1 Introduction The public sector is increasingly aware of the potential value to be gained from analysing its data effectively. Many parts of government generate and collect vast quantities of data through their everyday activities, such as managing benefits payments, tax collection, NHS patient care, recording traffic data and issuing official documents. As well as structured data residing in managed databases, this data increasingly includes unstructured or semi-structured data such as multimedia images, documents, emails and machine sensor data. BAE Systems Detica develops and runs cloud based reporting and analytics services, specialising in helping customers extract actionable intelligence and insight from complex, high volume, rapidly changing and growing data sources. Our hot-housing method is at the heart of our approach to delivering reporting and analytics solutions, whereby we work with our customers to rapidly develop reporting prototypes and KPIs (Key Performance Indicators) using an iterative approach. We conduct data discovery workshops using Detica s onsite secure data processing and analytics facilities, to support data source assessments and KPI definitions. We also have experience of delivering services and products to navigate the opportunities presented by Big Data using cloud based architectures which provide scalable, distributed processing and storage and parallel processing. Our experience includes requirements capture, data extract, profiling and loading, system prototyping, development and customisation, integration and testing, deployment and ongoing user support. We are experienced users of open source Big Data technologies, for example Hadoop, Accumulo, and Lucene. For storage and processing we have used the Apache Hadoop products including the Hadoop distributed file system, MapReduce analytics, and distributed key-value stores (HBase, Mongo DB) to underpin our enterprise Big Data solutions. 2 Services Overview 2.1 Rapid KPI Reporting Delivery Services Approach We accelerate the delivery of KPI reporting for cloud based services. Our Rapid KPI Delivery service uses our Test & Learn approach an agile method for jointly developing requirements and designs for building cloud based reports and KPIs. The approach consists of a series of intensive workshops with the relevant stakeholders in your organisation, including subject matter experts, data modellers, business analysts and data analysts. It is a rapid approach to progress through the Requirements, Data Analysis and Design phase in parallel, continually evolving KPI report design and openly sharing across stakeholders. Our approach comprises: User Research & Insight Understand end user profiles though user community workshops and user group segmentations Data Landscape & Assessment Understand sources of data and quality to determine feasibility of use Requirements Visualisation Collect reporting and visualisation requirements Develop data visualisation tool recommendation (where applicable) Data Entity Mapping Map data entities within datasets to visualisation entities within dashboard mock-up. We can also implement commercial, off the shelf data visualisation tools such as Tableau and Qlikview to support KPI reporting, and set up the required processes and data to enable non-technical users to access and drill down on KPIs and other key reports. 2.2 Data Discovery & Exploitation Services Approach We specialise in the identification of complex behaviour patterns and predicting future events through data, and provide a service to undertake data discovery work on our customer s behalf, using their data. We conduct initial data discovery workshops using Detica s facilities, to define the objectives for analysis and exploitation of the data. We take copies of our customers data sets, and host them either in our secure IL3 data processing facilities or in the cloud, depending on the sensitivity and classification level of the data. We then analyse the data using a combination of Detica proprietary and opensource tools for insight. Our data discovery and exploitation services incorporate Big Data analytics using cloud based architectures which provide scalable, distributed processing and storage and parallel processing. We are experienced users of open source Big Data technologies e.g. Hadoop, Accumulo and Lucene. For storage and processing we have used the Apache Hadoop products including the Hadoop distributed file system, MapReduce analytics, and distributed key-value stores (HBase, Accumulo) to underpin our cloud-based Big Data solutions. The key data analytics use cases we provide involve data mining, profiling and segmentation with predictive analytics for risk profiling of businesses and individuals, tracing individuals and companies, data matching and payment patterns as well as behaviour analysis. We also provide data based hypothesis testing, running analytics over customers data to validate the key hypotheses that the department wishes to test using its data. 3 Technical Requirements No specific services have been offered within these definitions for the provision of a technical environment that will enable the delivery of Programme Management services. Typically this is SC and a significant number hold DV. We have extensive experience in scoping, designing, delivering and supporting systems at all Impact Levels from IL0 to IL6+. We are also highly experienced in gaining appropriate accreditation for such systems. At the heart of our capability is our team of CLAS consultants, one of the largest such pools of CLAS consultants in the UK. Our Information Assurance capabilities support both our internal requirements for appropriate security controls and those of our customers.
