That belief informed every step in our unprecedented Sustainable Sydney 2030 community consultation. The result was an extraordinary consensus around what needed to be done: tackling climate change, cutting traffic congestion and reconnecting Sydney to its harbour and surrounding villages. We consulted, we researched, we committed and now we are delivering. Diverse projects are now underway to strengthen Sydney s economy and social cohesion; improve public and green space; and give artists and writers space to create. We re helping businesses improve energy, water and waste efficiency (to benefit the environment and reduce costs), and encouraging small and medium business through our popular business awards. We appointed a new Retail Advisory Panel to guide our work to reinvigorate the city centre. New planning controls have been drafted to sustainably deliver our 2030 target for 48,000 new dwellings and 97,000 new jobs. We are currently reviewing input from the public exhibition. During the year, we approved some 3500 development applications (worth over $2 billion). The community has embraced our awardwinning parks and facilities: Surry Hills Library, Paddington Reservoir Gardens, Sydney Park, Redfern Park and Pirrama Park. We ve renewed Ruschutters Bay Park, with the Prince Alfred Park Pool and Waterloo Oval Youth Facility nearing completion. The City has provided prime land at Zetland for new affordable housing, and this month we will start working with residents, tenants and managers of 30 apartment buildings to reduce energy and water use and increase recycling through a Green Apartment Buildings program. And we re on track to meet our target of 70 per cent less greenhouse gas emissions by 2030, based on 2006 levels. Our trigeneration network is the centrepiece of our nearly complete Green Infrastructure Plan for sustainable energy, water and waste infrastructure. After trialling energy-efficient LED street lights, we re finalising a contract to install the proven products citywide. Traffic congestion threatens Sydney s liveability, economy and environment. We ve allocated $180 million for public domain improvements to support light rail in George Street; 1000 parking spaces for motorbikes; and 284 on-street spaces to expand car share use. Our growing network of safe bike lanes has inspired 60 per cent more bike riders each weekday morning. Development of Sydney s first late night economy policy is well advanced to improve safety and encourage diversity, and we re now putting quick start projects in place. Sustainable Sydney 2030 was founded on broad consultation and the best advice available from local and international experts. It presents the case that a well planned and well governed city can provide a vibrant economy and high living standards, while reducing greenhouse gas emissions. Sydney needs not just the imagination to envision the kind of city we want, but also the continued innovation to develop the projects to achieve it, and the political will to put those plans into action. GLOBAL Council has confirmed $180 million to transform George Street for light rail. The newly developed City Plan will boost sustainable development, design excellence and heritage protection. Ten kilometres of separated cycleways are now complete, including the Bridge-to-Bridge route giving riders a safe link from the Anzac Bridge to the Harbour Bridge. Bike trips have doubled and tripled in areas where the bicycle network has been established. The City has developed with 14 surrounding councils a regional cycle network covering 164 suburbs and is lobbying the Federal and State Governments to fund this project, which would connect to the City s bike network. GREEN Carbon neutral The City established the Sydney Better Buildings Partnership (BBP), an Australian-first alliance between the City and Sydney s 13 major landlords to cut carbon emissions and save energy, water and waste in 60 per cent of commercial office space in the inner city. Tenders are being assessed for the rollout of energy-efficient LED street lights in all City-owned lights in public areas which could improve energy efficiency by up to 50 per cent. Solar photovoltaic panels have been installed on the first four of a total 24 City Solar water heating installed in 13 of our community $12 million earmarked for spending over the next five years on renewable energy. Post-tender negotiations completed to install trigeneration to supply local power, heating and cooling to City buildings and to the first City precincts of the Trigeneration Master Plan. More than 20 diesel-electric hybrid trucks now in City fleet, reducing CO2 emissions by 30 per cent, and a program is underway to fit new exhaust systems to another 84 trucks. Two electric cars added for the City s fleet. The greening of Sydney continues with a further 20,000 new street trees to be planted under the Greening Sydney Plan, which aims to increase the urban canopy by 50 per cent by 2030, improving air quality and our habitat biodiversity. When all the trees have matured, their shade will help to reduce summer temperatures in the city by up to two degrees Celsius. The City s first ecology survey found Peregrine Falcons soaring between skyscrapers, red-bellied black snakes, frogs, owls and more than 40 bird species in Sydney. Work in now underway on an Urban Ecology Strategic Action Plan to protect their habitats. Decentralised energy A Green Infrastructure Plan is nearing completion for decentralised energy (trigeneration), renewable energy, alternative waste treatment, decentralised water (harvesting and recycling water over a city-wide network), and automated waste collection. Our first local trigeneration system will be established over the next two years to provide cooling, heating and power to city buildings and street lights. Plans are in place to build trigeneration and green infrastructure within the new