2 CHAPTER 1. GENERAL PROVISIONS 1. The establish the procedures for studies at Public (hereinafter - VU IBS), students and auditors rights and obligations and govern their relationships with. 2. The the following definitions are used in the Study regulations: 2.1. The Transcript of Records is a document of the appropriate form approved by the Council which specifies the study subjects completed by a student, the assessment scores, the study credits received and is issued for a student who suspends his/her sudies and terminates the study agreement as well as for a listener of supplementary studies; 2.2. The Bachelor is a degree awarded to a person who has completed a first-cycle study programme of university studies, as well as a person with a Bachelor s degree; 2.3. Bachelor s degree studies - the first cycle of university studies, providing the student with a general university education and the basic knowledge of the selected study area; a Bachelor s degree is awarded to a student who has completed Bachelor s studies; 2.4. The core subjects / modules of university education are subjects / modules to develop students outlook and general erudition which form the foundations of the general university education; 2.5. A Subject/Module Description is a document which includes the name of a subject/module, the volume of credits and hours allocated, its objectives, its content, learning methods, the system of assessment and methods of accounting; 2.6. The Full-Time Study Timetable is a procedure for studies when the academic classes are usually held on weekdays from 9.00 a.m. to 6.00 p.m.; 2.7. The Diploma is a document certifying a higher education qualification obtained by a person, that is issued after completion of Bachelor s or Master s studies or graduate studies; 2.8. The Diploma Supplement is an integral part of the diploma that supplements the diploma and provides information about the content of the acquired higher education; 2.9. The Double Degree study programme is a part of the curriculum, which is foreseen by the developers of the study programme and consists of either compulsory or elective subjects/modules of another field of study area, comprise the volume of at least 60 credits and correspond to the minimum requirements raised by this study field (branch) in order to obtain the double degree qualification The Individual Study plan is an individual plan, tailored to the needs of a student upon his justified request and with the consent of the Study Programme Committee which sets out the layout of the study subjects/modules and accounting procedures during the semester. The individual study plans are approved by the Director of ; The basically executed programme is a study programme the requirements of which are almost fulfilled by the student, i.e. the number of incompleted courses (exams or credits that were not passed) do not exceed the number set by the Director of ; The fundamentally changed programme is a study programme which includes the replacement of more than 30 percent of the constituent study subjects as compared to the original registered version of the study programme; The auditor is a person who was entered into the register of auditors and: entered into Auditor s Agreement with and in accordance with this agreement is studying individual subjects delivered to students in accordance with study programmes or; entered into the Supplementary Studies Agreement with and is studying individual subjects in accordance with this agreement, that are necessary for further prospective Master s degree studies at ; p 2 of 12

3 2.14. The Qualification is a professional qualification awarded upon completion of the relevant cycle of university studies; The Degree is a degree (Bachelor s degree, Master s degree) awarded to a person who has completed a programme of the relevant cycle of university studies; Master s degree studies are the second cycle university studies that provide the student with professional or academic qualifications; the student who has completed Master s degree studies is awarded Master s degree; The Master is a degree awarded to a person who has completed a Master's degree programme, as well as a person who holds a Master s degree; The major programme of studies is a part of the curriculum, which consists of the volume of not less than 165 credits of the major field of study subjects/modules and the volume of at least 15 credits of core subjects/modules of university education that correspond to the degree requirements of this field of study; The Supplementary studies are the studies designed for persons the higher education of whom is not sufficient for further cycle of studies of the desired field (branch); The Statement of the Learning Outcomes is a document issued upon the student s or the auditor s request at any time of studies, that contains the subjects studied by the person, their assessment scores, the credits received; The Certificate of Education is a document issued upon the student s or auditor s request at any time of studies, which states that the person is a student or an auditor at ; The Admission Rules is a document approved by the Commission that regulates the admission procedures; A recognized institution of higher education is a school that grants the qualification recognized by the Higher Education Quality Assessment Centre in accordance with the Act of the Government on foreign qualifications giving access to higher education and on the assessment of higher education qualifications and academic recognition; The Individual work is a preparation for contact work and performance of tasks specified by other study programmes in the absence of lecturers; The Sessional Study Timetable is a procedure for studies when the