#3 Texas Cmmissin n Fire Prtectin Infrmatin n: NFPA 1851 Standard n Selectin, Care, and Maintenance f Prtective Ensembles fr Structural Fire Fighting and Prximity Fire Fighting Chapter 5 Selectin Relating t: Required Risk Assessment and Related Standard Operating Prcedure The fllwing is an example f a PPE risk assessment. It shuld be nted that this is nly an example and nt a TCFP mandated frmat r text, and is fr review/example purpses nly. A prtin f this example was develped with the use f the fllwing text, which is nt mandated by TCFP: Fred A. Manuele (2008) Advanced Safety Management. Jhn Wiley and Sns inc. Hbken, New Jersey. The fllwing infrmatin is prvided t assist in develping a risk assessment in relatin t the selectin f persnal prtective equipment in cmpliance with NFPA 1851, 2014 editin and TAC 435.1. Selectin and Purchase Prir t starting the selectin prcess f structural fire fighting ensembles and ensemble elements and prximity fire fighting ensembles and ensemble elements, the rganizatin shall perfrm a risk assessment. The risk assessment shall include, but nt be limited t, the hazards that can be encuntered by structural r prximity fire fighters based n the fllwing: (1) Type f duties perfrmed (2) Frequency f use f ensemble elements (3) Organizatin s experiences (4) Incident peratins (5) Gegraphic lcatin and climate (6) Specific physical area f peratin (7) Likelihd f r respnse t terrrism incident

Number f and type f fire incidents Number f and type f rescue/ems calls Ttal # f calls Percentage f Fire Calls Percentage f nn-fire calls Frequency f Use f Ensemble Elements Organizatin s experiences Determine the department s needs by identifying the type f fires the rganizatin has experienced. Fr example: structural fires, aircraft crash fires, flammable liquid fires, brush r grass fires, rescue, hazardus materials, etc. Use qualifiers r quantifiers if it helps. Fr example, yu may assign a qualifier t each ensemble element such as: 1) Meets Department Needs, 2) Des Nt Meet Department Needs, 3) Exceeds Department Needs, r use: 1) Frequent PPE Failure, 2) Infrequent PPE Failure r 3) N PPE Failure. Yu can als rate the department s current elements in use n a 1-5 scale with 1= Cmpletely Satisfied and 5= Cmpletely Dissatisfied: Structure Structural Helmets Prtective Hds Cat/truser uter shell Cat/truser misture barrier Cat/truser thermal liner Structural glves Structural bts ARFF Prximity Helmets Prtective Hds Prximity Cat/truser uter shell Prximity Cat/truser misture barrier Prximity Cat/truser thermal liner Prximity glves Prximity bts

Definitins: TPP-Thermal Prtectin Perfrmance-a test methd fr measuring thermal prtectin was intrduced and a minimum thermal prtective perfrmance (TPP) rating was established. This test methd replaced the requirement fr a minimum cmpsite thickness, and its purpse is t measure the rate at which cnvective and radiant heat penetrates thrugh the cmpsite system uter shell, thermal liner, and misture barrier t cause secnd degree burn t the human skin. LOI- Limiting Oxygen Index-Flame resistance is cmmnly measured by LOI, the amunt f xygen needed t supprt cmbustin. The higher the LOI value, the mre flame resistant the material will be. High THL-Ttal Heat Lss- The ttal heat lss test is used t measure hw well garments allw bdy heat t escape. The test assesses the lss f heat bth by the evapratin f sweat and the cnductin f heat thrugh the garment layers. As clthing is made mre insulating it will be t high heat expsure (such as by increasing its TPP rating), there is a tradeff with hw well the heat build-up in the fire fighter's bdy (that can lead t heat stress) is alleviated. Risk -A measure f the prbability and severity f adverse effects that result frm an expsure t a hazard [1250, 2010] Risk Assessment -An assessment f the likelihd, vulnerability, and magnitude f incidents that culd result frm expsure t hazards [1250, 2010] Rating Structural Fire Fighting PPE Based n the hazards encuntered by yur department hw wuld yu rate the fllwing qualities fr each element listed?
