Charlotte County Piper Road Construction Cost: $2,400, Completion: 2009 Client Reference: Charlotte County Public Works, Brian Barnes, P.E., 7000 Florida Street, Punta Gorda, Fl 33950, Project Description: Johnson Engineering performed the route study and design for this new roadway in Charlotte County. The roadway was approximately four miles of new four lane urban roadway. City of Cape Coral Del Prado Parkway Construction Cost: $1,800, Completion: 2008 Client Reference: City of Cape Coral Public Works, Christopher Camp, P.E., 1015 Cultural Park Boulevard, Cape Coral, FL 33990, Project Description: Johnson Engineering provided design services for this four to six lane reconstruction project for the City of Cape Coral in Lee County. This roadway project was approximately two miles long, extending from S.R. 78 (Pine Island Road) to Kismet Parkway. Johnson Engineering performed the survey, ROW mapping, roadway design, signing and marking, traffic control, drainage, environmental, permitting and landscape architecture for the project. Three Oaks Parkway South (Now Imperial Parkway) Construction Cost: $1,800, Completion: 2008 Client Reference: Lee County DOT, Randy Cerchie, 1500 Monroe Street, Fort Myers, FL Project Description: Johnson Engineering performed the route study, design and CEI for this new four mile roadway within the City of Bonita Springs in Lee County. The roadway consisted of a four lane urban section, designed for an ultimate six lanes, with closed drainage. Johnson Engineering performed all the survey, right of way (ROW) mapping, roadway design, signing and marking, drainage, environmental, permitting and utility coordination. Hendry County Helms Road Construction Cost: $1,600, Completion: 2011 (In Progress) Client Reference: Hendry County, Shane Parker, P.E., Hendry County Public Works Director, 99 East Cowboy Way, LaBelle, FL 33975, Project Description: Johnson Engineering was responsible for the design of approximately three miles of new four-lane roadway in Hendry County including all associated drainage, permitting, signalization and signing and marking. Outline Plan for Completing the Work The scope of this project is to design and construct a two-lane roadway along the east side of the right of way and an eight foot asphalt pathway on the west side of the roadway. Adjoining side streets will be reconstructed as needed to provide for proper access to the new roadway construction. Although the construction aspect of the project will result in a functional interim two lane roadway, the design will include the future two lanes which will be rough graded and sodded as required in the RFP documents. The construction of this phase of Sebring Parkway will provide a more direct north south access from Sebring to the Avon Park area. Sebring Parkway Phase III will help relieve congestion on US27 and provide for improved access to existing streets such as Scenic Highway and Memorial Drive. Our understanding of the project is summarized below along with our proposed design and construction approach: Design Approach We intend on fast-tracking the design and permitting for this project so that we can move to the construction phase as soon as possible. By maximizing the use of the existing information, digital files, and work performed to date, we can create great efficiency during the design phase. The roadway design is fairly straight forward since much of the alignment, access points, and typical section is already determined and the right of way is in hand. We believe the critical path lies not in the design or plan production but in the permitting. Our initial focus will be on the water management and environmental impact issues evaluated under the Environmental Resource Permit required of the Southwest Florida Water Management District (SWFWMD). We have visited the site and reviewed the SWFWMD Preapplication meeting minutes from the county s meeting earlier this year. We understand the issues and have successfully dealt with these on recent projects. Our goal is to quickly develop a water management design and permitting strategy and meet with the SWFWMD again to review and confirm our approach. Obtaining initial buy in on our specific methodology from the District will help expedite the overall process. In addition to the water quality and quantity issues we will also need to quickly evaluate and address the environmental concerns. Most of the Page 7 of 10

9 Section Four Outline Plan for Completing Work project passes through upland citrus groves however there are some areas, particularly in the low lying areas adjacent to Little Redwater Lake where there may be jurisdictional wetland impacts. We will verify and quantify these impacts up front so that we may develop a cost effective mitigation strategy. We also understand there has been a recent relocation of gopher tortoises on site. With this particular habitat however it is very likely that more gopher tortoises have moved in and additional relocations will be necessary. The design efforts for this project will be performed from Johnson Engineering s Sebring office. In addition to the key staff members shown we also have additional resources and personnel including transportation engineers, designers and technicians as well as ecologists and drainage engineers that may be called upon to expedite the design, plan production and permitting to meet the County s expectations. Construction Approach Roadway Approaches The construction of this roadway will require the balancing of existing