Oct, 2015 MONTHLY NEWSLETTER Continued Since January, 2010 www.pakscouts.org https://www.facebook.com/pakscouts HIGHLIGHTS APR Workshop on Environment Education in Scouting at NHQ, PBSA, Islamabad from 14-18 Sep, 2015 Launching of Solar Badge in Pakistan ASIA PACIFIC REGIONAL WORKSHOP ON ENVIRONMENT EDUCATION IN SCOUTING, NHQ, PAKISTAN BOY SCOUTS ASSOCIATION, ISLAMABAD FROM 14-18 SEPTEMBER, 2015 A Workshop on Environment Education in Scouting was held from 14-18 September, 2015 at National Headquarters, Pakistan Boy Scouts Association, Islamabad on 14 September 2015 which was inaugurated by MPA Balochistan Assembly Ms. Rahila Hameed Khan Durrani, Patron in Chief Balochistan Boy Scouts Association and Member National Council Pakistan Boy Scouts Association. The Workshop was attended by the Scout Leaders of Pakistan, India, Afghanistan, Denmark, Thailand, China, Philippine and Indonesia. In her opening address Ms. Rahila Durrani stressed upon the Scout Leaders that with th the change of time they should present practicable scout programs. She congratulated Pakistan Boy Scouts Association for organizing this successful

1st Model Camp-2015 at National Campsite, NHQ, PBSA, Islamabad from 14-18 Sep, 2015 Celebrations of 6th September Defence Day of Pakistan event. This workshop was also attended by scout leaders from Punjab, Sindh, Balochistan, Pakistan Railway, PIA, FATA, Gilgit Baltistan and Azad Jammu & Kashmir. Dy. Workshop Director Mr. Faisal Jamil Shah in his welcome address stressed upon the necessity of awareness and implementation of Environmental Education by each and every Organization. Mr. J. Rizal C. Pangilinan, Regional Director Asia Pacific Region World Scout Bureau also addressed in the inaugural ceremony. He suggested to organize such type of scout activities which suits and are according to the requirement of scouts. Peace Baten was handed over to Workshop Director by Mr. J.R. Pangilinan brought from Australia, where last Workshop was held. Ms. Pia Melin & Mr. Alexander from Denmark presented the requirements of SCENE and introduced activities of Better World to the participants and the Scout Youth. Mr. De Leon Bernado from Philippines and Mr. Uzair Kamal from WSB/APR also shared experiences the Pilot Project in Philippines. The participants planted saplings during the Workshop in the Campsite. Earlier Mr. Jose Rizal Pangilinan planted three saplings at Scout Global village. The closing Ceremony was held on 18 September, 2015. Senator Nehal Hashmi was the Chief Guest Mr. Muhammad Shuaib, Workshop Director presented him the Solar Scarf & Souvenir of the Workshop while the International participants also presented token of love to the honourable Guest. Mr. Shuaib also presented the Workshop Report. Mr. Rabia (Pakistan) and Mr. Sinfronio Don

