4 4 (19) DEGREE REGULATIONS 1 Purpose and scope The Degree Regulations outlines the degrees and studies provided at HAMK University of Applied Sciences (HAMK) and governs the teaching and study arrangements. More specific information concerning the degree regulations can be in the HAMK guidelines. The degree regulations are based on the Polytechnics (= universities of applied sciences) Act (351/2003), the Government Decree on Polytechnics (= universities of applied sciences) (352/2003), the Act on Vocational Teacher Training (356/2003) and the Government Decree on Vocational Teacher Training (357/2003). The contents of the Degree Regulations are revised each academic year. 2 Mission of HAMK University of Applied Sciences Working on research, artistic and cultural premises, HAMK University of Applied Sciences shall provide higher education for professional expert jobs based on the requirements of the world of work and its development; support the professional growth of individuals; and carry out applied research and development that serves higher education, supports the world of work and regional development, and takes the industrial structure of the region into account. In executing these tasks, HAMK shall promote lifelong learning. HAMK shall provide and develop part-time education in order to maintain and upgrade workplace competencies. HAMK provides professional teacher training as prescribed separately. 3 Degrees and studies completed at HAMK and their objectives 3.1 Bachelor s degrees HAMK provides higher education studies leading to Bachelor s and Master's degrees, open studies (Open University of Applied Sciences), professional specialisation studies and part-time education. The degrees are planned and implemented according to the levels defined in the National Qualifications Framework (NQF). The Bachelor s degrees correspond to level 6 in NQF, and Master s degrees and professional teacher education correspond to level 7 in NQF. Bachelor s degrees are completed as degree programmes. The Ministry of Education and Culture decides on HAMK s degree programmes and

5 5 (19) the options that can be selected separately by students as part of the application procedure. The aim of studies leading to Bachelor s degree at HAMK is to provide students with: 1) extensive and practical basic knowledge and skills and a theoretical basis necessary for performing expert duties in the field concerned; 2) the preconditions for following and promoting developments in the field concerned; 3) the capacity for continuing training; 4) sufficient communications and language proficiency; and 5) the ability to participate in international activities in the field concerned. (Government Decree on Polytechnics (=university of applied sciences) 352/ ) Bachelor s degrees offered by HAMK can be completed in the degree programmes and options listed by field of study in Appendix Master s degrees 3.3 Professional specialisation studies Master s degrees are completed as degree programmes. The Ministry of Education and Culture decides on HAMK s degree programmes that can be selected separately by students as part of the application procedure. The aim of studies leading to Master s degree is to provide students with: 1) comprehensive and profound knowledge in the chosen field, based on the requirements of the world of work and its development, and theoretical knowledge required for demanding expert and managerial tasks; 2) profound concept of the field concerned, its position in the world of work and its significance to society, and also the capacity to follow and analyse research data and the development of professional practice of the field; 3) the capacity for lifelong learning the continuous development of one s own professional competence; 4) good communication and language skills required by the world of work; and 5) the ability to interact and participate in international activities. (Government Decree on Polytechnics (=university of applied sciences 352/2003 7a ) Master s degrees offered by HAMK can be completed in the degree programmes listed by field of study in Appendix 1. Professional specialisation studies are wide-ranging continuing education programmes based on Bachelor s degrees. The Rector issues a deci-

6 6 (19) sion approving the provision of professional specialisation studies every year. 3.4 Open studies at universities of applied sciences 3.5 Preparatory training for UAS studies Studies at the Open University of Applied Sciences are individual units included in Bachelor s degrees or Master s degrees. The courses offered are revised annually. HAMK provides immigrants with preparatory training for UAS studies free of charge. The aim of training is to give students lingual and other skills needed for UAS studies. The studies comprise 30 credits. 3.6 Studies completed in Professional Teacher Education Unit 4 Scope and structure of studies 4.1 Bachelor s degrees HAMK provides vocational teacher education, vocational special needs teacher education, vocational guidance counsellor education and other further and continuing education for teachers. Vocational teacher education is provided at the Professional Teacher Education Unit (PTEU) operating in connection with HAMK, as specified in the operating licence on the teacher education mission. The objectives of the Professional Teacher Education are governed by the Decree on Vocational Teacher Training (357/2003). Teacher education aims to provide students with the knowledge and skills to guide the learning of different students and the capabilities to develop their teaching field, taking developments in occupations and the world of work into account. The scope of studies at a university of applied sciences is measured in terms of credits (cr). Courses are measured according to the workload required to complete the course. A student s average annual workload of 1,600 hours is worth 60 credits. The student s average workload per week is estimated at 40 hours, which equals 1.5 credits. The scope and structure of Bachelor s degree studies are defined in the Government Decree on Polytechnics (= universities of applied sciences) (352/2003). According to the Decree, studies consist of basic and professional studies, optional studies, work placement to promote professional skills and a Bachelor s thesis. The scope of the degree programme studies leading to Bachelor s degree is either 210 or 240 credits. The degree programmes offered by HAMK are listed in Appendix 1.

