1 JumpStart Algoma District Services Administration Board 2008 My name is Joanne and I want to express my gratitude to the government of Ontario and the people at the Ontario Works office in Blind River. Without the assistance of this program my son, who is a sports fanatic would not be able to participate in his favorite sports, especially hockey. This summer, my son was especially fortunate and won a hockey weekend with Bobby Orr. Thanks to the financial and moral support of the Ontario Works office, he was able to attend this opportunity of a lifetime. Gratefully Yours Joanne Grossman From the Desk of the Ontario Works Director Wow, this year is already quickly passing us by and it s hard to believe we are heading into spring! For those in the southern part of the province this has been a particularly difficult winter, seeing snowfall records over and over again. For the job market it continues to be favorable in most areas of our district. Algoma North is experiencing considerable layoffs in the forestry industry definitely having an impact on their communities. Our concern goes out to those communities as they endeavor to work through these layoffs. We ve been working with fellow community partners in those areas to look at training needs to address some of the challenges. We will have a group of staff visiting the Algoma North area to meet with unemployed individuals to do an assessment of training needs, etc. Please stay tuned for more information, it will be here quickly! In Algoma Central and East areas the job market is reasonably strong and we anticipate opportunities to grow in the spring and summer seasons with the influx of seasonal employment. We ve also been hearing of continued shortages of staff in the health care sectors, skilled trades and road construction areas. We ve entered into a new partnership with Sault College to deliver community college level programming in Elliot Lake and Thessalon to bring training to our local areas. I urge you to be in contact with your Case Manager about upcoming employment and training opportunities in your area. Last but not least throughout this newsletter edition you will find information on our annual Trade Shows and Job Fairs being held in Richard s Landing, Blind River, Bruce Mines and Elliot Lake. This year we will be bringing the trade show concept to St. Joseph Island as an expansion to our already very busy spring. 2 JUMPSTART PAGE 2 In the 2007 provincial budget the government introduced the non-taxable Ontario Children s Benefit for eligible low-income families with children under the age of 18 years of age. The OCB is being phased-in over five years and began with the one-time down payment in July 2007 of up to $250 for each child under the age of 18. In July of 2008, monthly OCB payments will begin. Annual payments of up to $600 for each eligible child will be issued. Over time, the amount of the OCB will grow to a maximum of: $805 per child annually as of July 2009 ($67.08/month) $900 per child annually as of July 2010 ($75.00/month) and $1,100 per child annually as of July 2011 ($91.67/month) To be assessed for eligibility for the OCB, a parent/guardian will need to meet all of the following requirements: The applicant and spouse/common-law partner (if applicable) have had their previous year s income tax assessment completed; His or her children are registered for the Canada Child Tax Benefit (CCTB) He or she is the primary caregiver for one or more of the children under the age of 18; and He or she is a resident of Ontario With the introduction of the monthly OCB payments in July 2008, social assistance benefits will be restructured. Basic needs for children, as well as the back-to-school and winter clothing allowances, and the Ontario Child Care Supplement for Working Families (OCCS) will be consolidated within the OCB and families will not lose any portion of their National Child Benefit Supplement from social assistance. IN THE MONTHS OF APRIL, MAY AND JUNE A REPRESENTATIVE OF ONTARIO WORKS WILL BE COMING TO YOUR AREA TO DO A PRESENTATION ON THE IMPACT ON YOU. Please speak with your Case Manager about registering for one of these sessions. Immediately following the general information session a personal interview will be scheduled with you to go over the impact to you in more detail but you must attend a general information session first. The program is named in honor of the late Dr. Albert Rose who dedicated his life s work to education and social housing.

6 JUMPSTART PAGE 6 The past few years have been very exciting for children s services in Algoma District. With the introduction of the Best Start initiative, we have added licensed child care programs across Algoma and are looking forward to the introduction of three Best Start Hubs in late Spring. This will have a positive impact on communities right across the district, from Hornepayne in the north, right through to Spanish in the east. Where Are the Licensed Child Care Programs Located? 7 JUMPSTART PAGE 7 What is Best Start Initiative? Best Start is an initiative of the provincial government but is directed at the local level. It is about parents, schools, child care centre s and children s service professionals working together to help all children achieve success. This will ensure that all children can develop to their fullest potential and be ready and eager to excel in school by the time they start Grade 1. In the first phase of Best Start, Algoma created new licensed child care spaces in the district. These programs were developed in areas that were identified as in need through public consultations and surveys across the district. Best Start Phase 2 What is a Best Start Hub? A Best Start Hub is a one-stop centre for families, bringing together kindergarten, child care, parent-child programs, parenting supports, and access to a wide range of specialized services. The Ontario Early Year Centre s/family Resource Program s already function as hubs to some extent as their programs involve core services and they have existing partnerships and links to schools, so they will take the lead as Hubs. Best Start Hubs will: Support a rich early learning environment and family-centered services Provide parenting and school-readiness programs Serve culturally diverse families and families with children with special needs Have linkages to schools and other local services such as Preschool Speech and Language and Developmental Screening Clinics Provide community resources and information

