4 4 (29) DEGREE REGULATIONS 1 Purpose and scope of application The purpose of these degree regulations is to define the degree programmes and studies offered at the Häme University of Applied Sciences (hereafter HAMK) and to guide the organisation of teaching and studies. The guidelines laid down in accordance with HAMK's quality assurance system contain provisions specifying the degree regulations. The degree regulations are based on the Act on the Universities of Applied Sciences (932/2014) and other provisions concerning universities of applied sciences. The content of these degree regulations is reviewed each academic year. 2 Mission of the Häme University of Applied Sciences The mission of HAMK is to provide higher education for professional expert tasks based on the requirements of the labour market and its development and working on research, artistic and cultural premises, and to support the professional growth of the student. HAMK also carries out research and development as well as artistic activities that serve education offered by universities of applied sciences, support the world of work and regional development and revitalise the industrial structure of the region. In carrying out these tasks, HAMK must promote lifelong learning. (Polytechnics Act 932/2014, section 4.) 3 The degree programmes and studies offered at the Häme University of Applied Sciences and their objectives 3.1 Bachelor's degrees HAMK offers Bachelor's and Master's degree programmes that are in accordance with the educational responsibilities laid down in its operating licence and the specifications concerning them. In addition to degree programmes, HAMK also offers studies at the open university of applied sciences, specialisation studies and professional teacher education. The degree programmes are planned and implemented in accordance with the competence levels laid down in the National Qualifications Framework (NQF). Bachelor's degrees correspond to NQF level 6 and Master's degree programmes and professional teacher education level 7. The Bachelor's degrees and degree titles that must be offered at a university of applied sciences are laid down in the operating licence of HAMK.

5 5 (29) The aim of the degree-awarding education in Bachelor's degree programmes is to ensure that the degree holders 1) possess comprehensive and practically oriented basic knowledge and competence and a theoretical basis allowing them to work as experts in their own fields; 2) are able to follow developments in their own professional fields and contribute to their progress; 3) are in a position to develop their own professional competence and to engage in lifelong learning; 4) possess adequate communications and language skills for tasks in their own fields and for international activities and cooperation. (Section 4 of the Government Decree on the Universities of Applied Sciences 1129/2014) HAMK offers the Bachelor's degree programmes listed in Appendix Master's degrees 3.3 Specialisation studies The Master's degrees and degree titles that must be offered at a university of applied sciences are laid down in the operating licence of HAMK. The aim of the degree-awarding education in Master's degree programmes is to ensure that the degree holders 1) possess comprehensive and in-depth knowledge and the required theoretical competence allowing them to work in demanding expert and managerial tasks involving the development of the world of work; 2) have in-depth understanding of their own professional fields, their role in the workplace and in society at large and the ability to follow and analyse research developments and developments in professional practices in the fields; 3) have the ability to engage in lifelong learning and continuous development of their own professional competence; 4) possess adequate communications and language skills for tasks in their own fields and for international activities and cooperation. (Section 5 of the Government Decree on the Universities of Applied Sciences 1129/2014) HAMK offers the Master's degree programmes listed in Appendix 1. HAMK may provide specialisation studies as separate modules. The aim of specialisation studies in Bachelor's degree studies is for the student, on the basis of their educational background and work experience, to:

