FOREWORD Punjab Skills Development Fund (PSDF) is a section 42, not-for-profit Company, established under the Companies Ordinance 1984 by the Government of Punjab, with the objective to provide funding to Training Service Providers (TSPs). PSDF funds vocational training and intends to improve income generation capacity of the residents of Punjab. PSDF uses competitive bidding method for engaging Training Service Providers through inviting proposals from short listed organisations and assessing these on the basis of quality and cost. This scheme namely Industrial Training Programme 2016, is funded by the Government of Punjab and the Department for International Development (DFID), UK. The objective of this project is to increase access to jobs/income earning opportunities, improve the quality and increase labor market relevance of skills training programs in different sectors of economy in Punjab. Under this scheme, Punjab Skills Development Fund (PSDF) intends to engage multiple industries / establishments and authorized service centers of industries duly registered with Sales Tax authorities to provide skills and vocational training (hereinafter referred to as Training Services ) to the residents of Punjab so that they may provide training as per their specific requirements for new induction. This document provides general information and basic eligibility requirements for provision of training services. Interested Training Service Providers who meet the eligibility requirements are invited to submit Expression of Interest (EOI). EOI must reach the following address by January 4, 2016. Description of Scheme Definitions a. Board means Board of Directors of Punjab Skills Development Fund, a company incorporated under section 42 of the Companies Ordinance 1984. b. Client means Punjab Skills Development Fund (PSDF). c. Contract means the contract signed by PSDF and Training Service Provider along with all attached documents thereto. d. Data Sheet means such part of the Instructions to Training Service Providers used to reflect specific conditions. e. Day means calendar day. f. Eligible Person means any trainee who falls within the category defined in the data sheet. g. Establishment means an organisation, whether industrial, commercial, agriculture or otherwise as defined in the Provincial Employees Social Security Ordinance, 1965. h. Financial Proposal means that part of the proposal which provides details about cost of the proposed training. i. Government means the Government of the Punjab. j. Industry means any business, trade, undertaking, manufacturing etc. as defined in the Provincial Employees Social Security Ordinance, 1965. k. Instructions to Training Service Providers means the document which provides shortlisted Training Service Providers with all information needed to prepare their proposals. l. PBTE means the Punjab Board of Technical Education. m. Letter of Invitation LOI means a letter included as a section in the RFP to be sent to the shortlisted Training Service Provider. n. Personnel means temporary or permanent staff employed by the Training Service Provider and assigned to perform the Services or any part thereof. o. Professional Staff includes management team, training and/or monitoring staff of Training Service Provider. p. Proposal means the entire set of documents consisting of Technical and Financial Proposals submitted by an organisation. q. RFP means the Request for Proposal prepared by PSDF for submission of Technical and Financial Proposals by Training Service Providers. r. Services means one or more of the services specified in the Data Sheet and ancillary activities performed by the Training Service Provider in pursuance of the Contract. s. Target Group refers to potential candidates for admission who fullfil the eligibility requirements defined in the Data Sheet. t. Technical Proposal means that part of the proposal which provides information about the technical aspects of the proposed training. u. Terms of Reference (TOR) means the part of EOI / RFP which explains the scope of work, activities, tasks to be performed, respective responsibilities of the Client & the Training Service Provider and expected results and deliverables of the assignment. v. Trainee means any eligible person who is selected for training by the Training Service Provider. w. Training Service Provider (TSP) means an organization meeting the eligibility conditions as mentioned in Data Sheet and selected in accordance with the criteria set forth for the purpose. 3 P a g e
INTRODUCTION 1. PSDF wishes to shortlist interested industries/establishments and authorized services ceners of industries duly registered with sales tax authorities to act as Training Service Providers (TSPs), who will be invited to submit proposals for training services under the scheme. 2. TSPs contracted under this scheme will be responsible for selecting & training the trainees, and providing post-training support. They may select trainees from across Punjab. 3. Training Service Providers will be engaged following Quality and Cost Basis Selection (QCBS) methodology. 4. The purpose of this document is to provide orientation to enable industrial units / establishments for evaluating their interest in tendering and conducting training and is not a guarantee of the actual conditions under which the training services will be tendered or executed. Furthermore, it contains Forms and list of required documents to be submitted. 5. This Expression of Interest is governed by the procedure approved by PSDF Board of Directors. 6. Only short-listed applicants will be invited to submit proposals. 7. All documents and information received by PSDF from applicants will be treated in confidence. 8. The documents submitted to PSDF will not be returned. 9. All expenses related to participation in this Expression of Interest shall be borne by the applicants. A hard copy of documents shall be submitted in a sealed envelope marked as EXPRESSION OF INTEREST: INDUSTRIAL TRAINING PROGRAMME 2016. 10. The envelope must be submitted at the specified address in person/through courier. 