Introduction (BCC) is pleased to submit this Letter of Response and requests shortlist consideration for District 4 s Districtwide Planning & Environmental Management, Transportation Data Management Analysis & Development contract. BCC has partnered with Data Transfer Solutions (DTS), CTS Engineering (CTS), CALTRAN Engineering Group (CALTRAN) and C H Perez & Associates Consulting Engineers (P&A) to assemble a formidable team that can more than fulfill the needs and exceed the expectations of the Department on this contract. All firms on the project team are prequalified with the Florida Department of Transportation (FDOT) in service type 13.7, Transportation Statistics, as required by the project advertisement. Department Needs and Approach to the Contract BCC understands that the Department is looking for a professional partner who embodies the twin pillars of; a mastery of best data management practices as well as the critical ability to employ innovative data manipulation techniques. Such a partner will help the District realize its vision of providing effective data management, analysis and development to support the districtwide needs of the Department and a diverse group of stakeholders including but not limited to, other government agencies. The BCC Team has the breadth and depth of experience to be that partner and more to the Department on this contract. The BCC Team will improve the District s transportation database and analysis tools to address emerging transportation policy and technical issues by incorporating the following procedures and tools including, but not limited to: transportation data library and database, Light Detection and Ranging (LiDAR) data collection

2 Page 2 and support, freight and logistics data and analysis support, FDOT Planning Office basemap correction/update analysis, development of Geographical Information Systems (GIS) applications and mapping, SharePoint and website support and development as well as training and miscellaneous general support services. The BCC Team is very conversant with the task work order structure of this contract and will work with the Department s Project Manager to develop a work breakdown framework to identify tasks, schedules, and deliverables to ensure quality products that the Department can depend on. While the BCC Team understands that not all of the services outlined in the proposed scope of services will necessarily be assigned during the life of this contract, following are highlights of our understanding and our approach to some of the key requested services: Multi-Modal Facility Analysis Support: The BCC Team is especially equipped to provide the District with the necessary expertise in technical data integration, interpretation and alternatives analysis of existing and planned multi-modal facilities. With diverse experiences in developing transportation databases gained through sustained involvement in the full spectrum of database activities from needs assessment through development and deployment, the BCC Team will be able to successfully assist the Department with all the activities noted under this task. The team s analytical abilities to critically assess various multimodal policy alternatives have been honed through consistent involvement in complex assignments such as developing and validating large scale data intensive models across the state and nation. In Florida, BCC has developed and validated several regional models including the Turnpike Revenue Models, Florida Statewide Model (FLSWM), Central Florida Regional Planning Model (CFRPM), Tampa-Bay Regional Planning Model (TBRPM), Northeast Regional Planning Model (NERPM), Southeast Regional Planning Model (SERPM) and other models of varying size, modes, and complexity. With each endeavor, BCC has become an invaluable resource to the respective agencies who have relied on us to succinctly formulate and present actionable recommendations to various decision makers and stakeholders. Innovative Data Solutions and Services: Consistent with the principles of the Strategic Highway Research Program 2 (SHRP2) Solutions, the BCC Team is at the leading edge in applying various innovative strategies to diverse data management and analysis tasks. The team is quite conversant with the primary focus of SHRP2 which is to foster strategic solutions that can improve highway safety, reduce congestion and improve methods for renewal of the transportation infrastructure. A necessary prerequisite to realizing these objectives involves the ability to identify and implement innovative techniques which are adaptable and scalable to optimize the data that are needed to develop various proposals. The BCC Team has consistently demonstrated considerable agility in this regard. As an example, BCC continuously works toward improving data collection, particularly related to surveys. Studies are carefully designed with the end user in mind. Surveys methods are tailored to the needs of each study including the use of web-based surveys, paper-based surveys, intercept and in-person interviews, phone-based surveys, or passive data collection methods (e.g., Bluetooth, GPS data and cell phone data). BCC develops single- and multiday household travel surveys with web-based survey instruments for selfadministered completion or online-assisted data retrieval. Geographic Information System (GIS) Support : The diverse and extensive project experiences in GIS products of the BCC Team has consistently served public sector clients well at the national, state, and local government level. The BCC Team has a rich experience in developing customized GIS applications that are transportation centered. Within the BCC Team, our expertise in GIS ranges from the accomplished developers/programmers of customized GIS applications to meet specific data needs to extremely proficient professionals who possess the requisite facility with and experience in applying state of the art GIS applications to recurring data reduction activities including but not limited to GIS data compilation, data cleaning and data layer conflation. With such a complement of capable GIS professionals, the District and other related agencies will have at their disposal a slew of ready professionals to tackle any of their various GIS needs. On-Site Support: The BCC Team acknowledges that many of the Cost Centers within the Department such as the Office of Modal Development in District 4 rely on in-house professional support to accomplish many of their day to day tasks. For this specific contract, we understand that it is important to the District that the professional team providing the on-site support have within their employ, a cadre of skilled professionals who are equipped to take on specialized tasks including but not limited to the creation of high-quality maps, assistance with data management, the conversion and maintenance of the Planning Data Library, assistance with the roadway transfer process and the drafting of various roadway policy initiatives. In the BCC Team, the District will find unreserved, reliable and skilled on-site support to perform these and other tasks. The BCC Team can make multiple professionals available for this on-site support although it is acknowledged that the District may prefer to have one dedicated professional for this task with others to serve as back up as needed. Light Detection And Ranging (LiDAR) Data Collection and Support: The BCC Team realizes that from time to time the District will require assistance in highly technical areas such as the retrieval of specific geospatial features, characteristics and attributes from LiDAR cloud point data. Various members of the BCC Team have already been working with the District to assess the feasibility of LiDAR technology for regular or special FDOT data collection processes and has pertinent experience in working with these datasets. The BCC Team is therefore in the pole position to leverage the insights gained from this initial effort and will be able to hit the ground running in providing the Department with the expertise necessary to meet the various needs of this task.

