3 Welcome Dear Colleagues, On behalf of the Institute of International Education, I would like to welcome you to our 5th Annual Best Practices Conference. Today s conference features presentations by university presidents, provosts, deans, and government officials, who are joining us to share their strategies and achievements as we recognize the recipients of this year s Andrew Heiskell Awards for Innovation in International Education. We extend our deepest thanks to Educational Testing Service (ETS), our gold level sponsor, and to the Partner University Fund (PUF) and the Spanish Ministry of Education for their generous support for today s conference. We are grateful to these sponsors in particular, and to our college and university partners for the important role they have played in the work that IIE has done throughout its history to enable future leaders from all backgrounds and in all sectors to gain access to world-class education and embrace a spirit of service to their communities. 8 Speaker Profiles Peggy Blumenthal Chief Operating Officer Institute of International Education Peggy Blumenthal is Chief Operating Officer and Executive Vice President at the Institute of International Education. Responsible for the overall programmatic and administrative operations of IIE, Ms. Blumenthal also supervises IIE s research activities, and the Global Engineering Education Exchange Consortium. Before joining IIE in 1984, she served as Assistant Director of Stanford University's Overseas Studies and then as Coordinator of Graduate Services/Fellowships for the University of Hawaii's Center for Asian and Pacific Studies. Ms. Blumenthal was active in the development of U.S.-China exchanges, as a staff member of the National Committee on U.S.-China Relations and the Asia Society's China Council. William Brustein Vice Provost, Global Strategies & International Affairs, and Professor of Sociology, Political Science and History The Ohio State University Dr. William I. Brustein is Vice Provost for Global Strategies and International Affairs and Professor of Sociology, Political Science, and History at The Ohio State University. Dr. Brustein has published widely in the areas of political extremism and ethnic/religious/racial prejudice. He is past-president of the Association of International Education Administrators (AIEA) and Chair of NAFSA s International Education Leadership Knowledge Community. He has served on the Board of Directors of the Association for Studies in International Education, the editorial advisory boards of the Journal of Studies in International Education and the International Education Report. He currently serves on the executive committee of the Commission on International Programs of the Association of Public and Land-Grant Universities (APLU). He is Chair of the Academic Affairs Committee of APLU s Commission on International Programs. In 2003 he was appointed to the NASULGC s Task Force on International Education and helped draft the published report entitled A Call to Leadership: The Presidential Role in Internationalizing the University. Stephen Dunnett Vice Provost for International Education State University of New York at Buffalo Stephen C. Dunnett is Vice Provost for International Education at the State University of New York at Buffalo (UB) and professor of foreign language education in the Graduate School of Education. He is the chief university officer responsible for all international programs and activities at UB, which include overseas instructional centers in India, Japan, Singapore and Taiwan; study abroad and exchange programs in 30 countries; international student and scholar services for 4,200 international students and 500 foreign scholars; international recruitment and admissions; immigration services for non-resident alien staff and faculty; international alumni; international publications; area study programs; and the internationalization of the university curriculum. Mohamed S. El-Aasser Vice President for International Affairs Lehigh University Mohamed S. El-Aasser, Lehigh University's first Vice President for International Affairs, is a professor of chemical engineering (1974-present). Previously he served as Provost and Vice President for Academic Affairs ( ); Dean, P.C. Rossin College of Engineering and Applied Science ( ); Chairman, Department of Chemical Engineering ( ); Lee Iacocca Professor of Engineering ( ); and Director, Emulsion Polymers Institute ( ). He is internationally known for his research in emulsion polymerization and latex technology, and has co-organized/chaired seven major international conferences in the U.S., Europe, and Japan, established an international industrial liaison program, and has been an international consultant in the area of miniemulsions. He received his Bachelor's ( 62) and Master's ( 66) degrees at the University of Alexandria, Egypt and his Ph.D. ( 72) at McGill University, Montreal, Canada. In his new role, El-Aasser, working with a group of faculty, crafted Lehigh s International Portfolio (2009). In addition, he created an organizational structure with three directorates and staff to provide the required functions for the implementation of the Portfolio. Lester A. Gerhardt Professor of Electrical, Computer and Systems Engineering, Rensselaer Polytechnic Institute Senior Advisor to the President of the Institute of International Education on Science and Technology Programs Chair of the Executive Committee-Global Engineering Education Exchange (Global E 3 ) Lester Gerhardt is at Rensselaer Polytechnic Institute and specializes in Digital Signal Processing, emphasizing image processing, speech processing, and brain computer interfacing, conducting sponsored research and teaching in this field. Since joining RPI in 1970, he has administratively served in the roles of ECSE Department Chair, Founding Director of the Center for Manufacturing Productivity, Director of the Computer Integrated Manufacturing Program, Director of the Center for Industrial Innovation, Associate Dean of Engineering for Research; a VP of Research Administration and Finance; Dean of Engineering and Vice Provost and Dean of Graduate Education. He was the Inaugural Recipient of the National ASEE Research Administration Award, and was just named a Distinguished Alumnus of the University of Buffalo. He is an active consultant to industry, government, and academe, sits on the Board and directs the research of a privately held company, is a Fellow of the IEEE, and ASEE; and holds several patents. In addition to his earned PhD, he was awarded an honorary doctorate from the Technical University of Denmark (DTU), and was received by the Queen.
