1 Service Overview 1.1 Service Summary In a nutshell, what is it that Deloitte will do for you? This service consists of the provision of an ongoing predictive analytics model that allows users to forecasts variables in order to understand how they might evolve over time under different circumstances. This service can help organisations understand the impact of policy decisions and potentially predict how current trends might evolve in the future. This service can be built onto a bespoke visualisation tool. Deloitte would work with you to identify the variables of interest and then build econometric and other statistical models that can be used forecast trends and outputs. Variables could cover a range of indicators covering education, welfare, housing, demographic, crime, economic and social themes, as well as operational variable such as costs, workforce dynamics etc. The model results could then be used to calibrate a tool that allows individual users to generate tailored forecasts according to their variable of interest. This is designed as an ongoing service whereby Deloitte would build the models and forecast tool and then be responsible for its maintenance and upgrade. The time frame for the build phase would vary according to your requirement, but could take at least six months - though this is highly contingent on data quality. This service would require a data collection/cleansing process, which could be combined with the constructive of a bespoke visualisation in which the forecasting tool is an embedded model. Should a visualisation tool not be required, a standalone forecasting tool can also be created. 1.2 Business Context What situations is this service designed to be used in? Public sector bodies individually and collectively generate a wealth of empirical and qualitative data. Much of this covers variables that continue to be of policy relevance and interest. Having an understanding of how these variables might evolve or respond to different levers is crucial in the development of policy. With the rise of more sophisticated analytical tools and models that can accommodate a much larger range of data, there is an opportunity to use predictive analytics to forecast how different variables could evolve under different conditions. This service is for all public sector bodies. It is relevant to organisations that wish to understand the ex ante impact of their policies and/or how variables are expected to evolve in order to inform other decisions. 2 Detailed Service Description 2.1 Our Approach We have a collaborative approach to the implementation of this service. Throughout both the build and the service provision stage, we would work closely with you to ensure value is maximised and the tool remains relevant to emerging policy challenges. The broad stages of our approach are listed below. The level of detail and timeframe for each stage would depend on the nature of the service, the quality and quantity of data and the level of complexity behind the questions being asked. Choosing the software solution* Stage 2: Data consolidation Data collection Data cleansing and input Data warehousing Stage 3: Analytics Cost benefit analysis to find right software solution Initial collection of data from public and other sources Merging and linking data sets Creating a warehousing solution for consolidated data Working with you, and building on our experience of similar solutions, to choose the most appropriate software solution. This will take account of budgets, staff capacity, flexibility etc. We would collect and collate initial baseline historic data. This would include discussions with data owners to understand particular nuances and data issues We would work to create a consolidated data set through matching data and addressing any data issues (gaps, outliers, missing data, inconsistent data and so forth). The level of effort expended here would be contingent on the quality of the data being used We would work to build a data warehouse or the most appropriate data storage solution. This could be a cloud based solution hosted on your servers or a third party server Forecasting Analytics Drawing on econometric and statistical modelling techniques, developing forecast models that are able to predict the evolution of different variables Stress-testing the results Quality assurance Applying various statistical tools to test the robustness of the forecasts and testing how well the models 'predict the past' Stage 4: Developing the tool Build tool Rolling out the analytics tool* Stage 5: Ongoing support Early Life Support and other ongoing support Encoding the outputs in a user-friendly analytics tool Making the tool available across the organisation Managed service to support use and undertake maintenance Taking the model results to build a user-friendly forecasting tool that individuals can generate their own forecasts. Depending on the size of the user audience, this stage would involve the rolling out of the tool across your organisation. There may be some associated training and documentation as part of this As part of this managed service, Deloitte would provide ongoing support for the tool, addressing any teething problems, ensuring the data uploads go smoothly and resolving any service issues. The level of support (e.g. response time) would depend on the service specifications Development support Upgrades to functionality This would be distinct from service support and would cover improvements to the tool, e.g. increased functionality and inclusion of additional data source * Additional tasks would be included here if the decision was taken to also build a bespoke visualisation tool rather than a stand-alone forecasting too. 2.2 Inputs We have assumed that you will be in a position to provide certain inputs to the service, which we have listed here. If you are not in a position to provide all of these inputs then please get in touch to discuss options, as it is likely we can reach agreement to alter our approach to accommodate your situation. We would expect the following inputs from you as part of this service: Access to datasets (including transfer of data if appropriate) and data owners Information about the existing technology architecture, including details of digital platforms (e.g. web portals, mobile services, CRM, case management systems) and middleware platforms How data is currently being used and particular challenges Expected changes to the data landscape or types of data collected Ability to host the solution (although alternatives can be explored) 2.3 Your Contribution Our services are designed to be delivered with you rather than to you. We have