3 Identity Vision: a world where national SC workforces are planned, financed, developed and supported in a way that ensures equitable and sustainable access to the medicines and other commodities needed for optimal health outcomes Mission: to build global and national capacity to implement evidence-based approaches to plan, finance, develop, support and retain the national workforces needed for the effective, efficient and sustainable management of health SC Goal: to improve health outcomes by developing sustainable excellence in the health workforce for managing SC
4 Objectives Recognition among key international and national agencies that: strong SC performance is requisite for health outcomes SC are complex systems / requires significant technical and managerial capacity Harmonization across agencies : required competencies, certifications, pre-service programs Governments and national institutions Demand technically qualified staff & provide SC managers with appropriate career tracks, support and incentives Supply: Cadres of qualified, professional SC managers working at national and sub-national levels

10 Burkina Faso Elected to the PtD board Completed a specific action plan for HR in SCM Jan. 2013: Implementing HR plan with a focus on Malaria & HIV Capacity building; pre and in service training, recognition of professional health logisticians Installation of health logisticians in 17 districts, 3 regions (6 logisticians) and central level (2 logisticians) Networking, AKM, etc. Looking for additional support to move from targeted to global approach & scale up Key factor for success: Local awareness & Champion Support from PTD member Burkina s director of pharmaceutical supplies at the IAC conference Washington 2012
11 Next steps Develop a fundraising plan and secure donor funding for identified programs Raise the profile of HR for SCM internationally, regionally and locally Advocate the need for well-qualified HR for SCM personnel with clear career and progression routes Develop an HR for SC Profession Map, endorsed by key stakeholders which includes the different technical areas and progression routes Construct a model for transferring skills into competency framework for SC professionals Assess the contents of current PtD evidence and resource sites (LAPTOP; PSM toolbox)
