1 THE NEGOTIATOR The Newsletter for the Sooner Chapter of the National Contract Management Association January 2009 The President s Corner By Greg English Sooner Chapter President This month was the last of our speaker luncheons for the program year but what a great way to end! Mr. Barry Howard gave a presentation over the AbilityOne program and its impact to our warfighters at Tinker AFB and the benefits it provides to the disabled veterans all around Oklahoma. He then announced Mr. Nathan Short. Mr. Short shared with us his experiences while on active duty and just how important the AbilityOne program has been for him and his family. Next month we ll be trying something new with an NCMA Audio Seminar. Details soon to come but it should prove to be a nice break from the usual and an opportunity to learn and to network with your fellow contract managers. We also still need volunteers for the National Education Seminar (NES) and the Annual Symposium, so if you have time, please contact any NCMA Officer for details. Have a great month! 4 Just a Minute Minutes January 14, 2009 The meeting began at 11:30 a.m. on 14 Jan The meeting was held at the Tinker Club with approximately 51 members, guests, and news channel 25 in attendance. Mr. Greg English, Chapter President, introduced the guest speakers, Mr. Nathan Short and Mr. Barry Howard. Mr. Barry Howard is the Project Manager with the South Central Office of NISH, located in Arlington, Texas. He began the meeting explaining the importance of the AbilityOne program. He also explained what NISH, National Industries for the Severely Handicapped, is and how it relates to the AbilityOne Program. Mr. Howard also gave a brief overview of the AbilityOne Program and what projects are already underway here at Tinker. After Mr. Howard spoke about the AbilityOne program and how it relates to contracting, he introduced Mr. Nathan Short the guest speaker. Mr. Nathan Short began his speech by explaining his touching life story. Mr. Short, 28, joined the National Guard in 1999 and went active duty in He was sent to Iraq for Operation Iraqi Freedom and was severely injured in an accident with a Palletized Load System, or PLS Truck, while he was delivering supplies. He spent a month in intensive care and was lucky to survive. He got medical retirement from the Army in 2005 and now works on an AbilityOne contract through nonprofit agency Professional Contract Services, Incorporated. He lives in Mustang, Oklahoma with his wife and son. Mr. Short concluded his presentation by taking questions from the audience. Mr. English presented Mr. Short and Mr. Howard with a plaque of appreciation for taking time out of their busy schedule to address the Sooner Chapter of NCMA. The meeting was concluded by Ms. Christi Whitlock at approximately 12:30 p.m. As most have seen, the lunch was shown on news channel 25 on 14 Jan 2009 at 9:00pm. If you would like to view Mr. Howard s and Mr. Short s presentation slides, they can be viewed on the NCMA Sooner web site. Our next NCMA event will be held on February 12 th ; a NCMA Video Seminar in the PK Conf Room about Industry Motivation and Negotiations. It is a brown bag luncheon from 11 a.m. to 1 p.m. (see flyer). Come and join us for some great information. We are looking forward to seeing you there. Theresa Cerda, Secretary
5 Where are you currently employed? 38th EIG/PKK (Telecommunications Branch) TAFB What type of work do you perform? I am a part of the 38th EIG/PKK Contracting Administrative Team. We manage the telecommunications CSA's for over 500 Air Force Bases and Recruiting Squadrons. What are your future job aspirations? I aspire to continue to learn and develop a breadth of knowledge in contracting that will allow me to advance my career as far as possible while providing support to our warfighter. What mentors have you had and how have they impacted your career? I have had and do have many mentors in my life. To start, my most influential "mentors" would be my mother (Linda Hathaway), father (John Hathaway), and older brother (David Hathaway). Without them I am sure I would not be the man I am today. Outside of family and friends I have been blessed to have wonderful supervisors, contracting officers, and co-workers throughout my career to help guide me. I thank you all for the help you have given me. Why did you join NCMA? NCMA is a great career tool to help provide a network of highly motivated and successful individuals that can answer any questions I may have and help guide me in the right direction with my career choices. Members range from upper management to interns. With that wide range of experience you should be able to find the answer to about any question you have in this group. How has NCMA contributed to your career? I am a fairly new member of the NCMA, but I have been affiliated as a "non-member" with