6 6 (29) 1) be capable of performing demanding specialist tasks in a labour market field determined according to a contractual procedure defined in the Polytechnics Act, section 11a(3); 2) reach a level of in-depth competence required by expertise or control of a multi-disciplinary entity; 3) be capable of evaluating and developing the professional practices of their field, based on research or the methods of artistic activity; 4) be capable of acting as an expert in their field in communities and networks. (Government decree 1129/2014, section 6a) 3.4 Studies at the open university of applied sciences and study paths HAMK provides parts of its Bachelor's and Master s degree programme studies as open university of applied sciences studies. The study offerings are planned separately for each academic year. Study paths are modules consisting of Bachelor's degree and Master's degree studies. They consist of first-year Bachelor's degree or first-semester Master's degree studies. The purpose of the study paths is to provide the student with eligibility for degree studies through separate application. The study path courses are planned separately for each academic year. 3.5 Training preparing immigrants for studying at universities of applied sciences 3.6 Professional teacher education HAMK may provide immigrants with free training aimed at providing immigrant students with linguistic and other necessary capabilities for studying at universities of applied sciences. (Act 932/2014, section 10). Under its operating licence, HAMK has the right to provide teachers at universities of applied sciences, teachers in vocational institutions and students aiming to become teachers in these fields with teacher education. The aim of the teacher education is to provide persons that have completed teacher education with 1) the ability to guide different types of students in their learning process; 2) the ability to develop their own field of teaching, taking into account the developments in the labour market and professions. (Section 6 of the Government Decree on the Universities of Applied Sciences 1129/2014) 4 Scope and structure of the studies

7 7 (29) The scope of studies at universities of applied sciences is measured in credits. The scope of the studies is in accordance with the required workload. The average work input of 1,600 hours required for completing studies of one academic year corresponds to 60 credits (cr). (Government decree 1129/2014, section 3.) The aims of the degree, description of the professional field, degree module structure and the learning outcomes for each module are described in the competence description for each degree. 4.1 Bachelor's degrees Provisions on the scope and structure of the Bachelor's degrees at universities of applied sciences are laid down in the Government Decree on the Universities of Applied Sciences (1129/2014). Under the decree, the degree-awarding education in Bachelor's degree programmes comprises basic studies, professional studies, optional studies, work placement and the Bachelor's thesis. At HAMK, the modules are either in the form of core competence or specialist competence modules. The first core competence module is part of the basic studies, while the remainder come under professional studies. Work placement and the Bachelor's thesis are also part of core competence. Specialist competence modules consist of selective and optional professional studies. (Guideline 'Competence descriptions of degree programmes') The degree-awarding education in Bachelor's degree programmes at HAMK has a scope of 210 or 240 credits. The competence descriptions for each degree programme are approved by the Rector. 4.2 Master's degrees Provisions on the scope and structure of the Master's degrees at universities of applied sciences are laid down in the Government Decree on the Universities of Applied Sciences (1129/2014). Under the decree, the degree-awarding education in Master's degree programmes comprises advanced professional studies, optional studies and the Master's thesis. (1129/2014, sections 2-3.) At HAMK, the modules are either in the form of core competence or specialist competence modules. Master's thesis is part of core competence. (Guideline 'Competence descriptions of degree programmes') The degree-awarding education in Master's degree programmes at HAMK has a scope of 60 or 90 credits. The competence descriptions for each degree are approved by the Rector.

8 8 (29) 4.3 Specialisation studies Specialisation studies are studies promoting professional development and specialisation that are intended for holders of Bachelor's and Master's degrees who have already participated in working life. Their scope, objectives and target groups are prepared jointly by polytechnics in cooperation with employer and business sector representatives. (Polytechnics Act 932/2014, section 11a.) Specialisation study plans are approved by the Rector. 4.4 Study paths In Bachelor's degree studies, the scope of the study paths is 60 credits and in Master's degree studies 10 credits (in a 60 credit-degree) or 15 credits (in a 90 credit-degree). 4.5 Professional teacher education 4.6 Professional special needs teacher education. 4.7 Professional student counsellor education 5 Student admission and selection 5.1 Bachelor's degrees and Master s degrees Under the Decree on the Universities on Applied Sciences (1129/2014), the scope of the studies is 60 credits and they comprise pedagogical basic studies, studies in professional pedagogy, teaching practice and other studies. The competence description is approved by the Director of the Unit. Under the Teaching Qualifications Decree (986/1998), professional special needs teacher studies totalling 60 credits are required for qualification as a professional special needs teacher. The competence description is approved by the Director of the Unit. Under the Teaching Qualifications Decree (986/1998), student counsellor studies totalling 60 credits are required for qualification as a student counsellor. The competence description is approved by the Director of the Unit. The Rector decides on the admission criteria for degree-awarding education in Bachelor's and Master s degree studies on the basis of national recommendations. The timetables for student admission and selection and the process of selecting students are in accordance with the timetables issued by the Ministry of Education and Culture and the timetables jointly prepared by universities of applied sciences.

