Assignment Summary The Ministry of Justice and Community Services provides support to a number of agencies within the justice system including the Disability Desk that has been implementing the Vanuatu National Disability Policy Plan of Action. The mission of the Disability Desk is to promote respect for inherent dignity of people living with disabilities and to promote the goals of an inclusive, barrier-free and rights-based society for whole Vanuatu. To continue the Desk s program and for improved benefits and services to the people living with disabilities and a wider community, the host organisation is in need of securing a longterm sustainability strategy and plan. They have requested assistance of an Australian volunteer in developing a long term sustainability strategy and plan, and to improve staff capacity to implement it. Applicants for this assignment must be available to physically attend volunteer pre-departure training from the 14th to 16th February 2016 in Adelaide. Host Organisation and Assignment Background The Ministry of Justice and Community Services (MJCS) is responsible for, and provides support to a number of agencies within the justice system: the courts (Supreme, Magistrates, and Island Courts), the tribunals, the correctional centres, child rights, family protection, disability advocacy and services, empowerment of women, public prosecution and defence services, as well as legal advice to Vanuatu 1

It also provides support to agencies that review law, make new laws and implement relevant UN Conventions including those that relate to the matters described above, as well as safeguarding human rights. Within the Ministry is the Disability Desk that has been implementing components of the Vanuatu National Disability Policy Plan of Action. The mission of the Disability Desk is to promote respect for inherent dignity of people living with disabilities (PLWD) and to promote the goals of an inclusive, barrier-free and rights-based society for whole of Vanuatu. The Disability Desk has recently been raising awareness about disability issues in the outer provinces as well and setting up Provincial Disability Committees. To continue the desk s program and for increased benefits to the PLWD and the community at large in Vanuatu including increased sustainable community engagement and improved focus on services targeted for them, and more effective community awareness and partnership in promoting inclusivity, the host organisation needs securing a long term sustainability strategy and plan for resourcing the Desk and MJCS as a leader in implementing its various programs. They have henceforth requested assistance of an Australian volunteer in developing a five year long sustainability strategy and plan for the Disability Desk. They also requested assistance in developing their staff capacity to implement the plan, including the design and drafting of funding proposals, relationship management and reporting, a clear foresight and understanding of the resources required to run the Desk and their goals as per the drafted strategy and plan. Location Background Port Vila is the capital and largest city of Vanuatu with a population of approximately 45,000. It is situated on the south coast of Efate Island in Shefa Province and serves as a tourism and commercial centre of Vanuatu. Port Vila is built around a bay; many areas stretch up the hillsides, offering a combination of stunning harbour views with a faded French atmosphere. Services include daily international flights, phone and Internet coverage, quality restaurants and supermarkets, medical and banking facilities. Buses in the form of mini vans and walking are the most common modes of transportation. Telephone landlines are available. TVL and Digicel mobile service providers have high quality reception. Internet is available in most offices and in certain cafés and resorts (with a drink or meal). There are a high number of expatriate residents and travellers in Port Vila. The cruise ships arrive at least once a week. The temperature ranges from warm to hot throughout the year, with a wet season early in the year, at which time the city is prone to cyclones. Swimming, snorkelling, fishing, enjoying waterfalls and playing team sports are commonplace activities. Cultural Tips The national language is Bislama, but English and French are both widely spoken Casual, modest, loose clothing is usually acceptable in the workplace and in public. Women may like to consider wearing an island dress. Neat, conservative clothing should be worn for formal occasions Most Ni-Vanuatu are religious and attend church on a weekly basis. Meetings, workshops, and sports sessions commonly begin and end with a prayer 2

3 Workplace The Disability Desk office is within the Ministry of Justice and Community Services and is located at Nambatu Wallis area, Port Vila. It is 5 minutes by bus to central Port Vila. MJCS will provide office space, a desk, chair and a computer with internet for assignment related tasks. Community Impact Increased community awareness, inclusivity, and sustainable community engagement with people living with disabilities in Vanuatu HO Outcomes A long term sustainability strategy and plan for resourcing the Disability Desk as a leader in implementing its various PLWD focused programs Appropriate set of staff are confident in adopting and implementing the new strategies and plans working towards increased community engagement and improved services as targeted under the plan Tasks Conduct a consultative review in collaboration with the Disability Desk / MJCS staff on the previous, current and future funding streams for its various projects Work with the counterparts and the active donors to the Desk s programs to evaluate each partnership agreement and make recommendations based on donor feedback on how to strengthen donor relationship management Assist counterparts in designing a five year sustainability strategy and plan that prepares the Desk s operations for beyond the current partnership model Assist counterparts in identifying and maintaining networks and future partnership and funding opportunities that could be explored for supporting the Desk s activities Improve advocacy skills of the Disability Desk / MJCS staff to establish and maintain relationships with internal government and offshore donors and partners Conduct workshops for counterparts and relevant staff to build their capacity in relationship management, proposal writing and reporting skills Outputs A consultative review of the host organisations previous, current and future funding streams Various partnership agreements reviewed and recommendations made on how to strengthen partner relationship management A five year sustainability strategy designed and drafted to support the Desk s operations for beyond the current partnership model Various networks and partnership opportunities identified 3

4 The Disability Desk / MJCS staff are able to demonstrate notably better advocacy and partnership management skills Workshops for capacity building of counterparts and relevant staff in proposal writing and reporting skills * Please note that the objectives outlined above may be subject to change, with part of the chosen volunteer s role being to help shape the needs of the Host Organisation in relation to this assignment description. Counterparts who will participate in Skills Exchange Position Time in this position Formal Education/Training Disability Desk Officer Since 2011 BA in Social Work & Psychology Disability Project Officer over 2 years Data collation for disability policies Director General TBC TBC Selection Criteria Essential Qualifications: Tertiary qualifications in Marketing and Communications, Public Relations, Business Development, Finance, or a field related to the assignment Experience/Skills: 10 years professional experience in relevant sector with min 5 years in working with organisations supporting disability related matters Demonstrated experience in proposal writing, grant management, and management of donor relations Experience in planning and implementing organisational and financial sustainability strategies and plans Personal Attributes: Patience, tolerance and flexibility Cultural sensitivity and awareness A willingness to work in a challenging environment with limited resources Note: A current first aid cert ((HLTFA311A) is required for all AVID assignments. Obtaining a current one, if required, is at the volunteers own expense. 4

5 Desirable Experience/Skills: Experience with funding proposals or assessments Previous working experience in developing countries, including in the Pacific Previous experience mentoring or training staff Airfare, Living Allowance and Accommodation ABV will provide/ensure: A return economy class airfare from the volunteer s closest airport to the assignment location The required visa for the location and duration of the assignment Any unavoidable overnight transit accommodation costs required during travel to and from the assignment location Travel and medical insurance Medical pre-departure health check, including a personalised first aid kit Medically prescribed vaccinations and malaria prevention medication Return travel costs within Australia and accommodation costs for the volunteer to attend predeparture training for two days. Attending pre-departure training before the assignment begins is compulsory Reasonable, safe and secure accommodation close to the assignment location A monthly living allowance of AUD1200. Allowances are paid in 2 month allocations in advance, with the first being made prior to departure. 5
