Past responsibilities: Executive Director, Unité Centrale de Gestion, Office of the Prime Minister, Port au Prince, Haiti 1995-2001. Placed under the authority of the Prime Minister, UCG s mission was to manage a short term investment programs aimed at repairing selected public infrastructures judged important by different ministries (schools, hospitals, ports, irrigation system, electrical systems, potable water systems, state office buildings, urban streets, rural roads, etc.) during the years following the return of democratically elected officials. UCG was financed by the Interamerican Development Bank and the World Bank. Visiting professor of economics on an ad honorem basis, Faculté des Sciences (Engineering school) Université d Etat d Haiti, as part of an understanding between the President of the University of Puerto Rico and the State University of Haiti (1999-2001). Director of the Management and Marketing Department, the Business School, University of Puerto Rico, Rio Piedras Campus (1992-1995). Main accomplishments include: the integration of business managers and entrepreneurs as part time lecturers; the recruitment of professors with Ph.D.; a successful attempt to send several professors to Ph.D. programs abroad. Director of the Center of Business Research, the Business School, University of Puerto Rico, Rio Piedras Campus (1980-1985). Main accomplishments include: the diversification of research topics in addition to the traditionally exclusive interest in consumerism; the progressive integration of professors in the works done at the center; a modest increase in research and publications; the revival of the Revista de Ciencias Comerciales; the presence of the UPR Business School in the public eye, through radio programs and other divulgation efforts in the written and electronic press. Visiting professor, Institut d études commerciales de la Chambre de Commerce, Pointe-á-Pitre, Guadeloupe, december 1980 and december 1981. Treasurer and executive board member, Conseil Interregional pour les Refugiés Haitiens (CIRH) 1980-85. Main responsibility was to be a money manager for a group related to Haitian Catholic Church in exile (Haitians Fathers of the Holy Spirit Order) and devoted to the legal defense of Haitian refugees at Fort Allen (Puerto Rico) and Krome (Florida). Founder and President of Fondement, a NGO based in Gonaives, Haiti and San Juan, Puerto Rico (1986-2000). Main organizer of this philanthropy group devoted to Haitian science teachers training and agricultural credit to peasants 2

groups around the city of Gonaives and the Artibonite valley. With the help of Catholic University in Ponce, UPR Resource Center for Science and Engineering, UPR-Humacao, Atlantea project, Fomento, The Cultural Exchange Office of the Government of Puerto Rico, several private and cultural Puerto Rican institutions, and the collaboration of the Confédération des Enseignants Haitiens (CNEH), more than 400 Haitians science teachers have participated in summer training programs in Ponce, San Juan and in Port-au-Prince as well as Gonaives over a 10 year period. The agricultural credit program took place in Haiti, mainly with the help of Fondation Haitienne de Developpement (FHD), United Nation Development Program (UNDP) and Food and Agricultural Organization (FAO) in the 1988-1991 period. The agricultural credit was able to help over 2,000 small peasants in the Artibonite. Assistant Professor, Business School, Catholic University, Ponce, Puerto Rico (1975-1980). Taught Macro and Micro economics, Money and Banking, Labor Economics, the Economic Development of Puerto Rico, Marketing. At the graduate level, supervised over 25 MBA theses. During that period, completed my Ph.D. dissertation. Research and Publications: About 20 articles related to Haiti, Puerto Rico or the Caribbean in matters concerning economic development.