9 9 (29) 5.2 Specialisation studies Holders of suitable Bachelor's and Master's degrees and applicants that in the view of the university of applied sciences possess adequate knowledge and skills for the studies may be admitted to specialisation studies (section 25 of the Act on the Universities of Applied Sciences 932/2014). 5.3 Studies at the open university of applied sciences Open UAS and path study places will be filled in the order of sign-up for all modules except in social and health care as well as Master s degree studies. Students on the study paths of health care and social services are checked for their suitability for the field. A suitable Bachelor's degree is required for studies in the Master's degree study paths. The Open University of Applied Sciences Study Guideline and the Basics of Student Admission Guideline for Open University of Applied Sciences Students). 5.4 Separate admission as a degree student on the basis of studies at the open university of applied sciences 5.5 Admission as transfer student The Rector decides on the admission criteria and timetable of the separate admission. A transfer student is a student who has been admitted to a degree programme, whose study right is transferred from one institution of higher education to another or within the same institution in a way that the degree title of the targeted degree changes. (Act on the Universities of Applied Sciences 932/2014, section 28.) A student studying in another Finnish institution of higher education who has a right to study, or is an existing HAMK student, may be admitted as a transfer student. The Rector decides on the criteria and selection procedure for transfer students (Decision on the criteria and selection procedure for transfer students). 5.6 Professional teacher education, student counsellor education and special needs teacher education 6 Right to study and the right-to-study period The admission to professional teacher education, student counsellor education and special needs teacher education is in the form of a joint nationwide separate admission. The Rector decides on the admission criteria for the education on the basis of national recommendations. The timetables for student admission and selection and the process of selecting the students are in accordance with the timetables jointly prepared by universities of applied sciences. The applicant is granted a right to study when he/she has been selected to a degree programme, to professional teacher education, student counsellor education or special needs teacher education.

10 10 (29) The right-to-study period begins when the student has accepted the study place and he/she has been entered as present in the student register for the first time. Normal duration of the studies means the scope of the studies in years. A student at the open university of applied sciences is granted the right to study in the courses or study paths to which he/she has been admitted. 6.1 Bachelor's degrees On a regular and full-time basis, completion of the studies takes 4 years (240 credits) or 3.5 years (210 credits). The maximum time for completing a degree (maximum right-to-study period) is one year longer than the normal duration of the studies. In part-time studies, the length of the right-to-study period is determined by the scope of the implementation of the intake decision. The maximum time for completing a degree (maximum right-to-study period) is one year longer than the right-to-study period under the implementation decision. For students who have been selected as degree students in separate admission on the basis of studies at the open university of applied sciences, the right-tostudy period is one year shorter than that of students selected in the joint application. The normal duration of the studies of a student admitted to HAMK to complete a double degree is 3 years (scope of degree 240 credits) or 2.5 years (scope of degree 210 credits). The maximum time for completing a degree (maximum right-to-study period) is one year longer than the normal duration of the studies. Double degree students do not have a right of absence. 6.2 Master's degrees The implementation time for a Master's degree is 2 years (60 credits) or 2.5 years (90 credits). The maximum time for completing a degree (maximum right-to-study period) is one semester longer than the implementation time. For students who have been selected as degree students in separate admission on the basis of studies at the open university of applied sciences, the right-tostudy period is one semester shorter than that of students selected in the joint application. Students studying for a double degree at HAMK (Master's degree) are expected to complete their studies in one year. The maximum time for completing a degree (maximum right-to-study period) is one semester longer than the normal duration of the studies. 6.3 Professional teacher education, student counsellor education and special needs teacher education