9 Allan E. Goodman President and CEO Institute of International Education Dr. Goodman is the sixth President of IIE, the not-for-profit organization which administers the Fulbright program and 250 other corporate, government and privately sponsored programs. Prior to joining IIE, Dr. Goodman was Executive Dean of the School of Foreign Service and Professor at Georgetown University. Dr. Goodman also served as Presidential Briefing Coordinator for the Director of Central Intelligence and as Special Assistant to the Director of the National Foreign Assessment Center in the Carter Administration. He was the first American professor to lecture at the Foreign Affairs College of Beijing, helped create the first U.S. academic exchange program with the Moscow Diplomatic Academy for the Association of Professional Schools of International Affairs, and developed the diplomatic training program of the Foreign Ministry of Vietnam. Dr. Goodman earned a Ph.D. in Government from Harvard, an M.P.A. from the John F. Kennedy School of Government and a B.S. from Northwestern University and numerous honorary degrees and awards. Amy Henry HEISKELL WINNER 2010, INTERNATIONALIZING THE CAMPUS Executive Director of International Education Georgia Institute of Technology Amy Henry is the Executive Director of International Education, a position she accepted in July 2008 following 14 years of work with study abroad students and programs. She has degrees from the College of William and Mary and Georgia Tech. She has served in various advisory and leadership roles in international education, including NAFSA: Association of International Educators Network Leader, Chair of the Business International Studies Network, and member of the Advisory Council for International Association for the Exchange of Students for Technical Experience. Mary Kirk Vice President for Student Exchanges Institute of International Education Mary Kirk is the Vice President for Student Exchanges at the Institute of International Education (IIE), and in that capacity is responsible for IIE's administration in the United States of the U.S. and Foreign Student Fulbright Programs in cooperation with the U.S. Department of State. She also oversees a number of scholarship programs for U.S. and non-u.s. undergraduates, graduates, and young professionals that are funded by U.S. and foreign governments, foundations and other organizations. Ms. Kirk has a long history of professional involvement in international education, particularly with Eastern and Central Europe and the former Soviet region, and served as IIE s regional director for Eurasia and Central Europe, based in Budapest and Moscow, from She holds a B.A. degree from Harvard University and an M.A. degree from Oxford University (Somerville College). Kim Kreutzer HEISKELL HONORABLE MENTION 2010, INTERNATIONALIZING THE CAMPUS Associate Director, Office of International Education University of Colorado at Boulder Kim Kreutzer is the Associate Director in the Office of International Education at the University of Colorado at Boulder where she has worked for the last 22 years. She began her career by working in education abroad but currently focuses on campus internationalization, international agreements, strategic planning, student exchange management, faculty relations, and outreach for international programs. Kim is a member of the Forum on Education Abroad's Forum Council where she chairs the Data Collection committee. She has also been very active in NAFSA: Association of International Educators throughout her career. William B. Lacy Vice Provost of University Outreach and International Programs and Professor of Sociology University of California-Davis William B. Lacy is Vice Provost of University Outreach and International Programs and Professor in the Department of Human & Community Development at the University of California, Davis. Vice Provost Lacy is responsible for leadership of campus international initiatives. Dr. Lacy was the Director of Cornell Cooperative Extension and Associate Dean of the Colleges of Agriculture and Life Sciences, and Human Ecology at Cornell University , and Assistant Dean for Research, Penn State University Dr. Lacy received his B.S. in 1964 from Cornell University, M.A. in 1965 from Colgate University, and his M.A. and a Ph.D. from University of Michigan in Sociology in 1971 and 1975, respectively. He has authored/co-authored over eighty journal articles and six books on education and science. He is a Fellow of the American Association for the Advancement of Science, past president of two professional societies and current president of the Association of International Education Administrators.