Hontanosas (Philippines) also presented 11 September ( Qauid-e- their remarks on behalf of the participants. He also introduced the Scout Cadets and their routine. Both Eid ul Azha Celebrations assured his full support, being a senator and a Veteran Scouter. He also welcomed the International participants and Executives of the World Scout Bureau in different languages for their arrival in Pakistan. Participants of the Workshop enjoyed educational visit to see National Monument, Lok Virsa Museum and Faisal Mosque, Islamabad. International Participants also enjoyed home hospitality. Two groups were formed to visit Kaghan Valley and see the natural beauty of Naran (Lake Saif ul Malook)while second to witness the cultural and historical city of Lahore. the guests appreciated the discipline of Scout Cadets and assured their cooperation in developing SCENE Centre at National Training Centre Jungle Mangal/ Pakistan Scouts Cadet College Batrasi. Mr. Mohammad Khalid, Provincial Commissioner, Pak. Railways, Mr. Abdul Mannan, Assistant Provincial Commissioner, Pak. Railways, Mr. Mustansar Ahmad Khan, Provincial Secretary, Pak. Railways BSA organized city tour and Wagha Border at Lahore. For Mr. De Leon Bernado & Ms. Lai De Yu were much impressed by the hospitality of Pakistanis during their visit to Lahore. Scout Activities in Swat Scout Week International Peace Day Celebrations Hajj Services at Saudi Arabia Ghaffar hosted Mr. Lehri & his contingent from Bharat Scouts & Guides in Islamabad & Lahore. This five days workshop was organized at Global Village where Solar Badge was also launched on 16 September 2015 and Boy Scouts presented solar activities. The Recommendation Committee of APR Workshop on Environment Education in Scouting held at Islamabad, Pakistan from 14 to 18 September 2015, has the pleasure in recommending the following points for the kind perusal and necessary action by all the NSOs of APR Region for their effective implementation. The Recommendation Committee while discussion reachedat a consensus that: The Earth our only home is under pressure Without a sustainable environmental base, we will have little hope of attaining our objectives for reducing poverty and hunger and improving health and human well-being. The Recommendation Committee pleased to propose Thailand or India as the Host Country for the next APR Workshop on Environment Education in Scouting. RECOMMENDATIONS: In view of the foregoing it is recommended: 1. The NSOs market and promote efforts for environmental education in scouting from top to grass root level. 2. M e m b e r c o u n t r i e s a r e recommended to collaborate with committees and strengthen systems for participatory planning at Sub Associations / District / Groups / Unit level by reinforcing community action in sustainable development processes and feedback. 3. To i n s t i t u t i o n a l i z e l o c a l environmental management in the context of sustainable development. 4. Every NSO must have an updated knowledge and clear identification of the environmental authorities - their role, functions, and powers - at each level of management and government. 5. T o d e v e l o p n a t i o n a l environmental training programs at various levels and spheres oflocal,public, entrepreneurial, or community action. 6. To create or strengthen national and regional information networks that will support the processes of improving local environmental education. 7. Adult leader training on the delivery of WSEP should be introduced by NSOs using existing environmental education teams / resources. 8. To encourage the NSOs to ensure that the principles of WSEP are incorporated into all of their scouting sections. 9. To encourage the NSOs to develop partnerships with NGOs and governmental bodies to deliver WSEP more effectively. 10. NSOs are encouraged to develop SCENES Centre with the support from their National Headquarters. 11. A Review Committee should be established to review implementation of WSEP at national level.

12. Pakistan Boy Scouts Association (PBSA) have developed and implemented syllabus for solar badge during 5th APR Workshop on Environmental Education in Scouting, which may be considered as template by other NSOs for the development of syllabus for the similar badges. 13. To carry out useful activities in potential countries also; such as WSEP and Solar activities. This will strongly help them for growing their membership and get recognized by their communities and government. 14. We thanks to all NSOs who have sent their participants to attend this Workshop. 25th Asia Pacific Regional Scout Conference - Korea- 03-08 November 2015 Conservation of Ozone Layer, the Solar Bage was launched labeled #scoutsgosolar. Aimed at raising awareness on climate change and sustainability solutions among Scouts, the project demonstrates age-appropriate learning-by-doing activities on renewable energy technology, particularly solar energy. 55 Participants and Resource Persons from eight different countries (Indonesia, Thailand, Philippines, China, Afghanistan, India, Denmark and Pakistan) are attending APR Workshop on Environment Education in Scouting at Scouts Global Village, National Headquarters, Pakistan Boy Scouts Association, Islamabad held from 14-18 September, 2015. Boy Scouts from different parts of Pakistan participated in the Model Camp during the Workshop to experience the Solar Badge activities alongwith other activities for orientation on Environment & other areas. Regional Director, World Scout Bureau Mr. J.R. Pangilinan especially arrived from Manila for launching of Solar Badge focusing on Environment Education in Pakistan. Pakistan Boy Scouts Association is in contact with Ministry of Climate Change, WWF, CDA, UNDP and USAID in developing partnership for sustainable development through Environment Education in Scouting under World Scout Environment Programme and make Scout Centre as SCENE (SCOUT CENTRE OF EXCELLENCE FOR NATURE & ENVIRONMENT). The Solar project was started in April 2014 with the official pilot in Manila with the Boy Scouts of the Philippines. Subsequently, many trainings and workshops were also introduced to scout groups in Brazil, Kenya, Mexico, Peru and Senegal. A second official pilot was established in Islamabad with the Pakistan Boy Scouts Association in December of the same year. The global launch marks the

