An individual who possess an equivalent e.g. NVQ must provide evidence of Math s and English. Applicants should be aware that this role involves the regular viewing of images containing the sexual abuse of children and other images of an extremely offensive and distressing nature. The successful applicant will be required to undertake the forensic examination and analysis of evidence from electronic based systems seized during investigations. They will ensure the continuity of all exhibits maintaining integrity throughout to prove or disprove the presence of criminal offences under investigation. There will be a requirement to compile extensive forensic findings of evidence reports and to present such evidence in a Court of Law. This is a career graded post. 3 Ref. 132/14 DURHAM CONSTABULARY JOB DESCRIPTION JOB TITLE: COMMAND: Computer Forensic Examiner E Safety High Tech Crime Unit Crime & Justice SCALE: Lower Grade Scale 5 Higher Grade Scale 6 RESPONSIBLE TO: JOB PURPOSE: Detective Sergeant (E Safety High Tech Crime Unit) The forensic examination and analysis of evidence from electronic based systems and devices ensuring continuity of all exhibits and maintaining integrity throughout to prove or disprove the presence of criminal offences under investigation. To compile extensive forensic findings of evidence reports and to present such evidence in a Court of Law Applicants should be aware that this role involves the regular viewing of images containing the sexual abuse of children and other images of an extremely offensive and distressing nature. MAIN DUTIES AND RESPONSIBILITIES 1. The preparation and presentation of reports and criminal Justice act statements in support of these investigations. 2. To provide specialist and technical advice, assistance and support to investigating officers undertaking computer related investigations in relation to the interviewing suspects, witnesses and guidance to those planning searches of premises where computers are known or believed to be represent. 3. To advise and give guidance to investigating officers on responses to interviews exploring weaknesses and inconsistencies. 4. To assist in the execution of search warrants and provide advice on the correct methods of seizing and removing computer equipments. 5. To conduct investigations into network based systems and other criminal activity to secure evidence to arrest and convict those involved in computer related crime. 6. To attend Magistrates, Crown and Civil courts when required to present
4 evidence professionally and competently and produce any relevant documentary or physical exhibits as requested, ensuring integrity and continuity processes are observed and be subject to cross examination. 7. To attend regular mandatory counseling sessions as required. This is in relation to the viewing of images involving child sexual abuse and images of an offensive and distressing nature. 8. To provide training and guidance information to others within the organisation. 9. To liaise on a regular basis with other law enforcement and outside agencies. 10. To offer advice and guidance to public requests on computer crime related issues. 11. On occasions be prepared to work unsocial hours and overtime as required due to the exigencies of the organisation. 12. Keep the organisation up to date on developments and methods relating to the forensic recovery of digital evidence. The duties and responsibilities outlined above cannot encompass or define all tasks which may be required of the post holder. The outline of duties and responsibilities given above therefore may vary from time to time without materially changing either the character or level of responsibility and these factors are reflected in the grade applied to the post. 10 Ref. 132/14 DURHAM CONSTABULARY CONDITIONS OF APPOINTMENT COMPUTER FORENSIC EXAMINER 1. SALARY Annual salary will be based on Scale 5 (Lower Grade) of the Police Staff Council and Scale 6 (Higher Grade) of the Police Staff Council :- 2. PENSION Lower Grade 21,309 21,963 22,617 23,277 Higher Grade 24,036 24,852 25,704 26,658 New employees will be automatically enrolled into the Local Government Pension Scheme. The successful applicant will have the right to opt out of the Pension Scheme once they have commenced employment 3. SICKNESS DECLARATION & MEDICAL SCREENING/ EXAMINATION This appointment will be subject to satisfactory pre-employment medical screening. During these pre-employment checks the Constabulary requests sickness details from your previous employer(s). Following screening the successful candidate may be required to attend for a medical appointment. 4. ANNUAL LEAVE Annual leave will be calculated on a pro-rata basis according to the number of hours worked per week. Annual leave for a full time employee (37 hours per week) will be a minimum of 26 days rising to a maximum of 31 days after 5 years continuous service.
11 The maximum entitlement of 31 days will also apply to those successful applicants who currently have 5 years continuous service as a member of Police Staff with a Police Authority; Scottish Joint Board; National Crime Squad; National Criminal Intelligence Service; Centrex; Police Service of Northern Ireland; non-home Office Forces; the Metropolitan Police or as a member of a Local Government Authority. The foregoing leave is in addition to normal public holidays. The annual leave year runs from 1 st January to 31 st December and those who commence employment during the year will be entitled to a proportion of the annual leave entitlement. 5. PERIOD OF NOTICE The appointment will be terminable by 4 weeks notice in writing on either side, subject to the provisions of the Employment Rights Act, PROBATIONARY PERIOD Substantive appointment is subject to a Probationary Period of six months, unless you are required to attend a training course that exceeds 4 weeks, then your probationary period will be extended accordingly. Included in your Probationary Period, are any training courses that you are required to pass. At the end of the Probationary Period, subject to satisfactory report, you will be transferred to the established staff. 7. TRAINING This is a career graded post. RETURN OF SERVICE/REFUND OF COURSE FEES If you do not serve for a minimum of 2 years with Durham Constabulary you may be required to refund the costs for any training courses undertaken which are deemed mandatory to your role. 9. OFFICIAL SECRETS ACTS Upon appointment with Durham Constabulary all employees will be subject to the provisions of the Official Secrets Acts, 1911, 1920 and 1989 and will observe secrecy in all matters that may come to their notice whilst in the performance of the duties allotted to them and will only divulge such matters if compelled by law or upon the instructions of the Chief Constable, or other supervisory officer. 10. POLITICAL RESTRICTIONS No member of the Durham Constabulary Police Staff may be a member of an organisation whose constitution, aims, objectives or pronouncements contradict the general duty to promote race equality. This specifically includes the British National Party, Combat 18 and the National Front. The Chief Constable is committed to creating a totally anti racist and inclusive police service and any membership of the above organisations will not be tolerated within Durham Constabulary. 11. ACCOMMODATION / LOCATION OF POST This post is based at Chester le Street. This location will be your normal place of work for the purpose of excess mileage or other such claims. However, the Force reserves the right to require you, on a temporary basis, to carry out any other duties or move to any other post appropriate to your grade, at any location within Durham Constabulary as business requirements indicate. Excess travelling will be paid. If you are required to move on a permanent basis, you will be required to do so only after a reasonable period of consultation and notice, which will take into account your reasonable personal requirements. Any additional reasonable travelling expenses which may incur as a result of any change of your place of work will be met by Durham Police Authority as per current Force Policy. 12. 13 13. WORKING HOURS 37 hours per week based on working 8 a.m. to 4 p.m., Monday to Friday. This post is subject to the flexible work hours scheme. 14. JOB SHARE This post is considered suitable for job share. 15. TRAVELLING EXPENSES Expenses will not be paid for any part of the recruitment procedures. 16. OTHER CONDITIONS The other terms and conditions of appointment (including the conditions relative to annual leave and the payment of salary in case of sickness) will be in accordance with the regulations of the Chief Constable and the Conditions of Service for the Police Staff Council. 17.
