, he takes part in the Midwest Crisis Negotiator Conference, which is hosted annually by the Columbus Division of Police Hostage Negotiation team and the FBI. Prior to his employment with the City of Columbus, Division of Police, Detective Farbacher spent four (4) years in the United States Army where he earned his paratrooper wings and Ranger tab. Further, he obtained a Bachelor of Arts degree in History from Slippery Rock University, and attended law school at Capital University. He resides in Madison County with his wife and two children.