3 Page 3 FDOT Basemap Correction/Update Analysis: The necessity for the Department to periodically review the FDOT Basemap to perform updates and reconcile inconsistencies with the Roadway Characteristics Inventory (RCI) database, is a need that BCC understands very well. Due to the dynamic processes involved with gathering and compiling the data that feed the various databases, periodic updates are necessary. At the macro level, members of the BCC Team have been involved with developing a strategic Implementation Plan to guide FDOT in the acquisition and development of a Unified Roadway Basemap with the expressed purpose of establishing uniformity and standardization of FDOT s GIS function. With this macro level understanding and experience, the BCC Team will always have this overarching perspective in mind as it assists the Department with the District level tasks that will need to be performed under this contract. The BCC Team has the comprehensive capability to handle all the other primary tasks included in the scope of services. In addition, the BCC Team is fully committed to deploying professionals with the requisite skill sets most suited to the various secondary tasks including but not limited to; Advanced Transit/Highway Data Collection Methods, RCI of State Highway System (SHS), Off System / Highway Performance Monitoring System (HPMS), FDOT Roadway Jurisdiction Transfer, Functional Classification Designation and Development, Traffic Count Support, Access Management Support, Public Involvement and Project Management Support and other miscellaneous support for improving deliverables, etc. Simply put, NO task is beyond the Team's capabilities and services. Proposed BCC Team and Respective Roles The BCC Team, with our Project Manager based in our Broward office, shall perform each task in accordance with the Department s procedures. BCC Engineering will serve as the Prime consultant for the project. The BCC Team s data management and analysis qualifications coupled with our local, regional, statewide, and national expertise will allow us to apply proven processes, rapid response, and proactive problem solving. Lorin R.C. Brissett, PE is the BCC Team s proposed Project Manager for the assembled professionals, all of whom possess local and national expertise of District 4, excellent qualifications, and exceptional experience in all related areas specific to this contract. Mr. Brissett has 19 years of strong technical expertise and has working relationships with Districts 4 and 6. He has extensive experience in Transportation Database Development, Project Development and Environment (PD&E) Studies, model development, transportation planning at local and statewide levels, transportation data reviews and analyses, and site reviews. Mr. Brissett is a capable project manager who will coordinate all task assignments in the scope and will deliver quality products to the Department. Mr. Brissett is supported by Sung-Ryong Han (BCC), a Project QA/QC coordinator with twenty years of experience of freight/passenger modeling, GIS, system planning and PD&E studies for the Department, including major urban area, Long Range Transportation Plans, multi-modal planning, and SIS plan development. The BCC Team will be supported by DTS under the direction of Allen Ibaugh, AICP, GISP to provide support to the Team on custom Geographic Information Systems (GIS), web programming, database, and freight data collection. Mr. Ibaugh has developed a web-based GIS and data management system for District 4 that provides analysis tools to facilitate integration of information from various state and local transportation data sources. CTS will work as a sub-consultant under the direction of Sheng Yang, PE and will be responsible for transportation statistics, planning, demand modeling, GIS, data collection and analysis, and traffic engineering. Mr. Yang has over 14 years of engineering experience. CALTRAN will work as a sub-consultant under the direction of Juan Calderon, PE to review Roadway Characteristics Inventory (RCI), Traffic Characteristics Inventory (TCI), mapping applications, modeling, data reporting and analysis, as well as general statistics assignments through inhouse support. P&A will work as a sub-consultant under the direction of Carlos H. Perez, PE who will be responsible for roadway inventory data collection. Together with our partners on this contract, BCC offers to the Department; an experienced staff capable of fulfilling the Department s needs; a team committed to continuous Quality Control (QC) with an in-depth knowledge of the Department s procedures; innovative approaches to data management and manipulation that will enable us to become an integral extension of the Department s staff. Quality Assurance (QA) and Quality Control (QC) BCC adheres to a very strict QA/QC program. With our continuous quality control process to assure the intent of the scope is met, the BCC Team is able to consistently deliver quality deliverables that meet the Client s requirements and expectations with on-time, onbudget, technically correct and complete products. BCC will ensure that all work meets the highest standards for accuracy and completeness including ultimate responsibility for the quality of our sub-consultants work. In order to ensure we meet these high standards, BCC Engineering will prepare a project-specific QA/QC Plan that will define QC personnel, their roles, schedules and review requirements for BCC and our sub-consultants. As part of our QA/QC plan, we will identify a review professional for each discipline involved with a particular task.
