3 Part 2: Plus 50 Encore Completion Program Narrative 1. Community college background: SUNY Rockland Community College (RCC) has been providing workforce development training in high-demand, high-growth fields to community members including those who are 50 plus for over 50 years. RCC is pleased submit this proposal to AACC to establish the Institute for Pharmacy Technician Training that will be offered to students who are aged 50 and over. With experience and proven success in providing workforce development in healthcare as well as implementing tailored programs for adult learners, RCC is well suited to implement an AACC Plus 50 Encore Completion Program. Serving over 8,000 students annually, RCC is the educational center for Rockland County. In the 2012 school year, over 10% of RCC s student population were plus 50. RCC prides itself in providing a welcoming and supportive learning environment for adult students with targeted services and programs to help them succeed and reach their educational, personal and professional goals. The College offers many services to ensure academic and personal success for adult learners, including: Services to Adult Returning Students (STARS) counseling and support group; Career, personal and transfer counseling services in the Student Development Center, part of RCC s Student Services; On-site childcare in the fully licensed Fun & Learn Child Development Center; Internships are available in over 1,000 off-campus sites, where students can earn college credit and learn about various fields in a hands-on, professional environment. More than $100,000 in scholarships are awarded annually for adult students. In addition to degree programs offered by RCC, the Center for Personal and Professional Development (CPPD) offers educational alternatives suited to meet the diverse needs of adult learners. Taking a comprehensive and blended approach to instruction, CPPD provides hundreds of students annually the opportunity to build and enhance essential skills and earn certificates and not-for-credit credentials in career paths such as healthcare, education, and manufacturing Plus 50 Encore Completion Program Grant Proposal Form page 3

4 that are necessary for them to be competitive in today s market. Courses range from one day workshops to multi-session classes in a wide range of subjects geared towards helping students develop and enhance their professional skills as well as redirect their career trajectories. CPPD partners with education training and professional development consulting firms to provide the highest quality of programs. For this grant, CPPD will partner with Aeterna Laurus, a New York based education consulting company with over 50 years of collective training experience 2. Current Trends: As with many other counties across NYS, Rockland is experiencing a demographic shift and evolution of its population. According to the Rockland County Community Health Assessment 1, the number of residents in their early 50 s increased by more than 30%. There was also substantial growth in all 65 and older groups. According to the EMSI Analyst 2, 35.5% of the population in the Mid-Hudson region (of which Rockland County is located) are ages 50 plus. Projections through 2015 show that Rockland County s older population may double in size in the next decade, while younger age groups and those ages 30 to 49 may shrink in size 3. Over 1,000 grandparents in Rockland County live with one or more of their grandchildren and have primary responsibility 4 for them thus indicating a possible continued need for older Rockland residents to remain in the workforce. Further, in the last couple of years Rockland County has reported a substantial increase in the number of people receiving health benefits. Between 1998 and 2003 (most current numbers available) 5 the number of people eligible for Medicaid in Rockland County increased 44%, far outpacing NYC and NYS. This growth will continue with additional benefit support provided by 1 Rockland County Department of Health (2010). 5 the Affordable Care Act that will provide seniors access to more affordable prescription drugs and free preventive care. Population shifts, increases in senior access to health resources as well the projected increase in the number of people who will have health insurance in Rockland County and NYS signifies a significant need for qualified employees in the field of healthcare and social services. Health Care and Social Services sector experienced the 4th largest job growth in the region between 2012 and This growth is projected to be sustained in the next couple of years as will the need for increased training and education programs to fill the need for qualified employees. 