Dear colleagues: In light of Dr. Suzanne Majhanovich s resignation as Chair of the Publications Standing Committee, which I have accepted, and the serious implications of the findings of an investigation undertaken by the Ad-Hoc Committee under the leadership of Professor Tony Welch, I have been compelled to rethink the mandate of the Publications Standing Committee. With these new developments, I would like to align the Committee s work with the overall goals of WCCES and its professionalization, which has been a central tenet of my administration. Following my responsibilities as President of the WCCES and Chair of the Executive Committee, and in fulfillment of bylaws 4.1, I propose the following new mandate for the Committee and the reconstitution of the Committee s membership. The first premise of the Publications SC in its new epoch is that it should connect with to all other standing committees for the promotion of our publications. One of the key elements of the new mandate, given to the new Chair and Vice Chairs will include developing and creating new strategies for publishing a new international on-line comparative education journal in collaboration with the Director of Communications, Dr. Greg Misiaszek from the Office of the President. A second premise is the need to separate two dimensions in the publication responsibilities of the Committee, the editorial work and the advisory work to improve the professionalism and efficiency of our systems. I will be appointing an Executive Editorial Board to work under the new leadership of the Committee. A) The chair in consultation with the advisory committee, President, and chair of the Research Standing Committee, and the Executive Board will be developing a three year strategic plan which identifies priorities that reflect international educational priorities as discussed in the recent 2015 World Education Forum and the 2015 Development Agenda. Since publications are an important component of WCCES, a draft of that framework will be presented for consideration to the President and the Executive Committee by the spring of 2016 as the guiding framework for publications. Moreover the strategic plan will propose a budget for implementation in addition to proposing options for fundraising. 1

B) The editorial work will be conducted by a review committee which will identify criteria for the evaluation of submitted material, time lines for submission in addition to reviewing the publications for publishing. The proposed guidelines will be presented to the newly formed Professional Ethics Committee for their input. The members of the Executive Editorial Publication committee will include a Chair of the Publication Committee and Executive Board, and two Vice-Chairs of the Executive Board. The membership of the committee will represent all our diversity. It is the responsibility of the Chair of the Publications Standing Committee, with support from the Vice Chairs, and the members of the Executive Editorial Board to i) review the current editorial activities and series of the publication sponsored by the standing committee, ii) draft the calendar of activities, funding strategy, and editorial policies and practices, iii) create a calendar of publications for three years, from the time of the appointment of this committee, iv) design policies for publications of the best papers of the XVI World Congress in Beijing, v) select the editors of each individual book or publication, defining their responsibilities and timetables, and vi) design a possible strategy for WCCES to host an academic journal in international and comparative education that will be published on-line. The Advisory Committee may be called upon to provide advise and feedback in each of the drafts of the above mentioned roles and responsibilities, serve in diverse capacities as reviewers of manuscripts, authors, co-authors, editors or co-editors of books to be sponsored by WCCES, and constitute the foundations for the editorial board of the on-line journal that WCCES may choose to edit. The members of the Executive Editorial Board are Dr. Samiha Peterson, Dr. Régis Malet, Dr. Marco Aurelio Navarro Leal, Dr. N Dri Thérèse Assié Lumumba, Dr. Shoko Yamada, Dr. Nigel Fletcher-Jones, Dr. Eduardo Mario Favier Dubois (ex-officio member), and Dr. Greg Misiaszek (ex-officio member). The members of the Advisory Editorial Board are Dr. Geert Devos, Dr. Willibroad Dze-Ngwa, Dr. MacLeans A. Geo-JaJa, Dr. Fatma Gok, Dr. Zehavit Gross, Dr. Allan Pittman, and Dr. Rui Yang. Graduate School of Education and Information Studies University of California-Los Angeles (UCLA) President World Council of Comparative Education Societies (WCCES) Samiha Sidhom Peterson is a distinguished professor and dean of the Graduate School of Education at the American University in Cairo. She embarked on starting up the new Graduate School of education in 2007, which was authorized by Board of Trustees of the University in February 2009, and by the Supreme Council of Universities and the Ministry of Higher Education in September 2009. Previously, Peterson served as the Overby Distinguished Professor Chair at St. Olaf College. In addition to a teaching career with focus on sociology, the Arab world, development and gender, she served in various administrative roles including Associate Dean for the Social and Applied Science Faculty, chair of the Sociology/Anthropology department, director of the