1 An independent and multidisciplinary research centre and think tank of international influence, CEPS aims to define, analyse, and put into perspective the modern world s technological, economic and financial development factors in order to assist companies, institutions and governments in defining their positions in a global environment. Founded in 1985, CEPS, a non-profit organisation, was officially recognised as an International Non Governmental Organisation (INGO) in 2003, being given participative status by the Council of Europe. It remains the only European Think Tank with this status. In the field of European Think Tanks, CEPS stands out for its independence, for having more than twenty years of experience at the heart of national and European developments, for the strength of its international network, and above all for its desire to contribute in a pragmatic and coherent manner to the advance of understanding. CEPS lies at the intersection of a number of different fields (political, industrial, advisory boards, university research centres, humanitarian action forums, etc.) and participates in public debate through its publications (books, reports, investigations and a review) as well as by the thoughts gathered through the work of its clubs. CEPS is independent. It does not receive any public subsidy, nor access to public staff or premises. It is principally financed by businesses and financial institutions involved with the activities of its clubs, forums and publications, but also from studies and advice undertaken alongside institutions both public and private, national and international. The Clubs The format of the clubs consists of bringing together, in a restricted framework, a number of personalities selected for their experience in the different sectors dealt with. Real brainstorming sessions, these meetings are regular occasions for a small number of experts and decision makers to exchange their experiences and explain in greater detail their perspective. The core work of these clubs is published and selectively distributed to political decision-makers, those in public institutions as well as private sector individuals concerned by the subject matter.

2 The Defence Circle Brings together decision makers from different sectors concerned with the problems and issues of Defence so as to produce concrete ideas concerning the future of the sector in France. The Space Circle Brings together the key actors concerned with the space sector, examines their perspectives, shares their experiences and formulates recommendations and proposition for pragmatic action. The Aviation Workshop Club Addresses important topics and their weak point that tend to redefine relations between manufacturers in the aeronautic and space sectors. The Compass Club Encourages a pragmatic rethink and innovation by bringing together a small number of key actors concerned and involved in strategic planning and decision-making. The Decision Makers Club Every year brings together a small number of decision makers to discuss a specific topic. The theme for 2007: the creation of value through the human factor. The Energy Club In a context where the protection of the environment becomes evermore important, the Energy Club proposes to practically address the issues and development prospects in this sector. The Essential Enterprise Club Reflects on the real limits of business in the context of the global economy and studies the strategies that it agrees to develop. The Modern State Club Participates in the continual process of thought and effort that is undertaken in order to carry out state reform. It is concerned with looking past polemic considerations and non-pragmatic debates on the role of the state, to offer a level of thought conducive to innovation and concentrated on the key themes in tomorrow s strategies. The Media Club Creates and enthuses a network of figures concerned by the problems linked to the audiovisual sector and brings together high-level individuals within a restricted framework. The New Europe Club Deciphers the basic tendencies that emerge in a world that is ever more complex, giving a meaning and perspective to developments and transformations that are underway.

3 Sub-Saharan Club Brings together in an extremely confidential circle certain experienced figures of complementary expertise that are particularly concerned with the future of sub-saharan Africa in order to exchange perspectives and scrutinize their analysis and develop their perceptions. The National Security Club Allows for better analysis of the issues linked to this sector, and combines to bring about the formulation of propositions and pragmatic action plans. The Telecommunications Club Deals with the main axis for development of network and telecommunications services in France. Bringing together operational leaders and suppliers of infrastructure, each session brings debate on the structure of tomorrow s telecommunications market. The Civil Aviation Club Developing the discussion and dealing with the major questions facing the sector. The Turbulences Club Analyze et anticipate the consequences and the repercussions of the current economical and financial crises. Publications CEPS publications have a pronounced operational character: they are largely concerned with decision-making tools. Some amongst them are intended to be the basis for public debate. CEPS leads a policy of influence and reflection and, in line with the chosen themes and objectives, choose to support those which it believes to be the most suitable: Briefing Notes selectively distributed, synthesising the thoughts and directions developed through CEPS s work Reports going into greater detail on new problems detected by CEPS Investigations with great additional value (strategic position, environment and abilities, perspectives, etc.) directed as much at national as international level Quarterly Review aiming at a readership of decision-makers Works enlightening issues and problems of a strategic nature in different fields of activity