3. Existing Programming for Plus 50 Learners: In addition to programs provided for adults over 50 years of age through RCC s CPPD, RCC provides workforce training and other programs and services through a number of adult education and senior programs. These include: RSVP- Established in 1973 and now one of the largest senior volunteer organizations in the nation, RSVP engages more than 750 people age 55 annually and older in a diverse range of volunteer activities. Last year, volunteers logged over 130,000 hours of their time, expertise and goodwill to more than 150 local non-profit agencies and their clients. Volunteers participate in a variety of trainings geared to build workforce skills. RCC was the first community college in the country to sponsor an RSVP program. RCC Senior Citizens' Club - Designed to encourage seniors to take advantage of the College's educational and cultural facilities, the Club offers its members stimulating social and intellectual experiences through lectures, cultural presentations and trips to places of interest. 6 Senior Book Club - Interested members meet regularly to discuss books that they decide to read and often watch corresponding films. Senior Adult Audits- Seniors over the age of 60 are eligible to take credit courses free of charge on a space available basis. Institute for Senior Education (I.S.E.) RCC s Institute for Senior Education (ISE) offers courses through CPPD at modest prices. The informal group meets once a week and stresses independent study within a curriculum adjusted to the needs and interests of the group's members. All ISE courses are open to everyone over 50 years old. Life, Career and Educational Planning This seminar provides students with the skills for effective career and educational planning. Students explore personal interests, abilities, values, career options and opportunities, learning styles and life stage issues to identify specific opportunities and goals and to develop concrete plans for achieving them. Life cycle, ego, moral and ethical development theory are integrated into the course to promote better selfunderstanding and more effective decision-making. Students also examine different methods of studying and note taking, as well as time management techniques. This class is specifically tailored for adult learners and will be offered as part of RCC s Plus 50 Encore Program as a precursor to the Institute for Pharmacy Technician Training. 4. Program design: RCC staff completed the Jump Start Plus 50 Self-Assessment and have included recommendations in developing this project. RCC seeks to continue to align our institutional goals with those of the Plus 50 standards of excellence for program innovation, implementation and continuous quality improvement. Through the self-assessment and community needs assessment and survey of demographics and industry, RCC s CPPD determined the need for specific programming to fulfill the demand Plus 50 Encore Completion Program Grant Proposal Form page 6

7 for skilled employees in the Healthcare sector as well as for programming suited for the county s growing plus 50 population. CPPD in partnership with Aeterna Laurus are piloting the Institute for Pharmacy Technician Training. The goal of this program is to provide workforce development training for the plus 50 population that will lead to meaningful employment in the high-demand, high-impact field of healthcare. As a precursor to this course, all interested plus 50 students will have the opportunity to participate in the Life, Career, and Educational Planning Seminar offered by RCC (see description above). Approximately 20 students annually will attend this seminar and from this group 4-5 will be selected each year for free/reduced tuition enroll in the Institute for Pharmacy Technician Training course. RCC s community implementation partner, Aeterna Laurus, is a New York based education consulting company that helps colleges, universities and other learning providers expertly develop, cost-effectively deploy and professionally manage best in class health care focused training programs. The firm is comprised of a team of practicing professionals with over 50 years of collective experience in healthcare, higher education, and job based training. Aeterna Laurus, in collaboration with CPPD, industry experts and business partners such as Duane Reed and Walgreens, developed the curriculum and coursework for this training program. Academic Standards are aligned with the national pharmacy technician certification exam and programming has been tailored for adult students. The primary objective of the class is to prepare enrolled students to successfully attain a passing score on the National Pharmacy Technician Certification Exam (PTCE), and at the same time ensure that they have the vocational training and skills necessary to attain an entry level position as a pharmacy technician and thrive within that work environment. If necessary, students will be able to access math and English refresher and computer courses provided Plus 50 Encore Completion Program Grant Proposal Form page 7