material with imported material. The existing material has a very high percolation rates which will be extremely valuable for the final drainage design. This material will be tested and assessed, so as to limit the amount of imported structural fill needed for the construction of the roadway stability and support. The roadway base will be built using the FDOT design standard optional Base Group 9 material. With the optional base group design standards available for this project, it will give us a greater opportunity to provide the most economical way to build the road base for the project. We will be able to evaluate the cost effectiveness and constructability of using base products such as Limerock from the Moore Haven area, Bank Run Shell from the north Charlotte County area, Cemented Coquina Base from the Okeechobee area and Asphalt Base from the Highlands County area. The roadway base will be paved with super pave asphaltic concrete. The asphalt thickness will be a three inch finished layer, made up of SP 12.5 TLC and SP 9.5 TLC. Both products are readily available from manufacturers such as APAC Southeast and Better Roads Inc. The alternative proposal for this project whereby Highlands County provides the necessary super pave mix is always an option as well. All of this roadway work will be provided by a team of personnel each having more than 12 years of experience specifically in roadway construction and design. With that experience comes not only the knowledge of construction, but of safety in the work place and proper maintenance of traffic in all roadway situations. Maintenance of Traffic The traffic control plan for the construction of Sebring Parkway Phase III will address several aspects that are inherent in any roadway project. The first order of business will be to establish proper advanced warning signs in all roadway areas that encroach into the construction area. An area of high notification will be on Sebring Parkway south of the 90 degree bend. This area will experience an increased volume of truck traffic due to material deliveries. The public will be provided notices and reminders of truck traffic to provide the safest possible scenario for the traveling public. A secondary area of high traffic volume and increased truck traffic will be at the intersection of Memorial Drive and Sebring Parkway / College Drive. As construction traffic increases to this area, awareness and public information will need to be provided for the traveling public and specifically for the students and faculty of South Florida State College. All areas of interest will be provided advanced warning devices per FDOT design standards 600. As the project comes to completion it is inevitable that the traveling public will try to use the access before it has been properly completed and is deemed safe for the public. In this instance temporary barricades will be used to delineate the closure area of the new roadway and temporary barriers may be necessary to discourage the ability of public use prior to opening. All of these precautions will be performed under the supervision of the project. Traffic Control Supervisor and in close conjunction with Highland County officials who will be able to provide us valuable information of ongoing public issues. Intersection Approach In the construction of Sebring Parkway Phase III the RFP requires a signalized intersection at Sebring Parkway s 90 degree bend and Scenic Highway. In any new signalized intersection construction it is crucial that the traveling public be given plenty of time to adapt to the new signal. This avoids unnecessary safety risk to motorist and provides the traveling public time to adapt. During the construction of the intersection great emphasis will be taken on the identification of the utilities in the area. The design speed for both areas of signalized intersections is 50 MPH. This speed will require the signal to be place 18 feet off the edge of pavement for proper clearance. The drill shaft size for the signal needed to reach through the intersection area will likely be at a depth of 20 to 25 feet. In order to make sure there are absolutely no conflicts with the signalization installation the pre-planning of utility coordination and relocation will be critical. The Intersection construction at the tie-in of Memorial Drive and Sebring Parkway Phase III / College Drive will be unique to this area in using a roundabout method to move traffic. This method of intersection safety and mobility will allow for less traffic build up and increase awareness of the pedestrians and motorist in the area. The speed design for this area will be limited to 25 mph which will allow for greater ability to adjust the size and layout of the roundabout if potential conflicts existing in this area. Utility Coordination Utility coordination will be an integral part of the construction of this project. This is an area of construction that is most effectively managed when the planning during the preconstruction phase is coordinated closely between the contractor and the owner of the utility. During the construction portion of the utility coordination it is key to have on-site personnel that understands the need for advanced planning in order to avoid delay to the construction process. Highlands County Coordination We understand that Highlands County is the owner of the roadway and associated right of way and we intend to provide a design that meets the specific requirements of the County and the Florida Department of Transportation.