academic classes are held during periodic sessions; The Student is a person who has entered into the study agreement, has been enrolled in VU IBS student register and is studying in accordance with a university degree programme; The studies is learning of a person with at least secondary education at according to a study programme or the studies of selected subjects for individual study. The subject of studies is a part of the study programme, which develops general and/or professional competences required for obtaining a degree; The credit of studies is the unit of the subject volume that measures learning outcomes and student work time. One academic year of studies in full-time mode comprises 1600 hours that correspond to 60 study credits (hereinafter - credit) The subjects/modules of the field of study are the subjects/modules that provide knowledge of the selected study prigramme and develop competences required for independent academic or professional activities The module of studies is a part of the study programme compiled of one or a number of content-related subjects, which has a defined purpose and focuses on the expected learning outcomes and 5 repeated credits; The website is website, the address of which is The timetable of part-time (evening) studies is a procedure for studies when the academic classes are held on weekdays from 4.20p.m. to p.m., as well as on Saturdays from 8:00 a.m. to 4.10 p.m.; p 3 of 12

Vilnius University Study Information System ( SIS VU ) is a system required to perform the administrative functions of higher education of Vilnius University for processing information (data and document management, calculation, remote communication, etc.) and operating on the basis of the information technology. CHAPTER 2. ADMISSION OF STUDENTS AND AUDITORS 3. Students are admitted to by the Director of in accordance with the admission rules (P5-T2-1, P5-T2-2, P5-T2-3, P5-T2-4, P5-T2-6). 4. Student admission is organised by the Student Admission Commission assigned by the Director of and operating under the rules of admission and the Regulations for the Student Admission Commission, approved by the Director (P5-T2-5). 5. Persons with at least secondary education are admitted to the first cycle (Bachelor s degree) studies on a competitive basis in accordance with the Admission Rules (P5-T2-1). Admission to double-degree programmes and appropriate studies is conducted in accordance with the procedures for Double-degree studies approved by the Council of (7). 6. Persons with at least higher education are admitted to the second cycle ( Master s degree) studies on a competitive basis in accordance with the Admission Rules (P5-T2-2). 7. The number of students to be admitted is annually approved by the Council of. 8. A person who has studied at other higher education institutions can be enrolled to study at, if his/her learning outcomes achieved in other schools can be accepted by in accordance with The Procedure for Acceptance of Learning Outcomes (P5-T4) approved by the Council of and he/she has basically met the requirements set for the first year of the first cycle study programme or the first semester of the second cycle study programme. 9. Persons who are enrolled for the status of the student of the auditor, enter into the Student Agreement, the Auditor Agreement (P5-T2-6-F2) or the Supplementary Study Agreement (P5-T2-4-F3) of appropriate form approved by the Council of. 10. The Auditor Agreement is concluded for no more than one semester. The Supplementary Study Agreement is concluded for the whole study period taking into consideration the duration of studies. 11. A person is considered to be admitted to as of the date of payment of the first installment of the tuition fee (or the total amount of tuition fee), (the instalments and the procedure for their payment are determined by the agreement terms specified in paragraph 10). 12. The personal data of a student or an auditor who is admitted to, are recorded in the VU SIS, the data on students are transferred to the student register. CHAPTER 3. SYSTEM OF STUDIES Cycles and Modes of Studies 13. conducts studies in two cycles: The first cycle (Bachelor s) studies; The second cycle (Master s) studies. 14. Other study opportunities offered by are designed to improve the qualification, to expand a person s professional or general education, to prepare for Master s degree studies (supplementary studies) or to accumulate credits in accordance with the elective subjects / modules that are individually selected. The auditor who has collected the appropriate number of credits, set by the study programme committee, by the resolution of the Director of may be admitted for further studying of the chosen study programme if he/she meets the requirements specified by of the Admission Rules. 15. Supplementary studies are organised: p 4 of 12

5 15.1. For persons who have acquired higher non-university education of the same field and seek to enter the Master s degree studies at, unless the specified requirements for the duration and type of practical experience are met For individuals who have selected a field of Master s degree studies that does not coincide with the major or minor field of the first cycle university studies they have completed, unless the specified requirements for the duration and type of practical experience are met. 16. Students enrolled in supplementary studies learn in accordance with supplementary programmes. 17. offers studies of two modes: full-time and part-time. The levels of education provided by different study modes of the same cycle are equivalent. 18. The studies of full-time mode can be organised in accordance with a full-time or evening study timetable or sessions. 