4 1. Introduction In December 1991, U.S. President George H.W. Bush signed into law the Intermodal Surface Transportation Efficiency Act (ISTEA). Goals of ISTEA included promoting safety, protecting the environment, and the advancement of U.S. technology and expertise. The passage of the Transportation Equity Act for the 21 st Century (TEA-21) followed in June The TEA-21 Act continued the vision of better technology and planning tools from the previous ISTEA, while focusing more specifically on intelligent transportation systems (ITS). In response to these acts, the transportation industry placed a heavy focus on building technology to manage information about roadway infrastructure, which includes bridges, pavement conditions, maintenance activities, safety, traffic, and others. The inherent results of these management systems created a new challenge for enterprise data sharing. While each management system focused primarily on managing information about a particular functional area, they traditionally did not focus on sharing that information across the enterprise with other systems. Data was often segmented into stovepipe islands, which made network accountability reporting and enterprise decision-making extremely difficult. Today, transportation agencies remain accountable to state and federal officials for monitoring and reporting the condition and performance of roadway infrastructure. Geographic information system (GIS) technology emerged as a potential solution for data integration across the transportation enterprise. While GIS is certainly an enabling technology for viewing roadway information on a map, it does not effectively stand alone in solving the unique challenges commonly found in a transportation agency. To successfully manage their systems, transportation agencies require additional technologies, such as business intelligence, document management, linear referencing systems, and the integration of enterprise business data with spatial data. Spatial data is a significant piece of the solution, but cannot solve the linear analysis challenges typically required of transportation data. Intergraph s Roadway Information Management Solution is built to address the issues of data integration and many other business problems facing the transportation industry today. Our approach of focusing on data integration while delivering modular applications for viewing, managing, and reporting the roadway infrastructure data provides a cost-effective technology solution for the transportation industry. The overall vision involves the use of commercial off-theshelf (COTS) geospatial technology combined with industry best practices to address data integration and workflow challenges. Our solution delivers powerful but flexible applications that respond to specific business problems, such as multilevel linear referencing for enterprise data analysis and hot-spotting, Highway Performance Monitoring System (HPMS) reporting, business intelligence, and many more. Intergraph s vision is to build and deploy industry-specific roadway information management applications (industry-ware) that will continue to grow with the needs of the transportation industry. Intergraph Roadway Information Management Solution Intergraph s Roadway Information Management Solution brings together a common data architecture with modular applications focused on helping transportation agencies integrate their enterprise geospatial and business data (Figure 1). The modular applications solve specific business problems, such as management of the enterprise multilevel linear referencing system, roadway event data, roadway network analyses and reporting, oversized/overweight vehicle routing, and more. Figure 1: Intergraph s Roadway Information Management Solution enables transportation agencies to integrate their geospatial and business data. Agencies can implement our solution, comprised of modular desktop and geospatially powered Web applications, through services customized for their unique requirements. This modular approach to implementation provides maximum flexibility for the transportation agency to implement only the applications needed, while existing data management systems are adapted through the centralized data architecture to complete the overall solution. The agency can continue to use legacy management systems, while the new enterprise Roadway Information Management Solution exposes the data for enterprise data sharing. For example, an Intergraph Roadway Information Management Solution implementation might consist of Intergraph s central data architecture with the system administrator module for overall system configuration and management, along with our Multilevel Linear Referencing System (MLRS), oversized/overweight vehicle routing, executive Web dashboard, geospatially enabled Web viewer, and other commercial viewers. Our solution adapts to existing GIS, AASHTOware PONTIS, AASHTOware SiteManager, and other management systems such as financials, pavement, and maintenance. Intergraph s Roadway Information Management Solution integrates spatial and business data sources and delivers Web-enabled applications that solve specific business problems, such as HPMS and other standard reporting, executive monitoring of the infrastructure, and overall one-stop-shopping for enterprise roadway data through the geospatially powered Web viewing portal. Transportation agencies can select modules to implement as their budget