formal introduction of the Scouts Go Solar project into the World Scout Environment Programme(WSEP). Prior to this official launch, annual workshops have been organized at the Kandersteg International Scout Centre in Switzerland where Solar Ambassadors from all continents gained practical experience on basic solar energy principles and concepts including the self assembling of a solar torch for scouts and a do-ityourself solar suitcase for camps, but also for emergency electric supply. A specific objective of the Scouts Go Solar project is also the launch of the Solar Challenge Badge Handbook for Youth Leaders that can be adopted by National Scout Organizations (NSOs). The handbook is intended to allow Scouts from all over the World and other Youth Leaders to organize and run their own solar energy related activities with children and young people. Pak-Scouts Mongolia to provide safe evnironment at 31st Asia Pacific Scout Jamboree - 2017 Scouts Go Solar will also be the message towards the United Nations Climate Conference in December, 2015. The Scouts will be first walking the talk at the 11 Conference of the Youth with a solar st workshop and then at the 21 Conference of Parties to present the Scouts voice on sustainable solutions. This will be followed with solar activities at the French Scout Centre Jambville, near Paris that will become a Scout Center of Excellence for Nature and Environment. The Scouts Go Solar is a joint project between the World Organization of the Scout Movement, Green Peace & Solafrica, working in close collaboration th with the Kandersteg International Scout Centre, Switzerland including the Boy Scouts of the Philippines and Pakistan Boy Scouts Association as official pilot countries of the Project. Mr. Asif Mahmood & Zahid Mahboob were provided Training by the Grean Peace at Manila and Kandersteg to run solar activities in Pakistan. Mr. Asif as Lead Trainer has served World Scout Jamboree Japan in August, 2015. FIRST MODEL CAMP-2015 Pakistan Boy Scouts Association organized First Model Camp 2015 at National Campsite, Islamabad from 14-18 September, 2015. In this Pilot Model Camp Boy Scouts from Sindh, Balochistan, PIA, and AJK participated. Activities based on proficiency badges were offered to the Boy Scouts under the leadership of Mr. Asif Mahmood,

programmes. One of the major activity was wreath laying at the Mazars of Shohuda. Scouts in their uniform attended the ceremonies on the tomb (mizars) of the Following Nishan-e-Haider: Secretary National Trg. & Prog, Sub- Committee, PBSA. Following Proficiency Badges were earned during the Camp: - Computer -Cooking - Solar - Tracking - Capt Muhammad Sarwar (Shaheed) - Lance Naik M. Mahfooz (Shaheed) - Sowar Muhammad Hussain (Shaheed) CELEBRATIONS OF 6TH SEPTEMBER DEFENCE DAY OF PAKISTAN 6th September, the Defence Day of Pakistan was celebrated by the whole National with zeal & zest. - Major Raza Aziz Bhatti (Shaheed) - Pilot Officer Rashid Minhas (Shaheed) - Havildar Lalak Jan (Shaheed) 11 SEPTEMBER (QAUID-E-AZAM DEATH ANNIVERSARY) National, Provincial & District Scout Headquarters also chalked out -11 Sept, Death Anniversary of QUAID E AZAM Muhammad Ali Jinnah, founder of PAKISTAN & father of the nation, celebrated all over Pakistan. Swat Boys Scouts Association arranged a Namood Muslim were also present there. Scouts also paid homage to father of the Nation during their Scout Week Celebrations held from 5-11 September, 2015. EID UL AZHA CELEBRATIONS 7-day camp for Boys and Rovers in Kalam under the supervision of District Scouts Secretary Purdil Khan from 10th-16th Sept 2015. The camp was attended by Balochistan Scouts Association celebrated Eid ul Azha with orphan and needy people at three Orphan Centres, Old Age Centre. The team of Balochistan Boy Scouts Association visited Old Age Home and distributed Eidi to children and arranged meat to the needy people. Dr. Adeel Ahmed Khan, leader of the team of Balochistan Boy Scouts Association met with women of Old Age Home and appreciated their arrangements. He also affirmed the services of Mst. While in Yaqeen badge, Mr. Rafi Ullah of Bamakhela got 1st position and Mr. Anwar Ali of Drushkhela got 3rd. In Istiqlal badge and hiking, Mr. Bahar Ali of Kalakot got 1st position in the district. Scout Shakil Arshad of Madyan, got first position in Scout Hamd, Naat and Milli naghma. SCOUT WEEK PIA Boy Scouts also reported that National Week was also celebrated in their districts.

HAJJ SERVICES AT SAUDI ARABIA Scout Leaders and Rovers rendered services in all the local Haji Camps in Pakistan. Out of these 423 Scout Khuddam, 16 have served Hujjaj at Saudia this year. An other group of PIA Boy Scouts Hajj contingent - 2015 comprising of 51 Rover Scouts also traveled to Jeddah on 16th September, 2015. The Contingent Leader Mr. Yaar GSL-Haji Muhammad Musa Khan Pasban gave a brief introduction on the history of peace day and described the role of scouts/msog in establishing peace.