According to the Decree, studies consist of advanced professional studies, optional studies and a Master s thesis. Master s degrees consist of credits. The degree programmes offered by HAMK are listed in Appendix 1. The Rector approves the curricula, taking any possible special legislation into account (Opetussuunnitelmat -toimintaohje) (available in Finnish only). The programmes comprise credits and may include orientation, advanced and optional studies as well as a project/development assignment (Ammatilliset erikoistumisopinnot toimintaohje available in Finnish only). The minimum scope of Open University courses is 3 credits and they are based on the curricula approved for Finnish- or English-language Bachelor s and Master s degrees (Avoimen ammattikorkeakoulun opinnot - toimintaohje available in Finnish only). According to the Government Decree on Vocational Teacher Training (357/2003) the scope of the studies is 60 credits, consisting of basic studies in educational sciences, studies in vocational pedagogy, teaching practice and other studies. The Director of the Professional Teacher Education Unit approves the curricula. The Teaching Qualifications Decree (986/1998) states that the scope of studies required to qualify as a vocational special needs teacher is at least 60 credits.

The Teaching Qualification Decree (986/1998) states that the scope of studies required to qualify as a guidance counsellor is at least 60 credits. The Director of the Professional Teacher Education Unit approves the curricula. The Vice Rector responsible for the education and teaching process (hereinafter the Vice Rector ) decides on the selection criteria for education leading to Bachelor s degrees in accordance with the national recommendation. The student application and selection schedules and implementation of selection are determined in accordance with the national joint application procedure, which is governed by the Government Decree on the Joint Polytechnics (= universities of applied sciences) Application System (1044/2009) (Tutkintotavoitteisen koulutuksen haut ja opiskelijavalinnat -toimintaohje available in Finnish only.) The Vice Rector decides on the selection criteria for education leading to Master s degrees in accordance with the national recommendation. In compliance with Government Decree (352/2003), the E&R Director of Education decides on the student selection criteria for specialisation studies. The Vice Rector decides on the student application and selection schedule (Ammatilliset erikoistumisopinnot toimintaohje available in Finnish only). Students apply by enrolling on Open University courses. Students will have the right to study on those courses to which they have been admitted. 9 9 (19) 5.5 Vocational teacher education, student counsellor education and special needs teacher education 6 Study entitlement and period of right to study 6.1 Education leading to Bachelor s degrees The Director of the Professional Teacher Education Unit decides on the student selection criteria procedures for teacher education programmes on an annual basis. Student admissions are prepared by the Unit s personnel responsible for selecting students on the basis of national criteria. The student application and selection schedules and implementation of selection are determined in accordance with the national joint application procedure, which is governed by the Government Decree on the Joint Polytechnics (=universities of applied sciences) Application System (1044/2009). Applicants are granted study entitlement when they have been admitted to complete a Bachelor s degree or a Master s degree and vocational teacher education studies. The right-to-study period commences when the student (applicant) has accepted a student place and has been entered as being present in the student register for the first time. The statutory completion time means a period of time that corresponds to the scope of studies in years. The statutory completion time for full-time Bachelor s degree studies is 4 years (240 credits) or 3.5 years (210 credits). The duration of studies may not exceed the statutory completion time by more than one year, which is the maximum completion time for studies (right-to-study period). Full-time students may register for non-attendance for a maximum period of two academic years. The non-attendance period is not included in the maximum duration of studies. The right-to study period of part-time students is determined by the Rector s decision concerning the duration of the programme. The degree must be completed within a period of time that does not exceed the statutory completion time by more than one year. Part-time students may register for non-attendance for a maximum period of one academic year, but not earlier than after one semester of studies. The non-attendance period is not included in the maximum duration of studies.

10 10 (19) 6.2 Education leading to Master s degrees 6.3 Professional specialisation studies 6.4 Open University of Applied Sciences The implementation time for Master s degree studies is 2 years (60 credits) or 2.5 years (90 credits). The maximum completion time for studies (right-to-study period) is one year longer than the implementation time. Master s degree students may register for non-attendance for a maximum period of one academic year, but not earlier than after one semester of studies. The non-attendance period is not included in the maximum duration of studies. The rector approves the programme-specific right-to-study period for professional specialisation studies when approving the annual provision of studies. The students do not have a statutory non-attendance right. The right-to-study period in open studies of applied sciences depends on the course. 6.5 Vocational teacher education, student counsellor education and special needs teacher education 7 Student enrolment Vocational teacher education studies (60 credits) are completed in 1-2 years. Various forms and periods of implementation are approved and offered in autumn before the next application period. Studies must be completed within no more than one year over and above a period of time equivalent to their scope. The maximum completion time for part-time studies is three years. The right-to study period commences when an applicant has accepted a student place and has been entered as being present in the student register for the first time. The students do not have a statutory non-attendance right. People admitted as students may only postpone starting their studies by one year for special reasons, such as serious illness. As there is no nonattendance right, such a postponement will be deducted from the total right-to-study period. Decisions on postponement of studies are issued by the E&R Director of Education. Each academic year, degree students must enrol as being present or absent within the time frame determined by HAMK. Only students enrolling as being present have the right to take studies, receive guidance and gain credits for completed courses entered in the credit records database.

