EXTENDED TECHNICAL INSPECTION 2014 POLICY & PROCEDURE MANUAL

INTRODUCTION The NHRA Extended Technical Inspection (ETI) Policy and Procedure Manual is provided as a guide for the administration of the ETI program. ETI is an option to the current technical inspection procedures being used at both NHRA events and NHRA member tracks. ETI is designed specifically for those drivers who participate regularly in events with the same vehicle. The goal of this program is to provide a thorough technical inspection of racing vehicles and driver's gear on an annual or "as needed" basis. The NHRA ETI is designed as a vehicle/driver technical inspection procedure and is not designed to serve as a classification tool. ETI does identify various safety items as they may relate to certain vehicle performance and/or class levels/limits. NHRA ETI does not affect the requirement that a Release and Waiver form must be signed by any person entering a track's restricted area. NHRA ETI Committee Members: Jay Hullinger, Rich Schaefer, Rob Park Issues relating to the administration or application of the NHRA ETI should be directed to: Jay Hullinger Phone: (765) NHRA North Central Division Fax: (765) West State Road jhullinger@nhra.com Bunker Hill, IN NHRA ETI vehicle inspection stickers and/or inspection forms may be ordered from your NHRA Division office. See pages 4 and 5 of this manual for addresses and phone numbers.

VEHICLE / DRIVER ELIGIBILITY The NHRA ETI combines inspection of the vehicle and driver as a single unit. A) NHRA ETI is an option, not a requirement. The regular technical inspection process continues to be in place for any participant that does not have a valid NHRA ETI inspection record and sticker or who does not wish to participate in the ETI program. B) The driver, his/her apparel, and credentials are part of the many components of an NHRA ETI inspection. Therefore, any driver change requires a re-inspection of the driver and vehicle unit.. No updates or revisions to the competitor s hard copy of the ETI form are permitted. Any required equipment, credential, etc. change requires that a new ETI form be completed. C) All drivers who participate in NHRA ETI are required: (1) To hold a valid NHRA Competition Number and/or License, if applicable, for the category of competition (2) To have a current NHRA membership

There are three different categories of inspection: NHRA Lucas Oil Drag Racing Series, NHRA Summit Racing Series and NHRA Jr. Drag Racing League; EACH SERIES HAS IT'S OWN FORM AND THE FORMS FOR ONE SERIES MAY NOT BE USED FOR EITHER OF THE OTHER Each ETI category is further broken down into various levels of approved competition based upon elapsed time or miles-per-hour performance, safety requirements, or class restrictions. The proper category is to be noted on the NHRA ETI inspection form. 7 RECORD KEEPING 1.) NHRA ETI registration consists of: A) A serialized NHRA ETI vehicle sticker. (Note the sticker is the same design for all three categories of inspection) B) A 3-part NHRA ETI inspection form: 1.) Original top copy (white) returned to the appropriate NHRA Division office: NHRA Northeast Division (1) Phone: (215) Easton Road Fax: (215) Warrington, PA NHRA Southeast Division (2) Phone: (352) North County Road 225 Fax: (352) Gainesville, FL NHRA North Central Division (3) Phone: (765) West State Road 218 Fax: (765) Bunker Hill, IN NHRA South Central Division (4) Phone: (469) Jupiter Road Suite 240 Fax: (469) Dallas, TX NHRA West Central Division (5) Phone: (816) Arrowhead Ave., Suite 103 Fax: (816) Independence, MO 64057

NHRA Northwest Division (6) Phone: (253) th Ave SW, Suite A-3 Fax: (253) Puyallup, WA NHRA Pacific Division (7) Phone: (626) Financial Way Fax: (626) Glendora, CA ) Second copy (canary) retained by NHRA member track or SFI Inspector. 3.) Third copy (index-type stock) referred to as the inspection record is retained by driver and presented for verification of NHRA ETI status. 2.) The NHRA ETI consists of an inspection of the vehicle and driver as a unit including: A.) Recording manufacturer name, serial number and/or expiration date of any applicable safety components; B.) the driver's NHRA competition number/license information, and C.) the driver's NHRA membership number and expiration. Recording manufacturer name, serial number and/or expiration date of any applicable safety components; The NHRA ETI inspection form follows the NHRA Rulebook General Regulations.

