2 THE ORGANIZATION: FEDERATED CO-OPERATIVES LIMITED Federated Co-operatives Limited (FCL) is a multi-faceted organization that is based on the principles of cooperation. It is owned by 210 retail co-ops located throughout Western Canada. These co-ops are the "member-owners" of FCL. FCL provides central wholesaling, manufacturing, refining, marketing and administrative services to its member-owners. FCL offers a wide variety of products and services to its member-owners. THE CO-OP REFINERY COMPLEX (CRC): REGINA, SASKATCHEWAN The Co-op Refinery Complex (CRC) manufactures and supplies petroleum products to FCL s members. It began its operations in 1935 with production of 500 barrels of crude oil per day. It was the world s first cooperatively-owned petroleum refinery. Since those early days, the Co-op Refinery Complex has experienced immense growth in its facilities, as well as in the distribution and sales of its petroleum products. In addition, it upgrades heavy sour crude oil into high quality light sweet crude. The CRC s total capacity is 130,000 barrels per operating day, making it the fourth largest refinery in Canada. The CRC has evolved into one of North America s higher value-added petroleum refining facilities. It employs approximately 900 people. In 2012 the Co-op refinery completed the biggest industrial project in Regina s history a $2.66 billion expansion which enables the refinery to process up to 145,000 boe/d. This was a 45% increase from pre-expansion and the CRC is now the 4 th largest refinery in Canada. CRC s vision and mission are aligned and support FCL s vision and mission, by ensuring product supply is produced efficiently and reliably, and the product is produced in safe and sustainable manner. 3 THE CITY OF REGINA Regina, the Capital City of Saskatchewan, is located in the southern portion of the province. The city is home to the largest legislative building in Canada and hosts the world renowned Royal Canadian Mounted Police Training Academy and RCMP Heritage Centre. For more information on the City of Regina as an organization please visit their website at: THE OPPORTUNITY: DIRECTOR, ENGINEERING & TECHNICAL SERVICES The Director Engineering & Technical Services is responsible for providing leadership and direction to the Engineering & Technical Services Department for the Co-op Refinery Complex (CRC), with Process Operations and Maintenance Sections being the primary areas. The Director leads all engineering and technical activities and is a source for technical expertise and best practices. The Director is involved at a high level in setting priorities for the Refinery Complex, solving operational and mechanical problems with practical and economic technical solutions, and implementing projects for renewal, safety and growth. The incumbent works both within Engineering & Technical Service and with the Refinery Leadership Team (RLT) to provide strategic leadership, and oversight, ensuring that operating risks are assessed and operating integrity is never compromised. THE POSITION At this time the CRC is undergoing an organizational restructuring which has resulted in this new role reporting to the Vice President, Refinery Operations. The Director, Engineering and Technical Services (DETS) will be a vital new role which will oversee the planning, analysis, and implementation of technical work associated with Process Technology, Plant/Project Engineering, Process Control, Major Projects, Process Safety and Risk Management (4 direct reports). There are 4 Peers to this position which include the Directors of Process, Mechanical, HS&E and Planning & Economics. The DETS will typically have a $200 million per year budget, and some years the budget will be increased by major capital to renew process units and comply with new regulations ($200m Capital annually, plus another $500 m over the next 5 years for major capital). The DETS will be called upon to improve strategic leadership of the refinery, while focusing on safety, risk management, and leadership accountability. Accountabilities General Leadership, Engagement and Knowledge Growth (25%) Serves as a core member of the RLT and actively participates in setting CRC s strategy, prioritization and collaboration with a focus on overall refinery performance. Sets and evaluates Engineering & Technical Services Department goals & objectives, both near term and longer term (both day-to-day and 3 5 years or more). 