3 The Target Participants: In Central Texas there are approximately 390,000 people are not earning a living wage for themselves and their family. There are also approximately 230,000 people locally who enrolled at some point in an institution of higher education but never completed a certification or degree. The overlap between these two groups is about 144,000 people; about 104,000 of them are over 25 years old. Most of these people are unemployed or underemployed. All of these 104,000 people were once on the path toward earning credentials the keys to a better paying job. But they took a detour away from that destination. Since these people have already earned some college credits, there is a relatively short path left to earning a credential a credential that can make a big difference. How can we ensure that their earnest educational efforts do not encounter further derailments? How can we give this group a second chance to get on the path to a better life?
4 In order for the people in this group to succeed the second time around, studies show that three things need to happen: their educational path needs to be expedited and worker friendly ; the path needs to be connectedto specific jobs and employers; the path needs to have supportsalong the way. Each person in this group is under-utilized. Each person could be earning more. And unfortunately, each person s potential is unfulfilled. The proposed Career Expressway project will provide an expressway to a living wage and indemand career and thus to a better life.

9 Vision, Mission, Goals Vision: The ACC Career Expressway will be recognized as the preferred path to career education and training and will catalyze economic development and social equity. Students who enter the Career Expressway will experience an accelerated and focused road to a better job. Area businesses will have a convenient destination to hire Career Expressway participants; people who have the motivation, skills and training that meet the stated needs of area employers.
10 Mission: The ACC Career Expressway s mission is to support and expedite the academic and career success of area low-income adults who at one point started college and then left and to connectbusinesses with these motivated participants who, with the help of the Career Expressway, will have the skills required by area employers. Key ingredients of this mission include: accelerated instructional programs that will reduce the time necessary for participants to obtain a degree or certification; high-quality training for targeted high-demand jobs that pay at least a living wage (in 2014 $18 an hour with health insurance, $22 an hour without); case management to address challenges faced by low-income adult students; learn and earn opportunities with employers; career selection and placement services.
11 Goals: Curriculum goals: Prerequisite classes in the Career Expressway Program will be self-paced and competency based by the second year of the program so that students can move through as quickly as possible. Pathway-specific classes, where possible, will either be competency based or classroom based in cohorts by the second year of the program. There will be sufficient capacity to teach students when needed for uninterrupted progress in the program. Outreach to potential students goals: The first three years of the Career Expressway will have the following results: Outreach will be conducted to 100 organizations. Outreach will be conducted through social media, radio communications, and ACC's database of former students with some college but no degree.
12 Enrollment goals: 1200 targeted individuals (600 IT and 600 healthcare) will enroll as students during the first year, including approximately 600 existing Capital Idea students. 500 targeted individuals will enroll as students during the second year. 800 targeted individuals will enroll as students during the third year. Credential earners goals: 900 targeted individuals will receive their certificate or degree: 100 in the first year 300 in the second year 500 in the third year Employment goals: 810 targeted individuals will be employed with a target job within 3 months of graduation and/or obtaining required license. 90 first year 270 second year 450 third year
13 Support Services at no cost to participant (goals): The following support services, as needed, will be offered at no cost to the participant: Academic and career aptitude assessment Academic counseling Case management Career navigation Internships Job placement after graduation Financial assistance goals: The participants will receive financial assistance for the following costs on an individual, as-needed basis according to the availability of funds from non-acc sources: tuition child care emergency support services to ensure continuation in the program. Internship goals:all Career Expressway students will be placed with a targeted employer in their chosen industry/career path for a sufficient time period, usually at least six months, to acquire meaningful workplace experience. Preferably the placement (whether an internship or other relevant work) will be in a paid position.
14 Suggested Principles for the Operational Strategy The ACC Career Expressway s operations and activities will be based on principles that buttress the project s mission of supporting, expediting and connecting. These principles include: Competency based curriculum wherever possible Stackable credentials A meaningful internship or pre-graduation job placement Employer and community engagement Targeted intake Focus on graduation, job attainment and other success milestones Competency based curriculum A competency-based curriculum is a proven way to support the project s mission of expediting and connecting.
15 Stackable credentials Offering stackable credentials is in line with the project s mission of supporting, expediting and connecting. Stacked credentials offer entry and exit points that support the student. For example, if a participant earns a credential but is called away from his/her path before the destination of an associate degree, that student s pre-degree credential will still provide the keys to connect with a job. Having a credential will also expeditea participant s entry into the workforce; especially valuable for those who need to earn funds as they finish higher credentials along the pathway. A student who already has Credential A can enter the Career Expressway at a midpoint for an expeditedpath to earning Credential B to qualify that student for a higher paying job. Stackable credentials also support the needs of business leaders who need to connectto a steady pipeline of credentialed employees to fill their jobs.
16 A meaningful internship or pre-graduation job placement The benefits of a student internship are clear: the students have a chance to practice their skills in a real world setting and employers get a chance to get to know and benefit from an eager new worker. Paid internships and pre-graduation job placements are even more beneficial, since so often for students the supportof a few extra dollars here and there can mean the difference between staying in school or not. Business participation will be a key element of this crucial Career Expressway element. Everyone will win with the incorporation of robust learn and earn experiences that complement instruction and connectworkers with employers.
17 Employer and community engagement Employer and community engagement with the Career Expressway will extend the project s mission of supporting and connecting. Employers bring support such as industry expertise and connection such as learn and earn opportunities for students. In addition, they identify and validate targeted occupations, hire graduates, and keep the Career Expressway team abreast of changes in the labor market. Community leaders are there to be a connectiveelement that will help all parties focus on the concurrent Career Expressway missions of success for low-income adults and for local employers. The Community leaders will represent institutions with relationships to the relevant populations.
18 Targeted intake Without supportivepersonal connections, a student s path would be much more challenging. The Career Expressway project will ensure that those supportivepersonal connectionsare in place from the very beginning. Participants will enter the Expressway via an intake onramp process that is designed to build the foundations and supports that will help transport the student to his/her destination. Each intake activity will help target the student toward college and career success: an orientation to the opportunities and responsibilities of the Career Expressway will help build student understanding of and connection to the Expressway opportunity; an internal interview with the potential participant will validate and affirm his/her commitment an assessment of each individual s educational level and vocational interest can help expedite the student s path; an assessment of the participant s job readiness will help the team connect the student to appropriate training; counselors will work with the student to develop an individualized academic, financial, and personal plan and will supportthe student along the Expressway to ensure the plan milestones are met.
19 Focus on graduation, job attainment and other success milestones The Career Expressway will connectparticipants to in-demand jobs with livable wages, benefits, and advancement opportunities. No participant will enter an education path unless it connects reliably to such a career. The entire Career Expressway team will be dedicated to keeping the focus on milestones such as graduation and job attainment. Committed connection strategy Two important components of the Career Expressway formula are commitment and accountability: participants will make commitments to finish their education and to give back to the community. They may become ambassadors and assist with outreach efforts, become mentors to the students who follow them, or volunteer in other capacities. The Career Expressway will fund participants' direct education expenses such as tuition, fees, supplies, tool, uniforms and other necessities. Because Career Expressway participants are nontraditional students with distinct needs, it will also provide wrap-around support services vital to the success of adult learners. Where possible, this includes assistance with childcare, transportation, and emergency expenses. To assure accountability and wrap-around support, participants will meet weekly with peers in a one-hour session guided by Career Navigators. As needed, some participants will be provided intensive case management and counseling to help working adult participants balance their busy lives with the demands of navigating and succeeding in the post-secondary education system.