19. Part-time studies are organised by sessions. Volume and Duration of Studies 20. The volume of studies is calculated by credits that are used to measure the student workload. One credit is equal to working hours of a student or an auditor. 21. The volume of Bachelor s degree studies is not less than 210 and not more than 240 credits. 22. The volume of Master s degree studies is not less than 90 credits and not more than 120 credits. 23. The regular volume of the full-time studies is 60 credits (1600 hours) during the academic year. The volume of part-time studies per one academic year is no more than 45 credits, and the total duration of studies of this mode must not be more than one and a half times longer than the duration of the corresponding full-time mode study programme. 24. The duration of studies may be shortened by accepting a part of the previously obtained credits in accordance with the Procedure for Acceptance of Learning Outcomes (P5-T4) approved by the Council of for graduates of one or students of the second or more study programmes offered by or other higher education institutions; for students who study according to the individual study plan. 26. In accordance with the resolution of the Director of, the duration of studies can be extended for not longer than 1 year period to perform the internship and/or prepare or defend a Bachelor s or Master s Thesis upon payment of the administrative fee for a semester, approved by the Council of. Study Programmes 27. The Study programme is the entirity and description of the objectives, content, methods and tools characteristic to a certain field of study, of the academic and professional staff employed to conduct the studies and of the material resources available. 28. The committee of the relevant study programme improves the study programme, monitors its implementation, determines the study programme s specialisations (P3-T2). 29. The specialisation of the study programme is an expedient alternative group of subjects of the special section of the study programme, the extent of which is not less than one-third of the volume of this section; the specialisation may include subjects from other sections of the study programme. 30. The Director of shall take a decision on the permission of the student to study specialisation subjects of one or another study programme. 31. In accordance with the request of a student, an individual study plan shall be designed for the first cycle student who has completed the first year of study or for the second cycle student who has completed the first semester. 32. The decision on the volume and duration of individual studies conducted by a particular student shall be adopted by the Director of taking into account the provision of the respective study programme committee. 33. The study programmes are developed and implemented in accordance with the procedures set by the legal acts of the Republic of Lithuania and. The content of the study programme consists of subjects/modules. p 5 of 12

6 34. The subject/module is a separate segment of the study content in terms of its research or application, providing some theoretical and practical knowledge. 35. The description of the subject/module consists of a complete part of the subject/model in terms of its scientific content and presentation form. 36. The descriptions of subjects/modules are prepared by lecturers responsible for the delivery of the subject in accordance with the principles set by the Procedures for Preparation of Study Programmes and approved by the study programme committee. 37. According to their purpose and content, the subjects/modules are divided into two categories, i.e. subjects/modules of core university studies and those of the field (branch) of studies. 38. Compulsory subjects/modules comprise educational foundations acquired from general university studies and the selected major or related field of study. 39. The elective subjects/modules complement the general university education and the education gained from the chosen field of study. These subjects/modules must be selected by a student or an auditor from the list provided in the study programme in accordance with the rules specified in the study programme. 40. A student or an auditor can choose optional subjects/modules from the study programmes offered by VU IBS and other recognised institutions of higher education of the Republic of Lithuania or abroad. 41. Optional subjects/modules which were completed by a student or an auditor in another institution of higher education are accepted by in accordance with The Procedure for Acceptance of Learning Outcomes (P5-T4) set by the Council of. Forms of Studies 42. The forms of studies are as follows: Classroom work; Contact hours; Individual work; Internship. 43. Classroom work is the studying process under the supervision of a lecturer in premises designated by VU IBS for conducting studies (classrooms, etc.). 44. Contact hours (lectures, seminars, workshops, consultations, etc.). Contact hours may be remote. 45. The Internship is a part of the curriculum during the course of which the student consolidates, adapts and improves his/her professional knowledge, skills and competences acquired on the basis of completing the fundamentals of the programme, through practical activities. The procedure for performing the internship is set by The Procedures for Organising the Internships (P8), approved by the Council of. 46. Classroom work is organised in academic groups in accordance with the procedure (S8) approved by the Director of. 47. The duration of classroom work is measured in academic hours (45 min). CHAPTER 4. STUDY PROCESS Language of Instruction 48. The language of instruction at is Lithuanian. In case of an international study exchange or when the subject is taught by a foreign higher school lecturer, upon the appropriate decision of the study programme committee, the language of instruction may be English. All the subjects included in the study programme can be taught in English or another foreign language, if this procedure is specified by the Admission Rules or a relevant study programme. Calendar of Studies 49. The academic year begins on 1 September and ends on 31 August. The studies are divided into semesters. The academic year consists of two semesters, i.e. The Autumn Semester and The Spring Semester. p 6 of 12

