1 FLORIDA SCHOOL COUNSELOR ASSOCIATION (FSCA) REACH HIGHER INITIATIVE STRATEGIC PLAN (12/14; 2/15;3/15) THE ASSOCIATION S VISION: The Florida School Counselor Association (FSCA) expands the image and influence of professional school counselors through advocacy, leadership, collaboration and systemic change at the state level. FSCA empowers professional school counselors with the knowledge, skills, linkages, and resources to promote student success in the school, the home, the community, and the world. Florida College and Career Readiness Team (FL CCRT) Fall 2014, the Florida College and Career Readiness Team (FL CCRT) was formed, comprised of a cross-sector of community members from the school district of Jacksonville, colleges and universities, government agencies, the professional association leaders, foundations, and nonprofits who were passionate and committed change agents capable of galvanizing a community wide effort to lead college access and success for Jacksonville s students, and widening the net to all students across the state. The driving force was intentional action to advantage underserved and underrepresented students in high level academics and higher education attainment. Higher education was defined as any postsecondary education that is Pell-eligible such as college associate and bachelor degrees, apprenticeship programs, or certificate programs. Florida College-Career Readiness Team (FL CCRT) PRIMARY GOALS College Ready and Success Goals Baseline ( SY) Target Results by SY I. Increase the percent of students graduating from high school by 24.4% 75.6 % 100% II. Increase the percent of postsecondary students who complete a credential, associates, or bachelor degree to at least 60% NA 60% of high school graduates will complete degrees FSCA CCR Vision As a member of the Florida College and Career Readiness Team, the Florida School Counselor Association (FSCA), vision for this initiative: to achieve the President s Goal of America reclaiming the position of having the highest proportion of college graduates in the world by 2020 and the Florida goal of 60% higher education attainment in Florida by To this end, FSCA will serve as the network to advocate for and support school counselors professional development, including preparation, training, resources, and evidence based practices focused on college and career readiness of all k-12 students in Florida. 1

2 FSCA Goals and Commitments The Florida School Counselor Association (FSCA) goal for college and career readiness (CCR) is to empower professional school counselors with the knowledge, skills, linkages, and resources to promote student success in the school, the home, the community, and the world. To this end, FSCA is committed to professional development for CCR for all pre-service and certified school counselors in Florida. This professional development will include: education and application of programs and resources that will enhance college and career readiness for k-12 students; research-based strategies to increase college and career readiness and create a college going culture in schools; and use of data to measure, evaluate, and revise programs to increase FAFSA completion, college application rates, ACT and SAT completion rates, percentage of students who participate in college and career related activities, and percentage of students who have a four-year plan. FOCUS: Student (S) FSCA GOALS A. College Ready And Success Goals Baseline ( SY) Target Results by SY I. Increase the percent of Senior students completing the FAFSA by 49.2% II. Increase the percent of students at key transition points (5 th <6 th, 8 th <9 th, 12 th ) with requisite college-career readiness skills (i.e. motivation, social engagement, selfregulation, learning skills, etc.) 50.8 % 100% NA 100% of graduating students will possess college-career readiness skills FOCUS: School Counselor (SC) A. Professional Development and Training Goals Baseline (SY: ) Target Results by SY I. Increase the average number of programs (workshops) in college and career readiness that pre-service school counselors attend each year by 1 program each year II. Webinars for School Counselors: Three free webinars for school counselors will be developed and implemented in will include but will not be limited to CCR at each of the three school levels elementary, middle and high. Establish Baseline of CCR: A survey will be conducted with school counselors to determine understanding and needs of CCR with results used to develop professional development programming. Conference Day and Conference Strand: A free pre-conference day will be explored, and a strand of break-out sessions on CCR will be planned for the annual Florida School Counselor Association (FSCA) convention. Lobbying for Legislative Support of School Counseling: The Advocacy Committee and the CCR Committee under the guidance of the FSCA lobbyist, will advocate for legislative action to support the work of school counseling across the state, particularly emphasizing CCR. School Counselors CCR Certificate: The preliminary process will begin with the Florida Department of Education (FLDOE) for approval of a hybrid course that practicing school counselors can take around CCR for all or part of their certificate renewal. Primarily modeled from the Michigan CAN project, the development of the FLDOE course will explore up to three face to face gatherings. The curriculum will center on readings, videos, and virtual discussions. Topics will include equity and cultural competence, adolescent development, online CCR tools, technology to enhance student outcomes, data-driven school counseling for CCR success, financial literary and college affordability, 21 st Century workforce, summer melt, SAT/ACT prep resources, equity audits, and common indicators to access higher education. Pre-service Course: FSCA will have outreach to school counselor educators around the state to share course syllabi, ideas, and practices for implementing a CCR course, and disseminate best practices for school counseling preparation programs statewide. Quality preparation around CCR exists and a vehicle will be developed with virtual and face to face opportunities to connect and network with one another. 3

4 PHASE II FAFSA Completion: Efforts from Phase I will continue during Phase II through enews blasts and the FSCA web, FSCA will publicize the importance of school counselors working with students and families. A best practices resource link will continue to be developed on the FSCA web providing proven strategies that FL school counselors have used to increase FAFSA completion rates. Lobbying for Legislative Support of School Counseling: The Advocacy Committee and the CCR Committee, under the guidance of the FSCA lobbyist, will continue to advocate for legislative action to support the work of school counseling across the state, particularly emphasizing CCR. School Counselors CCR Course: FSCA will continue to explore how to implement the first CCR course to practicing school counselors for certificate renewal. Pre-service CCR Course: FSCA will begin the process with Florida legislators and Florida education leaders to develop a Florida Department of Education (FLDOE) requirement that a CCR course must be taken to obtain initial teacher certification in school counseling and to renew existing certificates in school counseling. Webinars for School Counselors: FSCA will implement at least three free webinars for school counselors that focus on key CCR topics such as: Connecting Adolescent Development and CCR; Raising Student Aspirations; School Counselors Working with Community Partners to Increase CCR; Involving Families in the CCR Process; School Counselor as Leaders and Advocates in CCR; and Scholarships, Financial Aid, and College Planning. Conference Day and Conference Strand: A free pre conference day will be explored, and a strand of break-out sessions on CCR will be planned for the annual Florida School Counselor Association (FSCA) convention. PHASE III Continue earlier efforts and build on them by adding the following: Five Workshops: Begin annual intensive learning workshops geographically located to serve all Florida school counselors on CCR. Northeast, Central, Gulf Coast, South, and the Panhandle regions in Florida will be the target locations. Target themes will be equity and cultural competence, adolescent development, online CCR tools, technology to enhance student outcomes, data-driven school counseling for CCR success, financial literary and college affordability, 21 st Century workforce, summer melt, SAT/ACT prep resources, equity audits, and common indicators to access higher education. Virtual networking opportunities will be offered to expand the reach of these workshops. High School Graduation and Postsecondary Tracking: Explore ways in which a school counselor can obtain StudentTrackerSM or other services to track postsecondary enrollment and completion. Strong Collaboratives: Continue to grow strong networks and collaboratives statewide around CCR. PHASE IV Continue delivery of all projects in Phase I, II, and III, track graduation and postsecondary enrollment, and continue expanding upon FSCA s professional development programming. 4