Middle East Studies program, director of Women Studies and Field supervisor for the Off-Campus Global Semester. Peterson s faculty career at St. Olaf was between 1972-2009. She also served as Special Policy Adviser to three Egyptian Ministers of Education between 1989 and 2004. The first three years involved a fulltime, USAID-supported appointment that related to the Education for All Initiative and Egypt s Education Reform Strategy. She continued her work as special adviser in conjunction with her teaching career from 1991 to 2004. In her capacity as special policy adviser, she facilitated Ministry of Education partnerships with numerous bilateral and multilateral development agencies including USAID, ODA, JICA, UNICEF, UNESCO. UNDP, UNFPA, World Bank, the German Development Agency, the Dutch Development Agency, League of Arab States, Canadian Development Agency and the Nine Most Populous Countries. Research Interests Education, social development, Arab world, human rights, social change and gender Publications Professor Peterson is the author of Implementing Egypt s Education Reform Strategy 1991-1995, (Rose El Youssef, 1996) and Towards Education Reform in Egypt: A Strategy for Reform and Examples of Implementation. She is the coauthor, with F. Sorour (Al Ahram Press 1990), Qacim Amin s The Liberation of Women: A Document in the History of Egyptian Feminism (American University in Cairo Press, 2000, 1995, 1992); coeditor of The Two Career Family: Issues and Alternatives (University Press of America 1977, 1979), Analysis of Community: An Introduction to Sociology (University Press of America, 1977) and The Commission on the Status of Women and the United Nations, (INSTRAW, 1987). In addition to numerous scholarly articles, she has authored more than 150 position papers during the past 15 years on education and development in Egypt that were used as policy papers or country position papers. 3

Régis Malet is full professor of comparative education in the University of Bordeaux Ecole Supérieure du Professorat et de l Education (ESPE) of Aquitaine. He is the co-director of the Laboratoire Cultures, Education, Sociétés (LACES EA4140) of the University of Bordeaux and the deputy-director of the ESPE of Aquitaine, in charge of international development and research. Régis Malet has been the director of the Faculty of Education in the University Charles de Gaulle of Lille. He has also been the President of AFEC (French-speaking society of comparative education) and the Editor of Éducation Comparée for almost a decade. Régis Malet s fields of research include comparative and international education, education policy, teachers education and youth identity & citizenship, domains in which he has an extensive publication record. As an expert, Régis Malet has been part of the editorial board of a dozen of international journals in education, including Education comparée, Spirale, Le sujet dans la cité, Raisons éducatives, Journal of Education Administration & history, European Education, Journal of Education for Teaching, Recherches en didactiques. He has been a member of the WCCES Publications Standing-committee for the last four years. He is a Member of the Canada Research Chairs College of Reviewers, a member of the French National Council of Universities (CNU), and produces expertise for ANR projects, European programs and French HCERES (High Council for the Evaluation of Research and Higher education). Régis Malet est professeur en Sciences de l éducation Education comparée, à l Université de Bordeaux Ecole Supérieure du Professorat et de l Education (ESPE) d Aquitaine. Dr. Marco Aurelio Navarro Leal marcoaurelionavarro@msn.com After working for some years in the fields of indigenous education with mazahua groups in Mexico and with migrant workers in Colorado, where he collaborated with the chicano movement, he became a university scholar in the fields of educational sciences, obtaining a Masters Degree in Educational Planning and Development at the University of London Institute of Education and a PhD in Pedagogy at the National Autonomous University of Mexico. His research lines are related to policy and planning of higher education with a comparative perspective, although he has done some explorations within topics such as the education of migrant s children or the school management. He became a member of the National System of Researchers since the year 2000. Professionally has been in executive positions at the Mexican ministry of education, at the Metropolitan Autonomous University and at the National Autonomous University of Mexico. Currently he holds the position of Provost for Academic Affairs at the Autonomous University of Tamaulipas after holding the chair of institutional planning during several years. He has been active as a founder and a member of diverse organizations such as Educación y Cambio AC, Asociación Mexicana para la Educación Internacional, Consejo Mexicano de Investigación Educativa, Comparative and International Education Society, Society for Research into Higher Education and the Sociedad Mexicana de Educación Comparada where he currently is Honorary President. The last November, in Madrid, was appointed as Secretary General of the Sociedad Iberoamericana de Educación Comparada. He has published 20 books (five of them are authored) and about 60 articles and chapters related to educational topics, most of them in the field of comparative education.
