Conducted a Security Survey and Vulnerability Assessment (SVA) for a prominent church that also had a Kindergarten to 9th grade school. The SVA identified operations and security strengths and areas that needed security enhancements. At the end of the SVA, made recommendations for improvements that were implemented by the church and school. Conducted Security Survey and Vulnerability Assessments for manufacturing facilities in Reynosa, and Juarez, Mexico for American corporations. Developed security policies, practices and procedures that enabled corporate executives and facility managers to enhance physical security, employee and asset protection and mitigate threats of violence. Made recommendations for improvements to facility and security operations that were implemented and resulted in a heightened level of employee and asset protection. Enabled and participated in the establishment of recurring employee security training to maintain situational awareness while operating in a dangerous environment. Department of Homeland Security s Transportation Security Administration (TSA). Served as the Federal Security Director (Senior Executive Service) at three U.S. airports in Houston and Beaumont, Texas. Directed passenger, baggage and air cargo screening and security and managed all TSA personnel. Transitioned passenger and baggage screening operations from private contractor employees to federal employees on time and within budget. Formulated and implemented the Federal Security Crisis Management Response Plans. Conducted airport security risk assessments. Directed crisis and threat management, vulnerability assessments, security technology implementation, data and communication network protection and employee security awareness. Provided direction and expertise to Department of Justice s anti-terrorism task force in developing and implementing proactive, comprehensive security plans for aviation and other modes of transportation.
Provided direction and expertise in developing and implementing the comprehensive Maritime Security Plan (MSP) for the Port of Houston/Galveston for the U.S. Coast Guard. The MSP focused on proactive prevention of acts of terrorism and crisis management. Major contributor in formulating and implementing the overall security plan for Super Bowl 38 and 2005 MLB All-Star Game in Houston, Texas. Specifically, developed and implemented plan, successfully handling increased air traffic. Houston was hosting Super Bowl XXXVIII and expected an additional 1000 charter and private aircraft. Convinced city to utilize Ellington Field, Houston s third airport, for charter and private planes. Air traffic flowed smoothly and airfield received economic boost. 2002 - Special Agent in Charge, Environmental Protection Agency, Houston, Texas Managed the criminal investigative programs of the EPA's Criminal Investigation Division in southern Texas, Arkansas and Louisiana. Improved morale and increased productivity at the EPA s Office of Enforcement. Formulated and implemented policies to correct hostile work environment conditions. 1976 to 2002 - U. S. Secret Service, Various assignments and leadership positions, domestic and international. Retired - Senior Executive Service (SES) Promoted through positions of increasing responsibility, ultimately progressing up the ranks to the Senior Executive Service, the top leadership positions for the U.S. Secret Service. Implemented the Secret Service s protective and investigative programs and initiatives. Established cost effective and highly successful programs and procedures that ensured a safe and secure environment for the President, Vice President, their families, heads of state, and other designated individuals. Held numerous high level supervisory positions, including assignments to the Presidential Protection Division protecting families and residences of Presidents, Vice Presidents, foreign heads of state and other high profile government officials, buildings and locations. Conducted numerous domestic and international security surveys of hotels, motels, private residences, buildings, hospitals, sports and concert venues, motorcade routes, parade routes, land and aviation transportation assets, ships, boats, waterways, etc. Directed the investigations of the counterfeiting of U. S. currency and securities, credit cards, bank fraud and other financial crimes and cyber attacks on our national infrastructure that resulted in a significant nationwide suppression of these criminal activities. Supervised complex high-level criminal investigations targeting multi-national organized crime groups. Reviewed and assessed the operations and security plans of numerous law enforcement and private security agencies. Reviewed and assessed the security, personnel and asset protection plans of several hundred hotels, convention centers, airports, shopping malls, sport stadiums and other major facilities. Made recommendations to improve programs and procedures that resulted in significant enhancement of operations.
Participated in the implementation of the U. S Secret Service s Safe School Initiative. Assessed security programs and procedures at selected schools. Showed school authorities how they could implement proactive safety measures and safeguards to thwart acts of violence. Selected teams and formed partnerships with school authorities, police departments, parents and students. Teams performed risk assessments, identified vulnerabilities and came up with solutions. Developed and implemented comprehensive operational security plans for National Security Special Events (NSSEs) under Presidential Decision Directive 62 (PPD 62). PPD 62 deals with thwarting terrorism and the utilization of weapons of mass destruction. When an event is designated as a NSSE by the President of the United States, the United States Secret Service is responsible for developing and implementing a comprehensive security plan to provide a safe and secure environment. NSSEs are the National Republican and Democratic Political Conventions, International Summits, major sports events, i.e. NFL Super Bowl, MLB and NBA All-Star game and other high profile events where there is a threat of terrorism and the use of weapons of mass destruction. In 1992, I was assigned as the Deputy Coordinator for the 1992 Republican National Convention in Houston, Texas. In collaboration with the Coordinator, I developed and implemented a comprehensive security plan that enhanced the overall security and public safety for persons protected by the U. S. Secret Service and 45,000 conventioneers and convention staffers. The plan successfully provided protection for the President and Vice President of the United States, former presidents, their respective families and high level officials. Significant cost reductions and performance improvements were achieved through leadership expertise and team building with an emphasis on government, civic and industrial partnerships. This plan received national recognition and has been used as a model for other political conventions and major events. Advisor and mentor to the Coordinators and Deputy Coordinators for the 1996 National Democratic and Republican Conventions which were held in Chicago, Illinois and San Diego, California, respectively. The security plans in which I assisted in developing successfully provided a safe and secure environment for the President, Vice President and other persons protected by the U. S. Secret Service and other law enforcement agencies and the conventions vendors, media and attendees. Advisor and mentor to the Coordinator for 2000 Democratic National Convention in Los Angeles, California. Improved inter-agency relations, ensuring a safe 2000 Democratic National Convention. Convention security preparation was marred by turf battles between the Los Angeles Police Department (LAPD), FBI and the U. S. Secret Service. Facilitate meetings with the heads of the LAPD and FBI convincing them the turf battles and parochialism were counterproductive, fiscally unsound and diminished effective security measures.