3.) All items are to be inspected and a mark or NA (not applicable) written on the inspection form in the appropriate area. All items must meet minimum requirements for the appropriate category. Examples: Items that may not be required on the vehicle, but have been properly installed should be indicated with a, even though the item is not required. For items that are not installed on the vehicle, but require certain knowledge by the driver (for example, item Jacks & Stands), the proper use of such items should be acknowledged by the driver and a inserted on the line. Items that are not permitted on vehicle, and in fact are not on the vehicle, should be marked with a to indicate that the vehicle or driver was inspected and the item did not appear. 4.) At the completion of an NHRA ETI inspection, a review of the dated items (highlighted on the form) is to be done. All NHRA ETI inspections will be valid 12 months from the last day of the inspection month or until the end of the month that any dated item expires; whichever is less. The expiration date is transferred to the top cover of the inspection sheet and is written on the front cover of the driver's inspection record. 5.) A serialized sticker is placed in a prominent place on the vehicle (lower left corner of windshield, or roll bar or roll cage) which could be visible to an inspector from the left or driver's side of the vehicle. The serial number will be recorded on the NHRA ETI inspection form and racer inspection record. The ETI vehicle sticker is only valid with the presentation by the driver of the current, unexpired, matching NHRA ETI inspection record.

6.) The SFI Inspector is to PRINT the ETI Serial Number, ETI Expiration, Driver name, ET Limit or Class Designation (for S/ST, S/G, S/C, Stock or Super Stock vehicles), MPH Limit, Vehicle Year, Vehicle Make/Model, SFI Inspector name, SFI Inspector Certification No., and Inspection Date on the left edge of the inspection form and PRINT the ETI Serial Number, ETI Expiration Date, Driver name, Vehicle Year, Vehicle Make/Model, ET Limit or Class Designation (for S/ST, S/G, S/C, Stock and Super Stock vehicles) and MPH Limit on the cover of the driver's inspection record copy. 7.) The driver must print and sign his/her name on the appropriate lines of each of the three (3) copies. 8.) The SFI Inspector must PRINT the Inspection Date, NHRA/SFI Inspector Certification No., NHRA/SFI Inspector Certification Expiration Date and SIGN his/her name in the appropriate area on each of the three copies below the Driver's signature. 9.) Once the NHRA ETI has been completed, a competitor simply presents the vehicle and inspection record to an NHRA or track official for verification of inspection status. The NHRA ETI serial number and expiration date is recorded on the standard tech card instead of completing the regular inspection section of the tech card. The driver and the official that has verified the ETI inspection form are to sign the tech/registration card in the appropriate areas. Either a valid NHRA ETI serial number and expiration date or a standard vehicle/driver inspection must be completed on every vehicle at each event.

10.) When the NHRA ETI expires, a complete re-inspection and new ETI inspection form must be completed. The ETI vehicle sticker does not need to be changed provided the sticker is legible and not damaged. Simply write the existing serial number on the new inspection form. All NHRA ETI inspections will be valid 12 months from the last day of the inspection month or until the end of the month that any dated item expires; whichever is less. NHRA membership can expire in the middle of the month so the expiration date should be listed as the last day of the previous month, unless it happens to expire on the last day of a month. 11) The NHRA ETI is not part of classification. Eliminator and/or class designation, inspection and registration procedures will still be necessary.

12.) The NHRA ETI is to be honored only within its specified series. NHRA ETI Lucas Oil Drag Racing Series will be honored at any NHRA sanctioned event (national or divisional) or NHRA member track event where Super Stock, Stock, Super Comp, Super Gas or Super Street may be contested. NHRA ETI Summit Racing Series inspections are to be honored at any NHRA sanctioned event or NHRA member track event for ET bracket competition. The NHRA Jr. Drag Racing NHRA ETI is to be honored at any NHRA sanctioned or member track event. INSPECTOR REQUIREMENTS The NHRA ETI may only be completed by an authorized NHRA/SFI certified technical inspector meeting the following requirements: 1) Gold, Silver or Bronze NHRA/SFI Technical Inspector Certification required; 2) An NHRA ETI Inspector must complete an NHRA ETI orientation program to be conducted by a designated NHRA official; 3) SFI certified NHRA National event and Division Certification Team members are authorized to perform NHRA ETI for NHRA Lucas Oil Drag Racing Series, NHRA Summit Racing Series, and NHRA Jr. Drag Racing League inspections; 4) SFI certified NHRA member track technical inspectors are authorized to perform NHRA ETI for NHRA Summit Racing Series and NHRA Jr. Drag Racing League member track events. 5) All inspections must be performed only through NHRA sanctioned or member track events.