10 Speaker Profiles Daniel Obst Deputy Vice President of International Partnerships Institute of International Education Daniel Obst is Deputy Vice President of International Partnerships at the Institute of International Education (IIE) in New York, one of the largest and oldest not-for-profit organizations in the field of international educational exchange and development training. Mr. Obst provides strategic leadership in the creation and implementation of international academic partnerships, and oversees all the activities of IIE s network of 1,000 member institutions, IIE s print publications and online directories, conference and seminars. He is the editor of IIENetworker, IIE s international education magazine, and executive editor of IIE s Global Education Research Reports series. Mr. Obst recently co-edited a new book funded by the EU-U.S. Atlantis Program, Joint and Double Degree Programs: An Emerging Model for Transatlantic Exchange, and co-authored two white papers in IIE s series on Meeting America s Global Education Challenge. Mr. Obst received his B.A. in International Affairs from the George Washington University and holds a Master's degree in European Studies from the London School of Economics. Sabine O Hara Execute Director, Council for International Exchange of Scholars (CIES) Vice President, Institute of International Education Dr. Sabine O Hara is Executive Director of the Council for International Exchange of Scholars and Vice President of the Institute of International Education. A respected author and researcher, she is well known for her expertise in sustainable economic development and global education. Before joining CIES/IIE she was the tenth president of Roanoke College in Roanoke Virginia, held faculty and administrative appointments at Concordia College in Moorhead MN, at Green Mountain College in VT, at Rensselaer Polytechnic Institute in Troy, NY, at the University of Göttingen, Germany, and was a visiting scholar at Harvard University in Cambridge, MA. O Hara serves on the Board of Directors for several national and international organizations, including the Council of Science Society Presidents, the International Advisory Board of the American Chemical Society, the Kenya Journal of Education Management, and as President of the US Society for Ecological Economics. A native of Germany, she completed her undergraduate and graduate studies at the University of Gottingen where she also received a Ph.D. in Environmental Economics. Guruswami Ravichandran HEISKELL WINNER 2010, INTERNATIONAL EXCHANGE PARTNERSHIPS Director, Graduate Aerospace Laboratories John E. Goode Junior Professor of Aeronautics and Mechanical Engineering, California Institute of Technology Guruswami Ravichandran is the John E. Goode Jr. Professor of Aeronautics and Mechanical Engineering, and Director of Graduate Aerospace Laboratories (GALCIT) at California Institute of Technology. He received his B.E. (Honors) from University of Madras, Sc.M.s in Engineering and Applied Mathematics and Ph.D. in Engineering from Brown University. He has held distinguished visiting scholar appointments at École Polytechnique (France), Indian Institute of Science and Tokyo Institute of Technology. He has received numerous honors including a Presidential Young Investigator award from NSF, Fellow of ASME, and an honorary doctorate from Paul Verlaine University (Metz, France). Alina L. Romanowski Deputy Assistant Secretary of State for Academic Programs Bureau of Educational and Cultural Affairs, U.S. Department of State Ms. Alina L. Romanowski was appointed in May 2009 as Deputy Assistant Secretary for Academic Programs in the Department of State s Bureau of Educational and Cultural Affairs (ECA) where she oversees all academic programs. Prior to her appointment, she served as ECA s Deputy Assistant Secretary for Professional and Cultural Exchanges where she oversaw professional, cultural, sports and high school international exchanges. Ms. Romanowski came to the Department of State in 2003 to establish an office to manage the President s Middle East Partnership Initiative (MEPI). She served as MEPI s first Director and as Acting Deputy Assistant Secretary in the Bureau of Near Eastern Affairs. Prior to her appointment at the State Department, she served at the Defense Department for almost 14 years in various senior positions and at the Central Intelligence Agency in 1990 for 10 years as an intelligence analyst on the Near East and South Asia region. Ms. Romanowski is a graduate of the University of Chicago where she received her Bachelor s Degree in History and a Masters Degree in International Relations with a concentration in the Middle East. She attended Tel Aviv University to pursue postgraduate work in Middle East studies and learn Hebrew. She also speaks French and has studied Arabic.