8 through RCC s Institute for Senior Education. The blended learning didactic curriculum for the program includes 45 live classroom hours and 155 online module hours in 15 weeks (delivered via LMS online educational platform). Instructional materials and formats may be modified for those students have specialized learning needs. Instructors will be assisted by RCC s Student Accessibility Services to make needed modifications. Following the successful completion of the didactic program, students can elect to complete a 120-hour experiential program (externship) onsite at one of our pharmacy partners. Once students complete their coursework, they are supported to prepare for the PTCE program and will be assisted with finding employment once they pass the exam. Timeline for year one (2014) and year two (2015) is as follows: November January 2014: Program marketing and recruitment February 2014: Approximately 20 plus 50 students will participate in RCC s Life, Career, and Educational Planning seminar. Of these 20 students, 4 to 5 will be selected to receive full or significantly reduced tuition to enroll in the Pharmacy Technician Training Program at RCC. Plus 50 students who were not selected for a scholarship will have the opportunity to pay full tuition. Eligibility for scholarships will be determined by RCC standards for scholarship selection. March June 2014: The first cohort of students will participate in the 15 week blended model course attending class once/week for 3 hours at RCC for a total of 45 live classroom hours and 10.5 hours/week online for a total of 155 online module hours. June 2014-August 2014: Students participate in 120 hours of externships at a partner pharmacy or hospital. Students are able to complete their externships as fits their schedule. 9 September 2014-ongoing: Students who pass the exam are supported by RCC s Career Center and Aeterna Laurus for job placement. Year Two: Follows a similar implementation schedule as year one. RCC and Aeterus Laurus will work together to enlist additional partners for the purposes of establishing experiential training sites and job placement after successful completion of the course and exam. RCC will enlist campus based programs for seniors, RCC s Communications and Graphics departments, local community programs and churches, government agencies such as Rockland County s Office for the Aging, Chamber of Commerce, and AARP for marketing support and guidance as well as for assistance to recruit students for the program. RCC will provide support staff and classroom and lab space for the Institute. RCC will also provide in-kind support of their Development and Fundraising staff to ensure that the project is sustainable beyond the funding period. Plus 50 Encore participates will be able to utilize other campus resources such as the computer lab and library, career center, and senior programs such as RSVP and Life Skills classes to ensure their success in the program. 5. Institutional capacity and sustainability: RCC s President, support staff, and CPPD are committed to the success of the Institute for Pharmacy Technician Training and the Plus 50 Encore Program. The Director of CPPD, Stephanie Brady, has been designated as the coordinator for this project. Ms. Brady has the authority to initiate and execute interdepartmental collaborations with support of her direct supervisor, Thomas DellaTorre, Dean of Academic and Community Partnerships. Andrew W. Lam, PharmD, MBA, Managing Director of Aeterna Laurus, has been instructing and developing healthcare education programs for 16 years. Ms. Brady and Mr. Lam will work together to ensure that a quality program for plus 50 students is instituted (see attached resumes for Ms. Brady and Mr. Lam). 10 All RCC faculty and staff are encouraged to participate in ongoing professional development opportunities. Faculty and staff working specifically with the plus 50 population attend trainings specifically for that population and if funded, CPPD will organize an initial plus 50 training and follow up professional development opportunities. CPPD will also utilize trainings and professional development opportunities that are already provided through on-campus programs that serve plus 50 populations as well as city agencies and community partners. CPPD has an Advisory Committee comprised of RCC workforce development staff and faculty, regional business and industry leaders, and community members including individuals from the plus 50 age group. If RCC receives this grant, the Advisory Committee will make Plus 50 Encore program sustainability and expansion a priority and where possible will align its goals and strategic planning with the goals and mission of Plus 50 Encore. 6. Scaling Capabilities: Based on RCC s Jump Start Plus 50 self-assessment, CPPD staff will utilize plus 50 resources such as the Assessment Toolkit, Plus 50: Tapping into the Growing Market and Being a Plus 50 Friendly Campus and will tap local community colleges who have successfully implemented plus 50 programs for assistance. RCC will use AACC provided outreach and recruitment materials to recruit students and have identified partners (see section 4) to ensure appropriate program scaling capabilities. 7. Evaluation: Program readiness assessment was initiated through the Jump Start 50 selfassessment tool. These findings have been shared with CPPD staff and the Advisory Committee. The results have helped staff understand how to tailor program offerings to plus 50 students. RCC also surveyed the local market and industries using resources such as the EMSI Analyst tool to determine that our that our program selection in the healthcare sector is in a growing Plus 50 Encore Completion Program Grant Proposal Form page 10

