1 7.1.3 PROPOSED PROJECT STAFFING STAFFING QUANTITY Cardno TBE has prepared a staffing estimate based on the DBF s anticipated work schedule (see Section 7.1.1) and our scope of services. The actual staffing required will be determined from the contractor s work schedule. From our experience on similar projects, we know that a Senior Project Engineer (parttime), a combined Project Administrator/Contract Support Specialist, three Senior Inspectors, two Inspectors and a Secretary/Resident Compliance Specialist can provide coverage for the DBF s activities. This nucleus is supplemented with ITS engineers and a Public Information Officer. A TEAM YOU KNOW The core of our team is comprised of staff members who are currently providing similar CEI services to the Department for the Manatee County ATMS projects. You know what we can do and how we work together there are no unknowns. As the prime consultant, we have selected like-minded firms who share our commitment to District One. Our team includes subconsultants AIM Engineering & Surveying (AIM), Tierra, Southwest Research Institute (SwRI), and Quest Corporation of America (QCA). Cardno TBE s ITS division and SwRI possess the staff necessary to perform design reviews and evaluations for the project. This makeup gives us depth of staff at all positions in the event the contractor s operations require additional positions. This staffing plan is shown on the enclosed Consultant CEI Estimated Staff Forms. Cardno TBE will adjust our staffing plan based on the contractor s schedule and operations, with prior approval of the Construction Project Manager. With a flexible staff, we are able to efficiently meet the needs of the I-75 FMS project as it progresses through design and construction. STAFFING AVAILABILITY The Cardno TBE team currently providing CEI services for the Manatee County ATMS projects will be available upon completion of those projects later this year. Inspectors from AIM and Tierra are available now, as is our Secretary/Resident Compliance Specialist and Public Information Officer from QCA. Staff from Cardno TBE s ITS Division and SwRI will be available as needed. The individuals identified in this proposal are currently employed by their respective firms and will be available and ready to commit to District One under this contract. Cardno TBE has passed up other project advertisements to focus on this contract. We enjoy working with District One and would be honored to serve you on the I-75 FMS project. QUALIFICATIONS/CERTIFICATIONS Keeping our staff s qualifications and certifications up-to-date is one of our prime concerns as a CEI provider. For this project, we have selected staff members who are IMSA and CTQP certified/qualified and cross-trained. Our Project Administrator and two of our proposed Senior Inspectors possess their IMSA Level II certifications. Another Senior Inspector has a bachelor of science in civil engineering. A complete listing of their qualifications can be found on their resumes. Qualifications for our ITS design and software support engineers can be found in the resumes of Mark Modjeski and David Allen from Cardno TBE and Jesus Martinez from SwRI. We have the training and experience to meet the CEI and ITS demands of the I-75 FMS project. We know what to do, when to do it, and how to do it. STAFFING QUALITY / EXPERIENCE ON SIMILAR PROJECTS Cardno TBE s team consists of an experienced Cardno TBE CEI staff supplemented with ITS design and software support from Cardno TBE s ITS Division and SwRI. Our CEI staff will also be supplemented with staff from AIM, Tierra and QCA. Together, we form a strong, knowledgeable and experienced team well matched for the challenges of the I-75 FMS project. Having worked on many similar projects, our staff will be able to provide the Department with the level of experience and understanding necessary to successfully complete this project. Our team knows the ins and outs of this very specialized service. The nucleus of our team consists of Senior Project Engineer Dick Howarth, Project Administrator Howard Holley, and Senior Inspector David Glover. These individuals have worked together as an ITS/ATMS team to implement systems similar to the I-75 FMS for the Tampa Bay SunGuide Phase II, Manatee County ATMS, Pinellas County ATMS, and Hernando County Signal Upgrades projects. In 2010, Assistant Project Administrator/Senior Inspector Craig Boisseau, PE became part of this nucleus and is currently completing the Manatee County ATMS projects. Senior Inspector Carmon Thompson from AIM has extensive ITS experience including the SWIFT SunGuide Center and the I-75 FMS Charlotte County project. He will bring lessons learned from those projects to our team. Our team also includes Mark Modjeski, PE, Director of Cardno TBE ITS Operations and ITS Design Project Manager David Allen, PE. Mr. Modjeski and/or Mr. Allen will provide ITS evaluations, reviews and comments during design and technical advice during construction as needed. Both Mr. Modjeski and Mr. Allen have served as engineer-of-record and/or system manager for numerous ITS projects. Jesus Martinez, PE (SwRI) will provide software support during design, construction, integration, and testing. Mr. Martinez actively participated in the creation of the SunGuide software and SwRI has provided day-to-day support of the software since it was installed in the SWIFT SunGuide Center in SwRI is intimately involved with the operations and management of the District One ITS network and devices. The SwRI team will support our efforts in meeting project requirements specifically integration and burn-in. Our Inspectors include Shane Ellerbee and Nolan Pelfrey from Tierra. Mr. Ellerbee and Mr. Pelfrey are experienced in MOT, stormwater management, concrete, drilled shafts, and earthwork inspection. In addition, they have recent experience in CCTV camera, MVDS detectors, fiber optic cable, and cabinet installations from working on the Manatee County ATMS projects. Our Public Information Officer will be Maricelle Venegas (QCA) and our Secretary/Resident Compliance Specialist will be Betty Willis (QCA). Both Ms. Venegas and Ms. Willis have worked on numerous District One projects Page 2

