3 1 Service Overview 1.1 Service Summary In a nutshell, what is it that Deloitte will do for you? This service consists of the provision of an ongoing data integration and data exchange hub that will, through secure data transfer or messaging, allow users to (i) meet quickly the disparate reporting requirements from multiple organisations; (ii) reduce the human effort associated with moving data ; and (iii) enable far greater use of data. The output is a data integration and exchange hub that can be used alongside existing warehouses and portals to modernise the way organisations manage and exploits data. Deloitte would work with you to identify the relevant data sources, reports (transformed and augmented data) to be generated and the data consumers to whom each report should be made available. The hub could be designed to (contingent on the availability of live data feeds and capacity) automatically draw upon data, or respond to the arrival of data. Similarly, data could be pushed to the consuming system or made available to be requested. All data transfers, to and from the hub, are managed securely through open standard security protocols and appropriate role-based security. This is designed as an ongoing service whereby Deloitte would build the hub and then be responsible for its maintenance and upgrade. Our team has extensive experience of building such hubs that have been used to support information dissemination and achieving operational efficiencies. The timeframe for the build phase would vary according to your requirement, but could take at least three months though this is highly contingent on data availability and the complexity of the hub required. 1.2 Business Context What situations is this service designed to be used in? Public sector bodies individually and collectively generate a wealth of empirical and qualitative data. Historically there has been a lag between primary data collection and its use by, or reporting to, other interested bodies, and typically wider use of data has been limited by the cost and complexity of sharing. There is an opportunity to take advantage of new technologies and tools to minimise the manual intervention between data collection and dissemination and thus provide a more streamlined process and more current information for use in management and policymaking. This service is designed for all public sector bodies seeking to improve value for money for taxpayers. It is relevant to any organisation that wished to (i) reduce the administration overheads in collecting and disseminating data and/or (ii) improve the speed at which data is securely disseminated to approved stakeholder groups. 4 2 Detailed Service Description 2.1 Our Approach We have a collaborative approach to the implementation of this service. Throughout both the commission and the service provision stage, we would work closely with you to ensure value is maximised and that the hub supports priority areas for collection and dissemination. The broad areas of our approach are listed below. The level of detail and timeframe for each stage would depend on the nature of the service, the quality and quantity of data and the level of complexity/completeness behind the reports required for onward dissemination Service Commission The Service Commission stage covers the configuration of the service to meet the specific needs of the client. The stage has a number of phases which are detailed below. The exact activities in each phase will depend on the context in which the client wishes to use the service, for example whether a data repository needs to be created or integration into an existing repository is desired. Understand and Record Data Landscape Establish Consistent Representation of Data Data Cleansing and Master Data Management Design Data Integration and Storage Architecture Build Data Repositories and Loading/ Dissemination Routines Phase Understand and Record Data Landscape Establish Consistent Representation of Data Detail Structured interviewing of client personnel to understand landscape of existing systems and data Diagrammatic depiction of systems, data sources and flows between them Use of toolsets to automatically reverse engineer and document data structures (e.g. ERWin, Visio) Application of value mapping tools in client interviews/workshops to determine which data has most relevance and business value to allow prioritisation of delivery. Understand, through investigation, where inconsistent data definition or interpretation exists, and applying detailed industry knowledge as appropriate. Develop common, consistent business language to describe all elements of the corporate data model. Capture and record the metadata required to sufficiently describe the data landscape. 5 Data Cleansing and Master Data Management Design Data Integration and Storage Architecture Build Data Repositories and Loading Routines Knowledge/ experience of how the major BI vendors tools tackle the topic of Master Data Management. Use of this knowledge to determine an appropriate technology strategy for MDM. Experience of applying data cleansing approaches Knowledge/ experience of the major data cleansing tools and how they can be used both for the initial deep clean of data but also as part of an ongoing data management platform. Design appropriate data repository (data warehouse, operational data store, data mart) Apply dimensional modelling techniques to design required analysis structures. Design Extract, Transform and Load (ETL) routines to move data from source to target. Design relevant software infrastructure (database, OS, ETL tool) Install and configure requisite software infrastructure (OS, database, ETL tool) Build required data structure in chosen database tool. Build ad-hoc data capture utilities (most likely using web-based technologies) Build and test ETL routines All commissioning activity would be subject to extensive pre-roll-out testing Service Provision Roll out: Deloitte will provide assistance in rolling out the service across the user community, and configuring secure access. This can include communications materials, user engagement sessions, and the establishment of user working groups. Training and Documentation: Deloitte will develop and deliver training plans, requirements and materials. We will also support the development of user guidance and on-boarding materials for organisations joining the integration hub as providers or consumers of data. Early Life Support and ongoing support: As part of this managed service, Deloitte would provide ongoing support of the hub, addressing any teething problems, ensuring the data uploads go smoothly and resolving any service issues raised with the help desk. 6 2.2 Inputs We have assumed that you will be in a position to provide certain inputs to the service, which we have listed here. If you are not in a position to provide all of these inputs then please get in touch to discuss options, as it is likely we can reach agreement to alter our approach to accommodate your situation. We would expect the following inputs from you as part of this service: Access to dataset definitions (and datasets) and data owners Information about the existing technology architecture, including details of repositories, portals and any middleware platforms with which the service must integrate How the data is currently being used and any particular challenges Expected changes to the data landscape Ability to host the solution (although alternatives can be explored) 2.3 Your Contribution Our services are designed to be delivered with you rather than to you. We have assumed that you will be able to make the following contribution to the work. If you are not in a position to take on these responsibilities then please get in touch to discuss options, as it is likely we can reach agreement to alter our approach to