massive urban renewal project at Green Square. Water storage and use There are now more than 20 rain gardens in local streets, traffic islands, footpaths, parks and open spaces collecting and filtering stormwater. Major capital works projects received the 2011 Excellence in Infrastructure Award from NSW Stormwater Industry Association. The City has been awarded a $7.6 million Federal grant towards the $18 million needed to droughtproof parks, reduce mains water consumption and prevent pollutants from entering waterways. The grant is being used for the Sydney Park water reuse project and the Green Square Town Centre development, capturing more than 740ML of stormwater for reuse annually, the equivalent of 300 Olympic sized swimming pools a year. Preliminary research shows 27 per cent of our renewable electricity target can be delivered from within the City of Sydney, 22 per cent from outside the area, and 51 per cent through use of renewable gas for trigeneration. Investigation is well advanced into viable renewable energy sources, including gas from domestic, commercial, agricultural and other waste. Using the above sources could save more than two million tonnes of greenhouse gases a year entering the atmosphere. A new Decentralised Water Master Plan is nearing completion to provide for a recycled water network to protect Sydney s precious supply of drinking water. Related GREEN progress An independent panel of experts on green infrastructure has been established to help the City to implement its Green Infrastructure Plan. All 40,000 tonnes of household waste collected each year is now diverted away from landfill into alternative waste treatment facilities for recycling. The national CitySwitch program now comprises 77 Sydney commercial tenancies, 126 across NSW and 362 across Australia all of them working towards a minimum 4 out of 5 star energy rating. The CitySwitch program covers more than 1.6 million square metres of office space nationally. The City s Green Apartment Buildings Program will assist apartment owners and building and strata managers to audit and better manage energy, water and waste, as well as working with them on sustainable transport, local biodiversity and communal gardens. 4
4 Global STRATEGIC SITES An independent review found that the Central Sydney Planning Committee (CSPC) effectively balances State and local planning objectives, focusing on design quality in the City s major urban renewal areas. The City has campaigned for the return of Statecontrolled development to the City and CSPC, including Barangaroo and Wynyard s CityOne Development. Efforts have been maintained to keep the future Waterloo and Redfern housing estates under City of Sydney planning jurisdiction. Master planning is in place for two large precincts at Green Square, with a revised planning proposal from Landcom, Mirvac and Leighton approved for re-exhibition for the Green Square Town Centre. Approval has been obtained for redevelopment controls for Harold Park raceway, securing 3.8 hectares of public open space and the retention and reuse of the tram sheds. Redevelopment proposals for Victoria Square, along the South Dowling Street corridor, were approved in line with CSPC planning principles. Architectural and planning excellence City projects, including parks, over the past 12 months won more than 40 industry awards nationally and internationally. These were across all fields, including design excellence, sustainability and environmental initiatives, heritage and conservation, as well as product and building awards. The City s Public Art Advisory Panel continues to provide expert advice on our public art projects as well as guidance on private sector projects and partnerships such as the development of Frasers Central Park and 1 Bligh Street. The state-of-the-art Surry Hills Library and Community Centre was crowned a world-leading community facility, winning a prestigious Best New Global Design prize at the 2011 International Architecture Awards in Chicago. The City assessed 3,300 development-related applications with a combined value of more than $2 billion. Australia s number one retail strip, Pitt Street Mall, has been refurbished for the more than 65,000 shoppers who use it every day and the City will soon add a decorative glow with a ribbon of low-energy coloured LED light tubes down the centre of the mall. Three underused Sydney properties have been transformed into new spaces for artists, employment training, asylum seekers and youth mentoring. The City s Accommodation Grants program now funds 65 organisations in 46 buildings across the LGA. The restored Burton Street Tabernacle is being converted into a 203 seat community theatre, operated by the Darlinghurst Theatre Company, with a café and exhibition space as a meeting place. A City urban research expert was seconded to the Federal Government s Major Cities Unit to work on the National Urban Policy which was released in May The Harbour Village North Public Domain plan is now on public exhibition and community workshops are being asked for suggested improvements to the streets and public spaces in Millers Point, Dawes Point, Walsh Bay and The Rocks. BARANGAROO The NSW Government has completed an independent review of Barangaroo and its report supports many of the City s recommendations. The City is continuing to champion more public transport and environmentally-sustainable design for the new vitally important Barangaroo development with at least 10 per cent affordable rental housing, improved open space and wider streets. Barangaroo is crucial to the City s 2030 Cultural Ribbon project, connecting cultural venues around the harbour, with a public foreshore walk so Sydneysiders and visitors can enjoy the harbour from Woolloomooloo to Glebe. We re developing detailed public domain improvement plans for precincts in the city centre. Supporting art and creativity The City has spent two years mapping and researching 255 significant Aboriginal and Torres Strait Islander places for the Eora Journey, a 2030 project celebrating Aboriginal and Torres Strait culture and telling its stories. A new 84 page booklet, Barani/Barrabugu (Yesterday/Tomorrow), features 60 significant sites, celebrating Aboriginal Sydney from first contact to today s living culture. City support continues for Biennale, the Sydney Film Festival, Sydney Writers Festival, and the Sydney Festival, drawing tourists and cuttingedge creativity to Sydney. 6
