3 As the Executive Director for the Cyberskills Management Support Initiative (CMSI), Ms. Forney supports the Undersecretary for Management (USM) for cybersecurity initiatives that impact the department. Ms. Forney has over 20 years of private and public Information Technology and Program Management leadership experience. Ms. Forney has been an instrumental figure in the field of cybersecurity directing and overseeing the strategic management of the unique needs of the cybersecurity workforce. Ms. Forney holds a Bachelor of Science from DeVry University and a Master of Science in Engineering Management from George Washington University as well as her Certified Information System Security Professional certification (CISSP) and Project Management Professional (PMP). 3
4 CMSI HISTORY! In June 2012, the Secretary established a Homeland Security Advisory Council (HSAC) Task Force on CyberSkills with a two-part mandate: " To identify the best way DHS can foster the development of a national security workforce capable of meeting current and future cybersecurity challenges; and " To outline how DHS can improve its capability to recruit and retain the cybersecurity talent it needs.! In accordance with the findings and recommendations the Task Force released in October 2012, the Deputy Secretary has been overseeing a Department-wide Implementation Group to ensure DHS creates a world-class cybersecurity workforce and expands the pipeline of cybersecurity talent! To maintain focus on this important issue, the CyberSkills Management Support Initiative (CMSI) was launched on April 1, 2013 in the Management Directorate! The CMSI support targets five key areas: " Hire, test, and train to standards; " Grow and expand the pipeline for talent; " Strategically manage the workforce; " Aligning procurement and contracting for cybersecurity services; and " Creating a cyber surge capacity force. 5 Cyber Missions United States Secret Service (USSS)! Criminal Investigations Division (CID) " Criminal Investigations Division (CID) conducts forensic analysis to prevent Counterfeit and Fraudulent Identification, Access Device fraud (e.g., applies to ATM cards, computer passwords, credit card/debit card account numbers) " Protects the nation's critical financial infrastructure and payment systems from cyber and financial crimes. USSS develops, and implements robust cyber protection and investigative initiatives to guard against electronic crimes as well as other computer related fraud that can be domestic as well as international in scope US Immigration and Customs Enforcement (ICE)! Homeland Security Investigations (HSI) " The Homeland Security Investigations (HSI) directorate primarily focuses on immigration crime, human rights violations and human smuggling, smuggling of narcotics, financial crimes, cybercrime and export enforcement " Combats transnational cybercrime threats and the criminal exploitation of the Internet by investigating, disrupting and dismantling criminal organizations that use cyber capabilities to commit crime Not for Distribution 5
6 Cyber Missions Transportation Safety Administration (TSA)! Office of Information Technology (OIT) " Combats threats to aviation security by using risk management strategies, and a highly trained workforce combined with additional layers of security to minimize vulnerabilities " Conducts Insider Threat Assessments at domestic airports to educate staff on their roles and responsibilities for protecting resources and information that could result in an investigation of potential insider threat behaviors United States Customs and Border Protection (CBP)! Office of Information Technology (OIT) " Coordinates department-wide uniform security incident response, Security Event Notification (SEN) procedures, and conducts vulnerability management to identify, mitigate, and remediate threats that impact DHS networks " Laboratories and Scientific Services (LSS) provides forensic (e.g., mobile technology), and scientific support to all Customs offices as well as partnering with fellow state and local law enforcement agencies Not for Distribution 6
7 Cyber Missions United States Coast Guard (USCG)! Cyber Command (CGCYBERCOM) " Ensures maritime critical infrastructure protections to counter cyber threats that may impact the Coast Guard and maritime interests of the United States " The USCG provides cyber capabilities that foster excellence in the execution of Coast Guard operations, lends support to DHS cyber missions, and serves as the Service Component Command to U.S. Cyber Command Science and Technology (S&T)! Cybersecurity Division (CSD) " Responsible for researching, and developing leading technologies that work to protect and secure the nation s critical information infrastructure that will aid and defend against the latest cybersecurity threats " As the research and development arm for the department, S&T engages in collaborative partnerships with federal, state, international, local, private sector, and academia to test and evaluate cutting-edge cybersecurity tools to combat cyber threats that potentially may impact end users Not for Distribution 7

Office of the Chief Information Officer (OCIO) " Cross-Component OCIO organizations use an optimized IT infrastructure that leverages enterprise capabilities and services that focus on strengthening cybersecurity to enable an effective and safe environment to carry out the DHS mission National Protection and Programs Directorate (NPPD)! Cybersecurity and Communications (CS&C) " Operates the National Cybersecurity and Communications Integrations Center (NCCIC), which serves as a 24x7 cyber monitoring, incident response, and management center " Leads a coordinated national effort to mitigate protect and enhance the resilience of the National s critical cyber infrastructure assets, systems, functions, and networks across 18 critical infrastructure sectors Office of the (I&A)! Cyber Intelligence Analysis Division (CIAD) " As a member of the Intelligence Community, I&A manages intelligence for the homeland security enterprise " The Office of Intelligence and Analysis is the principle DHS lead Component responsible for collecting information and intelligence from multiple sources to identify and assess current and future threats to the United States Not for Distribution 8

The Cyber Fellows Program is a two-year, promotional career development program that provides cybersecurity-focused rotational assignments to recent graduates with a Bachelor s or Master s degree.! Through their assignments in different DHS Components, participants learn about the unique cyber missions of the Department and gain technical experience in several focus areas, including the identification and analysis of malicious code, forensics analysis, and intrusion detection and prevention. 9

DHS Secretary s Honors Program (SHP) Cyber Student Initiative offers an unpaid student volunteer position to current two-year community college students, including student veterans, pursuing a program of study in a cybersecurity-related field.! The program is tailored to provide high-performing students with challenging work projects, real-life learning scenarios, and mentoring from cybersecurity professionals.! Student volunteer opportunities are available across the country to students who are enrolled in a two-year and 4-year college/university or certificate program with coursework related to cybersecurity. 10