11 11 (29) Normal duration of studies is one year (60 credits). Completion of studies in teacher education takes usually between 10 and 19 months. The forms and timetables of implementation are approved in the autumn before the next application dates. Students are expected to complete their studies within a time that is no more than one year longer than the time required to complete studies of such scope. Studies that are intended to be completed on a part-time basis should not last more than three years. 6.4 Right to register as absent A student who has accepted a study place for Bachelor s studies beginning before autumn 2015 may enrol as absent for a maximum of two academic years. The period of absence is not included in the maximum duration of studies. A student who has accepted a study place for Master s studies beginning before autumn 2015 may enrol as absent for a maximum of one academic year after studying for at least one semester. The period of absence is not included in the maximum duration of studies. A student who started in part-time education before autumn 2014 may enrol as absent for a maximum of one academic year after studying for at least one semester. The period of absence is not included in the maximum duration of studies. Students who have been admitted to teacher training before spring 2015 may not enrol as absent during their studies. A student who accepts a study place from the studies beginning in autumn 2015 or after may enrol as absent for the first academic year for the following reasons only 1. military, non-military or women s voluntary military service 2. maternity, paternity or parental leave 3. sickness or injury The aforementioned right to absence in early teacher training only concerns students who were admitted in or after spring A student who accepts a study place from the studies beginning in autumn 2015 or after may enrol as absent for a maximum of one academic year. The period of absence is not included in the maximum duration of studies. A student may also enrol as absent during the studies if the reason of absence is military, non-military or women s voluntary military service or maternity, paternity or parental leave and this period of absence is not included in the maximum duration of studies. (Amendment 325/2015 to Act on the Universities of Applied Sciences, 29, 30.) The aforementioned right to absence in teacher training only concerns students who were admitted in or after spring 2015.

12 12 (29) 6.5 Specialisation studies In specialisation studies, the length of the right-to-study period depends on the scope of the studies. When approving the specialisation studies offered, the Rector also determines the programme-specific right-to-study periods for specialisation studies. Students in professional specialisations studies may not enrol as absent. 6.6 Studies at the open university of applied sciences The length of the right-to-study period of students at the open university of applied sciences is in accordance with the implementation of their studies. The right to study of study path students is one year (Bachelor's degree) or six months (Master s degree); path students do not have a right of absence. 7 Enrolment Students must enrol as present or absent each academic year during the period laid down by HAMK. Only students enrolled as present are entitled to study and have study attainments recorded in the credit record database. 7.1 Failure to comply with the enrolment obligation 8 Studying, counselling and studies Bachelor's and Master's degree students that have failed to enrol for the academic year will lose their right to study. If a student has lost his/her right to study and wants to continue with the studies, he/she must apply for the reinstatement of the right to study. The Head of Degree Programme decides on the reinstatement. The right to study may be reinstated if the right-to-study period has not expired. The reinstatement will take effect from the start of the month following the submitting of the application. If the right to study is reinstated, the student must enrol for the academic year in the manner described above. A student in professional teacher education, student counsellor education or special needs teacher education who has failed to enrol for an academic year, will lose his/her right to study. If a student has lost his/her right to study and wants to continue with the studies, he/she must apply for the reinstatement of the right to study. The right to study may be reinstated if the original right-tostudy period has not expired. The Head of Degree Programme decides on the reinstatement. The reinstatement can take effect from the start of the month following the submitting of the application. The student is charged a fee of 50 euros for the processing of the application (Decree 1440/2014). The studies are arranged so that the students are able to complete them within the time normally allocated for completing a degree.

