3 1. Introduction: 1.1 Horticulture is now emerged as an important sector for improving rural economy. The goal of maximizing productivity of different Horticultural crops can only be achieved through adoption of scientifically evolved technology by the farmers. This is possible by effective transfer of technology from Lab to Land People participation is the main criteria for success of any innovative plan/ scheme. In order to achieve the target of 100% people participation, farmers training, awareness of real stakeholders is very much essential in the present context where NHM is being in operation since last 7 years in the state of Orissa and NMMP is also running since last 3 years besides NMMI and MGNREGS which has been launched since last year. Hence, major steps need to be taken up to highlight the facilities / financial assistance provided under it for the benefit of different classes of people so that a tremendous response / participation can be achieved. Farmers/ entrepreneurs/ stakeholders / unemployed youth can be benefited personally thereby indirectly can contribute for increase in production / productivity of different horticultural crops in the state, so that self-sufficiency will be achieved within the period of operation of different schemes like NHM / Micro Irrigation / NMMP / ISOPOM / CDB programmes / State Plan Schemes / RKVY/ MGNREGS etc. in the state. Besides, it has been decided to open Block level offices for the Assistant Horticulture Officers at 314 blocks due to restructuring of the Directorate of Horticulture. These extension functionaries will facilitate capacity building of farmers and field level Extension workers. This situation urgently warrants Establishment of Block Level Training and Extension Centre. Hence it has been approved for Establishment of Block 77
4 Level Training & Extension Centres 176nos under RKVY Accordingly we have received funds for 49nos. of these 15 Lakhs each during and it is expected to receive balance funds for 127nos. during Additional proposals has been given for establishment of 100nos. of Block Level Training and Extension centre adjacent to block head quarters during These units shall be established in the block level nurseries/ govt. land near the blocks as per availability of land and be a centre for technology dissemination. 2. Objective :» Dissemination of advanced technology to farmers» Hands in training in the farm campus» Interaction of Farmers / Scientists / traders» Organisation of Work shop, Seminars on recent advances in Horticulture» Provide a plat form for training to the field functionaries 3. Out come» Timely achievement of target» Socio-economic condition of the farmers will increase 4. Strategy : For establishment of Block Level Training and Extension centres, the AAE has been requested to prepare a model estimate basing on which funds shall be placed to deptt. Engineers/blocks or R&B to execute the work. 5. Implementing Agency : The respective DDH /ADH of the concerned block will implement the work. 78
5 6. Financial Requirement: The funds required for setting up a training and extension center at block level is estimated at Rs lakh. As such for 100 centres the financial requirement will be Rs.15 lakhs x 100 nos. =1500 lakhs. 7. RKVY Assistance required : It has been proposed to establish these training and extension centers out of RKVY assistance. The RKVY assistance required is Rs Crore. (Rupees Fifteen crores) only 79
