Thank You for your interest in employment with the Pennsylvania Department of Transportation The Department of Transportation is a customer-driven service organization responsible for the planning, design, construction and maintenance of Pennsylvania s multimodal transportation system. To effectively move people and goods within a highly industrialized region, the Department has developed an extensive transportation system. The Department is organized into a Central Office which is located in Harrisburg, and eleven Engineering Districts strategically located throughout the state (a listing of District Office locations is included). The Central Office provides overall guidance and policies, and the Districts are responsible for carrying out these policies. Information concerning employment opportunities at a specific location may be obtained by contacting the Human Resources Officer in the District you are interested in or the Bureau of Human Resources in Harrisburg. Gaining employment with the Commonwealth is different from gaining employment with a private organization. The following information should help you in your employment search. There are two general types of employment available with the Department of Transportation Non-Civil Service and Civil Service. Each are separate employment processes overseen by organizations separate from the Department of Transportation. Non-Civil Service employment is managed by the Governor s Office of Administration, Bureau of State Employment (BSE). Civil Service employment is the responsibility of the State Civil Service Commission. The Department of Transportation s Human Resource Offices can assist you in the application procedure. A listing of the types of jobs available with the Department of Transportation and whether that job is Civil Service or Non-Civil Service is included. (Note: Agencies may vary as to whether a job title is Civil Service or Non-Civil Service. A job title that is Civil Service in one agency may be Non-Civil Service in another, and vice-versa.) Job titles on this list may represent a series of job titles ranging from entry level to upper management. For example, within the listing for Computer Operator there are positions for Computer Operator 1 and 2; Computer Operations Supervisor; and Computer Operations Manager 1, 2, and 3. Each of these has different minimum eligibility requirements and starting salaries. NON-CIVIL SERVICE PROCEDURES The Governor s Office of Administration, Bureau of State Employment (BSE) acts as a referral organization for Non-Civil Service positions for all organizations under the Governor s jurisdiction. When we have a Non-Civil Service vacancy we will request a referral list from BSE. BSE will provide a candidate list based on the requirements of the position and the qualifications of the applicants. PennDOT will only interview applicants for entry level Non-Civil Service positions that are referred to us by BSE. Non-entry level positions are filled through BSE only if qualified Department employees having seniority rights are not available and/or have not expressed interest in the advertised vacancy. 1

Non-Civil Service information and a Personal Data Sheet are also available online at: www.bse.state.pa.us CIVIL SERVICE PROCEDURES The State Civil Service Commission (SCSC) publishes a "Summary of Civil Service Examinations" each month. This summary lists examination programs that are open for application and the closing dates. You should request the Examination Announce ments for the job titles you are interested in and complete a Civil Service Application (SCSC-1) for each Announcement. Please be aware only certain jobs require an exam during the application process If you apply for a job that requires a written or oral examination, you will be scheduled and notified of the details of testing. Your qualifications may not be reviewed until after you have taken the test. Make sure you meet all requirements; if you do not, your test results will not be counted. If the job you applied for does not require a written or oral exam, your application will be rated based on the experience and training you list on your application. SCSC will send you the results, based upon your score. You will be ranked on the Civil Service eligible list for that job title with all other candidates in score order. Keep in mind you are applying for a job title, not a specific vacant position. The SCSC is a central referral center of qualified individuals; they do not interview candidates. Once you are on the eligible list, your name may be referred to any state agency that requests an eligible candidate list for that job title. Individuals who are not employed by the Commonwealth or Commonwealth employees who are Non-Civil Service can apply for Civil Service positions only when on applicable Civil Service employment lists or when testing programs are open. Therefore, you will improve your chances of employment by reviewing the "Summary of Examinations" monthly and applying for any title you are interested in and qualified for with the idea of being available for future vacancies, not currently advertised vacancies. This exceptional package is valued at approximately 32% of an employee s salary. This means a prospective PennDOT employee with a starting salary of $40,000 would annually receive an additional $12,800 in tax free benefits, a total value of over $52,000. Highlighted below is the exceptional benefit package that permanent full-time employees of PennDOT enjoy: Hospital/Medical Benefits Employees who elect health care coverage will contribute a percentage of their bi-weekly gross base salary toward the cost of coverage as provided below: FY 07/08 1.0% FY 08/09 1.5% FY 09/10 2.0% FY 10/11 3.0% Dependents of new employees wait only six months before they are eligible for coverage at no charge. Employees have the option of purchasing medical insurance for dependents during this initial six month period. The health benefit options offered to full-time employees, all of which are organized health care delivery systems through networks of participating providers, are as follows: Consumer Driven Health Plan (CDHP) 3