5 Creating new city spaces and reconnecting Sydney with the Harbour Improved planning controls for the Goldfields House block at Circular Quay will bring a better urban space with intriguing new lanes and welldesigned public areas. There are high quality public spaces and better pedestrian connections in initial designs for Gresham Street and Richard Johnson Square. A city centre public domain master plan is under way that includes a detailed study for George Street. Construction has started on public domain improvements to Chinatown, integrating public art into the heart of the area celebrating its traditional, unique character and providing for outdoor markets, events and artworks. Eminent architects and designers on the City s Design Advisory Panel have advised on 113 Development Applications and 111 City projects. Sydney s laneways have been energized with temporary art projects to encourage people to explore these forgotten spaces through the City s By George laneways program, which runs for six months each year. Unlocking opportunities for business 3,300 development related applications with a combined value of more than $2 billion have been assessed in the past12 months. Governance and partnerships A long-term partnership has been cemented with Sydney s leading universities to apply critical research to strategies, policies and projects that affect the city in areas, including planning, city design and public art. An agreement between the City and the State Government is being developed to guide action on projects of mutual interest, especially light rail and Green Square. The Council of Capital City Lord Mayors continued its collaborative program with the Federal Government to secure investment and coordinated planning for cities, where the majority of Australians live. The City has taken a leading role in choosing ethically produced, sustainable, cruelty-free foods for employees, residents and visitors. The City continues to campaign for the removal of regulatory barriers surrounding decentralised energy. Submissions have been lodged with the Australian Energy Regulator and the NSW Special Commission of Inquiry into Electricity Transactions. Through the Inner City Mayors Forum, surrounding councils have worked with the City on issues such as light rail, cycling and housing and received a Federal grant of $456,000 for affordable housing research. A new retail action plan is under way to help better understand and respond to business needs in a challenging time for shopping in Australia s biggest global city. A Retail Advisory Panel, including 17 leading retail businesses and stakeholders, meets regularly and works with the City to ensure retailers are making the best of major Sydney events and tourism campaigns. Latest modelling shows that under existing planning controls, the City has office supply for about 21 years. Design competitions for major developments ensure design excellence, attracting premium businesses to the City. The Small Business Awards, now in their fourth year, attracted a record 640 nominations and 67,000 votes. Sydney as a member of the C40 cities climate leadership group This international climate leadership group comprises 40 of the world s largest cities working together, sharing information, and demonstrating leadership in tackling climate change. The current chair is the Mayor of New York City. Lord Mayor Clover Moore presented at a plenary session of the C40 Sao Paolo Summit 2011, and the City s Chief Development Officer, Energy & Climate Change, Allan Jones MBE, made a presentation at the renewable energy for urban environment and district heating, cooling and energy planning sessions. 8
6 Connected We re helping Sydney residents, workers, visitors and tourists stay CONNECTED to the heart of our City and surrounding villages through pedestrian and bike routes and green, traffic-calmed streets. Local projects and initiatives will help people connect with each other and encourage a sense of belonging and social wellbeing. Affordable housing is a major priority, as is sustainable development of urban renewal areas. We are also revitalising Central Sydney to encourage residents, workers and visitors to enjoy all the city has to offer with renewed laneways and support for small bars, cafes, galleries and niche shops which open onto them. Our achievements towards a connected city include: Walking and cycling Bike counts over the past 12 months have doubled and tripled, with a 60 per cent average increase in the morning peak and an average 48 per cent jump during the afternoon peak. Work is underway to upgrade 10 key bike routes connected to major destinations within and beyond the City of Sydney. The City to Green Square Route, once complete, will help connect Sydney s fastest growing residential area with the heart of our city. The Bourke Street Route links Sydney Harbour to Botany Bay, via Surry Hills, Green Square and Alexandria. A strong and ongoing campaign involving letterbox drops, social media, advertising, newsletters and free cycling courses aims to educate all road users on the need to co-exist safely. More than 78,000 maps with cycling safety tips have been distributed since December Bike parking rings and racks are now installed at more than 1,000 points. Research was commissioned showing that every $1 spent on the regional bike network delivers $4 in economic return, compared with $2 for motorway projects. Improvements have been completed on local streets across the city for pedestrians, bike riders and traffic calming. The City has developed a pedestrian plan that complements the bike network called the Liveable Green Network. A new wayfinding program is well advanced to provide clearer information about how to explore the city. Culture, Public Art and Laneways Sydney s small bar scene continues to boom, with more than 40 small bars now trading and with at least one new venue opening its doors every month with mentoring and support from the City. The bars have created more than 60 full-time and 200 parttime jobs and injected $50 million into the local economy. The City helped the Paper Mill artists set up a studio in a vacant shopfront in Ash Street. Matching grants have been awarded to help pocket businesses revitalise City laneways. Sydney now has its most significant vision for public art in more than a decade, with Council supporting a $10 million investment in a new City Art-Public Art Strategy. A public art master plan has been developed for Chinatown, with artwork commissioned for laneways and streets. The City has established a close working relationship with Destination NSW to help secure world premier musicals for Sydney, including Strictly Ballroom and An Officer and a Gentleman, and the Australian premieres of Legally Blonde and The Addams Family Musical. These shows are expected to boost the NSW economy by more than $3 million every month. Development of Sydney s first Late Night Economy Policy is well advanced, and aims to create a more diverse and vibrant late night retail, cultural and creative activities for locals, tourists and visitors, as well as balancing public safety, the needs of residents and economic growth. Plans are underway to help encourage pop-up events, innovative programs in underused spaces, late night cafes, museums, galleries and shops, food trucks, improved transport and a range of evening options that cater for the whole community. 10
7 CAR SHARE MEMBERSHIP CONTINUES TO GROW WITH MORE THAN 7,000 SYDNEY RESIDENTS. transport In an historic step, the NSW Government has committed to bring light rail back to the heart of Sydney and Barangaroo. The City has committed $180 million for public domain works to transform George Street into a more pedestrian-friendly environment, with light rail providing a greener alternative to buses and vehicles. The City successfully lobbied for the abolition of the train station access fee at Green Square, resulting in a 50 per cent increase in patronage to and from Green Square. Council adopted the new Liveable Green Network to guide investment in improved footpath and bike connections across the City with an emphasis on safety, accessibility and amenity. COMMUNITIES AND EVENTS Art & About is celebrating its 10th anniversary and has expanded to embrace new art forms, performance and activation of new city spaces. The City supported an Open Day at Walsh Bay wharf which included tours of the venues and explained how we could help create a cultural precinct. The award-winning Paddington Reservoir Gardens is being activated with cultural events. $8 million in grants and sponsorships were awarded to neighbourhood street gardens, laneway businesses, neighbourhood BBQs, art exhibitions and even a community storytelling event, plus major festivals and productions. More than $800,000 has been allocated in grants and funding for 60 grassroots community projects in business precincts, including Pyrmont Festival, Asia on your Doorstep and Redfern brand development. Designs and potential sites are being investigated for a City Farm in Central Sydney to inspire residents to grow their own food, compost, recycle and save water and energy. 1-5 Flinders Street at Taylor Square has been reactivated with Reverse Garbage. The City sponsored Sydney fashion events, including IMG Sydney Fashion Festival, housed in the refurbished and award-winning Town Hall, and Vogue Fashion Night Out. City support for NAIDOC Week Aboriginal and Torres Strait Islander cultural celebrations included hosting several events. A grant to Bangarra Dance Theatre was awarded to examine a new Aboriginal and Torres Strait Islander Festival in Sydney based on the City s cultural institutions and their collections. Attracted capacity attendances for three Let s Talk Business forums headlined Small Business. Thinking Big on the topic of emerging technology, changing customer needs and successful leadership. A team of City Precinct Coordinators helped village business associations and finegrain businesses to collaborate on policy development and projects supporting local village economies. The City held 77 City Conversations, including City Talks, Design Excellence Forums, community meetings, consultations and briefings. As part of the 2011 Chinese New Year Festival, the Sydney Hubei Business Forum helped leaders from Sydney and Hubei to develop closer economic and cultural ties. 12
8 HOUSING Some 8,000 new affordable homes for key workers and social housing, comprising 15 per cent of all City dwellings are needed, as shown in the City s Affordable Rental Housing Strategy. The City sold a piece of prime inner city real estate for allowing 100 new affordable housing units to be developed in Zetland by a community housing provider. Sites from the City s property portfolio continue to be explored to yield more affordable housing. Site-specific planning controls are now in effect on the Glebe Affordable Housing Project site. The controls facilitate an increase of 20 social housing dwellings and 90 affordable housing dwellings. To date, 102 units have been developed and rented to low to moderate-income households under the Green Square Affordable Housing Scheme. The scheme will ultimately provide 330 affordable rental units to be delivered in Green Square.
