This Staff Orientation Packet is prepared to give you an understanding of the process behind the funding and building of the LACHSA project as well as an orientation to what the new building provides for LACHSA students and staff. 4 PROJECT OVERVIEW Project Description Location: 5151 State University Drive, Los Angeles, CA, on the campus of California State University Los Angeles (CSULA) (same address as CSULA) Building is comprised of three stories, with a total of 46,275 gross square feet on 1.35 acres of land, in the north east corner of the campus adjacent to Parking Lot 5 40 year land lease with CSULA as required by the State of California School Facilities Program (SFP) Facility includes: o 20 classrooms on ground and second level o Film Classroom / Studio and Editing Room on second level o Black Box Theater/PE/Dance Studio Classroom on third level with associated scene shop and dressing areas o Administrative areas, toilet rooms, and utility spaces o Outdoor performance area on ground level at south side of building o Green roof areas Architects HMC Architects Construction Utilized multi-prime construction with 21 trade bid packages which were contracted directly to LACOE and managed by a Construction Management (CM) firm and LACOE Construction Management CM Firm Bernards Project Funding Funded through the SFP by Propositions 55, 47 and 1D Total SFP financial hardship grant: $34.5 million (includes soft and hard costs and grant for Career Technical Education) o Current project costs include soft costs (architect, CM, inspectors, testing labs, labor compliance program, project accounting system, photo documentation, etc.), hard costs (construction costs) and furniture, fixture and equipment (FFE) costs o SFP financial hardship status requires any balance not utilized on eligible expenditures be returned to the SFP; unused balance may not be used for any other project or use Design Narrative The building solution facilitates the unique program requirements of LACHSA. The minimalist design allows each class the flexibility to create a sense of community by incorporating specific themes or concepts into their décor. The classroom interiors have a utilitarian aesthetic appeal, more like an artist s loft. With the variety of art that will be studied, produced, and performed at LACHSA, the building itself need only to facilitate, in a refined way, the art making process. The building utilizes a simple repetitive braced frame steel structure to maximize efficiency and flexibility with very few load bearing interior walls. Page 3

5 Project Green Innovations Green planted areas with installation of native plants where possible Green roof with drip irrigation and native plants Abundant natural light including skylights Waterless urinals, dual flush water closets and automatic faucets Occupancy sensor controls on lighting Energy management system Recycling stations Building materials such as concrete with fly ash and rapidly renewable materials such as bamboo flooring Wood without urea-formaldehyde Leadership in Energy and Environmental Design (LEED) Certification LACOE is applying for LEED certification in process with an initial level goal of becoming LEED Certified The Green Building Certification Institute (GBCI) assumes administration of LEED certification for all commercial and institutional projects registered under any LEED Rating System. LEED credits are awarded on a 100-point scale, in 5 Performance Areas, and credits are weighted to reflect their potential environmental impacts. Additionally, 10 bonus credits are available, 4 of which address regionally specific environmental issues. A project must satisfy all prerequisites and earn a minimum number of points to be certified. Certification levels based on points achieved are: o Certified 40+ points o Silver 50+ points o Gold 60+ points o Platinum 80+ points LEED performance areas include: o Sustainable Sites o Water Efficiency o Energy & Atmosphere o Materials & Resources o Indoor Environmental Quality o Innovation in Design (bonus points) o Regional Priority (bonus points) Project Phases SFP application, submitted in 2005 Bidding & Award of Contracts December 2010 Preliminary site preparation: started December 2010 Construction: started February 2011 Occupancy: March 2013 Ribbon Cutting: May 2013 Page 4