4 utilize and track all resources; ultimately analyzing outcomes and results to gauge effectiveness of resource deployment and investment. Provides a global view of problems, challenges, and opportunities, while able to engage at all levels. A key role is driving engagement and independent thinking across the various refinery functions by challenging and questioning conventional solutions and thinking; the Director supports Operations and Maintenance Sections in identifying and solving problems, and designing/improving facilities; leads and participates on special teams/projects as needed to provide subject matter expertise in solving cross-functional refinery issues and volunteers resources to provide structured approaches, analysis and innovative solutions. Regularly attends daily Exception Meeting a few times a week, to provide oversight, technical advice and support. The Director is often a real time partner in support of daily operations and can serve as a subject matter expert or provide expertise from their group, for trouble-shooting, innovation, and creative approaches to solve high-level operating issues. As such, this position often serves as a channel to obtain expertise from inside and outside the complex, and will develop outside industry contacts and resources. A priority is developing effective management skills in the technical Supervisors, and holding them accountable for developing their direct reports. This includes setting goals, creating performance plans and having regular reviews as well as coaching/mentoring of Supervisors and developing long- term expertise in key technical areas. Project/Plant Engineering and Major Projects (25%) This area is comprised of a broad array of engineering and technical resources. The Director is focused on leading, developing, and implementing capital & expense projects to maintain and improve the plant facilities and operation, and will advise and support the relevant Superintendents on resource allocation and work prioritization, as well as mitigating severe and high risks to acceptable operational risk levels. The Director identifies and evaluates new projects which originate from recommendations provided by the Maintenance & Reliability organization and Operations technical services, operational risks from process hazard analysis studies, incident investigation resolutions, as well as the Director s own research and analysis. The Director will provide technical resources to complex site investigations. All aspects of developing, designing, justifying, procurement, construction and turnover are approved by the Director using information provided by these functions, and the Director is accountable for all project outcomes including holding to schedule (regulatory penalties may be incurred for late delivery) and performance (meeting financial and intended criteria). The Director is accountable for and gives recommendations and direction regarding all high-level aspects of Project/Plant Engineering and Major Projects, including risk management, prioritizing, allocating resources, development, contract engineering, policy and process, and construction for major projects that address more strategic objectives for plant processing facilities. 5 Process Technology and Process Control (20%) This area is comprised of all Process Engineers and Process Control Engineers and the Director will advise and support the relevant Superintendents on resource allocation and work prioritization, as well as highest acceptable operational risk. The Director identifies and evaluates new processes for optimized operations, increased throughput, and improved efficiency/flexibility with a focus on latest technology. Analyzes and recommends capital projects, including reviews and design of process equipment. Coordinates benchmarking studies of overall refinery effectiveness. Directs development of all process automation systems (DCS) and programmable logic controllers (PLC). The Director fosters a close relationship with Process Control Technicians in Operations and with Maintenance Technicians to ensure full integration and alignment for all groups working in these areas. Process Safety Management (PSM) & Risk Management (15%) This area is comprised of technical resources focused on leading, developing, implementing, assessing and continuous improvement of the PSM program. The Director s responsibility is to ensure the PSM and risk management processes function effectively. The Director is the leader for all risk management processes at the CRC and ensures the development of a transparent and comprehensive risk management system according to risk management principles of identification ( all identification systems are working), prioritization and risk tolerance (evaluating risk consistently), mitigation (short- and long-term), and effectiveness (audit protocol to ensure mitigation is working). The Director takes leadership in supporting the implementation and effective functioning of all processes. Provides site-wide risk prioritization and risk mitigation plans and directs team members in their development and tracking. The Director is part of Incident Command and must be prepared to assume roles of Logistics Section Chief or the Planning Section Chief on the Incident Command General staff, should the necessity arise. THE PERSON Required Qualifications The ideal candidate will possess the following qualifications and experience: University Degree in Engineering (preferably chemical or mechanical) plus Professional Status (APEGS). Incident Command Systems Level II would be an asset. 15 years of related experience, with progressively greater management responsibility. Related experience in petroleum industry, with refinery or chemical facility desirable. Experience should include a broad background in plant operating assignments in addition to supervising/managing of technical organizations.