Mr. Howarth has more than 40 years of experience in civil engineering and construction project management. For the last seventeen years, he has served as the Senior Project Engineer for numerous FDOT CEI projects in Districts One, Four, Five, Seven and the Turnpike. (TIN #H ). Howard Holley Project Administrator. Mr. Holley has more than 35 years of combined experience in both construction and inspection of ITS, ATMS, signal, and communication projects. He has served as a Construction Superintendent and as a Senior Inspector for the construction of numerous high tech systems. Since January 2002, Mr. Holley has served as Project Administrator on ITS, ATMS, signal, and communication projects. With years of construction experience involving multiple maintaining agencies, he has a unique perspective on how these systems are installed and operated. This provides long-term benefits to owners and maintaining agencies when used in CEI construction oversight. Mr. Holley s experience in construction gives him a hands-on, know-how to complement his project administrative experience. (TIN #H ). Craig Boisseau, PE Assistant Project Administrator/Senior Inspector. Mr. Boisseau is a registered professional engineer in the state of Florida and has more than five years of design, environmental permitting, and CEI experience. He is highly analytical and has a deep understanding of Intelligent Transportation Systems. He was involved with the integration and testing of the Manatee County ATMS Phase I system and is currently overseeing the system burn-in. He can perform both field and TMC inspections. (TIN #B ). David Glover Senior Inspector. Mr. Glover is very experienced in ITS, ATMS, and signal systems having worked for Hernando County for eight years as a Signal System Technician prior to joining Cardno TBE in He has been part of our team for the Manatee County ATMS Phase I & II, SunGuide ITS Phase II, Pinellas ATMS and Hernando County Computerized Signal System projects. 4 Carmon Thompson Senior Inspector. Mr. Thompson has over 37 years experience in the CEI industry. He has served as Senior Inspector for numerous ITS projects including the SWIFT SunGuide center and more recently, the I-75 FMS construction in Charlotte County. Mr. Thompson s lessons learned will provide our team with valuable experience. (TIN #T ). Mark Modjeski, PE and David Allen, PE ITS Engineers. Mr. Modjeski is Director of Cardno TBE s Transportation Planning and Traffic Operations Group. Mr. Allen is an ITS Design Project Manager within that group. Both have served as design project managers and engineers-of-record on numerous ITS projects. With this experience, Mr. Modjeski and Mr. Allen are fully qualified to review design plans and submittals. Jesus Martinez, PE ITS Engineer. Mr. Martinez is Principal Engineer with SwRI and is currently on our team for the Manatee County ATMS projects. He is familiar with both the SWIFT SunGuide Center and the Manatee TMC. He will provide the integration experience necessary to assure that the I-75 FMS is deployed as a remote workstation to the SWIFT SunGuide Center. We are a cohesive team that has worked together on past projects that are similar to the I-75 FMS project. We will not experience a learning curve. 5 Southwest Research Institute (SwRI) was founded in 1947 and has been involved in the development and deployment of ITS systems since They were the CEI software integration lead during both phases of the Manatee County ATMS projects. SwRI also developed the SunGuide ATMS software and SunGuide Implementation Plan for the Manatee County Satellite TMC. In addition to that experience, SwRI brings value to our team for its role in supporting the information technology used in the SWIFT SunGuide Center. They have been involved with the operations and management of the District One ITS network and devices and will provide support in meeting project requirements. AIM Engineering & Surveying (AIM) was founded in 1980 and provides high-quality services covering all phases of project delivery from planning to construction services. AIM will provide a Senior ITS Inspector for our team. This Inspector has extensive experience on ITS projects including the SWIFT SunGuide Center and the Charlotte County I-75 FMS project. AIM brings value to our team with this experience. Tierra (DBE) is a multi-disciplinary geotechnical and materials engineering firm, offering professional services to both the public and private sectors. Tierra will provide two inspectors for our team. Both of these inspectors have provided oversight of MOT, erosion control, earthwork, and concrete work on numerous CEI roadway projects. This experience contributed to our effectiveness on the Manatee County ATMS projects. In addition to providing these services, these inspectors were involved with the installations of conduit/pull boxes, fiber optic cable, CCTV cameras, and MVDS detectors. Tierra brings value to our team through their past work experience and our long-standing relationship. Quest Corporation of America (QCA) (DBE) is a full-service communications firm specializing in serving the public sector agencies. Founded in 1995, QCA specifically caters to the community outreach needs of Florida s transportation industry. QCA will provide a Public Information Officer and Secretary/Resident Compliance Specialist with extensive District One experience for our team. The Secretary/Resident Compliance Specialist is currently on our Manatee County ATMS team. QCA brings value to our team with this past relationship and their large amount of relevant experience. SUMMARY Our staff is stable. The core of our team has worked together for several years and has provided CEI services for numerous similar projects. Cardno TBE is currently working with Tierra, QCA and SwRI and we look forward to AIM joining our strong working relationship. Each of these firms is committed to client satisfaction and the success of District One projects. The majority of our proposed staff members are currently providing CEI/ITS services to District One for the Manatee County ATMS projects. Both of these projects have presented unique challenges that have showcased the abilities of our team. You know what we can do.