6 NEW BUILDING ORIENTATION Building Areas: Administration Area at first floor includes: o visitor waiting area o open office area with five (5) workstations o four (4) offices o conference room o accounting office o storage / file room o carpet flooring o skylights o health office o data network room o two (2) staff restrooms o custodial room Staff Support Areas at second floor includes: o work area/staff lounge with storage, LACOE copy machine o kitchenette with sink, refrigerator and microwaves o six (6) tables and thirty (30) chairs o five (5) offices adjacent to classrooms Typical Classroom (20 total) - includes: o desks and chairs for thirty-six (36) students o concrete or wood flooring o exposed structure and ductwork at ceilings o skylights in some second floor classrooms o tackable acoustic wall treatment o Audio Visual (AV) and network connections throughout building o local wireless access points in each room o built-in storage cabinets o whiteboards including two (2) moveable boards o mobile teacher station o teacher data connection and phone at front of classroom o teacher desk and chair o window shades o equipment including projector, projection screen and speakers o one (1) 21.5 imac and document camera on mobile teacher station o shared mobile carts with 35 MacBook Pro laptop computers o shared mobile carts with 35 ipad tablet computers o shared mobile printer stations Page 5

7 Specialized Classroom Resources - include: o two sinks in each visual arts classroom o single sink in science classrooms o risers in music classrooms o mirror walls, video screens in dance and drama classrooms o dressing rooms adjacent to dance, drama and Black Box Theater Music Technology Computer Lab includes: o thirty (30) 21.5 imac/quad computer stations o fifteen (15) ipad tablets o one (1) HP LaserJet printer o pull down projector screen and projector o imac 27 and document camera at mobile teacher station o teacher desk and chair o specialized student computer desks, chairs and stools Film Studies includes: o chairs for thirty-six (36) students o full studio with lighting grid and in use signs o portable hanging Chroma key green screen o editing room with TV viewing monitors and ten (10) editing stations o pull down projector screen and projector o local wireless access point o mobile teacher station with document camera and Blu-ray player o teacher desk and chair o window shades Black Box Theater/PE/Dance Studio includes: o reconfigurable seating platform system o seating capacity for 260 with stackable chairs & carts o reconfigurable stage platform system o black wood floor o black acoustical wall treatment o ceiling grid and theatrical lighting with exposed structure and HVAC above o full production curtains, theatrical lighting and sound system control o floor and wall AV, power and data connections for stage and technician support o AV connections to editing, dance and drama classrooms and dressing rooms o AV catwalk and control station o local wireless access points o mobile teacher station with document camera and Blue-ray player o large scale projector and motorized screen o men s and women s public restrooms o girls and boys dressing rooms o adjacent storage for platforms and seating o rolling mirrors for PE use o adjacent scene shop with restroom and storage, shop equipment, access to exterior space and Black Box Theater o lobby with elevator from first floor Page 6

8 Restroom Facilities includes: o men s and women s staff restrooms on first floor o men s and women s public restrooms on third floor o boy s and girl s restrooms, one each, on first and second floors Front lobby with entrance from CSULA parking lot/drop off area; interior stairway to second floor and elevator to second and third floors Exterior performance area on ground floor at rear (south side) of building with special enlarged opening to classroom Pedestrian access to: o 2 nd floor classrooms via east and west stairs from ground floor level o 3 rd floor Black Box Theatre Lobby from Circle Drive on third floor and via west stairway from ground floor level o CSULA campus via stairs at east and west ends of LACHSA site Page 7