PROGRAM COSTS 1) The NHRA ETI will be provided as a complimentary service to NHRA members. No separate fee for an NHRA ETI inspection is to be charged. ENFORCEMENT / PENALTIES 1) The NHRA ETI inspection record and serialized vehicle inspection sticker may not be altered or written on, except as directed by an authorized official. Any replacement or alteration of any component with a specific SFI certification number, manufacturer or serial number, or a change in the driver of the vehicle must be reported, and requires that a new NHRA ETI inspection form or that a standard technical inspection be completed. The top copy (white) of the ETI inspection form will be considered the controlling record, in the event of a dispute between any information recorded on the ETI inspection forms. 2) Failure to comply with the guidelines of the NHRA Rulebook or NHRA Extended Technical Inspection procedure jeopardizes a driver's right to participate in any event. 3) Failure to properly perform an NHRA ETI inspection may jeopardize an inspector's certification.

EXTENDED TECHNICAL INSPECTION; Frequently Asked Questions 1. What is Extended Technical Inspection? Extended Technical Inspection, or ETI, is a program being offered by NHRA that provides an inspection of the driver and the vehicle on an annualized or as needed" basis, instead of requiring a traditional tech inspection for each event. 2. How does it work? A racer who opts for ETI will have his/her vehicle undergo a thorough technical inspection. All relevant SFI expiration dates, chassis numbers, etc. are recorded on a three-part inspection form. Once passed, a serialized sticker is affixed on the race vehicle. The same serial number is transferred to the inspection form. The last copy of the form is on card stock paper, and is tri-folded to form the ETI inspection record. This record stays with the competitor. Copies will be kept by the NHRA and the local track. 3. What happens at subsequent events? At subsequent events, an ETI participant pulls into the ETI" tech lane. The official verifies a match of the vehicle sticker and inspection record serial numbers, ensures that the inspection record is not expired and copies the ETI serial number and expiration date on to the tech card. Both the driver and inspector sign the tech card and the inspection is completed.

4. How long does an ETI last? All NHRA ETI inspections will be valid 12 months from the last day of the inspection month or until the end of the month that any dated item expires (except required license or membership); whichever comes first. If a required license/membership is the controlling item then the ETI will expire on the date of the license/membership expiration. If the ETI is accomplished on March and no item of the inspection expires prior to March then the ETI expires on March ; otherwise it expires on the expiration date of the item that expires prior to March An ETI may not be updated or extended when an item is re-certified, replaced, renewed, etc.; the ETI must be renewed. To renew, an entire ETI inspection is completed again, and a new inspection record issued. The existing serialized ETI sticker may be reused with the new inspection record. 5. What if I forget my inspection record? You must report to regular tech inspection and go through the normal process. No exceptions! 6. How do I know my competitors are not making changes after ETI? ETI does not affect NHRA's or the local track's right to inspect any vehicle, nor does it affect the racer's responsibility to ensure that his/her vehicle is in compliance with the rules at all times. Technical inspectors will still have the option to inspect any part of any vehicle at any time. If a violation is discovered in the staging lanes, at the top end, on the scales, during teardown, etc., the competitor is still subject to all applicable penalties including disqualification and revocation of ETI privileges.

7. How much does this cost? This program is offered free of charge to NHRA members. 8. When can I get my ETI done? ETI inspections for NHRA Lucas Oil Drag Racing Series will be made available at NHRA national and divisional events, most likely after normal tech or registration hours, much like the renewal of chassis inspections. ETI inspections for NHRA Summit Racing Series and NHRA Jr. Drag Racing League will be available through member tracks with approved NHRA/SFI technical inspectors. Check with your NHRA member track for details. 8. My buddy and I alternate weekends driving our racecar; can we share an ETI inspection record? No, the ETI inspection is done as a vehicle/driver unit. Not a problem though, each driver would simply be required to have his own ETI vehicle serialized sticker and inspection record. 10. I run both Super Comp at divisional events and Super Pro at my local track; what do I need? An inspection and ETI inspection form will need to be completed for each series, but the same serialized sticker should be used. You'll need to present the appropriate inspection record for whatever eliminator you will be racing in.