the organization for some time. NCMA has been a very positive influence on my career. It allows for great learning, networking, and fellowship that goes way deeper than the learning and networking that can take place during our everyday work days. How long have you been an acquisition professional? I have been an acquisition professional since June I came to Tinker AFB under the Defense Career Intern Program (DCIP). I graduated from the University of Oklahoma with a BBA in Finance and used OU's Career Services to gain employment at Tinker. Within the 3 1/2 years I have been in contracting I also earned my MBA from Oklahoma City University. Are you married? If so, what is their name and how long have you been married? Not married. YET! I'm not getting any younger though. Do you have children? If so, what are their names and ages? Once I get married I would like to have two children. Both boys. I get to choose right? Isn't that how it works? LOL Mom there is still a chance for grandchildren. Just be patient. HAHA What are your hobbies? My hobbies include sky diving, race car driving, fire walking okay I am just kidding. I really enjoy hanging out with friends and families, watching and quoting movies, working out, playing sports, watching sports, and last but certainly not least playing with my dog Carter! He is a Lhasa Apso mix that I rescued from a shelter about 6 months ago. He is a very scared lazy dog. The vet told me he is about 2-3 years old, but as lazy as he is I am sure they told me that just so I would adopt him. LOL I am pretty certain he is about years old. HAHA He has the personality of a cat and is very independent. He just kind of does his own thing. We work well together. Can you tell I love my dog! Please spay and neuter your animals. *public service announcement* If you could eat lunch with a famous person, who would it be and why? This is a tough question for me because I don't really follow "famous" people's lives. Of course it would be cool to sit down with The President of the United States, but that is a very typical answer. So I will say Osama Bin Laden. Why? So I could capture him and turn him in! Why else?! What advice do you have to offer to other acquisition professionals? The advice I would give to other acquisition professionals is to continue to learn. We must always be willing to find new more innovative and efficient ways to satisfy the needs of our customers. Be open to new ideas and maintain a positive attitude. Preparation is the key to success. When opportunity knocks, be prepared. Submitted by Christi Whitlock, 2nd VP

9 Call for Applications for the Contract Management Leadership Development Program Applications are now being accepted for admission to the NCMA Contract Management Leadership Development Program (CMLDP). This program is designed to help develop the next generation of contract management leaders through an intensive year-long educational experience. Program participants will receive 180 hours of top-quality training in fundamental leadership, soft skills, and contract management. This program is relevant to all contract management professionals, regardless of their employer, location, or industry. As an NCMA member, you have already met one of the application requirements for the CMLDP. This highly regarded program was created because the members of the current contract management workforce are retiring faster than the next generation can replace them. This has created a gap in supervisory, middle management, and executive-level positions across the entire profession. The CMLDP is designed to accelerate the preparation of a select group of contract management leaders, helping to close the gap in leadership progression. CMLDP students are guaranteed to receive top-quality training in the essential skills of the contract management field. CMLDP graduates will carry with them a unique, meaningful credential that will open doors to new challenges and professional opportunities. Find out more < r= &sid= &m=635503&u=ncma&s= Content.cfm?ItemNumber=3093&navItemNumber=3094> about the CMLDP and how it can benefit both your future and the future of the entire contract management profession. To apply, simply fill out the application form < r= &sid= &m=635503&u=ncma&s= FileDownloads/09-10_CMLDP_Application.doc> and submit it to NCMA at LearningCenter@ncmahq.org <mailto:learningcenter@ncmahq.org> no later than February 20, Include letters demonstrating support from your employer and your local NCMA chapter. Selections will be made by April 2009, and the program will officially begin July 8, 2009, in Denver, Colorado. Please address any questions you may have to John Wilkinson, Director of Education and Certification, at Wilkinson@ncmahq.org <mailto:wilkinson@ncmahq.org> or x426. Remember, the application deadline is February 20, 2009!
