Before I address the future goal of developing future partnerships, I want to recognize the partnerships that have helped us build a strong foundation to date. Our Trustees, Joint Apprenticeship Committee, Sub Committees, Coordinators, Instructors, Administrative Staff, Maintenance, Event Coordinators, and all Industry players above, pursue this goal with vigilance. Our Executive Director and his management staff work diligently to meet the needs of both Management and Labor. The point of this article is to Dare to Dream and ask, What do we want the future to look like? At the most recent Board of Trustees meeting, we asked ourselves this very question. Our Business Plan has been defined, but we want to develop a list of future partnerships to consider as our five-year plan is unveiled. In addition, we want to provide environmental and specialty training to our apprentices so that our contractors can compete more effectively in the current business marketplace that is clamoring for this type of labor expertise. Mike Quevedo, Jr. and I would like to thank everyone that makes our program successful, from the staff to professionals and consultants. We also want to acknowledge our partners for the value they add to our organization. In strengthening our ties with current partners and forging new alliances, we anticipate the future and what it holds.

12 NEW JOURNEYMAN COURSES WELDING I Cutting, Burning, WELDING II Arc & Gas Tested Welds WELDING III Advanced Techniques Welding I is a cutting and burning course that is designed to: Address the Safety issues associated with Arc and Gas Address the equipment associated with both Arc and Gas Provide competent training on how to cut and burn with Arc and Gas Welding II is a course associated with a lab to test welds. Students will perform vertical and overhead welds and must submit welds for testing: Show proficiency in setting up and maintaining equipment Receive approved welds for Arc and Gas Welding III is a 40 hour Pipeline Welding course. Participants receive instruction in (5) areas: Butt Fusion processes Clock Spring processes Extruded Welding Bondstrand Fiberglass Laminating processes Water Stop Slug Welding PIPELINE PROCEDURES QUALITY ELECTRICAL WORKER LANE CLOSURES & DETOURS Pipeline Procedures, OQ prep & Large Diameter Pipe: The QEW is a 8 hour course that has three components: The T2 course is a 40 hour course that addresses: Fire Safety Rigging Blue Print Reading A segment on lock out tag out A segment on Confined Space Operation and use of arrow boards Working with certified plans Muller B 101 Lay out pipe A segment on working around charged lines Closing Lanes and Engineering Detours Hot Work Permit Hot Tap-Hydro Testing
13 LABORERS Supervisor Courses Introduction to Supervision Safety & Health Plan Reading Credit Hours: 32 Prerequisites: Foreman, Plan Reading This course will identify personnel roles within the chain of command. It requires participants to understand the purpose of contracts, plans and specifications; demonstrate the use and understanding of schedules, bar charts, and critical path charts. Credit Hours: 40 Prerequisites: Foreman, OSHA 30 Identify leading cause of death in construction; demonstrate ability to identify at least 80% of the hazards in a given situation; identify the key elements of an effective accident investigation; substance abuse; drug testing procedures; EAP; critical incident stress debriefing. Credit Hours: 40 Prerequisites: None This course will familiarize the student with the basic skills of reading blueprints. This includes; how to find and understand legends, compass, scale ruler, and how to locate specific items. Problem Solving DOL Approved 30 hr OSHA Project Planning & Management Credit Hours: 16 Prerequisites: None This course will cover effective communication techniques, problem solving, decision making, effective motivational techniques, conflict management and sexual harassment. Credit Hours: 30 Prerequisites: None The OSHA 30 is a DOL certification course, that covers standards that are relevant to the construction industry. The 10 hour course is a recommended field course for Foremen and lead employees. The OSHA 30 is recommended for Superintendents, project managers and loss control officers. Credit Hours: 32 Prerequisites: Foreman, Plan Reading, OSHA 30, Const. Math In this course you will learn how to perform a project analysis and a value engineering study, which includes; preplanning, safety planning, CPM terminology, network diagrams, start to finish calculations, cost and time management. Communication Project Estimating Sexual Harassment Prevention Credit Hours: 8 Prerequisites: None Participants will learn how to read material safety data sheets and chemical labels, as well as the OSHA standards that apply. Credit Hours: 40 Prerequisites: Foreman, Plan Reading, Construction Math Participants will learn how to identify and explain reasons for estimating, types of estimates, elements of the bidding process, bonding, types of insurance and material pricing. Credit Hours: 4 Prerequisites: None In order to meet Senate Bill 1825 requirements, managers/supervisors must attend a sexual harassment awareness course. Competency include: Recognition of harassment in the workplace; verbal, visual and physical. Addressing key documentation in the employee handbook, and related documents, reporting procedures, confrontation resolution and corrective actions.

15 LABORERS APPRENTICESHIP REQUEST TO INDENTURE APPRENTICE FORM The Laborers JAC requires signatory contractors who want to sponsor a Construction Craft Laborer Apprentice to petition the JAC to indenture the Apprentice. This means that you must complete this form and send all applicants to be assessed for physical fitness, undergo a drug test, and complete necessary paperwork before they are dispatched to the work site. If the Apprentice is not properly indentured in the Program, the State of California will not consider the worker an Apprentice for purposes of working on public works projects; or for any other projects. A dispatch by the Local Union is insufficient to indenture the Apprentice and will not be accepted by the JAC. The JAC's policy protects signatory contractors from having apprentices on their payroll who are not indentured by the DAS. Contractors who fail to send applicants to the JAC, may be forced to pay additional wages, such as paying for apprentices at the journeyman wage rate, and penalties for being outside the ratio limits. Personnel officers, safety managers, and loss control officers of contractors must complete the procedures outlined above and submit their names as required below.