and resources allow, and gain valuable working functionality in the short term. Key Applications and Functions Intergraph deploys the Roadway Information Management Solution with a powerful user-friendly interface that allows transportation agencies to easily manage, analyze, and report roadway information. Through the use of a common data architecture, information is readily available in a timely manner for analyses and reporting. Common issues with data loss or data migration are dramatically reduced, which increases the accuracy of reporting and decision-making. The modular application approach allows agencies to select the tools that meet their requirements, while taking advantage of previous investments for a specific functional area data management system. Applications within Intergraph s Roadway Information Management Solution include: 3.1 Roadway Analysis and Reporting This application provides you with complete data for your roadway infrastructure, including the road network, all network attributes, and geospatially related event data (e.g., safety data, pavement data, asset inventory data, and financial data). Analyses may involve overlaying different functional data types to determine maintenance or construction project priority. For example, where do you have high crash rates and older pavement conditions? Reporting can reflect up-todate data conditions at detailed or summary levels. Executive dashboards provide summary level reporting, as illustrated in Figure 2. 7 3.2 Roadway Inventory Management This application enables your transportation agency to manage and report network-level inventory attributes such as pavement type and width, shoulder type and width, number of lanes, median characteristic, and more. You can also import and export roadway data for field inspections, and can define constraints on the data as determined by your unique business rules. You can use the application for maintaining administrative characteristics about the roadway, such as functional class, NHS, and more. You can customize the application to manage other asset data, such as pavement conditions, bridge, crash, and traffic statistics. Standard and custom reports can be generated to meet accountability requirements. 3.3 Multilevel Linear Referencing System (MLRS) This application provides everything you need to build, maintain, and analyze a multilevel, temporal linear referencing system for representing road networks. Editing tools provide a complete data maintenance environment for MLRS data. You can easily add a temporal dimension to both your data maintenance and data analysis, such that old and future representations of your road network can be viewed and understood to determine changes to the network over time. Intergraph s MLRS data model is known as the GeoTrans transportation data model and is derivative of the National Cooperative Highway Research Program (NCHRP) data model, but with some key improvements. Figure 3 conceptually illustrates the Intergraph MLRS data model. Figure 3: This diagram shows a conceptual MLRS data model. 3.4 Highway Performance Monitoring System (HPMS) The HPMS application will integrate with required roadway data (if available) to enable the generation of an HPMS report. You can implement it with our Roadway Inventory Manager application to manage all of the data necessary for HPMS generation. This application extends Roadway Inventory Management to manage unique HPMS sample data. The application gives you the ability to export and import data for field inspection, provides a graphical interface for editing the data, automates the calculation of sample adequacy, and creates the HPMS report for submittal to Federal Highway Administration (FHWA). Using the standard data architecture designed by Intergraph, the system integrates with the required data and linear Intergraph Roadway Information Management Solution Page 4

8 reference system to significantly enhance your ability to manage HPMS. An optional component of HPMS might also include a field inspection tool for collecting information about the HPMS sample. 3.5 Oversized/Overweight Vehicle Routing The Oversized/Overweight (OS/OW) Vehicle Routing application uses existing roadway network data and roadway asset data for restrictions. You can capture vehicle and load information during the permit request, compare it to network route restrictions, and determine if a safe route is possible for the vehicle. Initial screening of the vehicle can determine if a more rigorous engineering analysis is required, or if the request will allow for automatic routing. If rigorous analysis is required, the request can be placed on hold for the permit agent, bridge, or district review. A route is suggested for the request and the system allows you to make changes and input comments where needed. Once a route is generated, the permit package includes detailed driving directions and a map. Administrative configuration is available within the application to set default parameters that are applied during the routing process. Administrative reporting enables you to monitor the overall effectiveness of the system, including the ability to determine the volume of OS/OW permits issued and financial totals generated from the permitting process. Figure 4 is an example of the South Carolina DOT s OS/OW permitting application. Figure 4: This image shows an example of the South Carolina Department of Transportation s OS/OW Routing application. 3.6 Geospatial Content Management This application enables you to manage massive amounts of satellite imagery, aerial photos, elevation data, video data, and other geospatial digital files essential to geospatial data exploitation Intergraph Roadway Information Management Solution Page 5