Health Maintenance Organization (HMO) Preferred Provider Organization (PPO) Employees are required to enroll in the least expensive plan covering their area of residence, or may choose to purchase a more expensive plan covering their area of residence. Supplemental Health Benefits After only six months of employment, employees as well as their dependents are eligible for supplemental benefits. Listed below is the wide variety of supplemental benefits offered: Dental Vision Prescription Drugs Hearing Aid Benefits Group Life Insurance Employees receive fully paid term life insurance equal to the nearest $1,000 of an employee s annual salary, up to a maximum of $40,000. Listed below are other guidelines dealing with Group Life Insurance: Effective after 90 days of service Insurance coverage of less then $40,000 increases with salary and is updated every January 1 Employees have the right to convert group life insurance to a private policy at separation $10,000 work-related accidental death benefit for employees who die as the result of a work related accident Terminally ill employees can receive up to 50% of the dollar value of life insurance Retirement Employees enjoy a highly competitive retirement plan and can obtain full retirement after 35 years of service or with three years of service at the age of 60. The approximate formula used to calculate basic retirement benefits is Years of Service x Final Average Salary (3 highest years) x 2% x 1.25 (class multiplier). For example, an employee with 35 years of service and having an average salary of $60,000 for the last three years of service would receive $52,500 annually for retirement. This generous retirement plan equals over 87% of the individual s yearly salary. Listed below are other incentives through retirement at PennDOT: Employee contribution rate is a tax deferred 6.25% Vesting or actuarially reduced benefits after 5 years of service Deferred Compensation (Optional) Deferred compensation is a voluntary retirement supplement in which money is deducted from an employee s biweekly pre-tax earnings and invested in one or more of the available plans. Family Care Account Program The Family Care Account Program (FCAP) assists working families with young children, parents or other family members who require care during the workday. It allows employees to make pretax deductions from their pay to fund childcare or other family care expenses. State employees may have up to $5,000 of their annual earnings deducted into FCAP. Deductions provide a substantial savings to the employee by reducing his or her federal income tax and Social Security tax obligations. The program covers those you legally claim as dependents for tax purposes, including: 4
Children up to age 13, older if with disabilities; spouse and other adults and children with disabilities if they have the same principal place of abode as you for more than one-half of the taxable year, they cannot care for themselves, and their income does not exceed the exemption amount for the taxable year. Annual Leave Employees can accumulate a maximum of 45 annual leave days and can receive payment for unused leave at termination. Listed below is the annual leave earning rate employees receive: Up to 3 years service 7 days Up to 3 years service (Management employees) 10 days More than 3 years through 15 years service 15 days More than 15 years through 25 years service 20 days More than 25 years service 26 days Personal Leave Employees can earn up to 4 personal days per year, and can receive payment for unused leave at termination. Personal leave days cannot carryover from one year to the next. Listed below is the personal leave earning rate employees receive: During first calendar year 1 day During second calendar year 2 days During third and subsequent years 4 days Sick Leave All employees earn 13 days of sick leave annually, and can accumulate up to a maximum of 300 sick leave days. At separation, if age/service requirements are met, employees can receive payment for a percentage of these days up to a maximum of 50%. If all types of leave quotas (annual/personal/sick) are at the maximum value at the time of separation, an employee will receive payment for 238 days, or approximately 90% of their yearly salary. Parental Leave (unpaid) In addition to paid leaves referenced above, up to 6 months of unpaid leave with benefits is also available for an employee who becomes a parent through childbirth, formal adoption, or foster care placement. Holiday Employees receive 11 paid holidays annually. Pay Increases Employees are scheduled to receive 19% in pay increases from 2008 to 2011. Listed below is the pay increase schedule: January 2008-2.25% (Longevity) July 2008 3% increase (General Pay Increase) January 2009-2.25% (Longevity) July 2009 3% increase (General Pay Increase) January 2010-2.25% (Longevity) October 2010 4% increase (General Pay Increase) January 2011-2.25% (Longevity) 5