11 market with new employment opportunities as well as whether or not it is suitable employment for the plus 50 population. RCC s Institutional Research and Grants Management departments will provide insight on data collection, assessment, and reporting requirements. RCC s partner for this project, Aeterna Laurus, has a tried and tested evaluation tool for monitoring program quality. Students are assessed through a combination of in-class attendance, quizzes, homework, in-class assignments, and exams within Aeterna Laurus s learning management system. The program will be primarily evaluated based on the student s ability to successful complete the course and pass the Pharmacy Technician Certification Exam. The program will also be evaluated on employment status in related fields after 90 days of course completion. Past data collected by Aeterna Laurus shows evidence of success. Based on 29 cohorts of students (500+ to date) in the past six years, students have above an 80% course pass rate. Of the students that complete and pass the course, 85% past the PTCE on the first time. RCC is committed to cooperate with AACC s evaluator in accessing the program s impact on plus 50 students. 8. College s completion initiatives: Programs for adult students are folded into RCC s critical college strategic, planning and benchmarking documents, such as the strategic plan, annual budget, and other documents related to college planning and performance assessment. The college is working hard to continue to grow programming specific for adult learners and has committed available internal assets for our adult students programs, such as staff, space, time, expertise, and funding. If the proposed Institute for Pharmacy Technician Training is successful with the plus 50 population, RCC will seek to expand funding and community resources (such as in-kind from partners) to support this program and others like it. 14 Budget Narrative Personnel: Includes the Director of the Center for Personal and Professional Development who will act as the Completion Coordinator for the project. The Director of the Center for Personal and Professional Development will work directly with Aeterna Laurus to develop tailored programming for the plus 50 population of students; work with RCC senior serving programs and community partners to market and recruit for the program; ensure that students are provided with specialized services including augmented services needed in order for them to successfully complete the course work; manage the overall implementation and evaluation of the program; and keep the Advisory Committee abreast of the program s operations and activities and make recommendations on next steps with program development and funding. RCC is requesting $1,250 in year one and $1,250 in year two to support these efforts. Other support for Personnel will be provided in-kind from RCC. Support Staff: Funds will be used for staff professional development around implementing quality programs for plus 50 populations and other professional development as seen necessary for successful programming and sustainability; travel costs for marketing and recruitment. RCC is requesting $250 in year one and $250 in year two to support these efforts. Other Staff Support will be provided in-kind from RCC. Program Development: Funds needed to fully integrate the plus 50 Encore Program into programs administered by RCC s Center for Personal and Professional Development (CPPD) such as the proposed Institute for Pharmacy Technician Training at RCC. The Director of the CPPD will work closely with the Managing Director at Aeterna Laurus to ensure that this is coordinated effectively. 15 No funds being requested from AACC. Other support for Program Development will be provided in-kind from RCC. Office: Funds needed to purchase office supplies, printing/duplicating, postage, mail and package delivery, and telephone charges needed to implement the Institute for Pharmacy Technician Training. RCC is requesting $250 in year one and $250 in year two to support these efforts. Marketing, communications, and public relations: Funds needed for the purposes of marketing and outreach for the Institute for Pharmacy Technician Training to the public, specifically to the plus 50 population. This includes printing, production, and other costs associated with promoting the program. RCC will utilize materials provided through AACC wherever possible. RCC is requesting $250 in year one and $250 in year two to support these efforts. Evaluation: Funds needed to support efforts to collect and report data and solicit stakeholder feedback on the program. This will be in addition to the standardized materials provided by AACC. Aeterna Laurus evaluation efforts are included in the cost of tuition for students. Other support for Evaluation will be provided in-kind from RCC. Other (scholarships for plus 50 Encore participants): Funds needed to support free and significantly reduced tuition for plus 50 students. In the two year grant period, 8-10 plus 50 students will be provided with scholarships for the Institute for Pharmacy Technician Training. RCC is requesting $4,500 in year one and $4,500 in year two to support these efforts. Other (indirect): Funds needed to support college overhead.
