Introduction / Background The African Legal Support Facility ("ALSF" or the "Facility") will require the services of a communication officer ( the Officer ) to assist the Director. The ALSF is hosted at the African Development Bank in Abidjan, Côte d Ivoire. The ALSF's main objectives include: (i) assisting African Governments in defending against litigation brought against them by vulture funds (and other such entities); (ii) providing legal advisory services to African Governments in the negotiation of complex commercial transactions relating to extractive resources, infrastructure, PPPs, debt, and related commercial agreements; (iii) capacity building for lawyers related to the above; and (iv) development of knowledge products. The institutional structure of the Facility consists of (i) the Governing Council, (ii) the Management Board, and (iii) a Director. The Corporate secretary shall provide members of the Governing Council and Management Board with key information, documentation and legal advice on a timely basis to enable them to make informed decisions. The Corporate secretary will also serve as the institutional memory of the Facility and should advise the Director on all matters related to the work of the Board and the Council. The suitable qualified consultant shall assist the Director in i) communication strategy, ii) brand and media management, iii) event management, iv) website update and v) overall publicity of the Facility.
Objectives and Tasks of the Assignment The Officer shall perform the following duties: a. Produce and implement an annual communications strategy to support the company s overall business targets; b. Brand management Produce and implement a brand standardization guide to be used across the organisation to maintain consistent standards in all external and internal communications. Brand refers not only to ALSF s logo but to the overall presentation of ALSF in words and pictures in all communications; Once complete, consultation across the organisation with all departments to ensure buy-in and efficient adoption of the guide; Ongoing management of ALSF s brand to strengthen its identity and reputation through regular media monitoring and, where necessary, requests to external parties to correct/clarify information in order to ensure that publicly-accessible information about the company is accurate and reflects the company s values; 3. Media management Prepare and execute an annual strategy to increase media exposure of the company s key spokesperson(s) in target markets within Africa and externally in Europe, North America and Asia; Organise effective media training for the ALSF s staff; Produce press kits for the company and spokesperson(s) that will include standardized professional bios, professional photos, a one page backgrounder, and other information as required for each situation; Write and place opinion articles, advertorials and other pieces that will increase the ALSF s visibility; Monitor the media regularly to ensure accuracy of information, to highlight areas to management that may impact the business, and to create reports on the company s exposure; Build relationships with journalists in key markets and create a media database Select and manage PR firms, when needed; 4. Event management Manage all external and internal events including the annual meetings; Produce and manage press conferences to showcase ALSF s work in key markets with the objective of showing on-the-ground impact; Where possible, create and produce unique ALSF events such as small forums or large conferences with the aim of increasing the ALSF s profile within its target markets; Seek external speaking opportunities for the participation of select individual s in the company and for the company to partner with other organisations that have similar objectives to produce unique events; Source and employ vendors to ensure smooth execution of events; 5. Website and social media management
Maintain the website that is in line with the Facilities strengthened brand identity and that helps it to meet its business objectives while communicating effectively to stakeholders; Create an enhanced presence on social media; Create new content and ensure that information is current and relevant across all platforms; 6. Produce and manage all publicity material Produce content and design all brochures, annual reports, speeches, presentations and other written collateral; Source and purchase appropriate collateral to be used as give-aways during events and to partners throughout the year; 7. Budget management Responsible for creating and managing an annual communications and marketing budget that takes into consideration the needs of all departments; 8. Reports Produce regular reports about the company s overall external visibility and measurement of communications strategy/impact as an ROI to be submitted to the management and Board. 2. Administration/reporting The Officer will report to the Director who will adequately brief and guide the Officer. 3. Duration of the assignment The assignment will last for six (6) months, starting in March 2015 and ending in September 2015. The consultant will be based in Abidjan, Côte d Ivoire. 4. Qualifications and Experience Required A Minimum of a Master s degree or its university equivalent in marketing and communication, media, management, operational planning, development or similar related field; Citizenship of a member country of the African Development Bank; A minimum of five (5) years of relevant professional experience in the field of communication management (experience in international organizations will be an advantage); Demonstrated effective coordination skills and an ability to work under pressure in a multicultural environment to complete multiple tasks and meet deadlines; written and oral skills in English and/or in French (fluency in both languages will be an advantage) ;
High level of integrity, moral values, discretion and confidentiality; Competence in the use of standard IT software (Word, Excel, PowerPoint). 5. Remuneration The consultant shall be paid a total monthly lump sum, comprising fee, subsistence or other incidentals, for the duration of the assignment, which is commensurate with the number of years of work experience. The ALSF will cover potential travel and field mission costs (if any) as per African Development Bank rules in this regard. 6.