7 The date of the start and finish of the academic year for the students of the second cycle of studies may be different in accordance with the resolution of the Director of. 50. The duration of each semester is 20 weeks, including 4 weeks for the examination session, i.e. for taking exams and credits. 51. The Autumn Semester starts on 1 September if another date is not set and lasts until 26 January. 52. The Winter Exam Session time is from 21 to 23 of December and from 2 to 26 of January. 53. The Spring Semester begins on 4 February and lasts until 30 June. 54. The Spring Exam session time is from 3 to 30 of June. 55. The examination session time of the autumn and spring semesters is determined by the Director of VU IBS. 56. Christmas holidays start on 24 December and last until 1 January. Winter holidays last from 27 January to 3 February. One week of the spring semester before Easter is Easter holiday. 57. Summer vacation starts at the end of the exam session of the spring semester and lasts until 31August. 58. Classroom work takes place in accordance with the timetables. The Department of Studies publishes the semester s timetable of compulsory and elective (optional ) subjects, approved by the Director of, on the website no later than 7 (seven) calendar days before the beginning of the semester. 59. The timetable of lectures is drawn up according to the 40-hour working week. 60. The timetables of the examination session are compiled and published no later than one month before the beginning of the examination session. They are approved by the Head of the Department of Studies. 61. The timetables of the second cycle studies and/or intensive courses/subjects are compiled in accordance with the agreement between the lecturer and students and are approved by the Head of the Department of Studies. 62. The Department of Studies publishes the timetables of study and examination sessions and timetables of retaking of examinations on the website. 63. The Director of may extend the examination session on the basis of the reasoned and documented request provided by a student or an auditor. Registration for Semester Studies 64. Before each semester, the students are automatically registered in the VU SIS for the semester studies. 65. The students who aim at studying elective and optional subjects / modules are registered in accordance with the established quotas under the procedure set by the Director of. 66. Seeking to study elective and optional subjects/modules of the forthcoming semester, the students are required to register on time in accordance with the Regulations for the Registration to Study Elective Subjects (P5-T9) approved by the Director of. 67. The students who were studying for the first semester as well as the students who were transferred to another study programme or the students who resumed their studies are allowed to register to study elective or optional subjects/modules within the first two weeks of the semester. 68. The students have the right to change the elective or optional subject/ module they have selected in accordance with the procedure set by the Director of (P5-T9). Study Process over Semester 69. The students and auditors must study in accordance with the requirements set for the programmes of the study subjects/modules, which are published on the website by the Department of Studies. 70. In the first lecture, the lecturer of the course/module must familiarise the students and auditors with the programme of the subject/module, the procedures of work per semester and accounting requirements and the familiarisation opportunities for the assessment of learning outcomes. 71. The attendance of seminars and practical classes of foreign languages is mandatory. Due to objective reasons, a student can be dismissed by a lecturer from the participation in a foreign language seminar or a practical class. p 7 of 12

The lecturer has to keep control of the students attendance in seminars and practical classes of foreign languages and submit information on the attendance to the Department of Studies in accordance with the procedure set by the Director of. 73. The attendance of lectures is not mandatory (the attendance of consultations included in the timetable is specified by the lecturer), but if the Department of Studies determines that the student does not attend any lectures and seminars/practical classes regularly for more than a month and has not submitted any written notice in advance to on the reasons of the upcoming lecture absenteeism, has the right to adopt a decision to terminate the Student Study Agreement. Assessment of Learning Outcomes 74. The principles and procedures for the assessment of students and auditors knowledge and competences are specified by the Procedures for the Assessment of the Learning Outcomes (T5-T2). 