11 11 (19) Each academic year, students must enrol as being present in writing. Only students enrolling as being present are entitled to take studies and have credits for completed courses entered in the credit records database. 7.1 Failure to enrol Degree students who have not enrolled will lose their study entitlement. If students wish to continue their studies later on, they must apply to HAMK to regain their right to study. The Vice Rector makes the decision on the reinstatement of the right to study. The right to study can be reinstated at the beginning of following month after submission of the application. If students regain their right to study, they must enrol according to the procedure mentioned above. The student will be charged an application fee of 35 euros. The fee is based on Government decree application 1230/2009. In the Professional Teacher Education Unit the students who have not enrolled will lose their study entitlement. If students wish to continue their studies later on, they must reapply to the programme through the student selection procedure. 8 Studies and guidance The studies are organised so that students can complete them within the period prescribed in curricula. The academic year commences on 1 August and ends on 31 July. Students are entitled to receive guidance during all phases of their studies. The extent, activities and people providing guidance are determined and described in the Student Guidance and Counselling guideline. Each degree student prepares a personal study plan (PSP), including options according to his or her personal objectives and to the compulsory, alternative or optional studies specified in the curriculum for the degree being completed. The PSP process is governed by a guideline. Guidance and acceptance of completion of work placements (included in higher education degrees completed at universities of applied sciences), production-oriented workplace studies, Bachelor s thesis and Master s thesis are specified in the guidelines. 8.1 Language of instruction and language proficiency requirements The languages of instruction in HAMK are Finnish and English. Studies in the second official language and in a foreign language are governed by the Government Decree on Polytechnics (= universities of applied sciences) 352/2003.

12 12 (19) Degree programmes conducted in Finnish also include courses or parts of them conducted in English. English is the language of instruction in the degree programmes taught in English. Parts of the courses are conducted in Finnish in order to support the students integration into the Finnish labour market. A student who is studying in a degree programme conducted in English can include a maximum of 15 per cent of studies in Finnish in his/her personal study plan (PSP). Degree students write the maturity test as part of their Bachelor s or Master s thesis in Finnish or Swedish according to Section 10 of the Decree on Polytechnics (= universities of applied sciences). If the student has been educated in a language other than Finnish or Swedish or he has been educated abroad, he will write his maturity test in either Finnish or in English. (Decree 52/2003, Sections 8 and10). 8.2 International studies 9 Competence-based assessment The curricula of degree programmes should give students the skills needed for the international labour market. Within international mobility, students can complete studies in foreign partner institutions or they can complete work placements in foreign enterprises. In addition, HAMK arranges double degree programmes with foreign partner institutions. (Student Exchange guideline and International Double Degrees guideline.) HAMK applies a competence-based student assessment approach, which means the assessment of courses completed at HAMK and the recognition and accreditation of prior learning or learning acquired elsewhere during studies. Bachelor s degree and Master s degree courses are assessed on a scale from 5 to 0 and Pass (H) Fail (0). Grading scale and its use are determined and described in the Course Assesment guideline. Vocational teacher education courses are mainly assessed as pass/requires improvement. Special needs teacher education courses are assessed as pass/requires improvement. Basic studies in special pedagogy are assessed on a scale from 5 to 0. Student counsellor education courses are assessed as pass/requires improvement.

