OF SECRETARY, DEPARTMENT OF HGHER EDUCATON The fourth meeting of the Project Approval Board (PAB) of National Mission on Education through lnformation and Communication Technology (CT) was held at 3.30 P.M on 2oth April, 2009 in the Conference Room NG. 112-C Wing Shastri Bhawan, New Delhi under the Chairpersofiship of Secretary, Department of Higher Education. The list of participants is at Annexilre-. Shri R.P. Aganval, Secretary, Higher Edtication welcomed all the rnerntjers and appreciated the good work being done by the members of ths Committees formed by the PAB under the centraliy sponsored scheme of National Missicr, on Education --through lnformation and Communication Technoiogy and; thereafter,-agenda-items- werediscussed and the following decisions were taken: tem No. 3 To confirm the minutes of the 3rd meeting of the Project Approval Board held on 25th March, 2009 and to note the action taken thereon Discussions were held on the minutes of the third meeting of Project Approval Board held en 25iC3!2009. it was noted by the represectative of Department of Telecom (DOT) Fiat the Due Diligence fal- in~plementatim of coaneetivity to more than 18,000 c~liegzs and 450 Universities could be done only with the help of Ministry of HRD as DOT does not have the machinery in place. Afsc, ndividual operators and service providers irr iocal regions throughout the country needed t3 be sensitized to the varying needs of local institutions. n response to this observation, the Secretary noted that a Due Diligence Committee wou!d be set up for this purpose and proposed that DOT'S representati~~e be pat-! of the same cammittee: tor wh~ch, Table Agenda was being placed before the Board. He desired that henceforth, ihe minutes/recommendations of the Standing Committee should also indicate the names of those domain experts who wee

8 consulted by the Standing committee in respect of each of the Project proposals considered by it. The PAB ratified the sanction of six projects ltem NO: 3 To consider and approve ihe recommmdations of the -standing Committee meeting to be held on 2oth April,-2009 at a.m The following four projects which had been submitted to the Mission were recommended by the Standing committee which met in the morning of 2oth April, 2009 in Room No. 112-C Wing, Shastri Bhawan, New Delhi. Due to the very short time between the two meetings, the detailed minutes of the Standing Cornnittee meetings would also be circulated to all the PAB members by . Hence, he suggested that they may be sanctioned only if the methodology of these programmes were quite different from those adopted by 1 NPTEL. Thereafter, general issues of importance were discussed t was suggested by the PAB members that tho current proposal review mechanism followed by the Standing Committee be strengthened by including other external d~main experts wherever necessary. t was decided to include the names of the following experts in the standing Committee: -- - (i) (ii) Prof. Sadanand More, Pune University Prof. Jaishree Shinde, SNDT The Chairman also desired that the Standing Cclnmittee should examine all the proposals submitted so far before taking up further proposals for consideration. t was also suggested by a member that the projects be so chosen in future so as to represent a wide participation from all parts of the country and also as many disciplines as possible.,2. t was also felt that the ~roposal may be taken up for consideration on the first come first serve basis for transparency. 3. t was also decided that the projects which are to be sanctionsd after due recor11merdation of the PAB may be put on the website anc! actual release of grant to these projects should be relzased only after waiting for sometime sa that views expressed by the public were taken into account before the final release of grant. t was also decided that llts namely T-Celhi, 1T-Kanpgr, T-Kharagpur, lt-chmnai, T-Mumbai, T-Guwahati,!T- Koorkee End Sc-Bangalore may hold wcrkshops of the institutions, colleges, [Jniversities in their catchment area with a view to disseminate the objectives and neads of the Mission and seek projects from the participating stakeholders. Decision was als3 taken to provide Rs. 2 lakhs to each of these institutions for hdding these workshops. 4. An issue was raised by Prof. Surender Kumar, ~irector, T, Delhi with regard to further disbursernznt of the money received by the Principal Coordinators of the institutions from tile Ministry under National Mission on Education through nformation and Commur;ication Technolo~y. Director, lit, Delhi wanted an authorization in this regard from the Ministry. Mission Director icformed that a!l these issues might be decided throcrgh consen.sc!s amongst the partners and if consensus was not found possib!e, the decision may be taken by the Leader of,the project. n case of difficulty, the issues may be raised with PAB for final decision.

10 5. t was also decided that the final utilization certificate'in respect of the grant released by the Ministry shall be furnished by the Principal Coordinator i.e. Project Leader to the. 6 t was also decided that the purchase p~~cedure as was being followed in tts might - be followed in the projects being approved under the National b!ission. 7. The representative of the Planning Commission mentioned that as far as possible, each project should highlight its importance. To this, Chairman, PA6 agreed and further desired that the Standing Committee may apprise the Project Coordinators/proposes that they should mention in each project about the following:- (i) Time frame of compietion of the project (ii) Outcome of the project (iii)-- - Overall benefit which willaerue-t5-the MissiEn The Standing Committee was also asked io prioritize!he areas and the extent of grants tc be released for every area during the current financial year keeping in view the total budgetary allocation of Rs crores for the current financial year. 9. t was decided that all institutions be tdd as to what they wouid yet under the National Mission. 10. After completion of consideration of 351 projects received so far, tne Standing Committee should identify activities where sufficient nut- 3er of project proposals have either not been received or not been sanctioned and then make efiorts to encourage experts in those areas to submit worthwhile proposals so that all the blission- activities get covered hclistically. The meeting ended with a vote of thanks to the Chair.