75. If the lecturer who has delivered a subject/module or supervised the study process, due to illness or other valid reasons cannot assess the students learning outcomes, the Director of designates another lecturer of the relevant area or assigns the panel of lecturers of the relevant area. 76. The students and auditors who disagree with the results of their assessment, have the right to submit an appeal to the Appeals Commission for the Assessment of the Learning Outcomes in accordance with the procedures set by the Regulations for Appeals Commission (P5-T5). Academic Debts and Their Elimination 77. An academic debt is the student s or the auditor's failure to pass an examination and/or credit, failure to defend a course paper or research work, failure to perform the internship or prepare a final thesis. 78. The student or the auditor can eliminate his/her academic debt: by retaking the exam/credit once, free of charge during the examination session (or during the extended examination session). The timetable for retaking the examinations is available on the website of by repeatedly retaking the exam at the end of the examination session, upon the receipt of payment in accordance with the procedures for payment of tuition fees approved by the Council of. The timetable for retaking the examinations, credits is published on the website by the Department of Studies. The repeated retaking of the examinations, the re-defense of the course paper or research work are allowed within the first two weeks of the new semester, except in cases where the exam session was extended. The examination session is extended if the student submits a reasoned and well-documented application. During the extended examination session, it is assumed that the student has no academic debts of the subjects that can be passed over the extended period of time. 79. The student or the auditor has the right to reasonably request the Director of to allow him to retake the examinations or credits not being examined by a lecturer who has delivered the relevant course. In response to such a request, the Director of may decide to allow the student retake the exam or credit with another teacher or a special commission. 80. The student who has not eliminated his/her academic debt, may choose either to repeat the course of the relevant subject/module or the whole course of subjects/modules of the respective semester, and then retake the exam (re-defend scientific research or course work) or retake the exam (re-defend scientific research or course work) without repeating the relevant subject course. If more than two years have passed since the completion of the subject/module course, the student must repeat the subject/module course before retaking the exam. 81. A student who has failed the retaken exam three times, in order to continue his/her studies must repeat the subject/module course. At one time, a student may repeat no more than courses of 5 subjects/modules. 82. The repetition of the subject/ module does not apply to state-funded students as well as to students with academic failure at the end of the semester followed by the final internship. 83. The Study Agreements are terminated with students having three or more academic debts. 84. Students with at least one academic debt are not allowed to perform the internship. p 8 of 12

The student must submit a request for a repetition of a particular subject/module or more subjects/modules, or of the whole of the subjects / modules of a particular semester, to the Director of no later than within a week after the deadline for the repeated retaking of the examinations, credits. 86. The Study Programme Committees can identify subjects/modules, which should not be repeated. 87. A student who is allowed to repeat one or more or all of the subjects of a particular semester has to pay for the repetition of relevant subjects/modules before beginning his/her repetition course. 88. The deadline for elimination of academic debts may be postponed for one year for the subjects/modules allowed for repetition, according to the timetable of studies but not later that the start of the final semester. The subjects/modules, the studies of which are being repeated, are not considered as academic debts, if the student has paid for the repetition of the subject.. Alignment of Different Study Programmes 89. The students who are enrolled in one study programme can combine their studies with other programmes and their modes of study, but at the same time a student can be enrolled in no more than two different modes of programmes. Those who wish to be enrolled in two study programmes at the same time, are admitted to each programme in accordance to general procedures. If a student is enrolled in two study programmes at, the study agreement for each programme is signed separately. Study Records 90. The basic documents for the record of studies are the Knowledge Assessment Sheet and the Exam /Credit Slip. 91. Administration Regulations for Study Records (P5-T8) ( filing, data entry, electronic timesheets, etc.) are approved by the Director of. 92. In accordance with the procedures set by Administration Regulations for Study Records (P5-T8) the study records documents are filled out by the lecturers who assess the student learning outcomes with (Chairman of the Assessment Commission). 93. The study records are carried out or organised by the Department of Studies. Final Thesis 94. The students of the first cycle of studies write the Bachelor s Thesis (Regulations for the Bachelor s Thesis (P9-T1), the students of the second cycle of studies write the Master s Thesis (Regulations for the Master s Thesis (P9-T2). 95. The defense of the Bachelor s or the Master s Thesis is permitted only if all the requirements of the programme are fulfilled. 96. The Bachelor s or Master s Thesis is defended in the relevant Commission in due time as specified by the Director of. 97. The Commissions for the assessment of Bachelor s or Master s Thesis defense must be composed of at least 5 competent professionals in the field, i.e. academics, professional practitioners, the professionals from potential workplaces of these graduates. At least one member of the Commission (preferably - the Chairman) shall be a person unemployed by for the past three years. CHAPTER 5. RIGHTS AND OBLIGATIONS OF STUDENTS AND AUDITORS 98. students and auditors have the right to: over their studying period, to make use of classrooms, library, teaching material developed by the lecturer, other educational equipment and tools; choose a study programme, learn according to an individual plan of study; p 9 of 12