13 13 (19) 10 Discretionary extension period Credit transfer and identification and recognition of learning are carried out through the recognition of prior learning (RPL) process, which is governed by a separate guideline. Bachelor and Master s degree students who have not completed their studies within the right-to-study period will lose their study entitlement. On special grounds, an extension period to complete the degree may be granted on the basis of the student s application. As a rule, the maximum length of the extension period is two semesters. In exceptional case, when the student s degree is almost complete, an additional extension period of one semester may be granted. Applications for an extension period must be made during the right-to-study period. The extension period is granted by the Vice Rector. The student will be charged an application fee of 35 euros. The fee is based on Government decree application 1230/2009. In vocational teacher education, special needs teacher education and student counsellor education, on special grounds, the Director of the Professional Teacher Education Unit may grant students, on the basis of their application, extra time in which to complete their studies. This application must be made during the right-to-study period. Extra time may only be granted once and for a maximum period of six months. In professional specialisation studies, students may, on special grounds, apply for an extension period of half a year. The extension period is granted by the E&R Director of Education. 11 Granting right to study in order to complete degree-awarding studies 12 Certificates and conferment If Bachelor s or Master s degree students wish to continue their unfinished studies after the right-to-study period has ended, they must apply to HAMK for the right to regain the student status after a minimum absence of one semester. The Vice Rector may grant the students, upon application, the right to study in order for them to complete their studies, if no more than half of the total extent of studies has not yet been completed. The maximum period of the granted time is two semesters. The student will be charged an application fee of 35 euros. The fee is based on Government decree application 1230/2009. HAMK issues certificates for completed Bachelor s and Master s degrees and certificates for completed studies. HAMK also issues participation certificates and transcripts of records. The Vice Rector makes the decision on graduation dates of each academic year for Bachelor's and Master s degrees. The Director of the Professional Teacher Education Unit makes the decision on the graduation dates of each academic year for vocational teacher education. Finnish degree programmes issue Finnish degree certificates. Degree programmes taught in English and international double degree programmes issue Finish and English degree certificates. HAMK issues all degree students upon graduation a Diploma Supplement, an appendix for international use as referred to in Decree 352/2003. HAMK University of Applied Sciences / Professional Teacher Education Unit issues certificates for completed teacher education programmes. A transcript of records and an appendix for international use are appended to the teacher education certificate. Promoting equality is based on the Finnish Non-Discrimination Act. The principles, models and practices used at HAMK for promoting equality among applicants and students for preventing any kind of discrimination and harassment are determined in the Promoting equality plan (guideline). Applicants not satisfied with the student selection results may submit a written request for rectification to HAMK s Board within 14 days of publication of results Request for rectification of loss of study entitlement 13.4 Criteria for course assessment Students may submit a written request for rectification of decisions concerning loss of a study entitlement to HAMK s Board within 14 days of being notified of such decision. Students have right to know how assessment criteria are applied to their performance. They must be given access to the assessment of their writ-

15 15 (19) 13.5 Reassessment procedures 13.6 Board of Examiners 14 Disciplinary procedures ten or otherwise recorded work. Such work must be retained for a period of one year from the end of course implementation. Students dissatisfied with the assessment of their performances or the credit transfer or the assessment of skill demonstration of prior learning acquired elsewhere may submit a written request for rectification to the teacher who made assessment or the director of the education and research centre who made the decision on credit transfer. Rectification requests must be submitted within 14 days of the date of being informed of the results of the assessment and how the assessment criteria were applied. The Board of Examiners of HAMK University of Applied Sciences acts to improve the legal protection of students. The Board of Examiners deals with disagreements about course assessment and credit transfer between students and staff. Students dissatisfied with a reassessment decision may submit a written appeal to the Board of Examiners appointed by HAMK s Board within 14 days of being notified of the decision. (Board of Examiners Guideline available only in Finnish). A student can be given a written warning, reprimand or he/she can be suspended for a period of time not exceeding one year. A student can be given a written warning or reprimand if he/she 1. interferes teaching 2. behaves in a violent or threatening manner 3. is found guilty of deception or has breached the order of the university of applied sciences in some way 4. refuses to present the drug test certificate named in the Decree on the System of Higher Education Degrees section 25 d 5. has used drugs for non-medical purposes reported by means named in the the Decree on the System of Higher Education Degrees section 25 d in a way that his/her ability to function has weakened A written warning can be given by the E&R Director of Education. The decision will be recorded as the E&R Director of Education s decision. The written reprimand will be given by the Rector. If the act or omission is serious or the student carries on behaving an inappropriate manner after receiving the written reprimand, he/she can be

16 16 (19) suspended from the university of applied sciences for a period of time. The maximum suspension period is one year. The suspension of a student is decided by HAMK s Board. Prior to making the decision on the matter of warning, reprimand or suspension, the student must be given an opportunity to state his or her case. The E&R Director of Education is responsible for arranging the opportunity for a student to state his or her case. The E&R Director of Education will present to the Rector a proposal for giving a caution or suspending the student Thesis HAMK University of Applied Sciences is committed to complying with the National Advisory Board on Research Ethics guideline: Good scientific practice and procedures for handling misconduct and fraud in science. Teachers are entitled to check that the students written study assignments are free of plagiarism. Deceptions or plagiarism will be handled according the guideline Procedures for ensuring good scientific practice 15 Personal aptitude and related security issues in studies In Bachelor s and Master s degrees in the field of social services, health and sports and in vocational teacher education the following amendments to acts that enter into force on 1 January 2012 will be applied: Act on the amendment of the Polytechnics Act (953/2011), Act on the amendment of section 6 of the Criminal Records Act (955/2011), Act on the student legal protection board (956/211).