accommodate your situation. Making available the time of senior stakeholders and decision-makers to attend workshops and meetings for the project we will endeavour to be flexible around diaries, but our price for this service is predicated on achieving a fast pace of delivery and this could be significantly impacted if key stakeholders do not make this a priority Providing access to the best available information about the existing situation, plans and strategies Providing dedicated part-time resource to our joint working team, including the following roles: o o A technology analyst who has in-depth knowledge of the technology architecture into which this solution would integrate A data analyst who has in-depth knowledge of the different data sets and can provide access to other data owners The level of commitment would depend on the particular service specification Providing effective working space for our joint team in a co-located space, ideally a large meeting room, of which we will have exclusive use for the duration of the project, and in which we can create wall charts and leave working papers without disruption A hosting environment for the solution although we would be happy to explore alternative provisions D-G5-L4-318 Data Integration Hub Deloitte LLP Service for G-Cloud V 4

7 2.4 Outputs What will you get in terms of deliverables, outputs and outcomes from this service? The key output will be a robust data integration and exchange hub that can be used alongside existing warehouses and portals to modernise the way organisations manage and exploits data. The benefits (outcomes) of this service will be: From bulk upload to regular movement with minimal manual intervention triggered by a business process The ability to tell someone plugged into the hub/exchange rapidly of any changes Organisations able to supply information once for the needs of multiple recipients to be met Appropriate role based authorised access and security 2.5 Scale and Complexity The effort involved in delivering our service is driven partly by what we will do (which we have described in section 2.1 above) and what you will do before we arrive and alongside us whilst we work (which we have described in sections 0 and 2.3 above respectively). It is also driven by the scale and complexity of your business situation. This section describes the scale and complexity that we have designed this service to address. If your business situation is bigger or smaller than this then please get in touch to discuss options, as it is likely we can reach agreement to alter our approach to accommodate your situation. 8 3 Commercials 3.1 Cost This service is offered based on the unit of Resource-Day based upon our published SFIA rate card available to download separately. We will work with you to estimate the effort for your requirement and calculate the number of Resource-Day units and overall price. 3.2 Location This service will be delivered predominantly in the customer's own premises. No expenses will be charged for travel to premises within the M25, but there may be additional charges for travel and accommodation expenses incurred for services delivered at premises outside the M25. These will be agreed in the Service Order. 3.3 Ordering and Invoicing Process There are two ordering routes available: 1. Visit our G-Cloud service homepage at which contains information about the service and also has an online form for ordering. 2. Send an to with the following information: a. Your organisation s name b. The name of this service, which is D-G5-L4-318 Data Integration Hub c. Your name and contact details d. A brief description of your business situation e. Your preferred timescales for starting the work We will invoice based on an invoice schedule in our Service Order. Our invoices will be payable within 30 days. 3.4 Exclusions Our service description in section 2 above defines the scope of what we will deliver. For the avoidance of doubt, we have listed below any activities that (in our experience) are sometimes expected to be in our scope but which are not included within this service. 9 4 Our G-Cloud Services 4.1 Our G-Cloud Strategy Deloitte offers a range of services on the G-Cloud Store. Our strategy is to provide commoditised services for the public sector, which are suitable for public bodies addressing the changes required of them in a digital world. Our services cover the breadth of Specialist Cloud Services from business analysis to design and development; transition management to project specification and selection. Technology Consulting services are accredited to ISO9001, the international quality standard, which includes acting on customer feedback and continuous improvement plans As members of the Chartered Institute for IT (BCS), our Technology practice and individual members are bound to its Code of Practice and Code of Conduct which defines good practice for ICT and technology consultancy. We are also registered with the TickIT scheme We are a Green classified CESG approved company and have a number of CHECK Team Leaders Our project management methodology, which is aligned with PRINCE 2, provides mechanisms for managing all aspects of engagements, including project risks and issues. We operate robust processes for safeguarding customer data and for confidentiality of information. We are registered under the Data Protection Act and have safeguards in place to protect the data of our own personnel or any personal data with which we are entrusted by clients We have processes in place to preserve the integrity and independence of the services we provide. For example, bids are subject to conflict checks to avoid conflicts of interest, all Deloitte staff are required to complete Anti-Bribery and Anti-Money Laundering training, partners and staff are subject to independence checks and there are frequent internal audits and compliance checks 5.3 Security The majority of our public sector team are vetted to Baseline Personnel Security Standard or cleared to National Security Vetting SC level. In total, this is over 1,000 people with some form of security vetting. Deloitte is a List X company. We employ a full time Security Controller and Security Team to manage security clearances, advise on development of Security Management Plans and manage compliance with security processes. We have comprehensive Business Continuity Plans in place in all locations. Staff are equipped to work remotely if client sites or Deloitte sites are inaccessible. 5.4 Responsible Business At Deloitte Responsible Business is not just a strap line. 12 We undertake a number of activities to set objectives for key processes, measure performance against these objectives and assess and adjust our operational and engagement procedures to sustain improvement. 5.7 Capability Transfer Deloitte prefers to provide capability, knowledge or skills transfer on most projects. We can also work in such a way that capability transfer is at the heart of the engagement. Examples include: Training client staff for team roles at the outset of an engagement to reduce costs and provide for continuity of skills after we exit from the client Providing only those services which a client cannot provide for themselves and avoid practices such as staff substitution as much as possible Delivering comprehensive capability transfer so that client staff are able to take over fully the operation or extension of a service or continue to manage a change programme from their own resources. We also have a programme of secondments both to and from the public sector, which enhances our industry insight while strengthening our relationship with public sector. 5.8 Our Business Structure Deloitte LLP comprises a number of business units. Our G-Cloud services are provided from across our business, bringing in the skills and experience we need.