11. The closing date for receipt of Expression of Interest and required documents is January 4, 2016. 12. PSDF reserves the right to request submission of additional information from applicants in order to clarify any aspect of Expression of Interest, if required. 13. Industries / establishments may propose a trade / course of upto six month duration keeping in view their employment requirements. It is expected that the training service providers will employ maximum number of trainees with in an organisation or establish linkage with other organisations. 14. An industry / establishment may choose trades / courses from the list of courses specified in Annexure A OR may propose a trade / course with curricula of upto six months duration covering their employment requirements. 15. On completion of training, testing and certification from Punjab Board of Technical Education will be encouraged. Punjab Board of Technical Education do testing and certification for only 3 and 6 months duration courses subject to the condition that proposed curriculum is approved. However following types of entities may certify trainings conducted by them: i. A listed entity (an entity whose shares, stock or debt are quoted or listed on a recognized stock exchange) OR ii. Have paid-up capital more than PKR 1.00 Billion OR iii. Have more than 250 employees 4 P a g e
16. An organisation may propose training for multiple trades and at multiple locations. 17. There is no restriction on the number of trainees to be proposed. However, no organisation will be awarded contract for number of trainees exceeding 20% of the approved target under this scheme and 10% of the total budget of PSDF for a year as per the project document. 18. Each proposed training location have to be under management / ownership of the Training Service Provider. 19. Terms of Reference for Training Service Providers will be as follows: a. Mobilize the communities and select trainees from the target group for the proposed skills training as agreed to during negotiations. b. Arrange the provision of properly equipped training facilities as per demand of curriculum and list mentioned in the curriculum. It includes dedicated machinery, equipment, tools, class room & lab / workshop furniture and other physical facilities (e.g. washrooms, back-up power, drinking water etc.). In case of deficiency, arrange additional training facilities as per requirement. c. Engage competent and qualified instructors and support staff as per qualification and experience mentioned in the curriculum. d. Ensure provision of vocational training in skills / trades using the approved curriculum following the agreed parameters. e. Provide all learning aids, teaching materials, consumables, and additional facilities, as per demand of curricula, free of cost to the trainees (all costs on account of these items will be included in training fee which will be paid by PSDF). f. Provide protective clothing / uniform to every trainee. g. Make timely stipend payments to trainees in a transparent manner according to the notified rates as per Contract and maintain its record. PSDF may engage a third-party organisation for disbursement of stipend directly to the trainees. h. Establish a system for providing reports to PSDF within stipulated time through email or on a web-based data management system. i. Provide or arrange employment to maximum trainee who succseefully completed training. j. Facilitate and provide access to PSDF monitoring team for the monitoring of training. k. Maintain separate bank account and financial record relating to the PSDF assignment(s). l. Assist any PSDF partner in carrying out a tracer study / evaluation of the trained persons. m. Training Service Providers will be encouraged to arrange testing and certification from Punjab Board of Technical Education. n. Assist PSDF in the arrangements of graduation ceremony; if graduation ceremony is arranged by PSDF at large scale (cost of such ceremony will be borne by PSDF). o. Display prominently banners / sign boards relating to the training as per the PSDF Branding guidelines. p. The Training Service Provider will be responsible for certain deliverables, including progress reporting, as per requirement of the project. q. Any other obligation agreed in the Contract. 5 P a g e
20. PSDF reserves the right to verify any information provided by prospective bidders. False information/misstatement will lead to disqualification and rejection of the EOI; and the organisation may also be blacklisted. 21. PSDF reserves the right to cancel the call of EOIs without stating any reason. 22. An organisation may submit only one EOI, even if the Training Service Provider is interested in providing training in multiple trades or at multiple locations. The organisation cannot be part of another EOI directly or indirectly. In case of participation in more than one EOI, the EOIs will be rejected. 23. PSDF will evaluate the Expressions of Interest of only eligible organisations on the basis of i) past experience and capacity, ii) management team profile, iii) methodology to select and enroll trainees and, iv) strategy for placement. 24. PSDF will notify the short-listed Training Service Providers and will request for the submission of proposals. 25. Preference to be given to individuals with demonstrable poor socio-economic conditions, having minimum education level required to meet entry requirements. Must not be regular employee of the applicant Industries / Establishments and authorized service center of industries duly register with tax authorities are responsible to comply with relevant labour laws while selecting the trainees. The potential training service providers can be manufacturing and service industry registered with Federal / Provincial Sales Tax Authorities that have the capacity and capability to deliver training in the proposed trade/s or course/s (practical & related theory) relevant to their industry/business. Training Service Provider must also fulfill the following eligibility conditions: i. Must be a legal entity. ii. Must have valid NTN/FTN in the name of Entity/Organization. iii. Must provide the copy of tax return of last year in the name of the entity/organisation. iv. Industries/Establishments/Authorized service centers must provide copy of provisional or federal sales tax registration certificate issued by competent authority. v. Manufacturers authorized distributors/service centers must provide authorization certificate issued by the manufacturing organisation. vi. Must have audited financial statements (for the last financial year of the organization), issued by a Chartered Accountant licensed with Institute of Chartered Accountants of Pakistan (ICAP), comprising of the following required documents: Audit Report, Balance Sheet, 7 P a g e