13 13 (29) The academic year starts on 1 August and ends on 31 July. Students have the right to receive counselling at all stages of their studies. The principles and responsibilities concerning the counselling and the actors involved are laid out in the guideline 'Study counselling'. Bachelor's and Master's degree students must prepare a personal study plan (PSP), in which they include courses in accordance with their own targets and the manner in which the obligatory, free-choice and optional nature of their studies is defined in the degree programme concerned. There are separate guidelines on the PSP process. There are separate guidelines on the work placement and the thesis required as part of the Bachelor's degree and the thesis required as part of the Master's degree. There are separate work instructions on the counselling practices in professional teacher education. 8.1 Teaching languages and language skill requirements The teaching languages at the Häme University of Applied Sciences are Finnish and English. Provisions on the studies in the second national language and foreign languages are laid down in the Government Decree on the Universities of Applied Sciences (1129/2014). Finnish-language degree programmes also include courses or parts of courses that are in English. The teaching language in foreign-language degree programmes is English. The studies may also include courses in Finnish so that they support integration into Finnish employment. The PSP of a student in foreign-language education may include Finnish-language studies so that a maximum of 15 per cent of his/her degree studies are in Finnish. Bachelor's and Master's degree students must take the maturity test in Finnish or in Swedish, as laid down in section 8 of the Decree on the Universities of Applied Sciences. A student who has received his/her education in a language other than Finnish or Swedish or in a foreign country must write the maturity test in Finnish, English or another language approved by the Rector. For special reasons, a university of applied sciences may exempt a student from the language skills requirement laid down in section 7(1), wholly or in part. (Decree 1129/2014)..) Students who have been exempted from the language skill requirement may take the maturity test in the language approved by the rector.

In Finnish-language degree programmes, the thesis is written in Finnish, English or (in some cases) in Swedish. 8.2 International studies 9 Assessment of competence Degree holders have the ability to enter the international labour market. The students may study or do their work placement in international partner institutions or companies. HAMK also offers international double degree programmes with its partner institutions (Guideline 'Student exchange' and Guideline 'International double degree programmes'). At HAMK, students are assessed on the basis of their competence. The assessment comprises the assessment of courses completed at HAMK and the recognition and accreditation of prior learning and learning acquired elsewhere. In Bachelor's and Master's degree programmes, the assessment is on a scale of 5 to 0 or using the scale pass - fail. The reason for fail needs to be written to the study register. The scales and the manner in which they are used are laid out in the guideline 'Course assessment'. The assessment practices concerning prior learning and learning acquired elsewhere are laid out in the guideline 'Recognition and accreditation of prior learning and learning acquired elsewhere during studies (RPL)'. Most of the courses in professional teacher education are assessed using the scale pass - additional work required. The courses in professional special needs teacher education are assessed using the scale pass - additional work required. Basic studies in special pedagogics are assessed on a scale of 5 to 0. The courses in professional student counsellor education are assessed using the scale pass - additional work required. There are separate work instructions on the RPL practices for professional teacher education.

15 15 (29) 10 Discretionary extension period A student who has not completed their studies during period of right to study loses their right to study. The Head of the Degree Programme may grant the student an extension so that the student can complete their studies. The student must provide a viable study plan for the extended period in their application. The application for the extension must be submitted while the right to study is in effect. Extensions can be granted for no more than a period of one year in degree-awarding studies, or for six months in professional teacher, special needs teacher and student counsellor studies. In specialisation studies, a student may, for special reasons, apply for an extension of six months for completing his/her studies. The extension is granted by the Head of Degree Programme. The student is charged a fee of 50 euros for the processing of the application (Decree 1440/2014). 11 Granting right to study to complete degree-awarding studies and teacher studies 12 Certificates and granting a degree If a Bachelor's or Master's degree student wants to continue his/her studies after the expiry of the right to study, he/she may apply for a reinstatement as a student after an absence of at least one semester. The Head of Degree Programme may, on the basis of an application, grant a former HAMK student the right to study so that the student in question can complete his/her degree studies if they are missing a maximum of 60 credits (Bachelor s degrees) or 30 credits (Master s degrees). If a teacher student wants to continue their studies after the expiry of the right to study, they may apply for a reinstatement as a student. The Head of Degree Programme may, on the basis of an application, grant a former HAMK teacher student the right to study so that the student in question can complete their teacher studies, if no more than one half of the entire scope of the programme are to be completed. The extension can be granted for a maximum of one year. The student is charged a fee of 50 euros for the processing of the application (Decree 1440/2014). HAMK grants degree certificates and certificates of completed studies. Students may also receive attendance certificates and transcripts of records. The