11 Stéphane C. Rosenberg Counselor for Cultural Affairs Embassy of Haiti Stéphane C. Rosenberg is Counselor at the Embassy of Haiti where she is responsible for Cultural Affairs, including questions pertaining to education. Prior to joining the Embassy two years ago, Ms. Rosenberg s career had been in the international development field, mostly with Catholic Relief Services as a program manager and senior program manager. Ms. Rosenberg managed large education, civil society development and safety net programs, and worked in Angola, South Africa, and Haiti. Ms. Rosenberg holds a Maîtrise diploma in Political Science from the Sorbonne University in Paris, France, and a Master s in International Affairs from Johns Hopkins School of Advanced International Studies. José Manuel Martínez Sierra General Director of International Relations Ministry of Education of Spain Dr. Martínez Sierra possesses a Bachelor s Degree in Law, Political Science and Sociology with a specialization in International Studies from the Universidad Complutense of Madrid, a Master s Degree in Law of the European Union from the University of Alcalá, and a Master s Degree in Comparative International Law from the University of Amsterdam. He also holds a Doctorate of Law and a Doctorate Europeus from the Universidad Complutense of Madrid. Additionally, he is a Jean Monnet Professor of Law of the European Union and is a Professor of Constitutional Law at the School of Law of the Universidad Complutense of Madrid. Dr. Martinez Sierra served as an advisor in the Cabinet of the Minister of Education and also served in the Cabinet of the Minister of Education, Social Policy and Sport prior to his appointment as the General Director of International Relations at the Ministry of Education of Spain. Tori Haring-Smith HEISKELL CO-WINNER 2010, STUDY ABROAD President Washington & Jefferson College Dr. Tori Haring-Smith, President of Washington & Jefferson College since 2005, has worked to increase enrollment to 1,500 while raising the College s academic profile and diversity. She has expanded W&J s global involvement, increasing the number of study abroad programs from 4 to 40, establishing programs for international students at W&J, and creating the nationally acclaimed Magellan Project. Before coming to W&J, she was on the faculty at Brown University, worked as a professional theatre director, served as Executive Director of the Thomas J. Watson Foundation, acted as Chair of Performing and Visual Arts at the American University in Cairo, and was Vice President for Educational Affairs at Willamette University. Molly Easo Smith President Manhattanville College Molly Easo Smith, who was born in Chennai, serves as President of Manhattanville College. She served previously as Provost at Wheaton College in Massachusetts, and before that as Dean of the College of Arts and Sciences at Seton Hall University. She has also held faculty and administrative posts at the University of Aberdeen in Scotland, St. Louis University, and Ithaca College. Smith earned her undergraduate degree and initial graduate degree in English from the University of Madras in India. She earned her Ph.D. in English from Auburn University. Smith has written two books and several articles on Shakespeare and his contemporaries. A passionate advocate for the transformative power of education, she serves also on the Board of Trustees at Fairleigh Dickinson University. In her spare time, she enjoys playing tennis, spending time with her grandson, and writing short stories which draw on her memories of life as a young child in India. Sharynn Tomlin HEISKELL CO-WINNER 2010, STUDY ABROAD Director, Center for International Studies and Professor of Management Angelo State University Dr. Sharynn Tomlin, Professor of Management, serves on the faculty of the Department of Management & Marketing as the Nathan and Sylvia Donsky Endowed Distinguished Chair of Management at Angelo State University (ASU) in San Angelo, Texas. She received her doctorate in organizational theory and policy from the University of North Texas. At ASU, she is the Director of the Center for International Studies, chairs the International Education Committee, International Business Symposium, and the American Electric Power Distinguished Visiting Scholar Committee, serves on the Texas Tech University System International Affairs committee, past-president of the Faculty Senate and elected member of the Tenure and Promotion committee. For the past fifteen years, she has directed study abroad programs to Germany, England, Costa Rica, Italy, Greece and Scotland and has organized numerous seminars and workshops dealing with international issues. Dr. Tomlin is also past chairperson of the International Trade Committee at the San Angelo Chamber of Commerce.
12 Institute of International Education The Institute of International Education, founded in 1919, is a world leader in the exchange of people and ideas. IIE has a network of 18 offices worldwide and 1,000 college and university members. In collaboration with governments, corporate and private foundations, and other sponsors, IIE designs and implements programs of study and training for students, educators, young professionals, and trainees from all sectors with funding from government and private sources. These programs include the Fulbright and Humphrey Fellowships and the Gilman Scholarships, administered for the U.S. Department of State, and the Boren Scholarships and Fellowships administered for the National Security Education Program. IIE also provides advising and counseling on international education, and conducts policy research. IIE s publications include the Open Doors Report on International Educational Exchange, supported by the Bureau of Educational and Cultural Affairs of the U.S. Department of State, as well as Funding for United States Study, Study Abroad Funding, and the IIEPassport Study Abroad print and online directories.