9 workflows. TerraShare, our commercial off-the-shelf (COTS) product for enterprise geospatial content management, provides multiple users with transparent access to large amounts of common imagery and other geospatial content. This enterprisewide system reduces the time from collection to exploitation while improving efficiency, accuracy, and collaboration. It indexes and catalogs your data, making it easily accessible when performing searches and exporting to your geospatial content exploitation applications. 3.7 Traveler Information Portal The Traveler Information Portal application provides both an internal data management portal for district and central office users entering roadway condition and construction data, while the traveling public can use the external site to plan their routes within the state. For example, road conditions due to weather, construction, or maintenance can be visually portrayed using the road network base maps in conjunction with a Microsoft Virtual Earth or Google Map for easy visualization. 10 3.8 Straight Line Diagram (SLD) The Straight Line Diagram application enables you to visualize various business data in a straightline format, even if you are not a GIS or mapping expert. While SLDs are not designed to perform the complex overlay analysis, they can communicate where data items overlap. This type of information is invaluable to a transportation agency. For example, an SLD might demonstrate pavement conditions, traffic AADT, and number of lanes. The results might lead to a further investigation for future roadway enhancements if certain factors are found in the diagram. Figure 6 is an example of Intergraph s SLD client application. The application is implemented using a service-oriented architecture and can be customized to fit your specifications. You can implement the system to provide a data-entry interface for your transportation agency to enter STIP projects, or custom configure to import this information as needed. The STIP application centers on managing the roadway project process to improve data tracking. One key benefit of tracking the project information and schedules is the production of the STIP report the FHWA requires. The information entered through the system can be integrated with financial management systems and tracked through the project life cycle. An added benefit of this system is that you can use Intergraph Roadway Information Management Solution Page 7

11 information captured during the project life cycle to update your agency s linear referencing and asset management systems Spatial Data Infrastructure (SDI) Intergraph s Spatial Data Infrastructure (SDI) application gives you the ability to collaborate and distribute geospatially related data. The investment in SDI will significantly benefit government and public missions at the local/regional/central levels of government, in addition to delivering valuable information to the private sector. Our SDI application provides you with the technology framework you need for cost-effective and efficient communication involving geospatially related information. Intergraph is a world leader in interoperable SDI technologies based on industry standards, which include the Open Geospatial Consortium (OGC ), Infrastructure for Spatial Information in Europe (INSPIRE), and the International Organization for Standardization (ISO). 13 5. Solution Architecture Intergraph s Roadway Information Management Solution contains several layers for delivering applications to transportation agencies. The core of the solution includes the enterprise data layer, secure data access, and Intergraph s transportation data model. Intergraph s commitment for delivering applications with a standard data model enables your agency to implement modular applications, while maintaining one source for data integrity. It also helps you take full advantage of previous technology investments. Built on the transportation data layer is the application/web services layer. Modular applications, such as Web-enabled analysis and reporting modules, MLRS, oversized/overweight vehicle routing, HPMS, and STIP process management target specific business workflows for data analysis, viewing, editing, and reporting. Because of the transportation data model, data are shared across these applications, which reduces system maintenance costs. This implementation approach also reduces the potential for conflicting reports due to inaccurate data. Modular applications make it easier for multiple users to conduct analysis using pavement, traffic, safety, and other criteria for better, more informed decision-making about budgets, planning, and maintenance of the infrastructure. Transportation agencies can automate mandatory state and federal reports, which assist in satisfying performance and accountability requirements. Many tasks take less time due to data integration and automation, including management of roadway event data when road modifications, new construction, pavement maintenance, and bridge maintenance occur. You can access and view accurate roadway images and data from your desktop instead of driving several hours to a specific site on the roadway.
