3 THE DEVELOPMENT OF CIVIC EDUCATION IN RUSSIAN REGIONS PROJECT The Civic Education in the Modern World seminar continues the series of enlightenment events held within the framework of the mutual project of the Moscow School of Civic Education and the European Wergeland Center (Norway) titled The Development of Civic Education in Russian Regions: The project aims to provide methodological support for the professional activities of social sciences teachers, and to draw the attention of the public, political, and intellectual elite to the issues involved in the development of civic education in the institutions of secondary and higher learning. The main goal of the Moscow School in this project is not to improve the qualification of teachers, it is to provide expert aid in the construction of the professional civically oriented infrastructure in the sphere of education and the institutionalization of civic education in the regions of Russia. Regional, federal and foreign seminars are held within the framework of this project. THE EUROPEAN WERGELAND CENTER The European Wergeland Center is the resource center for experts in the sphere of education, scientists, civil society activists, politicians, parents and students. The center was founded by the Council of Europe and the Kingdom of Norway in order to provide support to the member countries of the organization and to transfer programs developed for the education in the sphere of democratic citizenship, human rights and intercultural understanding into the sphere of practice.