Must have workshops / laboratories/training facilities for the applied courses as per curriculum. The training facilities may be visited by PSDF or PSDF appointed monitors for inspection and verification. ix. Must agree for monitoring by a Third Party contracted by PSDF. x. Must agree to allow PSDF assigned auditors to check the accounts opened for PSDF funding, as and when required. xi. Must prefer to open a separate bank account (in the legal name of the organization) for funds provided by PSDF. An industry / establishment may choose trades / courses from the list of courses specified in Annexure A. OR May propose a trade / course with curriculum (as per provided sample in Annexure C) upto six months duration covering their employment requirements. Note: The decision whether any course can be included in the scheme or not shall rest with PSDF and it may reject any proposed course which does not fit within the training framework announced by PSDF. Testing / certification from an accredited body will be encouraged. PSDF will make arragemnts for testing and certification of 3 and 6 months duration courses from Punjab Board of Technical Education (PBTE) subject to approval of curriculum. However following types of entities may certify trainings conducted by them: i. A listed entity (an entity whose shares, stock or debt are quoted or listed on a recognized stock exchange) OR ii. Have paid-up capital more than PKR 1.00 Billion OR iii. Have more than 250 employees Note: For self certification above mentioned entity must provide their own certificate covering skills competencies and share the same with PSDF after the completion of training. Preferred duration of training for certification by PBTE is as mentioned below: 3 Months 6 Months Trainees will have to observe regular shift hours of the respective industries / establishments as per Factories Act 1934 / The Punjab Shops and Establishment Ordinance 1969. Training Service Providers are encouraged to arrange On Job Training for a period of one month in specified courses after completion of training for those trained persons who are not employed by the training provider. PSDF expect Training Service Provider to employ maximum trainees after the completion of training within its organisation or other organisations and report it to PSDF. Training Service Providers are encouraged to propose a course in which they have demonstrable past experience of delivering the training. Experience of conducting in-house trainings relevant to the proposed courses can also be mentioned. This scheme is for implementation of training in a formal manner and not in the form of attachment on work. Dedicated machinery, equipment & area will be required for the purpose of theoretical and practical training. Moreover, the training can be delivered in the TSP s owned premises or facilities. In special cases, conduct of training in production area may be allowed. Anywhere in Punjab, Islamabad, Karachi or adjoining districts. Up to 25 according to availability of work places in lab / workshop and other training facilities. (a) Training Fee (b) Trainee Support Payments The financial bid will be based on training fee inclusive of all expenditures. It will include but is not limited to: Trainers renumeration Consumable Training Materials Training Manual & Stationery required for training Protective clothing Management & Reporting costs Depreciation / Rentals of Machinery and Equipment etc. Utilities & Miscellaneous items Post training support to trainees (On Job Training and Job Placement) costs. Fixed Stipend @ Rs. 1,500 per trainee per month (exclusive of taxes) Payment of stipend will be made as per PSDF policy through the training service providers and will be linked to attendance. PSDF may engage a third party for payment of stipend directly to trainees. Uniforms and a bag per trainee as per PSDF standard design & colour to every trainee. An amount of Rs.1,600 per trainee (one time cost) will be paid to the training service provider for the purpose who will provide uniforms and bag of acceptable quality to the trainees. PSDF will pay the testing fee directly to PBTE under special arrangements.no Testing fee will be paid for the self certification. However in case of affiliation with other recognized testing body, trainee s registeration, testing and certification cost will be reimbursed after submission of certificates provided by relevant agency to PSDF. After successfull shortlisting of EOI training service providers will be requested to submit trade/course wise Technical and Financial Proposals. For each trade/course separate proposal will be required. Proposals for training of special persons (all types of disabilities) is encouraged and will be considered separately. Features Trainee s Selection Means of Communication Contract Extension Imposition of Penalties Proposed Parameters Training Service Providers should give preference to individuals with demonstrable poor-socio economic conditions, having minimum education level required to meet entry requirements. Formal communication between PSDF and Training Service Providers may be made through letter, email or fax. The contract may be extended to an additional period and/or for training of additional trainees, subject to performance evaluation by the Client. PSDF may impose financial penalties on Training Service Providers on account of any violations/ breach of Contract in line with PSDF s Business rules.