16 16 (29) guidelines on certificates and applying for a degree are laid out in the guideline 'Certificates and applying for a degree'. The Rector determines the graduation dates in degree-awarding education for each academic year. The Board of Directors determines the completion dates in degree-awarding education for each academic year Degree certificates Students in Finnish-language education receive their degree certificates in Finnish and an English translation of the certificate. The degree certificates for English-language education are in Finnish and English (Section 10 of the Decree 1129/2014) Teacher education certificates 13 Legal protection of the students All students completing a degree will receive a free Diploma Supplement, which is in English and intended for international use (section 10 of the Decree 1129/2014). Students completing a double degree also receive their degree certificates at HAMK. A student will receive a degree certificate after he/she has completed the required studies at HAMK and in the partner institution. The fact that the student has completed a double degree is stated on the certificate (Section 10 of the Decree 1129/2014). Students who have completed teacher education receive a certificate from HAMK. Graduates who have completed teacher education in Finnish will receive their certificate in Finnish and a transcript of their study record. The graduates will also receive a Certificate Supplement, which is in English and intended for international use. Graduates who have completed teacher education in English will receive their certificate in English and an unsigned Finnish translation of the certificate. The graduates will also receive a Finnish-language and an English-language transcription of their study record and a Certificate Supplement Non-discrimination Promotion of non-discrimination is based on the Non-Discrimination Act. The non-discrimination principles, procedures and practices that promote the nondiscrimination of applicants and students and prevent all types of discrimination and harassment are laid out in the guideline Promoting non-discrimination Rectification of student selection

17 17 (29) A person dissatisfied with student selection may submit a rectification request to the examination board. The rectification request must be in writing and submitted within 14 days of the publication of the selection results Rectification concerning the loss of right to study 13.4 Course assessment criteria A student may submit a rectification request concerning a decision on the loss of the right to study to the examination board. The student must submit the request in writing within 14 days of receiving notification of the decision. A student has the right know how the course assessment criteria have been applied in his/her case. A student must be given an opportunity to examine the assessment of his/her written or otherwise recorded work. They must be kept for one year after the end of the course implementation Reassessment 13.6 Examination board A student who is dissatisfied with the assessment of his/her course performance or the assessment of the recognition of prior learning or learning acquired elsewhere during the studies may request a rectification from the teacher who made the assessment or the Head of Degree Programme who made the decision on the recognition. The rectification request must be submitted within 14 days of the day on which the student had the opportunity to receive notification of the assessment results and the application of the assessment criteria. The work of the examination board, which is appointed by the Board of Directors of the Häme University of Applied Sciences Ltd, is part of HAMK's work the purpose of which is to strengthen the legal protection of the students. The examination board examines the admission and selection process and rectification requests concerning the overall assessments and recognition of courses and the right the study. An applicant who is dissatisfied with the selection result may apply for a rectification from HAMK's examination board. The applicant must make the rectification request in writing within 14 days of receiving notification of the decision. A student who is dissatisfied with an assessment rectification decision may apply for a rectification from HAMK's examination board. The student must make the rectification request in writing within 14 days of receiving notification of the decision. A student who is dissatisfied with a decision concerning the right to study may apply for a rectification from HAMK's examination board. The student must make the rectification request in writing within 14 days of receiving notification of the decision.

