3 Jack Stoneman From: Tim Hipwell Sent: 17 July :28 To: Jack Stoneman Subject: RE: Response to Safety Audit Memo 01.doc Jack, thank you for this clarification. I am content that the scheme can proceed. Responce to Safety Audit Exhibition Fields, Exeter Walkig/Cycling Routes From: Jack Stoneman To: Tim Hipwell Extension 2962 Copy: My.Ref: C06032 & C07010 Your Ref: TSH.TI Date 17 July 2007 Exhibition Fields, Exeter Walking/Cycling Routes With reference to your memo of 13 July containing your Safety Audit for the above. I trust that the following comments will address you Comments: (i) Two of the four chicanes have been located on the line of existing hedgebanks, one is at the eastern end with a gate and fence either side and the other has a fence on one side and an embankment on the other so I think that your fears are unfounded. (ii) I is envisaged that the bollards will be finished in black or dark green with retroreflective bands around the top section. However, it should be noted that all of them will be in lit areas: either from the path way lighting or in one case from the adjacent highway lighting. 16/10/2007 Referring to your earlier memo of 19 January I would make the following comments: (i) The length of path, to be lit, from Summer Lane past The Arena adjacent to the railway, has been surfaced by the Area Office and followed the line of an existing path which weaved through the trees which Exeter City were insistent on preserving. (ii) The whole section in Exhibition Way has been carried out directly be the Area Office and omitted from these proposals. However, I will pass on your comments regarding the parking to them. (iii) All of the routes will be shared. (iv) The only sharp turns are either end of the bridge at the end of Exhibition Way and there is no
4 16/10/2007 practical way of removing these. However, there is good visibility to the turns and they will act as a form of speed restraint. (v) These details are included on drawing C
5 Jack Stoneman From: Sent: 21 August :02 To: Jack Stoneman Subject: Exhibition way walking route NOT PROTECTIVELY MARKED Jack, having discussed the plans with you I make the following points. I have a few concerns regarding the possible speed of cyclist travelling from the North to South through the chicane adjacent to Eastern field and would ask that the banking in this area whilst sufficient to stop short cutting and damage does not permit debris coming onto the path. Still allows visibility through the bends, especially in respect of small children or persons in wheel chairs. I also note that the three barriers whilst will only be used once a year are given adequate visibility whilst down especially if the owners intend to do so over a 24 hour period. These should be adequately lit in case a cyclist should approach at speed not realising the barriers is down. MIHIE. MAIRSO. Road Casualty Reduction Officer Torridge, North & West Devon.