10 98.3. choose the lecturer if it does not disrupt the educational process (when the same subject is taught by several lecturers) and if the Director of provides a positive response to a well-grounded and documented request of a student; evaluate the study process and lecturers work; evaluate the quality of both, the study programme and its implementation; submit an appeal on his/her knowledge assessment to the Appeals Commission for the Assessment of the Learning Outcomes; to terminate and/or resume their studies in accordance with the procedures; get information related to their studies; access to the academic freedom of thought and expression, freedom to express their thoughts and beliefs on all the scientific, social and cultural issues, to the extent not contrary to the laws of the Republic of Lithuania and the normative acts; participate in self-governance; elect the Student Representation and be elected to it; access to freedom of joining clubs, societies and associations; refer to the Dispute Settlement Commission for violation of their interests; gain a degree in the study programme specified by the study agreement, that meets the volume and quality standards defined by the regulations defined by this document, by the Statute of and laws of the Republic of Lithuania; exercise rights specified by other legal acts of the Republic of Lithuania and. 99. students and auditors are obliged to: execute the requirements specified by the selected study programme and the study agreement; follow the Law on Science and Studies of the Republic of Lithuania, statute, the regulations specified by this document, other internal legal acts of ; execute the decisions of administration; comply with the general rules of morality and academic ethics. CHAPTER 6. ACADEMIC MOBILITY 100. The student is permitted to change the mode of the study programme he/she has been enrolled in (full-time and part-time study and vice-versa) and the timetable if offers the study programme of the relevant mode The student is permitted to change the selected programme of study for another, not later than having studied for two semesters if he/she has implemented the requirements set for the first and/or second semester of the first cycle study programme or of the studied programmes or for the first semester of a new Master s programme The differences between the programmes are allowed to be eliminated within one year. These differences are not considered to be academic debts students are permitted to implement a part of the study programme s requirements in accordance with the procedures set by the Council of at other recognized higher education institutions (P7-T1, and students from other state-recognised universities are permitted to carry out part of their study programmes at. CHAPTER 7. TERMINATION, SUSPENSION AND RENEWAL OF STUDIES 104. The studies are terminated : upon the termination of the agreement: on the student s or auditor s initiative; on initiative; for some other objective reasons, the studies become unavailable The agreement is terminated on the initiative of : p 10 of 12

11 for the student s or auditor s academic failure or non-compliance to other requirements of the study programme; for the student s or auditor s unethical conduct during the study period or rough violation of the VU IBS Statute, violation of the Student Code of Ethics or any other internal laws; for non-payment of tuition fees on time specified in the agreement or violation of other financial commitments to ; if the student does not register to studies after the suspension period of his/her studies or after his/her academic leave; if a student has not attended lectures for more than one month and failed to inform in advance, in writing The decision to terminate the agreement shall be taken by the Director of in accordance with the provision of the Department of Studies The students and auditors, on termination of their agreements shall be deleted from the student or auditor lists The student who, for valid reasons, is temporarily unable to continue his/her studies and submits a reasoned and documented request, may be permitted by the Director of to terminate his/her studies for more than one year. The student who terminates his/her studies shall be obliged to fulfill all financial obligations to and is permitted to have no more than two academic debts A student who is temporarily unable to continue his/her studies due to illness or pregnancy and/or infant care and has submitted documents to prove it, may be granted an academic leave by Director of VU An academic leave shall be granted for the following period: due to illness up to two years; due to pregnancy up to one year; on infant care up to three years An academic leave shall be granted by the Director of upon a reasoned and documented request of the student after he/she has fulfilled all financial obligations to The beginning of an academic leave and the study suspension time shall be calculated from the date the student submits a request. At the end of the academic leave or suspension period, the student shall be returned to the relevant semester when he was granted an academic leave or suspension of study.
