8 Asia-Pacific Association for International Education (APAIE) Higher Education Institutions from Taiwan Participate in the 8th APAIE in Hong Kong The Foundation for International Cooperation in Higher Education of Taiwan and 27 higher education institutions participated in the 8 th Asia-Pacific Association for International Education (APAIE) at the Asia World-Expo, Hong Kong from March 11 th to 14 th. In the past 7 years, the Foundation for International Cooperation in Higher Education of Taiwan (FICHET) has been leading Taiwan s higher education institutions to participate in the APAIE conference (Data: and 15 European Association for International Education (EAIE) The EAIE is the European centre for expertise, networking and resources in the internationalisation of higher education. The ESIT Program Office acts as a platform for foreign government sponsored academic exchange and study in Taiwan scholarship programs for international talent mobility and cultivation. 20

Mekong 1000 Project To train 1,000 government staff overseas at master s and doctoral levels to fulfill the human resource needs of the Mekong Delta. Eastern-Central Vietnam 1000 Project (ECV 1000 Project) To train the government staff at master's and doctoral level in the Eastern- Central Vietnam to pursue their advance study. Agreement with Danang City and University of Danang To offer higher education opportunities to students overseas at master s and doctoral levels to fulfill the needs of the Danang city. 22

12 International Talent Mobility Projects (2/2) Thailand 600 Elite Program - To bring 600 university lecturers as scholarship students from Thailand to pursue master s or doctoral degrees at selected universities in Taiwan from year 2012 Aceh Government Scholarship in Indonesia - To train government staff, students and teachers for rebuilding the human resources in the province which was hit by the devastated tsunami in Indonesia-Taiwan DIKTI 3+1 Scholarship Project - To bring 100 university lecturers in Indonesia annually to pursue master s or doctoral degrees at selected universities in Taiwan from the year The Southern Sunshine Scholarship (SSS) Program Specially designed for the international partner institutions from Southeast Asia region. 31 universities in Taiwan have joined SSS program to provide scholarships. The international partner institutions can recommend faculty/staff as candidates to apply for the SSS program. Academic Programs: English-instructed programs in various disciplines. 15 International Recognized Accreditations IEET (Institute of Engineering Education Taiwan, IEET) 75 Universities and Colleges received the IEET accreditation for their engineering programs. (Member of the Washington Accord Signatory) AACSB (The Association to Advance Collegiate Schools of Business, AACSB International) 7 Universities (Fu Jen Catholic U., National Cheng Kung U., National Chengchi U., National Sun Yet-sen U., National Taiwan U., and Yuan Ze U.) received the AACSB accreditation for their Business/Management programs MSCHE (The Middle States Commission on Higher Education, MSCHE) Ming Chuan University 29 International Network for Quality Assurance Agencies in Higher Education ( INQAAHE) On April 10, 2013, INQAAHE organized its Biennial Conference in Taiwan. Host is the Higher Education Evaluation and Accreditation Council of Taiwan (HEEACT). National Competitiveness Yearbook 2012 of the World Economic Forum 2012 national competitiveness rating, Taiwan ranked 13th. "Higher Education and Development" ranked 9th in the world. Evaluation of the knowledge-based economy of the World Bank in 2012 Taiwan ranked the world s 19 th Ranked 1st in Asia. 30

16 Annual Visitation to Campuses with International Programs by FICHET A review project to enhance high quality learning environment for international students Advised by the Ministry of Education, FICHET has organized and conducted the review project on the internationalization of Universities/Colleges since 2009 on the following areas: The Universities' goals and missions for globalization Non-language barrier learning environment for international students Academic and administrative supporting schemes for international students The counseling and follow-up internships, job opportunities and alumni associations for international students curriculum and program design (added in 2012) The international mobility (added in 2012) The English website The review project conducts annually on a wish to encourage a continuous positive development of globalization, to enhance the quality of learning environment for international students, to ensure that domestic and international students have better information about how our higher education institutions, and to enhance the strength and reputation of Taiwan's higher education system in the long term. 31 Recommended Universities 8 out of 12 institutions reviewed in 2012 are recommended by the review panel 32

20 Top University and Research Center Grant There have been Two Phases of Developing Top University and Research Center Grant funded by the Central Government Aim for Top University and Excellent Research Center Grant: Fifty billion New Taiwan Dollars from January 2006 to March 2011, the first five-year plan (Approx. U.S. $ 1,670,000,000). This Phase was divided into two terms. Aim for the Top University Grant From April 1, 2011 to March 2016, changed its name to "Aim for the Top University Plan" the fifty billion New Taiwan Dollars plan in the second period of five years (U.S. $ 1,670,000,000). 39 Aim for the Top University: Phase II (2011 April-2016 March) Building on what has been achieved in Phase I, the project is meant to further help recipient universities attain the goal of topping the world. In addition to assisting local universities in resources integration and upgrade of teaching and research competence, special emphasis is to be placed on fostering closer cooperation with esteemed international counterparts and broadening the world outlook of students and instructors alike. Meanwhile, guidance is to be extended to universities for them to better meet the needs of the local industry by turning themselves into an R&D hub that excels in both academic research and practical applications. Last but not least, top-tier universities will be called upon to help recruit and cultivate leaders for the future so that Taiwan can be justifiably recognized as a land inhabited by global citizens who have a well-rounded world outlook and the capacity to pursue self-improvement constantly. The ultimate goal is to make possible the world's best universities in Taiwan with an unwavering dedication to the pursuit of excellence in both teaching and research. 40

23 Teaching Excellence Grant Universities and Colleges of Science and Technology Teaching Excellence Projects for Universities and Colleges of Technology began in 2006 for improving teaching quality in higher education institutions, and for developing best practices in teaching excellence in Taiwan. Measureable Performance Objectives of courses are clearly identified. Learning outcomes must be measured quantitatively, and individual accomplishments/ability must be identifiable. Continued monitoring and enhancement during the entire study period. Establish a cap-stone course to measure student s total learning experience, and check if a student has fulfilled the department expectations. 58