assumed that you will be able to make the following contribution to the work. responsibilities then please get in touch to discuss options, as it is likely we can reach agreement to alter our approach to accommodate your situation. Making available the time of senior stakeholders and decision-makers to attend workshops and meetings for this project - we will endeavour to be flexible around diaries, but our price for this service is predicated on achieving a fast pace of delivery and we could this could be significantly impacted if key stakeholders do not make this a priority Providing access to the best available information about the existing situation, plans and strategies Providing dedicated part-time resource to our joint working team, including the followings roles: o A technology analyst who has in-depth knowledge of the authority's existing technology architecture and digital components (this is only relevant if a visualisation tool is also being built) o A data analyst who has in-depth knowledge of the different data sets and can provide access to other data owners o A policy analyst who has in-depth knowledge of the use of data and the exam questions to be answered The level of resource commitment would depend on the particular service specification Providing effective working space for our joint team in a co-located space, ideally a large meeting room, which we will have exclusive use of for the duration of the project, and in which we can create wall charts and leave working papers without disruption 2.4 Outputs What will you get in terms of deliverables, outputs and outcomes from this service? 2.5 Scale and Complexity The effort involved in delivering our service is driven partly by what we will do (which we have described in section 2.1 above) and what you will do before we arrive and alongside us whilst we work (which we have described in sections 2.2 and 2.3 above respectively). It is also driven by the scale and complexity of your business situation. This section describes the scale and complexity that we have designed this service to address. If your business situation is bigger or smaller than this then please get in touch to discuss options, as it is likely we can reach agreement to alter our approach to accommodate your situation. 3 Commercials 3.1 Cost This service is offered based on the unit of Resource-Day based upon our published SFIA rate card available to download separately. We will work with you to estimate the effort for your requirement and calculate the number of Resource-Day units and overall price. 3.2 Location This service will be delivered predominantly in the customer's own premises. No expenses will be charged for travel to premises within the M25, but there may be additional charges for travel and accommodation expenses incurred for services delivered at premises outside the M25. These will be agreed in the Service Order. 3.3 Ordering and Invoicing Process There are two ordering routes available: 1. Visit our G-Cloud service homepage at www.deloitte.co.uk/g-cloud, which contains information about the service and also has an online form for ordering. 2. Send an email to g-cloud@deloitte.co.uk with the following information: Your organisation s name The name of this service, which is D-G4-L4-241 Predictive analytics (software as service) Your name and contact details A brief description of your business situation Your preferred timescales for starting the work We will agree an invoice schedule in our Service Order. Our invoices will be payable within 30 days. 3.4 Exclusions Our service description in section 2 above defines the scope of what we will deliver. For the avoidance of doubt, we have listed below any activities that (in our experience) are sometimes expected to be in our scope but which are not included within this service. Our strategy is to provide commoditised services for the public sector, which are suitable for public bodies addressing the changes required of them in a digital world. Our services cover the breadth of Specialist Cloud Services from business analysis to design and development; transition management to project specification and selection. Technology Consulting services are accredited to ISO9001, the international quality standard, which includes acting on customer feedback and continuous improvement plans As members of the Chartered Institute for IT (BCS), our Technology practice and individual members are bound to its Code of Practice and Code of Conduct which defines good practice for ICT and technology consultancy. We are also registered with the TickIT scheme We are a Green classified CESG approved company and have a number of CHECK Team Leaders Our project management methodology, which is aligned with PRINCE 2, provides mechanisms for managing all aspects of engagements, including project risks and issues. For example, bids are subject to conflict checks to avoid conflicts of interest, all Deloitte staff are required to complete Anti-Bribery and Anti-Money Laundering training, partners and staff are subject to independence checks and there are frequent internal audits and compliance checks 5.3 Security The majority of our public sector team are vetted to Baseline Personnel Security Standard or cleared to National Security Vetting SC level. In total, this is over 1,000 people with some form of security vetting. Deloitte is a List X company. We employ a full time Security Controller and Security Team to manage security clearances, advise on development of Security Management Plans and manage compliance with security processes. We have comprehensive Business Continuity Plans in place in all locations. Staff are equipped to work remotely if client sites or Deloitte sites are inaccessible. 5.4 Responsible Business At Deloitte Responsible Business is not just a strap line. We can also work in such a way that capability transfer is at the heart of the engagement. Examples include: Training client staff for team roles at the outset of an engagement to reduce costs and provide for continuity of skills after we exit from the client Providing only those services which a client cannot provide for themselves and avoid practices such as staff substitution as much as possible Delivering comprehensive capability transfer so that client staff are able to take over fully the operation or extension of a service or continue to manage a change programme from their own resources. We also have a programme of secondments both to and from the public sector, which enhances our industry insight while strengthening our relationship with public sector. 5.8 Our Business Structure Deloitte LLP comprises a number of business units.