18 18 (29) 14 Disciplinary procedures A university of applied sciences may take disciplinary procedures as laid down in section 38 of the Act on the Universities of Applied Sciences if a student 1. disrupts teaching 2. behaves in a violent of threatening manner 3. is guilty of deception or otherwise violates against the rules of the university of applied sciences 4. refuses to present the drug test certificate referred to in section 36 of the Act on the Universities of Applied Sciences 5. has, on the basis of a report referred to in section 36 of the Act on the Universities of Applied Sciences, used drugs for non-medical purposes so that his/her functional capacity has weakened. A student may be ordered to leave a class if he/she disrupts teaching or behaves in a violent or threatening manner. The Head of Degree Programme may prohibit a student from attending classes for a maximum of three working days if there is a danger that the safety of others will be endangered because of the student's violent or threatening behaviour or that teaching will be unreasonably affected by the disruptive behaviour of the student. If the student refuses to undergo an examination aimed at establishing his/her state of health or to supply an extract of his/her criminal record, the Head of Degree Programme may suspend his/her right to study until he/she agrees to undergo the examination or provides the extract of the criminal record. The Head of Degree Programme may give a written reprimand. The Rector decides on the giving of a written warning. Before the student is issued with a written warning, the Head of Degree Programme provides him/her with an opportunity to be heard in the matter and, if necessary, submits a proposal on the issuing of the warning to the Rector. If the act or demonstration of negligence is of serious nature and if the student continuous to behave in an improper manner after receiving a written warning, he/she may be suspended from the university of applied sciences for a maximum of one year. The Head of Degree Programme submits a proposal on suspending the student to the Rector. The Board of Directors of the university of applied sciences decides on the suspension of the student. 19 19 (29) 14.1 Thesis HAMK is committed to observing the guideline 'Good scientific practice and procedures for handling misconduct and fraud in science' issued by the Finnish Advisory Board on Research Integrity. 15 Suitability for studies and related safety issues 15.1 Cancelling and reinstating the right to study The teacher checks the results of students' written course assignments for plagiarism. Neglect and deceit in the writing of the thesis are assessed in accordance with the guideline 'Procedures for ensuring good scientific practice'. The following acts are observed in Bachelor's degree programmes for Health Care and Social Services and in professional teacher education: Act amending the Polytechnics Act (953/2011), Act amending section 6 of the Criminal Records Act (955/2011). Act on Students' Legal Protection Board (956/2011). FUAS (HAMK, LAMK and Laurea Universities of Applied Sciences) has prepared more detailed joint guidelines on applying the legislative amendments When the studies involve requirements concerning the safety of minors, patient or client safety or traffic safety, a university of applied sciences may cancel the right to study if the student has, by repeatedly or seriously endangering the health or safety of others in his/her studies, proved to be manifestly unsuitable to take part in the practical tasks or training connected with the studies it is clear that the student does not, in terms of his/health or functional capacity, meet the requirements for a student the student has, during the admission, withheld details in the decision on the cancellation of the right to study that could have prevent him/her from being selected as a student. When working with minors is an essential part of the studies, the university of applied sciences may cancel the right to study if it is necessary for the purpose of protecting minors and if the student has been sentenced for an offence that may prevent him/her from working with minors (Section 33 of the Act on the Universities of Applied Sciences 932/2014). Before the right to study is cancelled, the university of applied sciences and the student concerned will examine whether the student could apply for or be transferred to another degree programme.

20 20 (29) The right to study may be reinstated if the applicant can show that the causes for cancelling the right to study no longer exist (section 35 of the Act on the Universities of Applied Sciences 932/2014). The Board of Directors of the university of applied sciences decides on the cancellation and reinstatement of the right to study. The student may appeal against the decision on the cancellation and reinstatement to the Legal Protection Board for Students. The student concerned must file the appeal within 14 days of receiving notification of the decision.
