The Bank Group s overarching objective is to spur sustainable economic development and social progress in Africa, and as a result contribute to poverty reduction. The Bank Group achieves this objective by financing a broad range of development projects and programs through public sector loans, private sector loans, equity investment, policy advice and technical assistance to support development efforts The North Africa Regional Department (ORNA) is responsible for the Bank s activities in Egypt, Libya and Tunisia, Algeria, Mauritania and Morocco. The Department s responsibilities include country dialogue, programming of the Bank s activities in these countries as well as allocation of country resources among sectors activities; country and regional lending and work programs. The main deliverables for the Regional Department are: Economic & Sector Studies, Country Strategies, Country Portfolio Reviews, coordination of country portfolio management, Country Economic Reviews, contributions to sector analytical work, support of regional entities
and representation of the Bank in donor consortiums and meetings. Duties and Responsibilities The consultancy position includes responsibilities within ORNA s Libya Country Team as well as across the department in terms of strategic focus, performance monitoring and benchmarking. The Consultant will work under the overall guidance of the Director of ORNA and the immediate supervision of the Chief Country Economist for Libya. Specifically, the Consultant will focus on economic and social issues to help deepen country knowledge of Libya, produce and contribute to economic and sector work and institutional knowledge products, contribute to the preparation and review of various documents related to the country, support the ongoing operations in the country, support dialogue with the Government of Libya, development partners and other relevant stakeholders, and develop relevant information notes for the attention of senior management. Specific Duties 1. Monitor and analyze economic, social and financial developments in Libya and external sources of information, and work with the respective country economists to determine the implications for the programming and updating of the Bank s Strategy and operations in Libya; 2. Produce and contribute to the production of in-depth country economic briefs, policy reports and a pipeline of economic and sector work in Libya in coordination with the rest of the Libya team and the regional/sector departments 3. Produce corporate knowledge products on Libya ((African Economic Outlook, Country Performance Internal Assessment, etc.) 4. Assist the Libya team in the integration of key Bank thematic areas (inclusive growth and poverty reduction, governance, infrastructure, fragile states, regional integration, higher education, and gender) in the country work program and multi-sector approaches; 5. Assist in providing analytical and advisory services including on issues related to youth unemployment, governance, economic diversification and private sector development in Libya and the North Africa Region; 6. Provide support to policy dialogue with the Government, development partners, and other stakeholders; 7. Provide support to the Bank s ongoing operational activities related to Libya, especially on the MENA Transition Fund Leading the Way Project, organize relevant meetings, produce meeting summaries, and conduct the subsequent follow up; 8. Participate in, and take part in organizing country missions (if necessary), and in the identification, appraisal, and monitoring of policy and institutional reform programs as well as technical assistance and lending operations;
9. Assist with the coordination and publication of the department s North Africa Policy Series or other Economic and Sector Work; 10. Assist with the preparation and implementation of proposals financed by the MENA Transition Fund, the Trust Fund for Transition and the Middle Income Countries Technical Assistance Fund; 11. Assist in any work contributing to the realization of the ORNA department work program over the contract duration. DURATION: The contract duration is for 6 consecutive months, starting 1 December 2015. SELECTION CRITERIA At least a Master s/postgraduate degree in Economics, Development Economics, Finance, Political Economy or related subjects; A minimum of 3 (three ) years of relevant professional experience in the formulation and implementation of economic analysis, policies and programs, with preferably 2 years on Libya (Work experience with International financial Institution would be a plus); Note that candidates with more than 5 years of professional experience are not eligible for this junior consultant position. grasp of economic development in the MENA region; Ability to communicate and write effectively in English, knowledge of Arabic is an advantage; Demonstrated ability to produce high quality knowledge products; ability to draft, edit, consolidate and present strategic documents in English; ability to draft in Arabic would be an advantage Demonstrated ability to manage external and internal communication; Ability to operate effectively as a team member; Competence in the use of standard software applications; Candidates need to be citizen of a member country (regional or non-regional) of the AfDB. VI. THE WORKSTATION The consultancy will be based in Tunis with frequent trips to Libya if and once the security situation is resolved. VII. REMUNERATION FOR THE ASSIGNMENT The Consultant will be hired for a period of 6 months and paid a lump sum per month following the schedule and conditions to be negotiated with ORNA. The remuneration will also be based on the Bank s guidelines on individual consultants remuneration. For candidates who need to travel to take up this assignment, a round trip economy class air-ticket with the shortest route will be provided.
Other relevant information The candidate will be responsible for obtaining personal health insurance at his or her own cost. The coverage should include all medical expenses, including those resulting from illness or injury incurred during the duration of the assignment.