8 JUMPSTART PAGE 8 Will Best Start Hubs Replace Family Resource Programs and Ontario Early Years Centre s? The process of transitioning from the current system of Ontario Early Year s Centre s and Family Resource Programs to Best Start Hubs will take place over the next few months. They will continue to provide the kind of family support services that they currently provide (like drop-in playgroups, parent workshops, etc.) and they will also be responsible for helping to coordinate all the other services offered in the Hub. The first three Hubs in the District of Algoma will be located in: Wawa Blind River Elliot Lake There are plans to have other Best Start Hubs in Algoma as things progress. How will Hubs be different from Ontario Early Years Centre s / Family Resource Programs? Hubs will incorporate more services for families. In the beginning, individual services under the Hub umbrella will include links to kindergarten, links to child care, and consistent family supports (like parent/child playgroups, workshops for parents, father/child activities, and access to other services.) Over time, more services such as selected Pre-School Speech and Language, and Health Unit services, will start to be offered at the Hubs. The goal of the Best Start Hub will be to integrate all of these services so that they are all working together and providing families with seamless service. Q. What is child care fee subsidy? Frequently Asked Questions About Child Care A. A child care fee subsidy provides financial assistance towards the cost of licensed child care for parents who are persons in need (determined by income testing) and for parents of children with special needs. Note: If you are in receipt of Ontario Works, Ontario Disability Support Program or have an annual net income of less than $20,000, you automatically meet the financial criteria for child care fee subsidy and are placed on the fee subsidy Wait List once your application is completed and received. Q. I am expecting a child in the future and will require subsidized child care. Should I apply now? A. You should apply for subsidy now if you are expecting a child in the future due to pregnancy, adoption, or some other circumstances. You can apply for fee subsidy for a future child online or by completing a printable application and forwarding to your local office. WHAT IS THE GOOD FOOD BOX CLUB? The Good Food Box runs like a large buying club. Once a month individuals place orders with volunteer coordinators to receive a box brimming with fresh tasty produce (fruits and vegetables) worth much more that the $20.00 cost (often 30% to 50% of the actual cost). Each box contains the same mixture of produce, though the contents change with each delivery, depending on what is in season and reasonably priced at the time. Some of these forms are interactive (they can be submitted online and are sent directly to the appropriate staff person) and some are printable (PDF format) for clients to fill out and return to the local office. You can link directly to the other government programs like EIB, WSIB, CCRA etc through the Other Source of Income section of the site. This includes quick links to other government online applications. You can link to the job search banks like HRDC and Job Connect from the Help Finding a Job section of SSAS. You can also do a search for post secondary education information. All of our Rent Geared to Income locations, Daycare Centres and Family Resource Centres are listed on the site. 12 JUMPSTART Page 12 Registered nurses, also known as RN s are the most well-known of the various types of nursing professionals. Registered nurse s require more education than practical nurses and they usually take on a wider range of responsibility. Many registered nurses provide direct patient care as well as a variety of other duties such as: presenting health information to groups of people, perform emergency procedures in an emergency department or instruct student nurses in a teaching hospital. Their work with patients can involve such duties such as, assessing status of patients physical, mental and emotional health, taking vital signs such as blood pressure, temperature, and performing basic physical exams. Free access to computers, Internet, telephones, fax & photocopier Real People! Interested in Apprenticeship Training? Apprenticeship training is a way to learn job skills and gain certification while working. Apprenticeship training has been around for generations, but demand for skilled workers in the region is at an all time high. Job Connect has a commitment to helping people get registered as Apprentices. They administer a scholarship program for those who upgrade their academics in order to qualify for an apprenticeship. This program provides recipients with a $1,000 scholarship and also rewards employers who hire scholarship students with $2,000 in signing bonuses. There are a number of provincial and federal tax incentives available to both apprentices and employers, and information on these programs is available from Job Connect.

16 JUMPSTART PAGE 16 Prior to working with OW Employment Services, Ann had been an ODSP client since 1983, prior to that she had been in receipt of ACSD. She is currently 23 years old and is diagnosed with left sided cerebral palsy. In the spring of 2007 Ann graduated on the Deans list from Lakehead University in Thunder Bay with a BA, major in French and minor in English. She had been exploring possibilities for employment prior to returning home at the end of the school year. After returning home in April she got information that the Ontario Works office may be able to assist her with her employment goals so she made an appointment to see a case manager. When she saw the case manager she had already made application to an education company in Korea to possibly teach English as a second language but was requiring some support to move through their application process. She was also uncertain if there was help available to her because she was seeking employment outside of the country. The case manager was able to assist her with getting the required documentation back and forth to the required embassies and to get the out of country medical requirements completed. Once the company offered her a job to teach English as a second language beginning in August in a private school in Busan Korea, the case manager contacted ODSP on her behalf and requested consideration for payment of Employment Training Start up and the Community Start up Benefit which were both approved. Ann has kept in touch via with her case manager on a regular basis. It was a difficult transition for her at first with the jet lag (first time flight) and the culture shock, but with support she has stayed on course and settled into her teaching assignment of multi grade students. Ann has now made friends with other foreign teachers and has began to explore the Korean culture and the country itself. Ann is truly a success story of what can happen in your life when you set your goals and stay true to your dreams. 24 JUMPSTART PAGE 24 Opening the Doors to Harassment Free Work Environments Maplegate is currently hosting free workshops sponsored by the Ministry of the Attorney General in February, March and April of These workshops provide educational resources to raise awareness of harassment in the workplace. The goal of this community based program is to help all current and potential employees and employers to develop and implement policies and procedures on the prevention and resolution of harassment in the workplace. Employee workshops address what harassment is, the grounds for harassment and discrimination, and prevention and remedies to harassment. Employer workshops focus on promotion of harassment free work environments to raise morale, productivity, retention and the bottom line. Legislation now requires workplaces to have Workplace Harassment policies in place. Assistance in creation of these policies and strategies to implement new or existing policies are covered. During regular meetings with my Case Manager, I was encouraged to look for work or training that I was interested in and suited for. I have been successful in finding a full time job at a local daycare. Since being hired, I have applied to start my Early Childhood Education apprenticeship. The financial help and the support that I received from Ontario Works have helped to make a brighter future possible for me and my son.
