4 RACING INCENTIVES Through revenue generated by horse racing, the Illinois Thoroughbred Breeders Fund contributes to a wide variety of incentive programs which enhance opportunities for the Owners and Breeders of Illinois- Registered Thoroughbreds. The earning potential for Illinois-Registered Thoroughbreds abound in the state, with a broad range of races for all levels of ability, including: ONE OF THE RICHEST BREEDING AND RACING PROGRAMS in the country, returning over $14 million each year to the Breeders and Owners of Illinois-Registered Thoroughbreds. STAKE RACES are the highlight of any Program. Stake races are the goal of every Owner and Breeder alike. With this in mind, the Illinois Thoroughbred Breeders Fund annually offers restricted stakes races for all categories of Illinois Thoroughbreds from two-year olds to handicap stars, for colts and fillies, on the dirt or on the grass. Stakes purses for Illinois Thoroughbreds total nearly $2 million annually. The ILLINOIS SIRE INCENTIVE PROGRAM offers a $25,000 bonus to ONLY our Illinois Conceived and Foaled Thoroughbreds who race in these restricted stakes races and place first through fifth. These restricted stakes races are designed for all ages and sexes and are open to all Illinois-Registered Thoroughbreds. An OWNERS AWARDS PROGRAM is offered to the owners of Illinois Thoroughbreds which run first, second or third in qualifying open company races. Illinois Conceived and Foaled Thoroughbreds are paid an additional 60% of the earned purse and Illinois Foaled-Only Thoroughbreds are paid an additional 40% of the earned purse. This incentive can increase the normal 60% winners share of the purse to 96% of the purse. Annually, nearly $5 million in purses and bonus awards are paid to owners of Illinois Thoroughbreds who win open competition races!!! COUNTY FAIR RACES totaling $75,000 annually are available only for Illinois Thoroughbreds registered under our Illinois Conceived and Foaled Program. CONVENIENT RACING LOCATIONS are another incentive with outstanding racing facilities available from Arlington Park and Hawthorne Race Course in the Chicago metropolitan area to Fairmount Park in southern Illinois. 5 BREEDING INCENTIVES The race tracks in Illinois are not the only source of income for Breeders and Owners. Other incentives include: BREEDERS AWARDS Worth nearly $1 million dollars annually to the Breeders of Illinois-Registered Thoroughbreds. This incentive can provide income to the Breeder throughout a Thoroughbred s entire Illinois racing career. The Breeder of a Thoroughbred is defined as the owner of the mare at the time the foal is born. The Breeder s Award is 11.5% of the winner s share of the base purse and is earned when an Illinois-Registered Thoroughbred wins any race in the State of Illinois. In open company races, the winner receives the entire award and in Illinois Restricted races, the award is divided among the first four finishers. ILLINOIS SIRE INCENTIVE PROGRAM - These restricted stakes races are designed for all ages and sexes and are open to all Illinois-Registered Thoroughbreds. Our Illinois Foaled-Only Thoroughbreds are being offered purses of $75,000 while our Illinois Conceived and Foaled Thoroughbreds will be running for purses worth $100,000. Our ILLINOIS CONCEIVED AND FOALED THOROUGHBRED s are eligible to win up to $450,000 in additional purses. 14 Illinois Entry Permit Requirement All equine entering Illinois for any reason other than slaughter must be accompanied by a negative test for EIA conducted within a year if the animal is more than one year of age, certificate of veterinary inspection issued by an accredited veterinarian within 30 days of entry, and an entry permit number issued by the Illinois Department of Agriculture. Only the permit number requirement is new, the requirements for the negative EIA test and health certificate have been in effect since January 1, NOTE: animals passing through Illinois and not being unloaded in the state are not required to obtain an entry permit number or meet Illinois entry requirements. These animals are required to meet the entry requirements for the state of destination only. Entry permit numbers are available by calling the Illinois Department of Agriculture, 217/ and are issued 24 hours a day, seven days a week. THERE IS NO CHARGE FOR OBTAINING AN ENTRY PERMIT NUMBER FROM THE ILLINOIS DEPARTMENT OF AGRICULTURE. The following information will be required for the entry permit number: = Name and mailing address of owner of the animal; = Date of the EIA test; = Location where the animal is going. Permit numbers are also available online at A password to access the permit program is required and will be issued to veterinarians by calling the Illinois Department of Agriculture, Bureau of Animal Health, 217/ weekdays, 8:00 a.m. - 4:30 p.m. For equine only: The entry permit number is good for 30 days (the life of the health certificate). It is requested that if the health certificate is used for multiple entries (i.e. trail rides or shows on several weekends) that all events during the 30 day period be included on the health certificate. If an event is not listed on the health certificate, the owner is asked to call the Department, provide the permit number and provide the location of the additional event(s). 17 BREEDER S AWARDS As a courtesy to the I.T.B.O.F. the following information is offered. A Breeder s Award is earned when an Illinois-Registered Thoroughbred wins any race in the State of Illinois. The owner s share of the Breeder s Award is 11.5% of the winner s share of the base purse. The WINNER S SHARE of any race in Illinois is normally 60% of the purse. The BASE PURSE is the amount put up by the purse account and does not include any funds added by the Illinois Thoroughbred Breeders Fund, horsemen, Breeders Cup, etc. Open Races - In an open race, the entire Breeder s Award (11.5% of the winner s share of the base purse) goes to the breeder of the winning horse (the winner s share in an open race may also include part of an OWNER S AWARD, if earned, paid from the purse account). As an example, we will say that the base purse of an open allowance race is $22,000. The base purse times 60% equals the winner s share. The winner s share times 11.5% equals the Breeder s Award. Base Purse $22,000 X Winner s Share (60%) = $13,200 X 11.5% = Award $ 1,518 Illinois Races - In a race restricted to Illinois Registered horses, the Breeder s Award (11.5% of the winner s share of the base purse) is divided among the first four place finishers. The winner gets 60% of the Award; second, 20%; third, 15%; and fourth, 5%. Again, as an example, we will use an allowance race, this time restricted to Illinois Registered horses. The base purse of this race is $20,000. The base purse times 60% equals the winner s share. The winner s share times 11.5% equals the Breeder s Award.
