3 SECTION II: OBJECT OF CONTRACT II.1 TITLE ATTRIBUTED TO THE CONTRACT BY THE CONTRACTING AUTHORITY Title attributed to the Contract by the Contracting Authority Postal Services Framework Agreement II.2 TYPE OF CONTRACT AND PLACE OF DELIVERY OR OF PERFORMANCE Service Category 4 - Transport of mail by land [3] and by air Main place of Performance or of delivery Great Britain NUTS Code and Name UK - UNITED KINGDOM II.3 DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR SERVICES Description of nature and quantity or value of supplies or services The purpose of this Prior Information Notice (PIN) is: (a) To give advance notice that Government Procurement Service (GPS) (as the Contracting Authority) is working in collaboration with members of Pro5 (YPO and Eastern Shires Purchasing Organisation (ESPO)) (to be referred to as the Client ) to consider undertaking a tendering exercise to set up a new contracting vehicle (framework agreement) to service Public Sector (including Central Government Departments and Wider Public Sector organisations) Postal Services requirements; Service requirements: The early proposition is that the services required will be broken down into framework lots including, (but may not necessarily be limited to), the following Postal Services: 1. Collection and Delivery of physical mail, 2. Hybrid Mail Solution (On-site and Off-Site solutions) (also known as Print to Post / Desktop mail services ), 3. International mail services 4. Franking machines and mail room equipment, 5. Inbound mail solution including but not limited to e-capabilities. We are still considering whether the requirements will be best served by a framework with more than one Supplier per lot and a combination of either a direct award or further competition award process. The arrangement will have a maximum duration of 4 years. The proposed new agreements will replace the current GPS Postal Services framework (RM782). This framework will be enabled for use by UK public sector bodies (including Central Government Departments and Wider Public Sector organisations) including but not restricted to, Central Government Departments, Arms Length Bodies(ALB s), Non-Departmental Public Bodies (NDPB s), NHS Bodies, Local Authorities, Emergency Services, and Educational Establishments who have a need for postal services. Any Local Authorities, NHS Bodies, Emergency Services, Educational Establishments or other Wider Public Sector Organisation who upon reading this Prior Information Notice has a Postal Services requirement should contact Government Procurement Service - postalservices@gps.gsi.gov.uk to ensure their requirements are accurately reflected in any resulting OJEU and the tender documents 3 / 11
4 Any Government Departments, Executive Agencies, Non-Departmental Public Bodies and Client Organisations who upon reading this Prior Information Notice has Postal Services requirement should contact HMRC Commercial Directorate who are acting on behalf of GPS as the Contracting Authority for Central Government Departments; to ensure that their requirements are accurately reflected in any resulting OJEU and the tender documentation. Subject to finalising the requirement and obtaining approval to proceed to OJEU, it is intended that the tendering exercises will be conducted under the Open award procedure, with the relevant Contract Notice expected to be published in OJEU in March Tenderers will be required to provide their Tender response electronically using Government Procurement Service s esourcing suite, which utilises a web based portal. To participate in this Market Engagement, participants must first be registered on the e- Sourcing Suite. If you have not yet registered on the esourcing Suite, this can be done online at gpsesourcing.cabinetoffice.gov.uk by following the link Register for GPS esourcing. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so. Full instructions for registration and use of the system can be found at: Note that, by registering for the esourcing Suite in this way, you will then be in a position to express an interest in any future procurements run by Government Procurement Service. Once you have registered on the esourcing Suite, a registered user can request access to the Market Engagement. This is done by ing: ExpressionOfInterest@gps.gsi.gov.uk. Your must clearly state: the name and reference for the Market Engagement; the name of the registered supplier; and the name and contact details for the registered individual sending the . Government Procurement Service will process the and then enable the supplier to access the Market Engagement online via the e-sourcing Suite. The registered user will receive a notification to alert them once this has been done. As a user of the e-sourcing Suite you will have access to Emptoris messaging service which facilitates all messages sent to you and from you in relation to any specific RFX event.
