3 Recreation in Cabarita Park Cabarita Park is one of City of Canada Bay s showpiece parks. Located on the Parramatta River at Cabarita, the 10- hectare park features a heritage pavilion, ferry wharf, children s playground, picnic facilities, remnant bushland, a swimming centre, marina and restaurant, and grassy areas on which to enjoy the view of the river. It is a popular location for activities such as walking for pleasure and exercise, walking dogs, children s play, cycling, jogging, picnics and barbecues, informal ball games, and gatherings of family and friends. Water-based activities in or from the Park include swimming, rowing and boating. Organised activities include ceremonies such as weddings, community events such as Christmas Carols and one-off musical events, large group picnics, school cross-country races, triathlons, filming, and children s parties. Cabarita Park has local, State and national heritage significance. The park was one of Sydney s popular pleasure gardens in the 1880s. The park is home to the Federation Pavilion, and contains memorials to the fallen in World War II and to the rower William Beach. Most of Cabarita Park is owned by City of Canada Bay Council, with a narrow strip of land on the eastern side owned by the Crown. What is proposed? Council has recently allocated funding for a new regional children s playground and a new cultural centre/conservatory in Cabarita Park. Both facilities would be located close to each other, and their use would complement the other, for example children s parties could be held in the cultural centre/conservatory. The current Plan of Management for Cabarita Park was adopted by City of Canada Bay Council in The Plan of Management was accompanied by a landscape concept plan which was prepared after extensive consultation with the community in early The vision for the Park set out in the Plan of Management is: Cabarita Park will be one of Canada Bay s premier and showpiece parks that is linked to other foreshore parks. It will attract local residents and a regional catchment of visitors to enjoy its range of settings for land- and water-based recreational and social activities and magnificent views of the Parramatta River. The range of settings and facilities in the park will cater for all age groups and be generally accessible to all via a range of transport modes. The park s green, peaceful and tidy environment will be enhanced. From time to time, the park will be a focus for community gatherings, ceremonies and events. The park will reflect the local and national significance of indigenous and non-indigenous heritage. Among other improvements to the Park, the Plan of Management allows for a new regional playground on the site of the current playground. The proposed locations for the children s playground and the cultural centre/conservatory are categorised as Park under the Local Government Act The core objectives for managing land in the Park category are to: encourage, promote and facilitate recreational, cultural, social and educational pastimes and activities. provide for passive recreational activities or pastimes and for the casual playing of games. improve the land in such a way as to promote and facilitate its use to achieve the other core objectives for its management. Both the proposed children s playground and cultural centre/conservatory are consistent with these core objectives. Page 3 of 5

4 Regional children s playground The Plan of Management and concept landscape plan provide for upgrading the children s playground to regional status on the current site. The new regional children s playground proposed for the park is intended to include separate but linked play areas for children aged 2-6 years, 6-9 years, and 9 to 12 years. Paved areas around the playground will facilitate children to ride their scooters and bikes. The proposed play equipment and settings will cater for a wider range of ages than the current playground. The children s playground is proposed to be relocated to the grassed area south of the current location to the north-east upon entry to the park. The new location is a relatively flat, open, grassy area surrounded by mature trees and shrubs. The advantages of the new location are that the playground will be accessible to the toilets without having to cross a road, and the playground will be moved away from sensitive remnant Coastal Sandstone bushland. The children s playground is compatible with the Park category of community land which applies to the proposed location of the playground in Precinct 2. The future role of the proposed area is for passive recreation, and as a venue for hire, while active sports will be discouraged. Passive recreation such as children s play, picnics and community uses are examples of permissible activities in this area. Although the Plan of Management does not specifically state that a children s playground is a permissible development in the proposed area, a playground is permitted under the zoning of the park for Public Recreation, and a playground supports the core objectives for management of the land set out above. New cultural centre/conservatory Cabarita Park is well used on weekends, but has few weekday and evening users. Council and local residents, particularly the Friends of Cabarita Park, wish to better activate the park to improve safety of park users and to maximise the use of a special park. Recent public art projects, and children s holiday and weekend workshops, have shown the success of cultural activities in this unique space. Sydney s metropolitan plans and strategies have noted the inner west is home to a large number of artists and creative professionals. The strategies recommend that the NSW government and Council investigate opportunities for provision of low-cost artist studios and similar facilities to assist in regenerating urban centres. Such affordable facilities which would allow artists, musicians, and other creative people to create, rehearse or share their work include studios and workshop spaces. These facilities are ideally located in open spaces which are accessible by public transport and where noise will not impact on others. The design of these facilities incorporate flexible spaces to accommodate a range of compatible activities, which may range from music, writing, arts and illustration, book readings and launches, and applied arts such as jewellery making, leatherwork, textiles, woodworking and ceramics. The proposed design of the new cultural centre/conservatory responds to these community needs. The $800,000 new cultural centre/conservatory and its associated facilities are proposed to replace the large covered picnic shelter in the centre of the park. In addition to a cultural centre, the multi-purpose building will incorporate an exhibition space with storage area, toilet, a, outdoor covered utility kitchen (benchtop and sink) and eating area, and space for mobile food services. The proposed location for the new cultural centre/conservatory is the central picnic area, which is a level, grassed area surrounded by mature trees, and with a view of the Parramatta River. A covered picnic and barbecue area, and a building used by Council for storage, are currently in this area. The Cabarita Park Plan of Management supports such a facility and a range of dining opportunities, without explicitly specifying it as a permissible use. The Plan of Management states the central picnic area is intended to have a social focus, for picnics, barbecues and other passive recreation activities, and for markets and other community and social uses. Picnic shelters, barbecues and toilets are examples of structures permitted in the proposed area. Page 4 of 5

5 What happens now? Council is preparing proposals for the new playground and cultural centre/conservatory. The matters to resolve are for the community to agree with relocating the site of the children s playground from that specified in the Plan of Management and Masterplan, and to constructing the new cultural centre/conservatory in the central picnic area, without necessarily amending the Plan of Management. However if community engagement indicates that amendment to the Plan of Management is required to support and facilitate the new playground and cultural centre/conservatory, that process is set out below. 1.