9 NEW BUILDING ORIENTATION - continued Building Systems: Audio Visual Systems building wide - includes: o campus wide AV paging system with bell schedule, pre-programmed announcements and emergency contacts o designed to allow for programmable room access o can be accessed at LACHSA administration and at LACOE Education Center o zoned for individual room or group area for announcements o audio from Black Box Theatre can be redistributed to other locations for event overflow or event prep rooms (green rooms) o classroom audio muting during announcements or emergency notifications Audio Visual Systems per typical classroom - includes: o classroom control station on teacher AV podium o AV podium contains computer, document camera, DVD player, laptop connection o Ceiling speakers o Wireless microphone for voice support o classroom projector Network Systems includes: o Wired and wireless network service through CSULA and will require authentication. o Wired network service will include internet filters through LACOE. o Wireless Access Points (WAP) 19 total serving two wireless SSIDs, one encrypted, one unencrypted, both requiring authentication. Available to faculty, staff and students. Telephone Systems includes: o service provided by the CSULA Telecommunications Department o some basic features are: Voic with Message Waiting Indicator Call Forward Call Transfer Conference Ring Again * Speakerphone * Redial * Volume control o More information can be found at o * some features are only available on multiline phones. 10 Security Camera System includes: o camera and recording system by ICU Video Security same system in use at all LACOE Education Center locations and various LACOE school sites o cameras throughout exterior of building, at all exterior doors, at entrances to specialized spaces and in administration space; recording 24/7 on DVD located in secured cabinet o will be monitored 24/7 by LACOE security at LACOE Education Center West o can be monitored by Administration and CSULA Police o LACOE support: Operations and Administrative Services, Facilities and Construction, Controller s Office, (562) Elevators o two (2) located at east and west end of building, key operated Emergency Phone includes: o one (1) CSULA emergency Blue Phone at front of building next to main entrance and off CSULA parking lot o immediate contact to CSULA Police Page 9

12 TRAINING Training on building systems and the Audio Visual (AV) systems will be scheduled at various times during February and March LACHSA CM firm, Bernards, will record all training sessions and provide LACOE with DVDs. LACOE and LACHSA will be able to post these recordings so that they can be made available for training new staff or to serve as refreshers when needed. The AV contractors will provide a review sheet for your use of equipment specifically in the classrooms. This will include the overhead projector, document camera and the classroom network system. Below is a list of training items for LACHSA administration and staff. 13 SAFETY The LACOE Safety Handbook begins with this statement: LACOE is dedicated to providing a safe and healthful environment for all employees it is a primary responsibility and one that we cannot delegate. As such, the Office requires the work that we do as LACOE employees be performed in a safe and sound manner. To this end, LACOE requests your wholehearted cooperation and support. It will take some time for every staff member and student to become familiar with the new LACHSA facility. Your LACHSA administration will provide information, updates and reminders to every staff member and student to follow safe practices. We would like to take this opportunity to point out several building features and areas, new to the LACHSA environment, which should be treated carefully and with safety in mind at all times: Elevators These are located at the east and west end of the building. The elevators are key operated only and can be opened for operation by LACHSA administration. Please follow posted instructions and allowances for the number of occupants. Stairs There are three (3) sets of stairs to provide access to the second floor classrooms and facilities. The main set of stairs is located at the front lobby of the building. There are two other sets of stairs, one at each end (east and west) of the building. Use handrails at all times. Do not attempt to carry heavy or bulky objects up or down stairs without assistance. Do not sit on handrails or the support walls of any stair case. Keep stairs clear of items, trash or debris to eliminate tripping hazards. Student access to the third floor via the west stairs should be strictly limited to special events and in the case of emergencies only. Balconies The main set of stairs in the front lobby has a balcony overlooking the lobby from the second floor. The other stairs have balconies at intermediate landings and at the top of the stair landing. Do not sit or place objects on the balcony walls or railings at any time. Do not lean on railings. Storage Each classroom has built in storage cabinets that extend up to the soffit. Follow safety instructions for the use of all storage areas. Never stand on chairs or desks to access overhead storage. Fire extinguishers are located: o in each classroom o in Administration offices o in the corridors on both the first and second floors o in the staff lounge Room 205 o in the Black Box Theatre o in the Scene Shop o in the machine rooms Page 12

14 Fire Sprinklers Fire sprinklers are installed throughout the building, in each classroom and administrative space, in the corridors and throughout the support spaces. These are directly connected to the fire alarm system and will automatically be activated in the event of a fire. Be careful not to hit any fire sprinkler head when moving tall objects in and out of rooms. Do not hang anything or attach anything to fire extinguisher heads. Page 13
